The present study focuses on the pattern of organizational commitment and job satisfaction among seafarers working on passenger vessels, compared to those working on board other types of ships. The dependent variable in the study is organizational commitment. Work position, age and job satisfaction are used as independent variables. The question posed in this study is whether the pattern of organizational commitment and job satisfaction differ depending on the proximity to passengers. The material is based on a survey sent to a random sample of seafarers in the Swedish Transport Agency’s register of seafarers. It has been analyzed with descriptive statistics and multivariate regressions comparing the two categories of vessels. The results show that organizational commitment is higher on passenger vessels, while the effect of job satisfaction on organizational commitment is slightly higher for ships that do not carry passengers. For managers in the service department, the level of commitment is to a higher extent dependent on job satisfaction. Development and communication of career options and opportunities for the service crew is suggested as a way to enhance organizational commitment and job satisfaction among this group.

This study takes its departure in the difficulties to recruit and retain qualified senior seafarers in the Swedish shipping sector. The study focus is on seafarers’ motivation at work for the specific shipping company (organizational commitment), and seafarers’ motivation towards their occupation (occupational commitment), in times of flagging out. It was hypothesized that the youngest seafarers and the oldest may be most sensitive to foreign registration of ships. Statistical analyses were employed, using a survey material of 1,309 Swedish seafarers randomly collected in 2010 from a national register of seafarers. The results of the analyses show that flagging-out imposes a significant decline in organizational commitment for all seafarers. This decline is related to the perception of the social composition of crew. In addition, the oldest seafarers (age 55+) demonstrate diminished occupational commitment under a foreign flag. This decline is related to the degree of satisfaction with the social security structure. Occupational commitment among the youngest seafarers (age 19-30) is not affected by the nationality of flag. However, this type of commitment is decreasing by the time served on the same ship. This effect is partly related to a decline in satisfaction with the work content. In the concluding discussion, the findings are discussed in more details and recommendations are put forward.

Both the United Kingdom and Hungary run ambitious nuclear power plans to keep nuclear power as an important element of their energy mixes. The objective of the analysis is to identify if there is the intent and the possibility for a different form of public engagement in shaping the nuclear future. The study builds on the comparative analysis of the cases of Hungary and the United Kingdom. The ‘communication packages’ theory serves as reference of comparison. The study finds that changing social value sets and communication technology developments create challenges to governments in securing support for the nuclear agenda. This challenge creates an opportunity for members of the public with ‘reluctant acceptance’ of the nuclear agenda. Building on global uncertainty, challenges to the prevailing political and economic status quo, together with the growing influence of social media might assist the public to become vocal in their opinions about nuclear energy.

Competition between “Public Health Funds”. Theory and Experiences from Germany and SwitzerlandThe introduction of competition between public insurers within the polish system of social health insurance, announced by the Ministry of Health Ewa Kopacz, is not a new idea. It raises doubts not so much about the potential possibility of using the instrument of competition for increasing the efficiency of the system but much more about the preparatio of the system for such a constitutive change. Competition between public insurers works quite well in the social health insurance system in Germany and Switzerland. The experiences from these systems as well as the theory of health insurance economics show us that there are some preconditions that have to be met in order to realize the positive results of competition. In the first place, the insurers must want to compete. Secondly, they must have instruments for competition. And thirdly they must be kept from developing the risk selection in the form of cream skimming. Showing the constitutive value and character of public  insurers’ competition the author of the article analyses the practical implications of the three mentioned preconditions and their realization in the German and Swiss health systems.

The article aims at analyzing a particular occupational privilege of employees, commonly referred to as a benefits package. This social privilege is considered a real social and legal phenomenon by a large number of academics. This is because no legal regulations on the privatization and commercialization of Polish companies actually imposed it. The origin of this specific privilege lies in the pragmatic attitude of employees to the process of privatization of companies and selling their stocks to strategic investors. This type of agreements was supposed to protect staff from radical restructuring which the investor could implement upon buying the company. Owing to this privilege, employees were able to establish their own space of social security in the factory. The article presents examples of such documents, discusses their content and possible sanctions for the new owner of the factory (the signatory of the document) if the provisions of the document are not complied with.

Sustainable water resources management and community engagement are essential for water security. Referring to the above context, this study proposed to carry out an assessment of community engagement for irrigation water management in the Nam Haad Left Irrigation Project (NHLIP). The household and community level practices and the farmers’ levels of participation in irrigation water management of the NHLIP were carefully considered. From respondents’ responses, the results revealed that a husband-wife partnership plays a remarkable role in irrigation water management of the NHLIP for rice farming. The results also proved that most of the respondents engage with a high participation level in managing irrigation water of the NHLIP project as illustrated by a high score of 3.80 on the five-point Likert scale. To determine the significance of each activity on farmers’ levels of participation in irrigation water management of the NHLIP, a stepwise multiple regression analysis was employed and the standardized regression equation for determining overall participation levels can be presented as: Y = 0.538x1 + 0.831x8 + 0.534x14 + 0.607x18 + 7.572. Finally, the outcomes of this study indicated the willingness of participation in cooperating and supporting the activities related to the improvement and management of the NHLIP project.
Dla bezpieczeństwa wodnego istotne są zrównoważone zarządzanie zasobami wody i zaangażowanie społeczeństwa. W badaniach prezentowanych w niniejszej pracy dokonano oceny zaangażowania społeczności w zarządzanie nawodnieniami w ramach projektu Nam Haad Left Irrigation Project (NHLIP). Szczegółowo rozważano praktyki na poziomie gospodarstwa domowego i społeczności lokalnej oraz poziom uczestnictwa rolników w zarządzaniu nawodnieniami. Wyniki uzyskane z odpowiedzi respondentów wskazują, że znaczący udział w gospodarowaniu wodą do nawodnień upraw ryżu w ramach projektu mają mąż i żona. Wyniki świadczą również, że większość respondentów uczestniczy z dużym zaangażowaniem w projekcie, czego dowodem jest wysoka punktacja (3,80) w pięciostopniowej skali Likerta. Do określenia istotności każdego rodzaju aktywności i udziału rolnika w zarządzanie nawodnieniami w ramach projektu NHLIP zastosowano krokową regresję wieloraką, a standaryzowane równanie regresji opisujące poziom całkowitego zaangażowania ma postać: Y = 0,538x1 + 0,831x8 + 0,534x14 + 0,607x18 + 7,572. Podsumowując, wyniki badań wskazują chęć udziału i współpracy w ulepszaniu i zarządzaniu projektem NHLIP.
