    Opis:
    The article discusses changes in the area of culture related to promoting and distributing cultural content on the internet, as well as transformations concerning flow of cultural content, practices of participation in culture and new business models, that emerged in this sphere. Statistics on the usage of media, including TV and the internet, in Poland were examined. While presenting changes in distribution and related new business models, focus was put on the effects of content overproduction and numerous channels of distribution, resulting in the growing role of filtering mechanisms. It has also been shown, how the use of the internet supports participation in culture offline, and the relevant mechanisms have been pointed. Raising popularity of the internet, diversification of channels to access cultural content and more democratic, in comparison to the old media, ecosystem, with lowered entry barriers, belong to the crucial aspects of the changes discussed. Among conclusions, the role of the state in this new system, as well as and the place for the Internet in the broader model of civic participation are discussed.

    A social network is a set of people or organizations or other social entities connected by set of social relationships such as friendship, co-working or information exchange. Online Social Networks (OSN) usually not support to the user for message filtering. To solve this issue, which allows OSN users to have a direct control on the messages posted on their walls. The users can control the unwanted messages posted on their own private space .To avoid unwanted messages displayed and they can also block their friend from friends list using filtering rule, content based filtering and short text classification.

    Opis:
    The text analyzes social media in terms of the possibility of conducting a democratic debate through them. Initially, their users had great hopes to do so. Social media were to be not only a tool for expressing opinions or presenting statements but also for disseminating the model of liberal democracy. However, the business model of these media, as well as content filtering algorithms, introduced to protect users against information overload, prevented this from happening. To prove this thesis, the author referred to Sunstein's public forum doctrine and proved that social media do not constitute its equivalent. Although the media provided a space for discussion, they did not ensure equal access for senders of messages to recipients and recipients to a variety of content. The topic of the negative impact of social media on liberal democracy is already raised in English scholarship (and is already present in Poland through its translations) and it is also gradually gaining academic currency among Polish researchers. What constitutes a novel contribution to the already available research is the presentation of social media in the context of the utopian high hopes the media initially raised.
