    The following text is an attempt at an analysis of the condition of the Polish minority in Ukraine. The subject of discussion is the tension appearing in relations between minority groups, the country where they live in and their foreign homeland. Loyalty to each of these two countries requires giving up part of their identity. From the perspective of the history of the twentieth century, the author reflects on the (im) possibility of consolidating the Polish movement in the context of the revolutionary events in Ukraine which took place in 2014. The author attempts to apply the principle of triangulation of sources, using the knowledge acquired during qualitative research in Ukraine conducted among the Polish community in February, July and August 2014 and also on the basis of other quantitative studies of a comparative nature conducted among minorities living in Ukraine, including the Polish one and its equivalent in Poland.

    The subject of the article is pension insurance as an instrument of social security policy through which the state can influence agricultural activity. The choice of the topic is related to the generational changes in agriculture, as well as the change in legal regulations regarding the cessation of agricultural activity as one of the conditions for obtaining a full pension. The aim of the research was to determine the economic effects of the legal regulation of agricultural pension insurance and to discuss the necessary directions of changes. The work in particular shows the possibilities of implementing the restructuring function aimed at shaping the generational structure of Polish agriculture and the development of the economic base of farmers’ social insurance in the future. The introduced solution does not improve the financial situation of the pension fund, both on the expenditure side, due to the increase in the payment of agricultural pensions to farmers conducting agricultural activity, and on the income side, due to the reduction of access of new people to agricultural activity.

    Opis:
    One of the factors that improve businesses in business intelligence is summarization systems that can generate summaries based on sentiment from social media. However, these systems cannot produce such summaries automatically; they use annotated datasets. To support these systems with annotated datasets, we propose a novel framework that uses pattern rules. The framework has two procedures: 1) pre-processing, and 2) aspect knowledge-base generation. The first procedure is to check and correct any misspelled words (bigram and unigram) by a proposed method and tag the parts-of-speech of all of the words. The second procedure is to automatically generate an aspect knowledge base that is to be used to produce sentiment summaries by sentiment-summarization systems. Pattern rules and semantic similarity-based pruning are used to automatically generate an aspect knowledge base from social media. In the experiments, eight domains from benchmark datasets of reviews are used. The performance evaluation of our proposed approach shows the highest performance when compared to other unsupervised approaches.

    W artykule poddano analizie czynniki, których zbadanie powinno stanowić podstawę kształtowania polityki innowacyjnej. Za punkt wyjścia przyjęto perspektywę interakcjonistyczną. Celem artykułu jest udowodnienie, na podstawie analizy literatury, ważności budowania sieci społecznych o odpowiednich strukturach, dostosowanych do warunków otoczenia, jak również właściwych z punktów widzenia potencjału zasobowego aktorów sieci. Na zakończenie przedstawiono krótką charakterystykę wybranych aspektów działalności centrów transferu technologii (ctt) oraz sformułowano wstępne rekomendacje dla ich przyszłej działalności.
    The author analyzes factors which should be examined in order for the foundations for shaping innovation policy be laid. The interactionist view was adopted as a starting point. Based on literature review the paper aims at proving the significance of building of social networks that should have the structure both suitable for environment conditions and justified when taking into account resource potential of actors in network. Finally, a short characteristic of chosen aspects of technology transfer centres’ activities is presented and next initial recommendations for their future operating are made.

W książce Autor analizuje procesy modernizacyjne szwedzkiej polityki rodzinnej, duńskiej polityki zatrudnienia, fińskiej polityki edukacyjno-innowacyjnej oraz norweskiej dyplomacji. Przedstawiona analiza jakościowa uwarunkowań społeczno-kulturowych, politycznych oraz gospodarczych stanowi ciekawe podjęcie dyskusji na temat fenomenu socjalnego krajów szlaku Norden. Poza tym jest przyczynkiem do dyskusji na tematu możliwości wzorowania się przez inne kraje na modelu skandynawskim, wliczając w to koszty ekonomiczne, polityczne jak i społeczne.
    In Europe there are different models of social policy in which exist different manners for protection citizens in case of the life crisis. Scandinavian countries are the leaders in protection and help for their own citizens, what is define as welfare state. However in connection with socially-economic transformations a necessity became the redefinition of the Scandinavian social policy model, what presents Włodzimierz Anioł in publication entitled: The Norden Path. Modernization the Skandinavian Way. In this book Author analyses modernization processes of Swedish family policy, Danish employment policy, Finnish education Policy and social innovation and Norwegian diplomacy. Introduced by Anioł qualitative analysis of socially-cultural, political and economic condition of Norden countries determines discussion on the social phenomenon of that welfare state model. Besides this book became also a contribution to the discussion of possibility to imitation by other countries (in Poland) the Scandinavian model, including economic, political and social costs.

    Przedmiotem opracowania jest obecny stan prawny w zakresie zbiegu ubezpieczeń społecznych z uwzględnieniem kumulacji i rozłączności poszczególnych tytułów ubezpieczenia emerytalnego i rentowych. Autorzy podejmują także próbę wskazania optymalnego kierunku przyszłych zmian i budowy nowego modelu kumulacji tytułów ubezpieczenia społecznego. Przeprowadzona analiza pozostaje w ścisłej korelacji z koniecznością rozszerzenia zakresu podmiotowego ubezpieczenia społecznego oraz dążeniem do uproszczenia systemu i ujednolicenia zasad podlegania ubezpieczeniu emerytalnemu i rentowym. Ocena przydatności stosowania zbiegu tytułów ubezpieczenia społecznego oraz zaproponowana koncepcja modelu kumulacji tytułów uwzględnia potrzebę zwiększenia poziomu przychodów FUS oraz prognozy źródeł finansowania przyszłych świadczeń.
    The subject of the study is the current legal status seen within the scope of the coming together of social insurance pensions, taking into account the accumulation and dislocation of particular pension insurance types. The authors also attempt to identify the optimal direction for future changes and to build a new model of social insurance title accumulation. The analysis is closely correlated with the need to broaden the scope of social insurance and to simplify the scheme and to harmonize the rules governing pension insurance schemes. The assessment of the suitability of the overlap in social insurance title applications and the proposed concept of a model of title accumulation, takes into account the need to increase the level of revenues of the Social Insurance Fund and the forecasts for future benefit source financing.

    Trudności w programowaniu reform strukturalnych inspirują do poszukiwania nowych pomysłów. To, że reformy podatkowo-składkowe przynoszą duże skutki dystrybucyjne, skłania do refl eksji nad możliwością zastosowania koncepcji bazy i nadbudowy Karola Marksa. Prace programowe nad szeroką, kompleksową reformą jednolitej daniny dotyczącej systemu podatkowego i ubezpieczeniowego pokazały, że o powodzeniu reform decyduje debata publiczna na temat tego, kto straci, a kto zyska na zmianach. Jak w takim razie poradzić sobie z tym, że tracący na reformie potrafi ą lepiej się zmobilizować do jej oprotestowania niż zyskujący do jej poparcia? Co zrobić, aby argumenty ekonomiczne, takie jak uwolnienie potencjału rynku pracy, wzmocnienie bazy ubezpieczeń społecznych czy pozytywne efekty struktury dochodów na gospodarkę, nie okazywały się drugorzędne wobec sporu politycznego wokół efektów dystrybucyjnych, które niosą ze sobą reformy strukturalne?
    Difficulties in designing structural reforms inspire one to seek out new ideas. The fact that tax and social insurance contributions reforms bring large distributional effects prompts reflection on the possibility of using Karl Marx’s concept of the base and the superstructure. Designing a comprehensive reform of the single tax and insurance system showed that the success of any reform is determined by the public debate on who will lose and who will benefit from the proposed changes. How to deal with the fact that the losers are better mobilized to protest than the winners are to come out to show their support? How to steer the debate so that economic arguments (such as unlocking the potential of the labor market, strengthening the social insurance base or the positive effects of income structure on the economy) do not get drowned out by the political dispute over the distributional effects brought about by structural reforms.
