The article attempts to present the process of professionalization of social work in Poland after 1989. It was shown in terms of the classical attribution model and in the concept of Abbott, in which the essence of the pro-fessionalization process is primarily the functioning of the profession in a complex system of internal and exter-nal dependencies. Analyses indicate that the process of professionalization of social work in Poland is currently far incomplete, and the ongoing and planned changes in the social welfare system are unlikely to favour its development. We deal with specific monopolistic practices of the state in shaping the institutional foundations of social assistance in accordance with the interests of the central administration, which seeks to shift responsibility for implemented activities to external entities, retaining full and even increased possibilities of exerting influence and control. This is also reflected in the ongoing attempt to standardize social services, which is ultimately an element of deprofessionalisation of social work

Centrum Usług Społecznych (CUS) jako jednostka tworzona fakultatywnie przez władze samorządowe staje się jedną z nowych form organizacyjnych usług społecznych wykraczających poza zakres pomocy społecznej. Do głównych zadań centrum usług społecznych należy koordynacja usług społecznych świadczonych przez określone podmioty na danym obszarze. W tym celu szczególnie istotne jest programowanie usług społecznych czy planowanie organizowania społeczności lokalnej. Jednak by było to możliwe, gminy powinny wywiązać się z obowiązku stworzenia diagnozy potrzeb i potencjału wspólnoty samorządowej w zakresie usług społecznych jako jednego z głównych filarów działalności CUS. Odpowiednio przygotowana diagnoza jest podstawą dla planowania i podejmowania działań oraz szacowania ich kosztów. Celem artykułu jest analiza działań podejmowanych przez centra usług społecznych w Polsce w ramach przygotowania i opracowania diagnozy.
The Social Services Centre (SSC) as a unit created optionally by local government authorities is becoming one of the new organizational forms of social services that go beyond the scope of social assistance. The main tasks of the social services centre include the coordination of social services provided by specific entities in a given area. For this purpose, it is particularly important to program social services or plan the organization of the local community. However, to make it possible, communes should fulfil their obligation to diagnose the needs and potential of the local government community in the field of social services, as one of the main pillars of the SSC activity. A properly made diagnosis is the basis for planning, taking actions and estimating their costs. The aim of the article is to analyse the activities undertaken by social services centres in Poland as part of the preparation and development of a diagnosis.

Zmiana koncentruje się na działalności usługowej zapewniającej powszechność opieki i wsparcia skierowanej do wszystkich obywateli. Podstawę prawna dla tej zmiany stanowi Ustawa o realizacji usług społecznych przez centra usług społecznych z dnia 19 lipca 2019 r., która umożliwia tworzenie centrów usług społecznych w środowiskach lokalnych.
The article presents the ongoing change of current social assistance, which is made selectively, i.e., with a focus on supporting and assisting people in a particularly difficult life situation. The change focuses on service activities that ensure universal care and support for all citizens. The legal basis for this change is the Act on the provision of social services by social service centres [pl. Ustawa o realizacji usług społecznych przez centra usług społecznych] of July 19 2019 which enables the creation of social service centres in local communities.

The observations of the current practices and the analysis of the published research findings have unveiled the ongoing change in the area of social services delivery in XXI. There is significant necessity of the public sector modification to become more open, accessible, flexible and with a greater focus on cooperation and fulfilment of the real needs of the society. The requisite change has been presented, inter alia, by the latest report of the European Commission which underlines four ways of the imple- mentation of social innovation: Co-design and co-creation, new models of cooperation and social services delivery, usage of social media, big data and entrepreneurial attitude and ability to experiment. The co-design stimulation is considered to be a good approach for the social services delivery effectiveness improvement and moreover, it is one of the proper methods of enhancing the connection between public sector and society.

Participatory activation – as I understand it – is aconscious involvement in the activities of social services (social welfare services and employment services) by the beneficiaries of these services, that is the unemployed and other people who are, because of their life situation, forced to rely on social welfare and who in consequence are at risk of social exclusion. Because of the awareness of their situation, the citizens receiving support from social welfare system feel co-responsible for the actions taken to help them. The specialist cooperating with such a citizen treats him or her as a partner and is able to offer services better suited to his or her needs. Achieving this state of affairs requires increased efforts from the public social and employment services. The aim of my article is to show that bringing a citizen to the state of employment, and thus social inclusion, is obtained thanks to the cooperation between service providers (in this case labour offices and social welfare centres) and citizens themselves. Let me say, that the development of participatory activation of citizens in the recent years has helped to increase the effectiveness of the social service as a whole.

There is no Strategic Plan for tackling and preventing homelessness in Slovakia, which exacerbates the unsystematic process of social services for homeless people. For this reason, we point out the positives and negatives of the whole system. The research focuses on mapping the current situation of homelessness and describes the aid system under the auspices of the non-profit sector. The participants in the research were social and street workers who provide care and counseling for the homeless on an outpatient basis, on a residential basis or directly in the street where they live.

Ustawa z dnia 19 lipca 2019 r. o realizowaniu usług społecznych przez centrum usług społecznych wprowadza fakultatywną możliwość przekształcenia dotychczasowych struktur ośrodka pomocy społecznej w centrum usług społecznych, co zdaniem ustawodawcy ma wpłynąć na zwiększenie dostępu do usług społecznych w danym środowisku lokalnym. Przedmiotem rozważań podjętych w artykule jest ukazanie procesu zmian w realizacji usług społecznych na przykładzie Centrum Usług Społecznych w Myślenicach. Podjęta analiza dotyczy zarówno formalnego procesu przekształcenia MGOPS w CUS, jak i badań własnych ukazujących opinię pracowników oraz kadry zarządzającej w zakresie wdrażanych zmian. Nowopowstałe w Myślenicach Centrum Usług Społecznych ukazuje się jako przestrzeń do realizowania szerokiego spektrum usług w nowej jakości.
The Act of 19 July 2019 on the provision of social services by the social services centre introduces an optional possibility to transform the existing structures of a social welfare centre into a social services centre, which, according to the legislator, is supposed to increase access to social services in a given local environment. The subject of the considerations presented in the article is to show the process of changes in the implementation of social services on the example of the Social Services Centre in Myślenice. The undertaken analysis concerns both the formal process of transforming a Municipal Social Welfare Centre into a Social Services Centre, as well as the own research showing the opinion of employees and management in the field of implemented changes. The newly established Social Services Centre in Myślenice appears as a space to provide a wide range of services in a new quality.

Aim/purpose – The purpose of this article was to identify the information and communication technology (ICT) tools fostering the co-production of social services, acknowledging that the technological environment is an important contextual condition enhancing the development of co-production. Design/methodology/approach – The method used was systematic literature review (SLR). Findings – As a result of the review, the catalog of solutions and tools offered by information and communication technologies was presented. The results of the research carried out indicate that the co-production of social services is favored by the use of such ICT tools as mobile applications, crowdsourcing, open data, big data, real-time data collection and analysis, gamification, and social media. Research implications/limitations – The main implication of the research is the comprehensive catalog of ICT tools that can be used to facilitate social service co-production. ICT tools also favor the emergence of new forms of co-production; there-fore, the acquaintance of these tools can accelerate this process. The study is constrained by several limitations. The study is constrained by several limitations. First, applied methodology, which is qualitative, analyzes secondary data. Second, the co-production in the social services area includes many and various services, and ICT application and impact can differ by specific type of service. Originality/value/contribution – This paper contributes to research on the co-production of social services, particularly in terms of the use of new technologies in this process, in two ways. First, the development of the catalog of ICT tools favoring social service co-production. Their application fosters the involvement of contextual actors, increasing the efficiency, effectiveness, and quality of social services. In this way, the social service co-production contributes to better addressing the citizens’ needs, increasing their quality of life and well-being, and unleashing their potential. Second, by taking the PSL perspective and situating factors favoring co-production within a service ecosystem framework, this paper draws attention to public value emerging from new relations, extensive dialogue, deliberation, common arrangements, and collaborative activity in virtual communities.

Demographic developments indicate that the number of seniors in society is increasing in the long run. Taking this situation into account, the social services – as an integral part of the intervention policy – are aimed at actual meeting the citizens’ needs. In connection with the provided social services, two themes resonate in public. The first is the quality of social services and the second is the quality of life.
Zmiany demograficzne wskazują, że liczba osób starszych w społeczeństwie wzrasta w dłuższej perspektywie. Z uwagi na tę sytuację usługi społeczne – jako integralna część polityki interwencyjnej – są zorientowane na rzeczywiste zaspokojenie potrzeb ich obywateli. W związku z dostarczonymi usługami społecznymi dwa tematy rezonują publicznie. Pierwszym z nich jest jakość usług społecznych, a drugim jakość życia.

The current situation in Ukraine concerning the guarantee of social protection and providing social services for ATO participants by state and non-governmental organizations is analyzed. Legislative strengthening of social protection of ATO participants is revealed. The current state of the providing of social services for ATO participants and their family members, the effectiveness of the use of resources (financing) for 2014–2016 on the basis of a comparative analysis of the costs on social protection in the expenditures of the Consolidated Budget of Ukraine and presented as a share of GDP, in Ukraine and the European Union countries for 2011–2014, are evaluated. The problems in the field of social protection for ATO participants and and promising measures in this field such as the evaluation of the effectiveness of national and regional social programs for ATO participants and the evaluation of the public expenditures for the social protection of ATO participants and the evaluation of the quality of social services for ATO participants are grounded.
