    Opis:
    The purpose of the work is to characterize the potential for the smart development of urban-rural communes of the Lublin Province as potential catalysts for the implementation of the smart villages' concept. In order to determine the potential for the smart development, the zero-unitarization method was used. In specific areas of smart village concept a synthetic index was determined. The study negatively verified the relationship between the level of potential for the smart development of the studied communes and the accessibility of transport and communication of the region's capital. The study also revealed a positive correlation between the size of the urban centre in the urban-rural commune and the level of the potential of smart development of urban-rural communes.

    Celem opracowania było określenie znaczenia nowoczesnych technologii stosowanych w wybranych formach działalności rolniczej polskiej wsi. Ukazano przykłady gospodarstw prowadzących działalność gospodarczą w oparciu o warzywnictwo i sadownictwo. Podstawą analizy były informacje uzyskane w 2019 r. podczas bezpośrednich wywiadów terenowych, uzupełnione danymi statystycznymi na temat krajowych upraw i zbiorów. Stosowanie inteligentnych rozwiązań technologicznych w działalności rolniczej ma duże znaczenie, ponieważ podnosi jakość produkcji rolnej. Właściwie dobrane, zrównoważone technologie rolne są jednym z komponentów koncepcji inteligentnej wsi. Jednak takie usprawnienie rolnictwa bez aktywnego włączenia czynnika ludzkiego i stabilnego systemu gospodarczego nie jest efektywne.
    The aim of the study was to determine the importance of innovative technologies used in selected forms of agricultural activity in the Polish countryside. For that purpose, examples of farms conducting economic activity based on vegetable and fruit farming were presented. The analysis was based on the information obtained in 2019 during direct field interviews, supported with statistical data on national crops and harvests. Application of smart technologies in agricultural activities is very important as it improves the quality of agricultural production. Properly selected, sustainable agricultural technologies are one of the components of the smart village concept. However, improving agriculture without active participation of human factor and stable economic system is not effective.

    The aim of this article is to identify the main challenges facing the rural areas in the European Union (EU) and to investigate whether implementation of the concept of smart villages makes it possible to face these challenges. These challenges are: depopulation, aging of the society, climate change, growing demand for food, environmental degradation, peripheralization or low income of rural populations, pandemic COVID-19. The first part describes the situation in rural areas, using statistical data from the reports of the European Commission and Eurostat. Then the roots of the concept of smart villages in the European Union were presented. Its six components have been identified: smart society, smart economy, smart agriculture, smart management, smart environment and smart associability. In the last part, it was checked whether the implementation of the concept of smart villages responds to the main challenges faced by rural areas.
    Celem niniejszego artykułu była identyfikacja głównych wyzwań stojących przed obszarami wiejskimi w Unii Europejskiej (UE) oraz zbadanie, czy realizacja koncepcji smart villages umożliwi sprostanie tym wyzwaniom. Do tych wyzwań zaliczamy: depopulację, starzenie się społeczeństwa, zmiany klimatyczne, rosnący popyt na żywność, degradacja środowiska, peryferyzacja, czy niskie dochody populacji wiejskich oraz pandemię COVID-19. W pierwszej części dokonano charakterystyki sytuacji na obszarach wiejskich, wykorzystując dane statystyczne pochodzące m.in. z raportów KE i Eurostatu. Następnie zaprezentowano korzenie koncepcji smart villages w Unii Europejskiej. Wyszczególniono sześć jej komponentów: smart society, smart economy, smart agriculture, smart management, smart environment and smart associability. W ostatniej części sprawdzono, czy wdrożenie koncepcji smart village odpowiada na główne wyzwania stojące przed obszarami wiejskimi.

    The “smart village” concept is relatively new among EU decision- and policy-makers; it is a result of many -makers; it is a result of many years of debate, economic and territorial inequalities, social exclusion, diversification of certain areas, gradual reduction of agricultural activities and the interaction of cohesion, regional, and common agricultural policy. The concept of smart villages implies saving villages and their inhabitants, protecting cultural heritage and using local potentials to meet modern challenges. In its initial stages, it requires activities of all stakeholders, from individuals living in the rural area in question to decision-makers participating in identifying the strengths, threats, opportunities, and weaknesses of a certain rural area. Apart from the theoretical definition of smart villages, this paper aims to analyse European regulations of smart villages, and to define the challenges and smart village traps in rural development and ways in which they can be prevented.
    Koncepcja „smart village” tj. inteligentnych wsi jest stosunkowo nowa w kontekście polityki oraz podejmowanych decyzji w Unii Europejskiej. Jest wynikiem wieloletnich debat dotyczących nierówności gospodarczych i terytorialnych, wykluczenia społecznego, dywersyfikacji obszarów, stopniowego ograniczania działalności rolniczej oraz współdziałania polityki spójności, regionalnej i wspólnej polityki rolnej. Koncepcja inteligentnych wsi zakłada pomoc obszarom wiejskim, ich mieszkańcom, ochronę dziedzictwa kulturowego i wykorzystanie lokalnego potencjału w celu sprostania współczesnym wyzwaniom. W początkowej fazie jej implementacji wymaga działania wszystkich interesariuszy, poczynając od osób mieszkających na danym obszarze po decydentów uczestniczących w identyfikacji mocnych stron, zagrożeń, szans i słabych stron terenu. Celem artykułu było wskazanie istoty i koncepcji smart villages, ocena europejskich przepisów dotyczących inteligentnych wsi oraz wskazanie wyzwań i problemów, jakie niesie wdrożenie koncepcji w rozwoju obszarów.

    The objective of the study, on the basis of problem literature, is the presentation of theoretical concepts referring to rural development and practical support programmes of these areas available in Poland and the European Union (EU). In this context, rural areas are presented as the reference area for development policies, with particular consideration for the Cohesion Policy (CP), the Common Agricultural Policy (CAP), including the EU Rural Area Development Programme (RADP). Among the theoretical rural development concepts, particular attention was devoted to sustainable and balanced development forming the basis for shaping practical development programmes and identifying new theoretical approaches. The latter encompassed the smart rural areas concept, the resilience concept, local development programming, bottom-up endogenous development and the neo-endogenous concept of open development. It was concluded that the LEADER and LEADER+ neo-endogenous concept is an effective form of supporting rural area development, especially after the fifth extension of the EU with Central and Eastern European countries.
    Celem pracy jest przedstawienie aktualnych koncepcji teoretycznych odnoszących się do rozwoju obszarów wiejskich, a także praktycznych programów wsparcia rozwoju tych obszarów, prowadzonych w Polsce i Unii Europejskiej (UE). Analizę przeprowadzono na podstawie literatury przedmiotu. Przedstawiono obszary wiejskie jako przedmiot odniesienia polityk rozwojowych, ze szczególnym uwzględnieniem polityki spójności (PS) i wspólnej polityki rolnej (WPR), w tym programów rozwoju obszarów wiejskich (PROW) UE. Wśród teoretycznych koncepcji rozwoju wsi szczególną uwagę poświęcono teorii zrównoważonego i trwałego rozwoju, jako podstawy do kształtowania praktycznych programów rozwoju i wyłaniania się nowych innowacyjnych ujęć teoretycznych. Spośród tych ostatnich przedstawiono koncepcję inteligentnych wsi, koncepcję prężności, programowania rozwoju lokalnego, oddolnego rozwoju edogenicznego oraz neoendogeniczną koncepcję rozwoju otwartego. Uznano, że neoendogeniczna koncepcja LEADER i LEADER+ stanowi skuteczną formę wspierania rozwoju obszarów wiejskich, zwłaszcza po piątym rozszerzeniu UE na Europę Środkowo-Wschodnią.
