    W artykule zostały omówione wybrane zagadnienia związane z procesem określania priorytetów w polityce naukowej i technologicznej oraz tworzeniem strategii inteligentnej specjalizacji. Tworzenie strategii inteligentnej specjalizacji wpisuje się we współczesne trendy dotyczące procesu określania priorytetów w polityce naukowej i technologicznej. Strategia inteligentnej specjalizacji stanowi ich rozwinięcie i uzupełnienie, w szczególności w zakresie oddolnego określania priorytetów i ukierunkowania priorytetów na potrzeby użytkowników. Strategia inteligentnej specjalizacji kładzie również większy nacisk na monitorowanie interwencji publicznej oraz wykorzystanie wynikających z tego wniosków do poszukiwania nowych nisz i obszarów specjalizacji oraz do prowadzenia polityki opartej na dowodach.
    The article presents some aspects of the processes of setting priorities in science and technology policy and developing smart specialization strategy. The process of developing smart specialization strategy is in line with present trends in setting priorities in science and technology policy. The smart specialization strategy develops and complements the bottom-up and user-oriented approach in setting priorities for science and technology. It also puts greater emphasis on monitoring public intervention and taking advantage of this monitoring’s results for identifying new niches and specialization areas as well as conducting evidence-based policies.

    Opis:
    Purpose: the main purpose of this paper is to define the scope in which the entrepreneurial discovery process for smart specialization affects the technological development of the region. Design/methodology/approach: Based on theoretical analysis of the concept of smart specialization and entrepreneurial discovery process (EDP), set of research tools and methods has been proposed, including broad participation and interaction between EDP participants. The research tool – questionnaire for studying the needs of entrepreneurs in the direction of technological development of the Silesian Voivodeship consisted of four thematic blocks, including such aspects, as: innovative activity, financial aspects and the effectiveness of obtaining funds, cooperation and development strategy. A representative group of 300 companies was selected to participate in the survey. The responses obtained were processed and generalized using statistical methods – with use of MS Excel and Statistica software. The results of the research, conducted in 2017-2019, were used as a tool to identify areas of technological and cooperation advantage in the Silesian Voivodeship and recommendations for the update of Regional Technological Program for the 2030 perspective. Findings: The role of different groups of actors is varies substantially in terms of their involvement and impact, with the stakeholders from business and research are the main group to be targeted in the entrepreneurial discovery process. Research limitations/implications: The results provide a basis to improve the effectiveness of regional development planning, especially solutions for SME involvement and cooperation. The results confirm, that a detailed study of entrepreneurs' needs should be included as the main instrument for the implementation and for gaining reliable information on the effectiveness of implemented solutions in the field of innovation support. Limitations of the study include the subjectivity of respondents' opinions and the relatively small research sample, which may limit the generalization of the results. Practical implications: The results of the survey indicate the existence in Silesian region of the distance between entrepreneurs and scientists (thinkers and doers), which may result in lessening of effectiveness and willingness of cooperation, without preventive measures on a regional scale. The results also confirmed, the existence of financial barriers for innovativeness activities, especially impeded access to external capital, translating into lost benefits. Originality/value: The contribution of the research to the development of innovation management process in the region, which is based on a broad process of collaboration with different stakeholder groups. The results provide a contribution to the operationalization of the entrepreneurial discovery process.

    W artykule poddano analizie działania związane z określaniem i wdrażaniem priorytetów tematycznych w krajowej polityce naukowej i innowacyjnej po 1989 roku. W okresie tym opracowanych zostało kilkadziesiąt krajowych i regionalnych dokumentów strategicznych, w których przyjmowano różne założenia co do sposobu identyfi kowania i formułowania priorytetów tematycznych. W dokumentach tych wskazywano kilka lub kilkanaście priorytetów głównych (bardzo ogólnych), a w ramach każdego z nich – kilka lub kilkanaście priorytetów szczegółowych. Tak szerokie listy priorytetów rodzą wątpliwość co do istoty i celu priorytetyzacji. Przy defi niowaniu priorytetów posługiwano się różnymi kategoriami: od dziedzin nauki i technologii oraz sektorów przemysłowych po konkretne problemy badawcze lub rozwiązania technologiczne. Do porównania priorytetów tematycznych wykorzystano narzędzie EYE@RIS3 opracowane przez Instytut Perspektywicznych Studiów Technologicznych z siedzibą w Sewilli. Mimo różnych podejść do identyfi kowania i defi niowania priorytetów, analizowane dokumenty wskazywały te same lub zbliżone obszary tematyczne. Słabością priorytetyzacji był brak lub niski poziom środków przeznaczonych na fi nansowanie zidentyfi kowanych obszarów priorytetowych, stąd ich wyróżnienie miało głównie walor informacyjno-deklaracyjny.
    The article presents the activities related to the identifi cation and implementation of the thematic priorities in the science and innovation policy in Poland after 1989. There were developed dozens of national and regional strategic documents indicating the thematic priorities in science and innovation during this period. The documents were based on various assumptions about the identifi cation and formulation of these priorities. They pointed out over a dozen of general priorities and related to them many specifi c priorities. The thematic priorities were defi ned at different levels of aggregation: from the fi elds of science and technology as well as industrial sectors to the specifi c research or technological areas and problems. To analyze these priorities the EYE@RIS3 tool developed by Institute for Prospective Technological Studies in Seville was used. Despite the different approaches, the analyzed documents indicate the same or similar thematic priorities. From the perspective of implementation, due to the lack or low level of resources allocated to their funding, most of them played mainly informational and declarative role.

    Regional Innovation Strategies (RIS) represent an important instrument supporting innovativeness in a developed economy. Smart specializations play a special role for developing and implementing of RIS. The purpose of the paper is to present the role of smart specialization in the design and implementation of RIS in the Silesia Province. The article presents models and methods for creating and implementing of RSI. .Especially, it shows these elements and processes, which are related to the impact and development of smart specializations. In case of the Silesian region, smart specializations are power industry, medicine and Information and Communication Technology (ICT). The paper is based on research and design works, that resulted in the development of RIS and model for its implementation in the Silesian Province within 2014-2020.

    The documents of the European Commission's European prospects for 2020 emphasise, in a special way, that the equal participation of men and women is essential for Europe to exploit the full potential of innovative strengths. Innovativeness is in fact vital for the development of a knowledge-based economy and society. Due to its importance, it is promoted by instruments such as an innovation strategy and policy. The proposed article titled “Regional Innovation Strategy (RIS) as one of the fields for research in Innovative Gender (InnoGend)” indicates how preparation and implementation of RISs may become a research field in assessing the role of women and men in the innovation processes resulting from these strategies. In the analysis regional innovation strategy in Małopolska is used as an example. Therefore, the article contains two threads. The first one focuses on the evaluation of women’s and men’s involvement in the creation of strategic documents constituting in what way is their potential used to boost innovation. The second thread is a pilot proposal of methodology for describing and assessing the role of women and men in the implemented innovation process.

    Regional innovation strategies (RIS) are important instrument that support and create innovativeness at the provincial level. Their effective implementation requires application of various methods and instruments, both operative and strategic. The paper is related to the characteristics of regional specialist observatories as well as identification of their role as instruments supporting development of smart specializations in the Silesian Province. W niniejszym artykule zaprezentowano Inicjatywę Awangarda – pierwszą tego typu nieformalną grupę, w skład której wchodzi 26 wysoko rozwiniętych regionów.
    The concept of smart specialization is a relatively new idea aimed at restoring Europe on the path of stable, long-term growth, built on an economy based on knowledge and innovations. After several years of local actions in the regions, an attempt to build interregional agreement for the development of selected areas was made. This paper presents Vanguard Initiative - the first such informal group, which includes 26 highly developed European regions.

    The paper looks at whether the European Union’s industrial and cohesion policies for the 2014–2020 period can contribute to the reindustrialization of EU regions and to what extent this objective is reflected in Poland’s economic development strategy. The author uses a method based on analyzing trends in the development of industry and in EU industrial policy as well as plans for reinvigorating European industry contained in strategic EU and Polish government documents. The EU’s Strategy 2020 confirms a distinct evolution in the European Commission’s approach to industry, according to the author. This is reflected in a focus on not only horizontal activities, Gawlikowska‑Hueckel says, but also-in a novel approach-on sector‑specific activities, including support for the restructuring of beleaguered sectors, the author argues. The reindustrialization process will be supported by cohesion policy through measures such as co‑financing smart strategies and investment in industry. But this strategy may prove to be ineffective, Gawlikowska‑Hueckel warns. She adds that the development of a modern industry in Europe will mostly depend on the location preferences of corporations, which have become independent market players in this era of globalization and are choosing investment destinations to suit their own interests. Therefore a “renaissance” in European industry will largely depend on the conditions on the internal market and on whether or not it provides an attractive alternative to countries with lower production costs, Gawlikowska‑Hueckel says. As for Poland’s strategy, new measures to support the renewal of industry should be taken, taking advantage of synergy effects in industrial and cohesion policy, the author says. At the moment strategic government documents rule out sector intervention. Given the aims and instruments of industrial and cohesion policies, Gawlikowska‑Hueckel concludes, cohesion policy can have a more “pro‑industrial” effect.
    Opracowanie jest próbą odpowiedzi na pytanie, czy i w jakim stopniu nowa polityka przemysłowa i polityka spójności w latach 2014–2020 może przyczynić się do reindustrializacji krajów i regionów UE, oraz na ile cele te znalazły swój wyraz w strategii rozwoju gospodarczego Polski. W opracowaniu wykorzystano metodę, polegającą na przeanalizowaniu trendów rozwoju sektora przemysłu i polityki przemysłowej w UE oraz planów renesansu tego sektora zawartych w strategicznych dokumentach UE i Polski. Analiza celów, do których dąży polityka przemysłowa, ujętych w Strategii 2020 potwierdza wyraźną ewolucję podejścia Komisji Europejskiej do sektora przemysłu. Wyraża się to w uznaniu za celowe nie tylko działań horyzontalnych, ale – co jest wyraźnym novum – również sektorowych (wspieranie restrukturyzacji sektorów będących w trudnej sytuacji w kierunku działalności dobrze rokujących). Proces reindustrializacji będzie też wspierany przez politykę spójności m.in. przez współfinansowanie inteligentnych strategii oraz inwestycje, w tym w sektorze przemysłu. Działania przewidziane w strategii mogą okazać się nieskuteczne; rozwój nowoczesnego, europejskiego przemysłu będzie zależeć głównie od preferencji lokalizacyjnych korporacji, które w warunkach globalizacji stały się niezależnymi graczami i decydują o lokalizacji zgodnie z własnymi interesami. Renesans przemysłu europejskiego będzie zatem zależeć w znacznym stopniu od warunków, jakie będzie oferował rynek wewnętrzny oraz od tego, czy będzie stanowił atrakcyjną alternatywę dla krajów o tańszych warunkach produkcji. Jeżeli chodzi o strategię Polski, to należałoby w sposób wyraźny wskazać nowe działania sprzyjające odradzaniu się przemysłu, wykorzystujące efekty synergiczne polityki przemysłowej i polityki spójności. W obecnych dokumentach strategicznych nie przewiduje się możliwości interwencji sektorowych. Cele i instrumenty polityki spójności i polityki przemysłowej wskazują na to, że obecnie bardziej proindustrialnie może oddziaływać polityka spójności.

    Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.
