Innowacyjność jest kluczowym czynnikiem służącym podnoszeniu konkurencyjności małych i średnich przedsiębiorstw, zgodnie z założeniami gospodarki opartej na wiedzy (GOW), według których UE ma stać się bardziej konkurencyjnym obszarem na świecie (poprzez podnoszenie swojej innowacyjności), zdolnym do rywalizowania z potęgami azjatyckimi oraz USA. Należy przyjąć, że stopień nowości przedsiębiorstw uzależniony jest od wielu czynników, wśród których jednym z ważniejszych jest zdolność do innowacji. W odniesieniu do przedsiębiorstw mniejszej skali (MSP) kształtowanie zdolności jest niezwykle istotne z punktu widzenia ich rozwoju innowacyjnego. Jednakże – jak pokazują badania – główne działania tych przedsiębiorstw koncentrują się bardziej na poprawie zewnętrznych zdolności (absorpcyjnych i asymilacyjnych), niż wewnętrznych (w zakresie własnego potencjału), czego efektem jest brak możliwości samodzielnego rozwoju tych przedsiębiorstw. Celem tego krótkiego opracowania jest dokonanie analizy zdolności do innowacji wśród MSP w Polsce, z uwzględnieniem poziomu ich zróżnicowania w zależności od wielkości i wieku (stażu rynkowego) oraz ich poziomu innowacyjności. Opracowanie to weryfikuje znaczenie zdolności innowacyjnych sektora MSP w procesie podnoszenia jego konkurencyjności rynkowej.
Innovation is a key factor for improving of the competitiveness among small and medium-sized enterprises (SMEs) according to the knowledge-based economy (KBE), in which the EU has become more competitive region in the world (by raising their innovation). The novelty level ofSME depends on many factors – the most important is innovative capability to innovate. Regarding to smaller-scale enterprises (SMEs) creating of its capability is extremely important from the point of view of their innovative development. However, research shows that the main activities of these companies are focused on improving the external capability (absorption and assimilation) than internal (in terms of their potential), so there is no possibility of independent development of these enterprises in the long term. The purpose of this short paper is to analyze the capacity for innovation among SMEs in Poland, taking into account their level of differentiation in depending on the size and age and their level of innovativeness. This study verifies the importance of the innovation capacity of SMEs in the process of raising its market competitiveness.

Celem artykułu jest analiza procesów lokalizacji i globalizacji małych i średnich przedsiębiorstw (MSP) na obszarach wiejskich w Wielkopolsce. Badano problem gospodarki wiejskiej jako miejsca lokalizacji umiędzynarodowionych i działających globalnie przedsiębiorstw. Na wstępie omówiono potencjalne czynniki lokalizacji przedsiębiorstw w warunkach otwartej gospodarki. Następnie przedmiotem analizy były udziały kapitału zagranicznego i zagraniczna wymiana handlowa przedsiębiorstw działających w otoczeniu różniącym się poziomem zurbanizowania oraz występowaniem rolniczych i pozarolniczych funkcji gospodarczych. W badaniu posłużono się danymi sprawozdawczymi z lat 2008–2011 podmiotów z udziałem kapitału zagranicznego oraz firm posiadających udziały za granicą, zebranymi przez GUS. Stwierdzono, że badane przedsiębiorstwa różniły się pod względem tempa i zaawansowania procesów globalizacji w zależności od poziomu urbanizacji i struktury gospodarczej różnych lokalizacji. Wyniki badań potwierdziły tezę, że globalizacja prowadzi do polaryzacji rozwoju gospodarki regionalnej i lokalnej.
The aim of the paper is to analyze the processes of localization and globalization of small and medium-sized enterprises (SMEs) in rural areas in Wielkopolska. The author discusses the problem of rural economy as the place of localization of internationalized and globally active enterprises. First, she analyzes the potential factors of enterprises’ localization in the condition of open economy. Then, she focuses on shares of foreign capital and foreign exchange of enterprises operating in urban and non-urban environments and in agricultural and non-agricultural areas. The author analyzes the data reported in the years 2008−2011 by the Polish Statistical Office GUS concerning entities with foreign capital and firms with capital abroad. She shows that the pace and advancement of the globalization processes in the investigated enterprises differ according to the level of urbanization and the economic structure of different localizations. The results show that globalization leads to polarization of the development of regional and local economy.

Celem artykułu jest analiza pozycji polskich przedsiębiorstw na tle Unii Europejskiej oraz ocena wpływu innowacyjności na rozwój gospodarczy. W artykule zaprezentowano pozycję polskich przedsiębiorstw w Unii Europejskiej i stwierdzono, że należy wesprzeć polski sektor małych i średnich przedsiębiorstw funduszami ze Strategii na rzecz Zrównoważonego Rozwoju (duże przedsiębiorstwa zajmują wyższą pozycję niż sektor MSP). Przeanalizowano rankingi dotyczące innowacyjności Polski, która zajmuje czołowe miejsce pod tym względem w Europie Środkowo-Wschodniej, jednak aby dogonić liderów w Unii Europejskiej, powinny być podjęte działania sprowadzające się m.in. do zwiększenia transferu innowacyjnych rozwiązań z ośrodków akademickich. Ostatnie poruszone zagadnienie dotyczy innowacyjności przedsiębiorstw w Polsce. Jak się okazuje, polskie przedsiębiorstwa w coraz większym stopniu angażują się w pracę sektora badawczo-rozwojowego, podobnie jak to ma miejsce w przypadku gospodarek rozwiniętych. W artykule zostały zaprezentowane wnioski i postulowane kierunki działań w zakresie roli polskiej gospodarki w Unii Europejskiej pod względem innowacyjności. Duże przedsiębiorstwa wdrażają te technologie, jednak w stopniu nieproporcjonalnym do skali prowadzenia ich działalności.
The aim of the article is to analyze the position of Polish companies in the European Union and to assess the impact of innovation on economic development. The position of Polish companies in the European Union was presented and it was stated that support should be given to the Polish small and medium enterprises sector with funds from the Strategy for Sustainable Development (large enterprises are on higher position than the SME sector). Next, we analyzed the innovation rankings of Poland, which is the most innovative country in the CEE region. However, to catch up with the leaders of the European Union, a number of actions have to be taken, for example increased transfer of innovative solutions from academic centers. The latest issue concerns the innovativeness of enterprises in Poland and the following considerations have led to the conclusion that Polish companies are increasingly involved in the work of the R&D sector, as is the case with developed economies. Presented conclusions and directions of action on the role of the Polish economy in the European Union in terms of innovativeness. It was noted that large companies are implementing these technologies, but not to the extent of their scale.

W opracowaniu zaprezentowano problemy rozwoju małych i średnich przedsiębiorstw na Słowacji. Przedstawiono specyficzne uwarunkowania dla funkcjonowania MSP na poziomie krajowym i regionalnym. Uwzględniono zarówno konkurencję rynkową, jak i państwowy interwencjonizm. Szczegółowo opisano znaczenie MSP dla gospodarki Słowacji.

The main objective of this paper is an attempt to analyze and assess potential sources of information for innovative activity of Polish small and medium-sized enterprises. The sources of innovation were in accordance with OSLO methodology. Empirical studies were carried out, using CAPI method, on a representative sample of Polish small and mediumsized enterprises in 2015. The results show the key roles of managers, employees, sales and marketing, and domestic customers. The dominant role of internal sources of innovation of Polish small and medium-sized is clearly visible.

The subject of this research are small and medium enterprises (SME) in the Polish economy, the support of this sector by local government and the functioning of small and medium enterprises in the local system of the town and commune of Pułtusk. The aim of this study is to present the condition and the role of SME in the local systems in light of the selected features of this sector in the country and evaluation of support for SME given by local government of the town and the commune. The case study research methods applied were literature research, documentation review and survey-based research using questionnaire. The survey was conducted in spring, 2014, on a random sample. The research resulted in learning the profile of a local entrepreneurs and the action characteristics of SME in the examined unit. The diagnosis of the sector’s situation was made, the stimulating and limiting factors of its prosperity were identified. The SME support system of local government and the entrepreneurs’ expectations towards commune government in the field of development of local enterprises were evaluated. The results and conclusions confirm the need for development of local government activity in formulating and implementation of the development of local enterprises policy.

The first stage of each audit conducted by authorised bodies is to identify the standards related to the audit subject. Subsequently, audit bodies verify the compliance of those standards with the actual state. A problem arises when it is not possible to clearly define the scope of the audit subject. It may be the case when one attempts to determine the scope of the definition of the sector of micro, small and medium-sized enterprises (SME). Due to increasing importance of the support policy for this sector, the problem will be growing. The article is devoted to an analysis of the legal scope of the definition of SME set out in the regulations of the European Union against the specificity of enterprises in Poland.

Numerous academic publications are currently concentrating on the role that structural funds play in financing small- and medium-sized enterprises, as well as the level of possibilities and the benefits that such enterprises may be able to gain as a result of structural funding. The high formal and substantive requirements for access to these funds, which causes that these sources are not available for all enterprises, often are skipped. The objective of this paper is to answer the question of what attributes are typical for micro-, small-, and medium-sized enterprises that fulfilled all requirements and received structural funds subsidies. Additionally, this article presents opinions expressed on structural fund access barriers by entrepreneurs. The research (whose results are discussed in this paper) was conducted among micro-, small-, and medium-sized enterprises of Małopolska received structural funds subsidies. This article demonstrates that access to structural funding is limited to a particular group of enterprises.

Specyfika funkcjonowania MŚP powoduje, że przedsiębiorstwa należące do tego sektora stają się szczególnie podatne na negatywne skutki występowania różnego rodzaju zakłóceń. Zmiany zachodzące w otoczeniach bliższym oraz dalszym wyznaczają obszar zakłóceń, na który przedsiębiorstwo jest narażone. Wewnętrzna sytuacja przedsiębiorstwa, m.in. charakter realizowanych procesów, wykorzystywanych technologii czy też zasobów również stanowią źródło potencjalnych zagrożeń. W związku z powyższym nasuwa się pytanie czy małe i średnie przedsiębiorstwa stosują działania, które minimalizują skutki zakłóceń? W artykule przedstawiono wyniki badań przeprowadzonych w 593 przedsiębiorstwach sektora MŚP, działających na terenie województwa śląskiego. Badania dotyczyły stopnia wdrożenia zarządzania ryzykiem w tych przedsiębiorstwach.
The specificity of small and medium enterprises means that enterprises belonging to this sector are particularly vulnerable to the adverse effects of the presence of various kinds of interference. Changes in the business environment closer and to further define the area of interference, for which the company is exposed. The internal situation of the company among others the nature of the processes, technologies, or resources are also a source of potential risks. Therefore, the question arises whether small and medium-sized companies use measures that minimize the effects of interference? The article presents the results of research carried out in 593 small and mediumsized manufacturing companies operating in the province of Silesia. Research related to the degree of implementation of risk management in these companies.

Traditional risk assessment methodologies have been thought for large enterprises and they are not easy to handle by small and medium enterprises (SMEs): that can hardly assign resources to safety analysis. However, occupational health and safety is even more important in SMEs since their core competencies are based on skilled manpower. Attempting to solve this problem, a new methodological approach was developed: RATE (Risk Analysis by Threshold Evaluation) is a “bottom up” method which allows safety analysts to follow a standard path, not much time-spending due to a semi-probabilistic approach and enabling identification of hidden risks. RATE perspective is centred on recognising risks for workers rather than machine ways of failure. It is aimed to help entrepreneurs to assess the capacity of their system to reach a desired safety level and to what extent safety measures can improve safety performance.

Opis:
Maintenance involves a large amount of data management. Although many tools, strategies, and systems, have been developed to organize the maintenance information resources, SMEs have not found the same benefits as large companies due to their inherent characteristics and, above all, the maturity level of the maintenance department. Maturity models are useful tools for assessing the maturity of maintenance information practices; however, existing models are not suitable for any type of business context, as they required companies to have a clear organizational structure and definite informative infrastructure. Moreover, they do not assist in identifying and defining actions to reach the highest level. This paper proposes a model for assessing and improving maintenance management information practices. It allows a clear measure of the maturity of the maintenance information management practices in industrial contexts and provides improvement actions identifying the information and data needed to enhance maintenance management information practices.
