The introduction of a simulator of Police actions in crisis situations to police training of command skills made it necessary to know the ongoing relationship between training on the simulator and the actual actions of the Police. Visualisation of the effects of decisions taken by commanders in a virtual simulation environment, ending in most cases in the escalation of the threat, trigger off analytic mechanisms and awareness of responsibility for the life and health of people and the officers carrying out commands issued by commanders and other persons taking part in the simulation. Simulation training provides the opportunity to observe the ongoing relationship between cells of the command structure adopted by commanders, depicting among others, the sources of errors and threats of destabilisation of commanding process. There are various scenarios that are possible to play including elements such as: police riot, crowd aggression level, and weather conditions. Based on the feedback from simulation training participants, who are mostly those responsible for commanding processes while performing daily duties, it is reasonable to say that the training conducted on the Police simulator in crisis situations allows the commanding skills and abilities to be significantly shaped. What is more, as the simulator is a universal tool, it enables cooperation training to be conducted with non-police entities, the fire brigade, medical emergency, city guard, and crisis management teams.

The main objective of the article is to present the results of the evaluation carried out among participants of a specialist training course for police operations commanders which was offered by the Police Academy in Szczytno in 2014–2019. The course in question uses a police operations simulator as a modern technology tool for responding to emergencies. Both the functionality of the simulator and a modern form of simulation training, which has replaced the previous theoretical work based on paper maps, have completely changed the methods employed for in-service training, thanks to which teaching outcomes can be achieved more effectively, and police offi cers’ skills can be developed and refi ned with practice. The use of the police operations simulator for training purposes improves police command and control systems and increases the level of in-service training received by commanding offi cers, which in turn results in an effective management of human and material resources while carrying out police operations targeted at the maintenance of public order and safety at major events, including sports events, public gatherings and ceremonies, and any different forms of disturbance to public order. Evaluated have been the following issues: assessment of the training course curriculum, the knowledge and practical skills acquired during the course, and the level of satisfaction of the respondents with their participation in the course. Of key importance has been to identify the extent to which the Police Academy’s training efforts and research projects in the area of internal security affect the development of the system of in-service training offered to police officers.

The main aim of the article is to present the results of the surveys conducted among the graduates of the specialist course for police operations commanders at the Police Academy in Szczytno, who participated in the course in 2014–2020. The course uses a tool of modern technology in the form of a simulator of Police operations in crisis situations. The essence of the research was, therefore, to verify the impact of simulation training as part of a specialist course for commanders of police actions and operations on the real scope and manner of tasks performed by its graduates, i.e. on commanding actual police activities to ensure and maintain public safety and order during mass events, in including sports events, public gatherings and celebrations, and other collective disturbances of public order. It should be emphasised that due to the often signifi cant lapse of time after the end of the course, the respondents formulated their opinions based on subsequent experiences and analysis of actual facts, in the context of knowledge and skills acquired during the training.

Collisions and accidents involving emergency vehicles are an important element of road accidents in the world in the context of road safety. At the same time, there are no precise data that would allow assessing this phenomenon. The number of events, their social and economic costs have a dramatic impact on the functioning of, among others, emergency medical services and the ability of the state to provide emergency services to citizens at the appropriate level. Economic changes mean that the labour market for drivers of emergency vehicles undergoes changes that may affect the quality of human resources. Consequently, it is crucial to propose ways of achieving and maintaining an appropriate level of competence and skills of drivers of emergency vehicles. A full analysis of the risk related to this area requires knowledge of the current state, trends, changes and the severity of the problems, so that the proposed methods are economically justified and allow minimising the risk related to road incidents that involve “non-police” emergency vehicles to an acceptable level. The article will present the results of research aimed at understanding the current state of road safety related to road incidents involving “non-police” emergency vehicles. An attempt was made at identifying trends and changes in this area as well as ways to improve the competences of emergency vehicle drivers.
Kolizje i wypadki z udziałem pojazdów służb ratowniczych stanowią istotny element wypadków drogowych na świecie w kontekście bezpieczeństwa ruchu drogowego. Jednocześnie brak jest precyzyjnych danych pozwalających na ocenę tego zjawiska. Liczba zdarzeń, ich koszty społeczne i ekonomiczne mają diametralny wpływ na funkcjonowanie m.in. służb ratownictwa medycznego oraz zdolność państwa do zapewnienia obywatelom usług ratowniczych na odpowiednim poziomie. Zmiany gospodarcze powodują, że rynek pracy kierowców pojazdów ratowniczych ulega zmianom, które mogą wpływać na jakość kadry. Dlatego ważnym aspektem jest zaproponowanie sposobów osiągnięcia i utrzymania odpowiedniego poziomu kompetencji i umiejętności kierowców pojazdów ratowniczych. Pełna analiza ryzyka związanego z tym obszarem wymaga znajomości stanu obecnego, trendów, zmian i natężenia problemów, tak aby proponowane metody były uzasadnione ekonomicznie i pozwalały na zmniejszenie ryzyka związanego ze zdarzeniami drogowymi z udziałem „niepolicyjnych” pojazdów ratowniczych do akceptowalnego poziomu. W artykule przedstawione zostały wyniki badań, których celem było poznanie aktualnego stanu bezpieczeństwa ruchu drogowego związanego ze zdarzeniami drogowymi z udziałem „niepolicyjnych” pojazdów ratowniczych. Podjęto próbę określenia trendów i zmian w tym zakresie, a także sposobów podnoszenia kompetencji kierowców pojazdów ratowniczych.

ObjectivesThe study aimed to establish the current incidence and severity of spatial disorientation (SD) in Polish military pilots when flying different aircraft types over their entire careers, and to determine how SD training and pilots’ flight experience might benefit their recognition of situations that may cause SD.Material and MethodsOverall, 176 military Polish pilots (aged 33.8±7.72 years, the number of flying hours: 1194±941) flying different aircraft types, who attended the aviation medicine course, were surveyed and asked to report their episodes of SD. To collect anonymous data, a postal SD questionnaire (INFO PUB 61/117/5) was used.ResultsIn the overall incidence rate of SD (96%), the most commonly experienced SD illusion was “loss of horizon due to atmospheric conditions” (81%). More SD incidents were reported by pilots who had received SD training. Some differences in the categories of the most commonly experienced SD illusion episodes between aircraft types were found. A severe episode adversely affecting flight safety was categorized by 10% of the respondents.ConclusionsIn Polish military aviation, episodes of SD are a significant threat to aviation safety. There is evidence for the beneficial effects of SD training in the improvement of pilots’ ability to recognize those factors that lead to SD.

Maritime Safety and Security on board ships very much depends on well trained crews. That is why training and exercising emergency response procedures as well as efficiency in reliable management are extremely necessary. On the other hand research as well as technological development in safety and security, tools and other kinds of technical and organizational systems contribute to further improvement and guarantee high levels of safety and security in maritime transportation. Simulation facilities are essential for both exercising and training but also for research and technological development. This paper introduces the innovative concept of a safety and security training simulator (SST7) and describes research work related to the implementation of training scenarios. Selected results of a case study will be presented. A shorter version of this paper was originally presented at the International Conference on “Marine Navigation and Safety of Sea Transportation” at Gdynia in June 2013.

One of the primary factors that affect the safe maritime navigation is the insufficient experience and skill of an apprentice officer, which may be improved using simulation-based training by ensuring operational efficiency. This study aims to determine appropriate factors for achieving effective and intensive simulation-based training of apprentice officers and present the guidelines for such a training scheme. Initially, a marine traffic risk model, which interprets and accurately measures the risk of collision with other vessels, is analyzed to derive the most influential factors in safe navigation. Subsequently, simulation experiments are conducted by applying machine learning to verify the required safe navigation factors for effectively training the apprentice officers. As a result of the above analysis, it was confirmed that the factor affecting safe maritime navigation was the distance from other vessels. Finally, the differences between these distances in the simulations are analyzed for both the apprentice officers and the experienced officers, and the guidelines corresponding to both these cases are presented. This study has the limitation because of the difference between the ship maneuver simulation and the actual ship navigation. This can be resolved based on the results of this study, in combination with the actual navigation data.

Despite the efforts of all stakeholders maritime accidents still occur, most commonly caused by human failure. Efficient team work is a vital tool in preventing occurrence or rectifying the errors and violations. Therefore Bridge Resource Management course focuses on developing and sustaining work teams. Unfortunately, team work can be hampered by many factors, including poor organisation, cultural differences, improper attitudes and behaviours, as shown by analysis of many accidents and it is important to address these issues during trainings. As a starting point for a discussion simulation training can be used. In this paper we propose three scenarios based on real accidents, which address problems that are usually not familiar to students: authority gradient, desire for harmony in a group and antagonism between specialties.

The use of simulation in training staffs and personnel (primarily military) had already begun in the seventies of the last century, yet only in developed countries. Slovak Republic, even as non-NATO member (year 2000), has fully implemented standard simulation tools for constructive simulation into staffs’ training environment. Training and preparation of personnel is exactly the area where the possibilities for simulation technologies are (and still going to be) endless. Simulations are the important element able to fully contribute to the formation of skills of crisis managers making non-standard decisions in non-standard situations which are in line with the needs of the most effective protection of lives and property of citizens. The civil sector is looking for ways and possibilities of effective preparation due to changes in the security environment and the consequent necessity for active education of crisis managers. The article discusses the use of simulations and simulation technologies in the process of preparation and training from the military to civilian sector. The quality of training of crisis staff at both individual and collective level determines the real ability of action and the standard of coping with crisis and emergency situations. This article also presents actual results and the contributions of experimental crisis management computer assisted exercises and also defines the area of training and points to the fact that simulations are optimal alternative solutions of the training process linked to theoretical as well as practical knowledge.

The material presents issues related to using virtual simulator technology to design and implement various types of vehicle training stimulator-simulators. The needs were discussed for computer-assisted training using virtual simulation. Benefits of using virtual simulation technology were pointed out. The properties of a selected virtual simulation environment, as VBS3 [8] [13] is, were presented. Examples of three different vehicle-training simulators were presented: a medium-sized State Fire Service combat vehicle, and a railed as well as a wheeled LAV Rosomak armoured vehicle. Each of the trainers was built in order to carry out the training. The State Fire Service vehicle is used to study decision-making by the driver while driving to the place of action. The LAV Rosomak is used to train the use of weapons systems fitted in the vehicle by the commander as well as actions taken. The rail vehicle simulator is designed to train operators of these types of vehicles and to train for proper response to signals and situations within the area of the track. Examples of dedicated virtual objects were presented. At the end, exemplary training stimulator-simulators are presented using the technology of virtual simulators.
