Opis:
This article is an attempt to interest the subjects associated with maritime technology-in the possibilities of increasing the safety of Polish Navy ships (or civilian ships), which may be threatened by attacks of maneuvering missiles and drones moving at low altitude at high speed. The concept proposed by the team was initially verified in simulation tests and the obtained results of these studies indicate that the automated missile self-defence system based on guided and unguided missiles with caliber 40 mm and 70 mm, can be an effective means of self-defence (even the smallest vessels). Small dimensions and mass as well as simplicity of use and reliability of this weapon system allow to believe that 40 mm MLRS1 could also be used by special forces of Polish Navy in offensive operations (destruction of lightly armoured objects of surface or ground, vehicles, force, putting smoke screens, mine mines) to 2000 m. For that reason, the system is referred to by the team of implementers as ‘pocket rocket artillery.
Artykuł jest próbą zainteresowania podmiotów związanych z techniką morską możliwościami zwiększenia bezpieczeństwa okrętów marynarki wojennej (lub statków cywilnych), które mogą być zagrożone atakami pocisków manewrujących i dronów przemieszczających się na małej wysokości z dużą prędkością. Zaproponowana przez zespół autorski koncepcja została wstępnie zweryfikowana w badaniach symulacyjnych, a otrzymane wyniki wskazują, że zautomatyzowany system samoobrony rakietowej w oparciu o kierowane i niekierowane pociski rakietowe kal. 40 mm i 70 mm może być skutecznym środkiem samoobrony nawet najmniejszych jednostek pływających. Małe gabaryty i masa oraz prostota użycia i niezawodność tego systemu broni pozwalają sądzić, że 40 mm MLRS mogłyby stanowić uzbrojenie lekkich bezzałogowców i być wykorzystywane przez wojska specjalne marynarki wojennej w operacjach zaczepnych (niszczenie lekko opancerzonych obiektów nawodnych lub naziemnych, pojazdów, siły żywej, stawianie zasłon dymnych, minowanie terenu w odległości do 2000 m itp.). Z tej przyczyny system ten określany jest przez zespół realizatorów jako „kieszonkowa artyleria rakietowa”.

Dynamiczny rozwój technologii militarnych mających zastosowanie w wojnie na morzu pociąga za sobą znaczący wzrost cen uzbrojenia i sprzętu morskiego. Marynarki wojenne średnich i małych państw już dzisiaj mierzą się z problemem redukcji ilościowej platform oraz utraty ich interoperacyjności, umożliwiającej wspólne działania w składzie zespołów międzynarodowych. Taka sytuacja może doprowadzić do powstania „flot symbolicznych” lub drugiej kategorii (również w ramach NATO), których wartość dla bezpieczeństwa państwa będzie iluzoryczna. Przedmiotem badania są w niniejszym artykule marynarki wojenne małych i średnich państw, a jego celem jest przedstawienie determinant warunkujących ich rozwój, by mogły zachować swoją wiarygodność narodową i sojuszniczą. Jako metody badawcze zastosowano analizę światowej literatury fachowej w omawianej tematyce oraz analizę planów rozwojowych małych flot wojennych dostępnych w piśmiennictwie specjalistycznym i portalach morskich. Podstawowe pytanie badawcze brzmiało: jak należy planować rozwój małych flot wojennych by były one przydatne dla bezpieczeństwa państwa? Główne tezy odnoszą się do: podejścia systemowego w planowaniu rozbudowy marynarki wojennej, określenia priorytetów (specjalizacja czy flota zrównoważona) i kształtowania morale stanu osobowego. Artykuł stanowi merytoryczny głos w dyskusji dotyczącej transformacji Marynarki Wojennej RP. Przedstawione w artykule wnioski wskazują, że rozwój nowych technologii w połączeniu z właściwym zarządzaniem zasobami może sprzyjać rozwojowi małych flot wojennych, a głównym problemem jest jakość elit polityczno – wojskowych.
The dynamic development of military technologies applicable in the naval warfare entails a significant increase in the prices of armaments and marine equipment. Navies of medium and small states are already facing the problem of quantitative reduction of platforms and the loss of their interoperability that would allow joint operations in multinational teams. This situation could lead to the creation of ‘token fleets’ or the second category fleets (also within NATO), with the illusory value for the security of the state. This article focuses on navies of small and medium-sized countries, and it aims to present the determinants of their development so that they could maintain their national and allied credibility. Chosen research methods were the analysis of the international professional literature on the discussed subject and the analysis of developmental plans for small navies available in specialized literature and on marine related portals. The main research question was how to plan the development of small fleets that they would be useful for the security of the state? The main theses relate to: a systemic approach in planning the development of the navy, defining priorities (specialization or sustainable fleet) and shaping the morale of the people. Article is a substantive voice in the discussion on the transformation of the Polish Navy. The conclusions presented in the article indicate that the development of new technologies in conjunction with proper management of resources may favour the development of small navies, and the main problem is the quality of the political and military elites.

Opis:
The Covid-19 pandemic brought a problem related to the inability to timely update security systems on ships during a voyage and the need to encrypt data stored in ship information systems (SISs) and shipping company information systems. The analysis of new types of worldwide cyberattacks showed that they were set off by an increase in the use of remote-controlled autonomous technologies and a spread of telework. It was proved that on ships: a) there are no cybersecurity specialists; b) there is no means of identification of cyber threats and no response plans; c) there is a lack of cybersecurity training for crews; d) encryption of confidential ship data is barely used; e) crew is a vulnerability factor in ship's security. The analysis of cyber incidents allowed us to develop a basic response plan to protect ship control systems. It was demonstrated that the basic plan can be continuously updated and improved in accordance with: a) the real state of ship systems; b) the results of performance analysis of crew actions; c) the emergence of new types of cyberattacks. To improve the security of confidential data in ship information networks theoretical framework for the development of encrypted data search engines with the identification of “dangerous” keywords for the ship information systems (SISs) was proposed. A data exchange protocol, basic requirements for SISs, and an algorithm for detecting “dangerous” keywords in messages were developed. A test search engine on encrypted data was presented, and the main components of the system were highlighted. The functionality of the system was experimentally proved, and the accuracy and speed of search on encrypted data were determined.

This paper provides a literature review of the state of the art on implementation and compliance of the International Ship and Port Facility Security Code (ISPS Code), for the case of Mexico. This investigation was initially oriented solely towards Mexico, but due to the absence of research within this subject for the referred country the review had to be done through subcategories with the conditional connection of Mexico and relevant issues were selected. The primary data confirmed the absence of research within this subject in Mexico. The secondary data, were other words related to the ISPS Code were used for the search, allowed for a wider geographical coverage and an expanded on general bases the scope of analysis, since ten (10) different academic databases were exploited. The literature review from an author-centric approach is initially presented; then, it is used as the basis to further develop (and examine) the concept-centric approach, through eight selected categories. The careful screening of literature, constructed on specific concepts, allowed the identification of cross fertilization of such concepts in the respective fields. It is observed that the research efforts focused on the ISPS Code and the development of a Port Facility Security Plan (PFSP) have an integrated perspective, where the categories of terrorism and counterterrorism, as well as maritime security management and the issue of port security have a strong interaction and dominant status. The results demonstrate the limited number of academic contributions in these areas from America Central and South America in relation to other parts of the globe, as well as the total absence of research efforts about the ISPS Code in Mexico. In the scientific contributions on the subject were Mexico is included; it is in reference to isolated cases of armed robbery, drugs organizations or proliferation of crime on general bases, but not regarding the ISPS Code itself. The absence of scientific research on this area for the specific country might also be related to the lack of a national maritime security policy and a poor maritime security culture as the authors have pointed out in other contributions.

The paper presents the model of interaction between ship’s tank structure and water contained in the tank. The experimental investigation of sloshing loads in ships’ tank is characterized and the need for description of mutual influence is underlined. The model of interaction is made up for rectangular ship’s tanks and it is assumed to be in time-domain and nonlinear. The solution is based on the data obtained by the experimental research and numerical simulation. The study may be the contribution to more sophisticated estimation of ship’s stability than it takes place nowadays.

This study was determined the evaluation of the safety, security, and protection of the navigational trip in terms of safety among marine engineering students as an entire group and when they were classified according to section such as Polaris 3-A, Polaris 3-B, and Polaris 3-C. Respondents of the study were the one hundred twenty (120) Polaris marine engineering students who are currently enrolled in the College of Maritime Education of JBLFMU-Molo for School Year 2017-2018 who were on board or have undertaken the navigational trip and have observed some of the safety and security services on board. The researchers employed quantitative-qualitative research design by Creswell (2013) to determine the navigational trip and observations of the safety and security services on board. Results revealed that the respondents had “excellent evaluation” about the safety, protection, and security of the navigational trip vessel. There were no significant differences in the evaluation of the respondents as to the different sections; no relationships were observed when the respondents’ evaluation results were compared according to sections. The observations and comments cited in this study signify that the navigational trip vessel exhibited safety and security, maintain clean and safe environment, and followed the strict implementation of safety as prescribed by the international standards. The respondents’ comments attested that the navigational ship has implemented the international standard of safety and procedure on board.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

The changes in political situation that have taken place over the last several years and an advancing globalization have put the problems of international shipping safety among the most important problems of the world today. New threats such as maritime terrorism, piracy and armed attacks have become a new challenge to marine transport. The article characterises certain operations below the war level, i.e. shipping control and protection. The authors define and specify the operations associated with the protection and control of the shipping.

The first ever attempt at fully autonomous dock-to-dock operation has been tested and demonstrated successfully at the end of 2018. The revolutionary shift is feared to have a negative impact on the safety of navigation and the getting of real-time situation awareness. Especially, the centralized context onboard could be changed to a distributed context. In navigation safety domain, monitoring, control, assessment of dangerous situations, support of operators of decision-making support system should be implemented in real time. In the context of autonomous ships, decision-making processes will play an important role under such ocean autonomy, therefore the same technologies should consist of adequate system intelligence. At the same time, situation awareness is the key element of the decision-making processes. Although there is substantial research on situation awareness measurement techniques, they are not suitable to directly execute quantitative processing for the situation awareness of autonomous ships navigation. Hence, a novel quantitative model of situation awareness is firstly proposed based on the system safety control structure of remotely controlled vessel. The data source is greatly limited, but the main result still indicates that the probability of operator lose adequate situation awareness of the autonomous ship is significantly higher than the conventional ship. Finally, the paper provides a probabilistic theory and model for high-level abstractions of situation awareness to guide future evaluation of the navigation safety of autonomous ships.

Opis:
This paper offers new annotated readings and corrections to the original edition of P. Berlin inv. 16876 = SB V 8754 (from the archive of Har chebis, the royal scribe of the Herakleopolite nome), also discussing subsequent corrections proposed by various scholars in the past. Special attention is placed on the hapax legomenon technical term antapostoloi. The connection of these documents with the term apostoloi is investigated as well as their function within the framework of the shipping procedure and the officials involved in their issuance. Finally, appended is a transcription that reflects the current state of the papyrus, together with a translation into English.

Opis:
Our paper deals with the methods and techniques used in the educational process in the Maritime University of Constanta to develop the practical abilities and principles in applying the operational procedures and the utilization of the specific safe and rescue equipments at sea, by the students and maritime officers. The educational process has an outstanding role in the career of a maritime officer and the problem of the safety and security is essential in order to avoid catastrophes and for saving human lives. The paper presents the implementation, the role and function of the new simulators as part of the teaching process. Quality cannot be obtained without new teaching methods and training procedures, where IT and simulators occupy an outstanding place. These new methods and techniques have been introduced in the Maritime University of Constanta (MUC) step by step, from the multimedia tools to computers with dedicated complex software.

Opis:
As with the powerful digitalization of the world in the 21st century, maritime affairs, like all other areas, are facing not only new opportunities, but also new big challenges and problems. From the point of view of the development of new technologies, it seems that everything is possible, for example the bringing of so-called "intelligent ships" and “smart ports” into one global system on base of internet of things and big data applications. However, if to look at the matter further, a number of factors and obstacles may appear which could be major threats to the normal functioning of such a system. While it is clear that systems with such high degree of complexity are even technically vulnerable, it seems to the author of this paper that questions that are no less difficult are in the field of human relations. For example, when ships and ports are becoming more and more "smarter" and need less and less people to intervene in their interactions, who at the end will be responsible for everything that can and definitely will happened at sea or in the port? What about liability of cargo carrier if “carrier” is an autonomous ship without any person on-board during the entire journey? How to ensure cyber security? How to be secured against the risks of so-called artificial intelligence systemic errors? It is possible that only new non-trivial approaches can lead to acceptable results in this area, but what they may be and whether these approaches are possible at all - these questions are still waiting for answers.
