Opis:
The accessibility of health care to the population in Belarus is illustrated in terms of indicators of health care provision: medical services personnel density, hospital bed / population ratio and development of medical education. Through the prism of WHO-defined “financial profile” of health care, several aspects of state policy are analyzed. Particular attention is given to the quality of medical education, employment and financial motivation of health care workers. The areas for further health care development in the Republic are specified.
Dostępność opieki zdrowotnej na Białorusi zilustrowano za pomocą wskaźników świadczeń zdrowotnych dla ludności: gęstości personelu medycznego, wskaźnika liczby łóżek szpitalnych do liczby ludności oraz rozwoju kształcenia medycznego. Przez pryzmat zdefiniowanego przez WHO „profilu finansowego” opieki zdrowotnej dokonano analizy szeregu aspektów polityki państwa. Szczególną uwagę poświęcono jakości kształcenia medycznego, zatrudnieniu i motywacji finansowej pracowników służby zdrowia, a także wskazano obszary dalszego rozwoju opieki zdrowotnej w kraju.

It is expected that during 1980 – 2020 the population of older people worldwide will increase by 240%. The objective of the study was to review strategies undertaken in various countries in association with the ageing of society. This analysis may be used for the selection of actions, which are necessary for the construction and performance of social and health policy in Poland. A method of choice was an analysis of academic literature. The WHO specified health promotion as the most important goal of the policy for seniors. Individual countries adopt many varied strategies of action. In Poland, the introduction of nursing insurance and development of geriatric medicine are primarily proposed. In Japan, the emphasis is placed on enabling the elderly the longest occupational activity possible, and the development of primary health care. For the Swedish, the priority is guaranteed support for family caregivers, while in the United States - an increase in the accessibility of environmental care. There are many strategies developed on an international forum whose purpose is to provide care for the growing number of seniors. The strategies adopted by individual countries are much varied. The basic postulates are a development of geriatric medicine and integration of the systems of health services and social security. The literature lacks reports on the effectiveness of the implemented strategies.

Obecnie szacuje się, że liczba zgonów w Polsce z powodu chorób układu krążenia w roku 2020 przekroczy 200 tysięcy. Z tego powodu należy zwrócić uwagę na kwestię profilaktyki zarówno pierwotnej jak i wtórnej. Leczenie Uzdrowiskowe oferuje kompleksową fizjoterapię, która jest łączona z balneologią specyficzną dla danego regionu. W artykule przedstawiono oceny uzyskane od kuracjuszy na temat walorów zdrowotnych, atrakcyjności turystycznej i dostępności komunikacyjnej uzdrowiska Nałęczów. Zaprezentowano również charakterystykę regionu Nałęczowa a także samego Uzdrowiska Nałęczów, uwzględniając rodzaje zabiegów wykonywanych w ośrodku. Zwrócono również uwagę na położenie geograficzne i szczególny rodzaj obecnego mikroklimatu korzystnie wpływające na zdrowie kuracjuszy Celem artykułu jest analiza jakości usług świadczonych w Uzdrowisku Nałęczów w opinii respondentów. Badania przeprowadzono metodą sondażu diagnostycznego z wykorzystaniem techniki ankietowej.
Currently, it is estimated that the number of deaths in Poland due to cardiovascular diseases in 2020 will exceed 200,000. For this reason, attention should be paid to the issue of primary prevention and secondary prevention. Health resort’s treatment offers comprehensive physiotherapy, which is combined with balneology specific to the region. This article presents the results obtained from the patients on the health, tourist attractiveness and accessibility of the Nałęczów health resort. The characteristics of the Nałęczów region as well as the Nałęczów resort itself were also presented, taking into consideration the types of treatments performed at the resort. Attention was also paid to the geographic location and the particular type of present microclimate that is beneficial to the health of the patients. The aim of the article was to evaluate the service spectrum and communication accessibility of the Nałęczów Health Resort. The study was carried out using the diagnostic survey method, using the author's own method.

Celem artykułu jest ocena funkcjonalności aplikacji przedstawiającej dostępność usług i infrastruktury wokół dwóch największych łódzkich stadionów zgodnie z ideą miasta 15-minutowego. Aplikacja została wykonana za pomocą oprogramowania ArcGIS Online. Do jej stworzenia wykorzystano dane z zasobu Bazy Danych Obiektów Topograficznych (BDOT10k). Kluczowym cszałożeniem przy tworzeniu aplikacji była propozycja udostępnienia turystom i kibicom dwóch łódzkich klubów piłkarskich (ŁKS-u i Widzewa) lokalizacji szerokiej oferty usług w odległości 15 minut od stadionów. Użyteczność aplikacji została oceniona za pomocą metody punktowej i metody ekspertów według wyodrębnionych kryteriów, przydzielonych do pięciu kategorii funkcjonalności, wyznaczonych na postawie cech z obszaru wymagań funkcjonalnych. Aplikacja została oceniona jako ciekawa, przydatna i dobrze działająca. Do największych jej zalet zalicza się: widok mapy, nawigację oraz wyszukiwanie obiektów. Słabszym elementem aplikacji jest wyświetlanie informacji o obiektach, co w przyszłości może być poprawione. Aplikacja jako innowacyjny produkt turystyczny stanowi interesujące rozwiązanie dla turystów, kibiców, a także mieszkańców Łodzi.
The purpose of the article is to evaluate the functionality of an application showing the availability of services and infrastructure around the two largest stadiums in Lodz, based on the idea of a 15-minute city. The application was made using ArcGIS Online software. To create it, data from the resource of the Database of Topographic Objects (BDOT10k) was used. The key assumption in creating the application was the proposal to provide tourists and the fans of two football clubs in Lodz (LKS and Widzew) with the location of a wide range of services within 15 minutes of the stadiums. The functionality of the application was evaluated using scoring and an expert method on the basis of extracted criteria assigned to fi e categories of functionality, determined on the basis of functional requirement features. The application was evaluated as interesting, useful and well-functioning. Among its greatest strengths are the map view, its navigation and item search. A weaker element is the display of information about items, but this could be improved in the future. As an innovative tourist product, the application could be an interesting idea for tourists, fans as well as residents of Lodz.

Seniorzy borykają się z wieloma problemami zdrowotnymi, a ich stan zdrowia pogarsza się wraz z wiekiem. W związku z czym znacząca część budżetów osób starszych przeznaczana jest na leki. Dlatego autorzy za cel badania wybrali ukazanie powiązań między napływem seniorów do miasta a dostępnością do jednej z wybranych usług medycznych, jaką są apteki. Dzięki pozyskanej bazie danych ustalono miejsce zamieszkania seniorów po migracji. Pozyskano także rozmieszczenie 317 aptek znajdujących się w badanym mieście Krakowie. Dzięki tym bazom można było określić środowisko mieszkaniowe seniorów po migracji. Badanie wykazało korzystną lokalizację aptek. Są one skoncentrowane przestrzennie przede wszystkim w centralnych dzielnicach Krakowa, podobnie jak miejsca w których osiedlają się seniorzy po migracji. Badanie to miało na celu także wskazanie stronie podażowej nowych miejsc na lokalizację aptek.
Senior citizens face numerous health problems, and their health deteriorates as they age. As a result, a significant proportion of older people's budgets are spent on medication. Therefore, the authors of the study focused on the relationship between the influx of senior citizens to the city and the accessibility of one of the selected medical services, i.e., pharmacies. They established the place of residence of the migrating seniors using the obtained database. The distribution of 317 pharmacies located in the city of Krakow was also recorded. Thanks to these databases, it was possible to determine the housing environment of seniors after migration. The study revealed a favourable location of pharmacies. As far as it is concerned, they are concentrated mainly in the central districts of Krakow, as are the whereabouts where seniors settle after migration. As fa as the supplies are concerned, the study also aimed to identify new locations for pharmacies.

Brak w systemie planowania przestrzennego obowiązujących wskaźników urbanistycznych, regulujących m.in. rozmieszczenie usług medycznych na obszarach planowanej zabudowy, skutkuje z reguły brakiem uwzględniania przychodni opieki zdrowotnej w dokumentach planistycznych, a co za tym idzie – oddolną, rynkową lokalizacją istniejących przychodni. Równocześnie, usługi medyczne są ważne dla prawidłowego funkcjonowania społeczeństwa, nie tylko w okresie zagrożenia epidemiologicznego. Zróżnicowanie ich dostępności przestrzennej powoduje różnice w standardzie wyposażenia w te usługi poszczególnych obszarów, a co za tym idzie – różnice w jakości życia. Szczególnie dotyczy to obszarów o postępującej zabudowie mieszkaniowej i o rosnącej liczbie mieszkańców, jak Wrocławski Obszar Funkcjonalny. W trakcie przeprowadzonych badań zweryfikowano, czy dostępność przychodni opieki zdrowotnej w piętnastu gminach należących do Wrocławskiego Obszaru Funkcjonalnego jest skorelowana z ich liczbą ludności. Na podstawie materiałów kartograficznych, dostępnych baz danych, zinwentaryzowano przychodnie na tym obszarze. Wykazano, że liczba przychodni w wielu badanych gminach nie jest odpowiednia do stale rosnącej liczby mieszkańców. Podobnie, lokalizacja wielu przychodni nie odpowiada rzeczywistym potrzebom ich rozmieszczenia. Z prognoz demograficznych wynika, że zapotrzebowanie na usługi medyczne będzie rosnąć w większości badanych gmin. Biorąc pod uwagę prognozę demograficzną, zaproponowano podniesienie i wyrównanie standardu wyposażenia w usługi medyczne badanych gmin poprzez określenie liczby potrzebnych nowych przychodni.
There are no urban planning indicators in the spatial planning system regulating e.g., the distribution of medical services in the areas of planned development which results in the lack of inclusion of clinics in planning documents, and thus a bottom-up, market location of existing healthcare clinics. At the same time, medical services are important for the proper functioning of the society, not only in times of an epidemiological threat. The diversification of their spatial accessibility causes differences in the standard of equipping particular areas with these services and differences in life quality. This is especially true of areas with progressive housing development and a growing number of inhabitants, such as Wrocław Functional Area (Poland). In the framework of the research, the author verified whether the accessibility of healthcare clinics in fifteen municipalities belonging to the Wrocław Functional Area corresponds to their population. Based on cartographic materials and available databases, clinics in this area were inventoried. It has been shown that the number of clinics in many analysed communes is not adequate for the constantly growing number of inhabitants. Likewise, the location of many clinics does not match the actual needs of their location. Demographic forecasts show that the demand for medical services will grow in most of the surveyed municipalities. Considering the demographic forecast, it was proposed to raise and align the standard of equipment with medical services in the surveyed municipalities by determining the number of new clinics needed.

Artykuł nawiązuje do problematyki dostępności usług pocztowych dla osób z niepełnosprawnością w aspekcie społecznej odpowiedzialności publicznego operatora pocztowego. W opracowaniu przedstawiono podstawowe definicje i założenia koncepcji społecznej odpowiedzialności biznesu. Przybliżono regulacje dotyczące dostosowania placówek do potrzeb osób niepełnosprawnych. Opisano również rozwiązania, jakie Poczta Polska S.A. wdrożyła w celu ułatwienia konsumentom niepełnosprawnym korzystanie z usług pocztowych.
The article refers to the problem of the accessibility of postal services for people with disabilities in terms of social responsibility of the public postal operator. The paper presents basic definitions and assumptions of the concept of Corporate Social Responsibility. Article introduces regulations concerning the adjustment of post offices to the needs of people with disabilities. Furthermore, it describes certain solutions that Poczta Polska has implemented in order to facilitate consumers with disabilities to use postal services. Author of the publication has also made the assessment whether the facilities for access to postal services are a sign of a real commitment of postal operator in Corporate Social Responsibility or they are the results of legal obligations.

The article analyzes the methods and criteria for evaluating the effectiveness of e-governance and e-democracy used in the countries of the European Union and the United States in the context of their implementation in the activities of state authorities and local self-government in Ukraine. It is emphasized that the main activity of the executive power is the provision of services to citizens, therefore, the concept of the effectiveness of the activities of state authorities and local self-government is inextricably linked with the effectiveness of the provision of public services. It is proved that modern information and communication technologies are an important tool for improving the efficiency of the provision of public services, which should be able to be used correctly, because according to the results of evaluating the effectiveness of the provision of electronic public services by the executive power, it is possible to judge the effectiveness of its activities as a whole. It is noted that currently the effectiveness of e-government is evaluated in two ways: 1) assessment of the readiness of e-government and 2) assessment of the socio-economic effects of e-government. It is emphasized that for Ukraine today, one of the priority tasks in the implementation of administrative reform is the active use of the national system of indicators for evaluating the effectiveness of e-government, taking into account the methodological approaches proposed by the world community. This will allow quickly responding to problems and risks on the way to promoting reforms.

The paper discusses in detail the question of bonuses to medical services. The first part characterises various kinds of bonuses. In further parts the are functions of mutual charges in the sector of medical care are discussed. Another part of the paper is devoted to the negative effects that may be connected with co-charges. Then we discuss the system of co-charges, i.e., the decision that must be made when bonuses are introduced to medical services. Such decisions deal, among other things, with co-charges and various rates of bonuses in different sectors of the system of medical care (outpatient care, stationary care, medicines), then exemptions and lower rates. The last part of the paper is devoted to the alternative instruments in relation to co-charges.

W artykule podjęto próbę analizy zagadnienia dostępności do usług transportu publicznego. Wskazano brak jednoznacznej definicji sformułowania oraz bardzo szeroki jej zakres. Jednym z nich jest odniesienie pojęcia dostępności do sfery transportu. W tym zakresie analiza może obejmować obszar usług transportu publicznego. Wyniki analizy dostępności do usług transportu pasażerskiego zostały przedstawione w artykule na podstawie badań ankietowych, przeprowadzonych w latach 2006 oraz 2012. Spośród różnych form transportu najlepszą dostępność przestrzenną wykazują autobusy, a czasową – mikrobusy. W zakresie dostępności ekonomicznej przewagę posiada transport kolejowy, co może wynikać z wykorzystywania ulg. Przeprowadzone badania pozwalają także na określenie działań służących poprawie dostępności do usług transportu pasażerskiego. Według badań ważnymi czynnikami w tym zakresie są: częstotliwość połączeń, dodatkowe połączenia oraz wyznaczenie nowych przystanków.
This article attempts to investigate the question of accessibility to public transport services. The lack of a clear definition of the concept and its very broad scope has been pointed. One of them is to refer to the area available transportation. In this field, analysis may include the area of public transport services. The results of the availability of passenger transport services have been described in the article basing on a survey that has been conducted in 2006 and 2012. Among all of the transport modes buses have the best spatial availability and as for the minibuses – the best time accessibility. In terms of economic accessibility, the best mode is rail, which may result from the use of special incentives (such as discounts of fares). The study also allows to specify actions towards improvement to access to passenger transport services. According to the research, one of the most important factors in this regard is the frequency of connections, additional connections and the appointment of new stops.

Opis:
Leczenie uzdrowiskowe jest coraz chętniej wybierane przez pacjentów, ze względu na kompleksowe połączenie zabiegów fizykoterapeutycznych, kinezyterapeutycznych i balneologicznych. Z reguły trwa ono 3 tygodnie, więc jest to okres czasu rekonwalescencji, który może w istotny sposób wpłynąć na stan zdrowia. Terapia jest systematyczna a zabiegi można łączyć tak, aby wzajemnie się intensyfikowały. To, co ma duże znaczenie to dostępność komunikacyjna uzdrowiska, ponieważ mimo przewagi pacjentów korzystających z własnego samochodu, część kuracjuszy dociera do ośrodka innym rodzajem transportu. Krynica-Zdrój charakteryzuje się posiadaniem złóż wód leczniczych, dlatego w artykule zwrócono uwagę na schorzenia układu pokarmowego, które można leczyć i łagodzić wodami mineralnymi. Celem artykułu była ocena spektrum usług oraz dostępności komunikacyjnej Uzdrowiska Krynica-Zdrój. Badania przeprowadzono metodą sondażu diagnostycznego z wykorzystaniem autorskiego kwestionariusza ankiety.
Health resort`s treatment is increasingly eagerly chosen by patients, due to a comprehensive combination of physiotherapeutic, kinesitherapeutic and balneological procedures. Usually it takes three weeks, so this is a period of recovery time, which can have a significant impact on health. Therapy is systematic, treatments can be combined to intensify one another. What is important is the communication accessibility of the health resort, because despite the advantage of patients using their own car, some of the patients get to the center by other means of transport. Krynica-Zdrój is characterized by the possession of medicinal waters, so the article highlights the diseases of the digestive system, which can be treated and mitigated by mineral water. The aim of the article was to evaluate the service spectrum and communication accessibility of the Krynica-Zdrój Health Resort. The study was carried out using the diagnostic survey method, using the author's own method.

Dostępność systemu transportu publicznego jest szczególnie istotnym zagadnieniem z uwagi na jego powszechny charakter. Dla dużej części populacji, w szczególności dla osób z niepełno-sprawnością i o ograniczonej sprawności ruchowej, dostępność jest również gwarantem możliwości podejmowania zatrudnienia, nauki, a także swobody w dostępie do służby zdrowia, kultury, sportu i rekreacji. Artykuł podsumowuje najważniejsze potrzeby w zakresie dostępności poszczególnych grup jej beneficjentów. Prezentuje również najnowsze rozwiązania techniczne zwiększa-jące swobodę mobilności osób z niepełnosprawnością, a także, podejmowane na różnych szczeblach, działania mające na celu zwiększanie dostępności usług transportu publicznego.
The accessibility of the public transport system is a particularly impor-tant issue due to its common nature. For a large part of the popula-tion, in particular for people with disabilities and persons with reduced mobility, accessibility is also a guarantee of the possibility of taking up employment, education, as well as freedom of access to health care, culture, sport and recreation. The article summarizes the most impor-tant needs of individual groups of accessibility beneficiaries. It also presents the latest technical solutions aimed on increasing freedom of mobility for people with disabilities, as well as policy measures aimed at increasing the accessibility of public transport services.

Opis:
The state of development, the existing and emerging forms of development, the intensity and legibility of settlement systems, all this is essential for the living conditions of urban residents, their surroundings and peripheral systems. The purpose of the article is to assess the accessibility to market and public services by estimating the distance to these services from housing facilities in Poland. The use of the residential dispersion ratio (RDR) and an analysis of the spatial distribution of municipalities with the highest values of the coefficient allows to identify areas where accessibility to public and market services is weak.

Podstawą artykułu są dane zgromadzone podczas badań ankietowych oraz wywiadów pogłębionych przeprowadzonych w gminach, przez które przebiegają wybrane do analizy korytarze drogowe. Badania dotyczyły funkcjonowania i użytkowania wybranych odcinków dróg. Na tej podstawie oceniono społeczne postrzeganie dostępności do wybranych usług, dokonano analizy przemian częstotliwości użytkowania dróg oraz zmian w jakości życia i poziomie bezpieczeństwa. Społeczna percepcja dostępności do usług różni się w zależności od ich rodzaju (lokalne, ponadlokalne) i kategorii drogi.
This paper is based on data collected during a study (questionnaire survey and in-depth interviews) conducted in selected Polish gminas and focused on selected road corridors. On this basis, social perception of the accessibility of selected services is assessed as well as changes in frequency of road use, quality of life, and road safety. In the case of three road corridors (highways A1 and A4; express road S8), changes in accessibility have occurred as a result of road investments.
