Background Workloads of emergency medical service personnel (EMP) and emergency control center dispatchers (CCDs) were manifold. The SARS-CoV-2 pandemic presented new challenges for the prehospital emergency medical service. The purpose of this study was to compare the status of stress/strain and recovery of Recovery-Stress Questionnaire among EMP and CCDs in Germany during the first 2 waves of the SARS-CoV-2 pandemic both between occupational groups and over time. Material and Methods A total of 2426 emergency medical service personnel and control center dispatchers were questioned with the Recovery-Stress Questionnaire based on Kallus. The results from the first 2 waves of the pandemic (June–August 2020 and January–February 2021) were compared. Results During the first and second wave of SARS-CoV-2 pandemic, the subjectively perceived stress of emergency medical service personnel and control center dispatchers increased, but recovery decreased. The CCDs showed more unfavorable values compared to EMP. Conclusions Health promotion interventions are necessary to counteract possible career changes or mental or other diseases due to insufficient management.

Opis:
A numerical example allowing for effective forecasting of the remaining service time for corroded steel shell of a tank used to store liquid petroleum fuels is presented. This time is interpreted here as a period of time counted from the moment of an obligatory tank shell inspection to the moment of the anticipated shell failure understood as the loss of the capacity to safely resist the loads applied to it. Reaching the limit value of failure probability, i.e. the highest probability of failure acceptable to the tank user, is in this approach a determinant of such failure. The detailed considerations pertain to a typical on-the-ground storage tank equipped with a floating roof, located in one of fuel depots in the south of Poland. The forecast has been prepared based on measurements of the random thickness of tank shell weakened by corrosion and measured after 27 years of service time. In the recommended analysis fully probabilistic computational procedures have been applied. This led to a more credible and less conservative service time assessment than the one usually determined via the traditional standard approach. For comparative purposes qualitatively different but formally corresponding safety measures have been applied to describe the obtained results.

Enterprises using cranes, HDS platforms, other handling equipment, or pressure equipment in their activities are subject to registration with the Office of Technical Inspection (UDT), which is obliged to conduct inspection activities on them. Inspections of technical devices are aimed at checking their technical condition. Approximately 1.3 million technical devices are currently subject to UDT supervision in Poland. Annually, UDT inspectors carry out over 1 million tests of technical devices, and the activities carried out by UDT translate into a constant reduction in the accident rate. All this takes place in conditions that require continuous work planning and scheduling. This article aims to present and discuss the use of open-source solutions for planning the work of teams carrying out inspection activities, along with the concept of their use.

Railway transportation is a critical component of countries' transportation sectors worldwide. This is because, in the movement of goods and persons, railway transport networks have a clear advantage over other modes of transportation. However, despite the positive outlook, Nigeria's railway transportation networks have faced several challenges to the country's economic and social development, especially in overpopulated cities like Lagos State. The study population consists of 125 railway transportation users in Lagos state. The data were analyzed using descriptive, multiple and Partial Least Square Structural Equation Modeling (PLS-SEM). The study revealed that safety is the highest predictor of customer patronage amongst railway commuters in Lagos state. This is followed by price, travel time and service quality. This indicates that if the safety of the railway commuters (customers) is guaranteed, they will continue to use the train regardless of the service quality being offered to them. The study recommended that Public-Private Partnership (PPP) should be encouraged in running the affairs of the Nigerian railways for increased efficiency and that industry players need to be proactive by ensuring adequate professionalism in the sector and putting in place modern railway transport facilities.

Opis:
The aim of the paper is to analyse the length of time that ships spend in the Port of Gdansk. It is based on the examination of the time when ships come into and leave the port. Source of data used in the study is public web platform - Marine Traffic. Analysis which was conducted, enables to get information about duration of ships servicing in the port with a division into dimension, load capacity and type of the ship. Due to that information, it is possible to observe the duration of complete service for each vessel, including entering the harbour, reloading and the departure. Gained knowledge would allow to forecast, plan and model future development operations more properly. In addition, due to the method based on counting the number of hours that ships spend in the harbour, it is possible to estimate the amount of pollution emitted to the air.

Artykuł ma charakter wspomnienia omawiające warunki, w jakich realizowano projekt FAO, którego celem była ocena zasobów wodnych i organizacja służby hydrologicznej na wyspie Rodrigues, należącej do Republiki Mauritiusu. Na podstawie danych z Mauritiusu, gdzie funkcjonuje dosyć dobrze służba hydrologiczna, oceniono w przybliżeniu zasoby wodne wyspy Rodrigues. Objętość wody opadowej jest duża, ale cyklonalny, zmienny rozkład opadów, wysokie parowanie, a przede wszystkim szybki odpływ powierzchniowy, spowodowany wylesieniem wyspy, powodują dotkliwy niedobór wody słodkiej. Gromadzenie wody poprzez budowę zbiorników retencyjnych, zalesienie i racjonalne metody agronomiczne jest możliwe tylko w sytuacji prawidłowego rozpoznania dyspozycyjnych zasobów wodnych i ich rozkładu w czasie i przestrzeni. W tym celu przewidziano organizację służby hydrologicznej na wyspie Rodrigues, kontrolującej stany wody, natężenie przepływu i zgromadzoną wodę w zbiornikach retencyjnych. Zaplanowano instalację pięciu stacji hydrologicznych: dwóch na istniejących zbiornikach retencyjnych, jednej na zbiorniku projektowanym i dwóch na potokach w warunkach naturalnych. W sąsiedztwie stacji hydrologicznych zaplanowano stacje opadowe. Wybór sprzętu hydrologicznego i warunki instalacji stacji były trudne ze względu na krótkie czasy koncentracji wezbrań, prędkości wody, które mogą przekraczać 6 m/s oraz transport grubego rumowiska rzecznego. Przewidziano limnigrafy i pluwiografy Stevens na karty magnetyczne. Zainstalowano prowizorycznie dwie stacje na zbiornikach w celu oceny zgromadzonych zasobów wodnych oraz szkolenia personelu. Dalsze prace przewidziano w kolejnych etapach projektu, ale ich losy nie są znane.
This article traces work in the FAO project on Rodrigues Island belonging to the Republic of Mauritius. The objective of the project was to assess the water resources of Rodrigues Island, which suffers from freshwater scarcity, and to organize the hydrological service that does not exist on the island. On the basis of hydrological data from Mauritius, it was possible to estimate the water resources on the island. Water inflows on this island are relatively high, but the cyclonic nature of the precipitation, high evaporation, and especially the very rapid surface runoff due to deforestation, are the cause of the freshwater shortage. In order to retain water, it is necessary to know its availability and distribution in space and time. The creation of a hydrological service was therefore planned in order to control precipitation, water level, flow rates and the volume of water stored. Five stations were planned. hydrological equipped with limnigraphs and pluviographs: of which three stations on water reserves and two on natural torrents. The choice of measurement equipment was problematic for the courses of water with very short concentration time, high flow rates exceeding 6 m/s and solid flow consisting of large rocks. Stevens Materials with Magnetic Cards have been proposed. Two temporary stations on the water reservoirs were set up to monitor the volumes of water stored and to form young hyroloquia, has this method. Continuing work was scheduled by the next phase of the project.

Opis:
LitPOS (Lithuanian Positioning System), the network of continuously operating GNSS (Global Navigation Satellite System) stations, became operational in July 2007. It provides data both for real-time and post-processing applications. LitPOS stations cover the whole territory of Lithuania. There are 31 of LitPOS GNSS stations in total network. Also LitPOS network includes 3 ASGEUPOS (Poland) and 6 LATPOS (Latvia) stations. LitPOS network data processing and analysis of station’s velocities was done using Bernese 5.2, TSview and CATREF programs. Results of analysis show that North/East velocities of the LitPOS stations are very homogeneous what leads to the conclusion that there are no any significant horizontal deformations of Earth’s crust in the territory of Lithuania. Up components of LitPOS stations velocities fit very well to vertical movements of Earth’s crust as described by the land uplift models of Fennoscandia.

Modern technical ship systems very often use information and communication technologies. One of the basic requirements of these systems is ensuring time synchronization that aim is to coordinate clocks of all devices working in a computer network. This requirement results from, among others, the necessity to log events with a unified timestamp. To achieve this goal, most frequently expensive time servers are used. This article presents an easy method of time synchronization, which can serve as a reserve or alternative solution to the methods currently used. That is why a proprietary software has been developed, allowing to expand the functionality of a PC so that it can operate as a time server. A time reference in proposed solution would be provided by a GPS receiver. The developed application allows, with the use of the NMEA protocol, to synchronize the current time with the GPS receiver and then, with the help of the SNTP protocol, to distribute it to all network devices operating on the ship.

W pracy wskazano na możliwość wykorzystania teorii masowej do optymalizacji krytycznych parametrów kolejek, będących zmorą współczesnej cywilizacji, nie tylko społecznej. Przeanalizowano mechanizm powstawania kolejek, za pomocą metod rachunku prawdopodobieństwa zidentyfikowano jego przyczyny i skutki. Rozważania teoretyczne zilustrowano na drodze analitycznej analizując dwa przykładowe warianty badawcze. Przedmiotem badań były krytyczne parametry kolejki, obejmujące średnią długość kolejki i średni czas oczekiwania. W wariancie pierwszym skupiono się na sterowaniu intensywnością strumienia zgłoszeń, natomiast w wariancie drugim przyjęto bardziej praktyczne sterowanie intensywnością strumienia obsługi.
The paper indicates the possibility of using mass theory to optimize the critical parameters of queues, which are the bane of modern civilization, not only social. The mechanism of queuing was analyzed, its causes and effects were identified using probability calculus methods. Theoretical considerations are illustrated by analytical analysis of two example research variants. The subject of the research were the critical parameters of the queue, including the average queue length and average waiting time. The first variant focused on controlling the intensity of the notification stream, while the second variant adopted a more practical control of the intensity of the service stream.

This paper investigates an N-policy GI/M/1 queue in a multi-phase service environment with disasters, where the system tends to suffer from disastrous failures while it is in operative service environments, making all present customers leave the system simultaneously and the server stop working completely. As soon as the number of customers in the queue reaches a threshold value, the server resumes its service and moves to the appropriate operative service environment immediately with some probability. We derive the stationary queue length distribution, which is then used for the computation of the Laplace– Stieltjes transform of the sojourn time of an arbitrary customer and the server’s working time in a cycle. In addition, some numerical examples are provided to illustrate the impact of several model parameters on the performance measures.

The validity of acts of service in Polish civil procedure law depends on the moment at which it is carried out. Unfortunately, the current statutory regulation does not seem to be a holistic regulation. The structure of acts of service adopted in the aforementioned regulation refers only to the character of daily rhythm of life of a natural person who is an addressee or recipient of a document. It certainly does not take into account the specificity of functioning of some groups of legal entities with a more complicated organizational and functional structure, in particular those having the status of an entrepreneur (including natural persons) and conducting their activity in other time of day than those specified by law or within the framework of continuous movement. Moreover, aforementioned legal solution referring only to the conventional procedure of service of documents has not been adopted at all for the purposes of electronic delivery trading. The current code regulation pertaining to the appropriate moment of service seems, by virtue of its function, to be in all measure necessary, protecting the important sphere of privacy of entities engaged in the field of service as addressees of documents. However, it should be comprehensive in nature. In the context of the procedural law, with a few exceptions, delivery cannot be successfully made on public holidays and at night. Due to the flexibility of creating a work schedule at individual employers, the current solution does not seem to be optimal. The addressee’s consent to service on a public holiday or during night time – in the absence of a prior order of the president of the court – it does not invalidate such action, it remains ineffective. The effectiveness of service, preceded by a relevant order of the president of the court, is independent of the addressee’s consent to receive the letter in the indicated time frames. De lege ferenda, one should consider either separating the structure of the determination of the appropriate moment of service of documents from the existing system of working time distribution adopted on the basis of substantive labor law regulation (which selectively and unjustifiably predestines only one group of addressees of letters – natural persons being employees), or adapting it in a systemic way to the existing solutions in the field of labor law.

This paper presents an optimization analysis of a queuing system for a particular post office as a tool to increase system reliability. The consideration of system reliability in terms of queuing system failures is very relevant. One way to increase reliability is to analyse the system and its parameters in order to identify its most critical flaws. We used the chi-squared goodness-of-fit test based on the validation of a null hypothesis over an alternative hypothesis. The purpose of the test was to verify the correspondence of the measured data with a theoretical probability distribution. Measurements of relevant data were performed on the specific post office that represented the subject of our research. This approach proved to be a powerful tool in system analysis and optimization. The results of such an analysis can serve as the basis for the modelling of queuing systems.

Focusing on value creation in marketing has always been the key to success for companies. As a result, the definition, analysis and communication of value has gained importance. Companies are making an attempt to make a value proposition that is not only lucrative for the customer, but also has great returns for the company itself. Although this might sound simple on paper, since it is the basis for business logic, it is much more complicated in real life situations. With the service elements in the offering and the emergence of technologies such as smart and connected phenomenon, the business models become more innovative and more complexity is added to the analysis of value. The objective of this paper is to introduce a method for the dual perspective of value in a bundle of product and service in a smart and connected context. This method draws from the customer value and customer lifetime value concepts to offer an all-inclusive study on value. This assists companies in crafting an appealing value proposition in a cost-saving offering for a client that offers value to the company over its lifetime. This study specifically deals with the state of the arts smart and connected phenomenon and provides a view on how value works in that context. The framework created through this study serves to help the company choose a client that is of most value to the firm over the time of their cooperation. It then leads the company towards a better fabrication of the offering that is not only an attractive proposition to the client but also for the company. It gives a close insight onto where the benefit comes from and how a smart and connected bundle of products, services and relationships must be put together for maximum results in the modern age.

In today’s market reality, the information about the real time of the vehicle repair time has become an imperative of tremendous importance. In today’s market of repair services, both the service providers and customers care about the most precise determination of this time. Thus, in terms of increasing market availability to other categories of spare parts than those original ones, the process of properly defining the implementation of the repair service is becoming more and more important. The article focuses on the issue of the influence of the distribution channels of particular categories of spare parts on the vehicle repair time. Considerations are based on author’s simulations covering a comparative study of car repair periods depending on the applied category of spare parts. The purpose of the article is to answer the question, whether the applied category of spare parts in the process of the performed repair service affects the implementation of this service.
