    The subject of this study is the ethos of the civil service in Poland. The authors analyze the issue at two levels of: historical and systematic. The main motive for the considerations is the 100th anniversary of the Polish civil service. We ask about the achievements, changes, and direction of further development of the civil service ethos. We propose to look at the development of the ethos starting from the model of a “professional role performer” to the model of the “communication ethos”. Further development of public administration will not change its fundamental direction, however, it should be noted that the importance of the state is emphasized as a guarantor of the stability of social processes, including the role and importance of the civil service.

    The values and patterns of behavior of officers of the pre-war State Police find their reference in today’s rules of professional ethics for both policemen and officers in charge of public security and order. It is not without significance for today’s Police that the duty of an officer of the State Police to take control, both in the service and in private life, with the commandments that confirmed him in need to help those in need. Appealing to the values that are the foundation of the service is combined with the knowledge of the basic terms used in ethics. Determining whether the values raised in today’s service are not alien to police officers justifies the scientific exploration of the problem area in the title of the study. The article presents partial results of a survey carried out at the Police Academy in Szczytno on a group of policemen studying or undertaking vocational training, which refer to the issue discussed. Their goal was to determine, among others knowledge of the principles of professional ethics in force in the Police and the sources of their knowledge about these principles. In addition, the article attempts to diagnose standards that Polish policemen are guided by, among others by indicating the state of their knowledge in terms of attitudes and values that they should follow in their daily service.

    The war which broke out on February 24, 2022, as a result of the military aggression of Russian Federation against Ukraine once again shattered the state of relative peace in Europe and re-evaluated the perception of threats, shifting focus from non-military threats to military ones. Thus, the issue of the readiness of the state, including the readiness of its military forces acting as its armed wing, for another potential military conflict came to the forefront of all discussions conducted in the political, scientific and social world. Events on the international arena coincided with measures undertaken as part of the Ministry of National Defence. These consist primarily in increasing the number of soldiers in the Polish Army (ultimately up to 300,000 soldiers), increasing combat capacity through modernisation and purchasing modern armament, as well as improving combat capabilities, as assumed by the Development Program of the Armed Forces for 2017-2026 [1]. It is worth noticing that the process focuses not only on supplying the army with modern equipment, but also on shaping in soldiers those features that will be useful both in peacetime and in wartime. What is meant here is soldier duties understood as fulfilment of a certain moral obligations to the Homeland, nation, as well as both military and civil environment. Duties can also be understood in the context of a specific vocation, mission, or responsibility to be fulfilled towards those who established a particular entity, in this case the Polish Army, to fulfil tasks prescribed by law and put their trust in them. In the course of the research, the soldier duties which are relevant to the process of building the ethos of military service and the way in which these duties should be shaped were identified.
    Wojna, która wybuchła 24 lutego 2022 r. w wyniku zbrojnej agresji Federacji Rosyjskiej na Ukrainę, po raz kolejny zburzyła stan względnego spokoju w Europie oraz przewartościowała postrzeganie zagrożeń, z niemilitarnych na militarne. Tym samym na pierwszy plan wszelkich dyskusji prowadzonych w świecie politycznym, naukowym i społecznym wysunął się temat gotowości państwa, w tym sił zbrojnych, będących jego zbrojnym ramieniem, do kolejnego potencjalnego konfliktu militarnego. Na wydarzenia na arenie międzynarodowej nałożyły się działania podejmowane w ramach resortu obrony narodowej. Chodzi tu przede wszystkim o zwiększenie liczby żołnierzy Wojska Polskiego (docelowo do 300 tys. żołnierzy), wzrost potencjału bojowego przez modernizację i zakup nowoczesnego uzbrojenia oraz doskonalenie zdolności bojowych, co zakłada program Rozwoju Sił Zbrojnych na lata 2017-2026 [1]. W tym procesie na uwagę zasługuje nie tylko doposażenie wojska w nowoczesny sprzęt, ale również kształtowanie w żołnierzach cech, które będą przydatne zarówno w czasie pokoju, jak i w okresie wojny. Mowa tu o powinnościach żołnierskich, rozumianych jako pewne zobowiązanie moralne do wypełnienia w stosunku do Ojczyzny, narodu oraz środowiska wojskowego i cywilnego. Powinności można także rozumieć w kontekście swoistego powołania, misji do wypełnienia, obowiązku do zrealizowania wobec tych, którzy dany podmiot, w tym wypadku Wojsko Polskie, powołali do wypełniania ustawowych zadań i obdarzyli zaufaniem. W toku badań wskazano, o jakie powinności żołnierskie chodzi oraz jak je należy kształtować w procesie budowy etosu służby wojskowej.

    The security of workers of social services is one of the most important issues determining the quality of services provided by the social assistance and integration system. It belongs to the catalog of basic human needs. Additionally, in the professional sphere, it serves as a regulator of interpersonal relations. It identifies social relationships of the type of social worker – the user (recipient of benefits and services of social assistance and integration). The ethos and identity of the social service belong to the so-called group of invisible instruments. They condition the safety of this professional group. In this regard, they also serve as an analytical tool that refers to the factorial theory of the security of workers of social services.
    Bezpieczeństwo pracowników służb społecznych jest jedną z najważniejszych kwestii warunkujących jakość usług systemu pomocy i integracji społecznej, należy bowiem do katalogu podstawowych potrzeb człowieka. W sferze zawodowej pełni również funkcję regulatora relacji interpersonalnych, ponieważ określa relacje społeczne typu pracownik służby społecznej – użytkownik (odbiorca świadczeń i usług systemu pomocy i integracji społecznej). Ethos i tożsamość służby społecznej należą do tzw. grupy niewidzialnych instrumentów warunkujących bezpieczeństwo tej grupy zawodowej. W tych rozważaniach pełnią one dodatkowo rolę narzędzi analizy, która nawiązuje do czynnikowej teorii bezpieczeństwa pracowników służb społecznych.
