    Opis:
    The fundamental rights and freedoms, as the highest values in a democratic society, need to be adequately protected, thus states create the mechanisms to protect them. This mechanism of protection of fundamental rights and freedoms also includes the police, especially the Police Force, whose primary task is to protect the life, health, fundamental rights and freedoms of citizens and individuals in the Slovak Republic. The role of the Police Force defining the basic aspects forms the content of this study, with a further focus on the tasks performed by the police. Following the above, the study focusses on the activity of police officers, carrying out service actions and interference with fundamental rights and freedoms. The procedure of the police in carrying out service actions tends to be the subject of further examination due to their appropriateness and legality. This issue is considered highly serious in the society, and recently it has been a subject of not only scientific discussions in the Slovak Republic. Currently, the Academy of the Police Force in Bratislava is carrying out a research project which focussing on service actions with the cooperation of the police experts. The core material is presented in the paper, which aims to point out the basic organisation and activities of the Police Force as the authority responsible for the protection of fundamental rights. The emphasis is put on the selected issues of the police while interfering in human rights and freedoms. Chronologically, from general to specific matters, the paper introduces fundamental rights and freedoms and the police interventions into this area. Theoretical research is supplemented by practical cases, conclusions and possible recommendations for the police practice by the use of several methods, in particular analysis, abstraction and deduction.

    Służba cywilna jest jednym z najważniejszych elementów administracji rządowej i ma ogromny wpływ na to, jak państwo wykonuje swoje zadania. W latach 90. kraje Europy Środowo-Wschodniej nie poświęciły wystarczającej uwagi reformie sektora administracji publicznej oraz zadaniu utworzenia służby cywilnej. Skutkiem tego jest pojawienie się problemu upolitycznienia administracji publicznej. W Polsce pierwsza ustawa dotycząca służby cywilnej została uchwalona dopiero w 1996 r. Od tego czasu zasady organizacyjne służby cywilnej zmieniane były trzykrotnie. Obecnie obowiązująca ustawa „o służbie cywilnej” z 2008 r. jest czwartą z kolei. Utworzenie służby cywilnej służyć miało zwiększeniu szans na to, że zadania administracji publicznej wykonywane będą w sposób profesjonalny, bezstronny służby cywilnej winni być neutralni politycznie. Ich pozycja zawodowa powinna być stabilna, niezależnie od zmian koalicji rządzących. Jednakże, w Polsce partie polityczne mają tendencje do ograniczania autonomii administracji publicznej i podporządkowywania jej swym własnym interesom. Celem niniejszego artykułu jest analiza polityki kadrowej dotyczącej wyższych stanowisk w służbie cywilnej, w tym określenie, na ile faktyczne zasady nią rządzące były i są zbieżne z formalnie zdefiniowanymi. Przedstawię sytuację w tym obszarze od 1989 roku (czyli od czasów pierwszych rządów postsolidarnościowych) do chwili obecnej (tj. drugiego roku rządów gabinetu Donalda Tuska). Pokażę, zmiany prawne dotyczące służby cywilnej, jakie zostały wprowadzone na mocy ustaw z 1996, 1998, 2006 i 2008 roku oraz ich rzeczywiste konsekwencje. Uważam, iż na przestrzeni lat sposób realizacji przepisów kolejnych ustaw „o służbie cywilnej” w zakresie zasad obsady wyższych stanowisk stanowi klasyczny przykład działań pozornych w rozumieniu Profesora Jana Lutyńskiego.
    The civil service is one of the most important elements of governmental administration and has a great influence on the way a state performs its tasks. In the 90`s, it could be argued that Central- Eastern European Countries did not take sufficient care in reforming the public administration sector and creating the civil service, with the consequent problem of the politicization of public administration. The first parliamentary act in Poland concerning the civil service was passed only in 1996. Since that time the organizational principles for the civil service were changed three times. Currently in force is the 2008 Act on Civil Service. The civil service was intended to make public administration more professional, objective and independent of particular political interest. The professional civil servants should be politically neutral. Their position should be stable regardless of the changes of the ruling coalitions. However, in Poland political parties tend to restrict public administration autonomy and subordinate it to their interests. The aim of my paper is to analyze the staffing politics concerning senior posts in the civil service and to define the extent to which the actual practices has been in compliance with the formally defined principles. The situation in this field is presented from 1989, the post-Solidarity governance, until 2009, the present Donald Tusk government. In addition, the changes introduced by the Acts on Civil Service from 1996, 1998, 2006, and 2008 will be discussed as well as their influence of the praxis. It is argued that the ways in which the legal principles concerning staffing senior civil service posts have been enacted throughout the years can be seen as classic example of apparent actions considered by Jan Lutyński.

    Opis:
    In the paper the risks to which the patient is exposed while receiving a medical service have been analyzed. All treatments related to blood collection from the patient deserve much attention. It consists of a number of principles and procedures regarding the patient's health safety as well as safety of a person providing this service. Prevention and preventive actions in the aspect of patient safety in the face of threats resulting from the nature of medical services provided are a priority. Due to preventive action it is possible to avoid the effects of exposure to biological hazards, including the possibility of becoming infected with HIV, HCV and HBV. In the paper the results of a questionnaire survey carried out in selected blood stations of the Śląskie Voivodeship have been presented. The questionnaire is able to collect the information about patient awareness on the risks of the medical service (blood collection).

    Opis:
    The aim of the article is to draw attention to the basic issues related to the functioning of the newly created State Protection Service in place of the Government Security Bureau that had been operating so far. The reasons for creating a new formation, which were included in the explanatory memorandum of the bill, were also presented. The attention was paid to the powers to conduct operational and reconnaissance actions, which were granted to the new formation. In addition, it was mentioned that the regulations allowing for the termination of the official relations of the officers and employees of the Government Protection Bureau had been adopted if they had not received an offer of further service or work.
    Celem artykułu jest zwrócenie uwagi na podstawowe zagadnienia związane z funkcjonowaniem nowo utworzonej Służby Ochrony Państwa w miejsce dotychczas działającego Biura Ochrony Rządu. Przedstawione zostały przyczyny utworzenia nowej formacji, zawarte w uzasadnieniu do projektu ustawy. Zwrócono uwagę na przyznanie nowej formacji uprawnień do prowadzenia czynności operacyjno-rozpoznawczych. Ponadto wspomniano o przyjęciu unormowań pozwalających na wygaśnięcie stosunków służbowych funkcjonariuszy i pracowników BOR w przypadku, gdy nie otrzymali oni propozycji dalszej służby lub pracy.

    Opis:
    The aim of the article is to explore the policy of the European Union towards Africa between 2011-2017 in the context of migration crisis. Analysis of the legal acts and soft law documents of the European Union allowed to recognize the changes in the external dimension of the different EU policies addressed to African countries. In the article author focused on the framework of the European Union policy towards Africa and the phenomenon of the intensified migration from this continent into Europe. Then, the reaction of the European Union to the high migration pressure on its external borders has been explored.
    Celem artykułu jest przegląd polityki Unii Europejskiej wobec Afryki w kontekście kryzysu migracyjnego w latach 2011-2017. Analiza źródeł w postaci aktów prawnych i dokumentów Unii Europejskiej pozwoliła na identyfikację zmian w wymiarze zewnętrznym różnych polityk unijnych adresowanych do państw afrykańskich. W niniejszej pracy skupiono są na przedstawieniu ram polityki Unii Europejskiej wobec Afryki. Następnie przybliżono zjawisko intensyfikacji migracji z tego kontynentu do Europy. Zaprezentowano także odpowiedź Unii Europejskiej na problem wzmożonej presji na granice zewnętrzne.

    This publication is a preliminary analysis of the possibilities of cooperation between military units ASAR (Aeronautical Search and Rescue) and State Fire Service in rescue operations. This publication was created based on an analysis of the possibility of using air support for the actions of rescuers-firefighters. It sets the basis for training of both formations in order to obtain smooth procedural cooperation. This cooperation will increase the operational capacity of the State Fire Service in activities in crisis situations and during search (rescue) activities. It allows to develop an interinstitutional cooperation at the level of the Lubuskie Province.
