Numerical analysis has been performed of time-space structures in a large turning angle axial cascade subject to unsteady incoming wake excitation. The results have shown that intentional unsteady excitation could increase the cascade's time-averaged performance. As a result, the vortex structures corresponding to the external exciting frequency are strengthened and other disordered vortices are involved, so that the separation structures of the suction surface are translated from disorder to order. Two interaction regimes between incoming periodic wakes and separation structures are analyzed, indicating that turbulent kinetic energy can enhance momentum interchange and that wave-vortex resonance can promote rolled-up and plus-minus pairing of vortices. Based .on these, responses of separation structures from two periodic incoming wake regimes are compared. The feasibility of far-field noise reduction in ducting fans by using periodic incoming wake is considered.

The paper concerns the experimental investigations and numerical simulations of a high loaded model of a turbine blade. An increase in the blade load leads to enlargement of a local supersonic zone terminated by a shock wave on the suction side. The Mach number upstream of the shock reaches up to 1.6. The interaction of the shock wave with a boundary layer at such a high Mach number leads to a strong separation. Streamwise vortices generated by air-jets were used for the interaction control. The work presents the experimental and numerical results of the application of an air-jets vortex generator on the suction side of cooled turbine blades. Very interesting results were obtained in the context of the air cooling and air-jet vortex generator influence on the flow structure in the turbine passage.

This paper presents the results of numerical investigations of a synthetic jet actuator for an active flow control system. The Moving-Deforming-Mesh method as a boundary condition is used to capture the real physical phenomenon. This approach allows precise investigation of the influence of the membrane amplitude, the forcing frequency and cavity effect on the jet velocity. A synthetic jet actuator is simulated using a membrane perpendicular to the surface arrangement. Two cases are investigated to maximize the jet velocity – an actuator with one and two membranes in a cavity. Two main forcing frequencies can be specified in the synthetic jet actuator application. One corresponds to the diaphragm natural frequency and the other corresponds to the cavity resonant frequency (the Helmholtz frequency). This study presents the results of actuators operating at the two abovementioned forcing frequencies. The simulation results show an increase in the jet velocity as a result of an increase in the membrane peak-topeak displacement. This study was a preliminary study of the synthetic jet actuator for single and double membrane systems. The optimization process of the synthetic jet actuator geometry and parameters is ongoing. Numerical results obtained in these investigations are to be validated in the experimental campaign.

The paper presents the technical problems related to the electrical control and command system (ECC system) for the plasma focus installation IPF-4/5A having the following main parameters: 1 MA plasma current and 40 kJ energy stored at 20 kV charging voltage. The ECC system applies 23 interlocked logical commands, acquires and processes 28 logical states, acquires, processes and displays continuously the main slow-varying signals coming from IPF-4/5A subassemblies. All the plasma focus installation operational sequences are governed by strict hard and soft interlocking using in parallel two control and command systems: one based on PC-control methods and another based on classical control techniques.

Zinc-65 was produced in the Nuclear Research Center for Agriculture and Medicine (NRCAM) by the bombardment of natural copper targets with 30 MeV protons via the 65Cu(p,n)65Zn nuclear reaction. Natural copper was used instead of enriched 65Cu because of the quick decay of undesired radioisotopes. It was also more desirable for cost effectiveness. Cross-section calculations were performed by ALICE nuclear code and the results were compared with the experimental data given in the literature, which showed good agreement. A 160 mi m copper layer target was bombarded with a 150 miA current of 30 MeV protons for 20 min, which resulted in 170 MBq activity of 65Zn product. The yield was 3.4 MBq/miAh. The concentration of the product was 6.8 MBq/ml. Radiochemical separation was carried out by anion exchange chromatography with the yield of about 98%. Quality control of the final product showed a radionuclide purity of more than 98% and no traces of possible impurities (copper) were detected by a colorimetric method with a 1 ppm detection limit using dithizone as the reagent. The materials used for targetry and chemical separation were quite cost-effective.

The paper presents a simulation analysis of four control systems of the raw coal feed to a jig: stabilization of the volumetric flow of the feed, stabilization of the feed tonnage, stabilization of the feed flow with the additional measurement of the feed bulk density or the additional measurement of ash content in the feed. Analysis has been performed for the first and second compartments of a jig. The aim of the feed control was to stabilize the mass of the bed in the zone where the material stratifies; the mass may change due to changes in the washability characteristics of the feed. Such control should result in stable conditions in which material loosens during subsequent media pulsation cycles; stabilizing conditions minimizes the dispersion of coal particles in the bed. The best results have been achieved for the system of feed control where the ash content was measured in the first compartment, and for feed tonnage control in the second compartment.
Przedstawiono symulacyjną analizę czterech układów stabilizacji nadawy węgla surowego do osadzarki: stabilizację przepływu objętościowego nadawy, natężenia przepływu masowego, przepływu z dodatkowym pomiarem gęstości nasypowej oraz z pomiarem zawartości popiołu w nadawie. Analizę przeprowadzono dla pierwszego i drugiego przedziału osadzarki. Celem układów regulacji nadawy była stabilizacja masy materiału w strefie rozdziału osadzarki, która może zmieniać się na skutek zmian charakterystyki wzbogacalności węgla surowego. Układy stabilizacji nadawy powinny stabilizować warunki rozluzowania węgla w kolejnych cyklach pulsacji minimalizując rozproszenie ziaren węgla w łożu osadzarki. Najlepsze wyniki uzyskano dla układu stabilizacji nadawy z pomiarem zawartości popiołu (dla pierwszego przedziału osadzarki) oraz dla układu stabilizacji przepływu masowego dla drugiego przedziału osadzarki.

Flow separation control by Vortex Generators (VGs) has been analyzed over the last decades. The majority of the research concerning this technology has been focused on subsonic flows where its effectiveness for separation reduction has been proven. Less complex configurations should be analyzed as a first step to apply VGs in transonic conditions, commonly present in many aviation applications. Therefore, the numerical investigation was carried out for a Shock Wave-Boundary-Layer Interaction (SWBLI) phenomenon inducing strong flow separation at the suction side of the NACA 0012 profile. For this purpose, two kinds of VGs were analyzed: well documented Air-Jet Vortex Generators (AJVGs) and our own invention of Rod Vortex Generators (RVGs). The results of the numerical simulations based on the RANS approach reveal a large potential of this passive flow control system in delaying stall and limiting separation induced by a strong, normal shock wave terminating a local supersonic area.

The objective of this study was the evaluation of the aerodynamic properties of Makhobeli, triticale and wheat seeds as a function of moisture content from 7 to 27% (w.b). The results showed that the terminal velocity of triticale and wheat seeds increased linearly from 5.37 to 6.42 and from 6.31 to 8.02 m s -1 , respectively, as the moisture content increased from 7 to 27%. Over this same moisture content range, the terminal velocity of Makhobeli seeds varied following a polynomial relationship from 4.52 to 5.07 m s -1 . Makhobeli seeds had terminal velocities with ameanvalueof4.73ms -1 , at different moisture contents, compared to the mean values of 5.89 and 7.13 m s -1 for triticale and wheat seeds, respectively. The mean value of drag coefficient was 1.12 for Makhobeli compared to the values of 0.92 and 0.85 for triticale and wheat, respectively. The analysis of variance showed that there were significant differences between the terminal velocity (at 1% pro- bability level) and drag coeffici ent (at 5% probab ility leve l) of Mak- hobeli with triticale and wheat seeds, which suggests that aero- dynamic separation of Makhobeli from triticale and wheat is possible.

A numerical analysis of loss has been carried out to explore the loss mechanism of leading edge tubercles in a high speed compressor cascade. Taking the lead from flippers of the humpback whale, tubercles are passive structures of a blade for flow control. Evaluation of the overall performance in terms of entropy increase shows that the loss reduction is achieved both at high negative and high positive incidence angles, while a rise in the loss is obtained near the design point. And a smaller wave number as well as a smaller amplitude results in lower additional losses at the design point. Spanwise and streamwise distributions of pitchwise-averaged entropy increase combined with flow details have been presented to survey the loss development and, subsequently, to interpret the loss mechanism. The tubercle geometry results in the deflection flow and the consequent spanwise pressure gradient. This pressure gradient induces formation of counter-rotating streamwise vortices, transports away the low-momentum fluid near wall from crests towards troughs and leads to local high loss regions behind troughs as well as loss reduction behind the crests in comparison to the baseline. The interaction between these vortices and flow separation by momentum transfer leads to separation delay and the consequent loss reduction at the outlet.

Artykuł omawia konstytucją zasadę podporządkowania Najwyższej Izby Kontroli Sejmowi. W szczególności przedstawia uprawnienia przysługujące Sejmowi lub też jego organom wobec Izby. W ustroju demokratycznego państwa prawnego, w którym wyróżnia się obok władzy ustawodawczej, wykonawczej i sądowniczej, także władzę kontrolującą, ta ostatnia także zajmuje określone miejsce ustrojowe poprzez podporządkowanie jej władzy ustawodawczej. Stosunek podległości pomiędzy Sejmem a Najwyższą Izbą Kontroli nie wyklucza jednakże współdziałania obu tych organów dla lepszej realizacji przypisanej im funkcji kontrolnej.
The article focuses on the constitutional principle of subordination of Supreme Chamber of Control to Sejm. Specifically the author describes numerous Sejm prerogatives in the area of state control. In a rule-of-law state, where there is a separation of authorities between the legislative, executive and judiciary, there is also a fourth, control authority that has it place in the legal system and is subordinated to legislative. The subordination of Supreme Chamber of Control to Sejm does not exclude a fine cooperation between those two for the better performance of their own tasks.

Model Predictive Control (MPC) is a model-based control method based on a receding horizon approach and online optimization. A key advantage of MPC is that it can accommodate constraints on the inputs and outputs. This paper proposes a max-plus general modeling framework adapted to the robust optimal control of air traffic flow in the airspace. It is shown that the problem can be posed as the control of queues with safety separation-dependent service rate. We extend MPC to a class of discrete-event system that can be described by models that are linear in the max-plus algebra with noise or modeling errors. Regarding the single aircraft as a batch, the relationships between input variables, state variables and output variable are established. We discuss some key properties of the system model and indicate how these properties can be used to analyze the behavior of air traffic flow. The model predictive control design problems are defined for this type of discrete event system to help prepare the airspace for various robust regulation needs and we give some extensions of the air traffic max-plus linear systems.

The current concept of air traffic control based on human work was created many years ago and is now approaching the limit of its performance. Therefore, new concepts for air traffic control are being sought. One of the ideas is to delegate the responsibility for ensuring separation between aircraft to aircraft crews. The issue of self-separation is quite a difficult task. Analysis of the literature concludes that the transition from one phase to another will occur in stages. This paper focuses on the transition period. The concept of a method of ensuring separation when changing traffic organization was proposed. A vital element of the separation method in the transition period is to define the negotiation and communication process between aircraft, which was presented in this paper.

W artykule przedstawiono wyniki analizy wzbogacania grawitacyjnego węgla we fragmencie układu technologicznego przeróbki węgla - wzbogacania w dwóch osadzarkach. Uzyskane wyniki dotyczą szczegółowej analizy jednego z układów rozpatrywanych w opracowaniu [11]. Założone zostały zmiany gęstości rozdziału w jednej z osadzarek, a wyznaczone zostały optymalne gęstości rozdziału w drugiej osadzarce przy różnej zadanej jakości koncentratu końcowego. Podane zostały względne wartości produkcji dla rozpatrywanych przypadków wzbogacania.
Stabilization of coal quality parameters is an important technological problem especially in the presence of variable raw coal characteristics such as coal size distribution and its washability. Local control systems for gravitational preparation processes have been introduced (the control of the density of separation in heavy media vessels and the refuse discharge in jigs) to compensate the influence of various disturbances on the performance of technology. The main task of these local control systems is to stabilize technological chosen parameters on the desired level, which makes it easier to keep the quality of coal within the limits of declared price and allows to control final products parameters according to the terms of the contract. Concentrates of steam or coking coal are often produced in a system of parallel processes of coal separation in heavy media vessels, jigs and flotation. In such a system there usually exists an optimal point of work (global extremum) for which the maximum amount of the final concentrate with desired ash content can be obtained. The final product of desired quality (ash content) can be produced for various set values of the densities of separation in both processes so that the blending of two components would give product of desired quality. Further analysis will show that the considered system has the characteristic of the extreme object i.e. that for the desired ash content in the product it is possible to choose optimal separation densities for which the system produces the maximum amount of the blend or the maximum value of the product [1]. In the paper an application of computer simulation program for coal preparation processes analysis and their control has been presented. The integral part of this software is an algorithm of searching the function algorithm of control target, i.e. the maximum production function of preset quality. In the paper is presented results of analysis part of coal preparation system, that is two jigs. These results relate detailed analyses one of certain of plant reviewed in the study [11]. Value of separation density was desired in one jigs, but in second jigs the value of separation density was calculated as optimum value. The density of separation in jigs can be changed indirectly, for instance by the adjustment of the float position linked with refuse removal gate. Relative values were given to the production for examined cases of enriching.

The study presents the position of administrative courts relating to the issues of presidencial prerogative related to the appointment of judges. For years now, administrative courts have been consistent in not recognizing their competence to adjudicate in matters regarding President̀ s decisions concerning the appointment of judges. The arguments of the courts can be divided into several groups: 1) those connected with prerogatives and non-inclusion of the President among the organs of public administration, 2) those referring to the principle of the separation of powers, 3) those regarding the way the President̀ s decisions are classified. It is flagging out a certain new trend in the case-law of administrative courts, relating the classification of certain activities of President of Republic of Poland as activities of public administration in a functional sense.
W opracowaniu przedstawione zostało stanowisko sądów administracyjnych odnoszące się do problematyki prezydenckiej prerogatywy związanej z powoływaniem sędziów. Sądy administracyjne konsekwentnie od lat nie uznają swojej właściwości do orzekania w sprawach związanych z postanowieniami Prezydenta dotyczącymi powołania do pełnienia urzędu na stanowisku sędziego. Argumenty sądów można podzielić na kilka grup: 1) związane z prerogatywą oraz brakiem zaliczenia Prezydenta do organów administracji publicznej, 2) odwołujące się do zasady trójpodziału władzy, 3) dotyczące sposobu zakwalifikowania postanowienia Prezydenta. Zasygnalizowana także została pewna nowa tendencja w orzecznictwie sądów administracyjnych dotycząca klasyfikacji pewnych czynności Prezydenta RP jako działalności administracji publicznej w znaczeniu funkcjonalnym.

The COVID-19 pandemic has once again brought into relief and tension the delicate balancing act modern governments must strike in assuring individual liberties of its citizens, while at the same time dealing with infectious diseases and other public health risks. It is not clear how best to strike this balance, or how to judge which countries are doing an adequate job and which others are failing (on either or both fronts). What is clear, however, is that by virtue of it being available to the state, public health is based not merely on medical expertise but also on power, insofar as it part of the regulative apparatus of the administrative state which can be implemented by decree at the behest of the executive
