The opinion states that suing the State Treasury of a local government unit is possible in case of failure to enact relevant provisions required by: the Constitution, statutes, the European Union rules and ratified international agreements. Additionally, suing local government unities is possible in case of the lack or an abandonment of the control regarding compliance with the provisions by citizens and economic entities. Legal basis for filling such a claim are provisions of the Civil Code.

The article discusses the issue of centralization tendencies in Poland. It constitutes an attempt to present this process in the context of the functioning of public administration in our country. The main research question is whether centralization was constantly present during the 30 years of creating a new model of public administration in Poland, or whether it was strengthened after 2015. The financial independence of local government units is also a crucial aspect of the analysis. The article correspondingly focuses on the resistance of the government administration during the implementation of local government reforms. Importantly, what is factored in as well is the change in the perception of the position and the role of local governments in the political system after the 2015 parliamentary elections by the new government camp. Analysis of the past provided the precedent premises for strong centralization tendencies, in particular, the traditions of the strong state administration of the Second Polish Republic after the May coup in 1926 and during the People's Republic of Poland

After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

This paper aims to determine whether the war in Ukraine will affect the scope of judicial verification of public administration in Poland. According to new legislation (the socalled Aid Act), which Polish Parliament passed shortly after February 24, 2022, the Polish municipalities (cities) are entitled to provide aid for local foreign communities, especially those within the borders of Ukraine. The basis for such aid will take the form of a proper municipal or city council resolution. The main issue concerning this form of aid is the necessity of applying Ukrainian law, at least in the context of decoding who is entitled to be a beneficiary. Against this background, it is vital to determine whether such circumstances as war and humanitarian reasons should affect the scope of judicial review. In theory, two approaches are available, formalism and judicial relativism which both are inappropriate. The author argues that the doctrine of deference, as understood by justice A. Scalia must be applied to secure both rule of law principle and the legitimacy of administrative courts in Poland. The main subject of the analysis was the content of the law, which was the starting point for analysing the views of the doctrine and jurisprudence. Due to the international nature of the issue, it was necessary to refer to the achievements of Ukrainian law.

W artykule zaprezentowano wybrane aspekty przeobrażeń wspólnot lokalnych w Polsce, wynikające z wpływu, jaki globalizacja i rozwój komunikacji internetowej wywarły na gospodarowanie gmin. W pierwszej części artykułu zdefiniowano pojęcie wspólnoty lokalnej. Druga została poświęcona problemom globalizacji i glokalizacji. Trzecia część dotyczy rozwoju komunikacji internetowej społeczności lokalnych. Wnioski zawarte w zakończeniu koncentrują się wokół ekonomicznych konsekwencji zmian obserwowanych we wspólnotach lokalnych oraz znaczenia nowych form wspólnotowości.
The article presents selected aspects of transformation of local communities in Poland, resulting from the impact of globalisation and Internet communication development on communes’ managing. The concept of local community is defined in the first part of the article. The second one is devoted to problems of globalization and glocalization. The third part concerns the development of local communities’ communication by Internet. The conclusions focus on economic consequences of local communities’ changes and meaning of the new form of community.

Jednostki samorządu terytorialnego realizują szereg zadań, które w konsekwencji mają wpływ na jakość życia społeczności lokalnej. Co istotne, zadania które realizuje samorząd bardzo często pozostają ze sobą w ścisłym związku, bowiem prawidłowa realizacja jednego zadania może być powiązana z realizacją innych zadań własnych. Taka sytuacja ma też miejsce w realizowaniu przez samorządy terytorialnego obowiązków pozytywnych i negatywnych w zakresie ochrony praw człowieka.
Local government units perform a number of tasks which, in consequence, have an impact on the quality of life of the local community. Importantly, the tasks that are carried out by the local government very often remain closely related to each other, because the correct implementation of one task may be related to the implementation of other own tasks. This is also the case when local self-governments fulfill their positive and negative obligations in the field of human rights protection.

The article deals with the analysis of mechanisms of public participation in the regional policy and determination of means of dialogue between the regions and community. In the first part of the article, the author defines the essence of the concept of political participation. The author also outlines the concepts of citizen participation and public relations. The next part of the text is devoted to the normative and legal regulation of institute of political participation in the development and implementation of regional policy. It defines the principles of cooperation between the executive power and institutions of civil society and reveals the main forms of citizen participation in the formulation and implementation of public policy. The researcher summarizes the reasons of inefficiency of regional self-government in Ukraine. The author thus asserts that implementation of the policy of partnership, transparency and accountability will help improve the system of self-government, increase the level of local democracy and consolidate the local community. Therefore, the main conclusion of the article is that the effectiveness of forms of political participation is an objective necessity for the development of the state in general, and for strengthening at the regional level.
