Opis:
The article presents the evolution of the idea of approach to conducting strategic analysis of the state’s environment, used to assess its functioning in the existing and forecasted conditions, which can also be used in the analysis conducted at lower levels of administration. The author presents one of the methods of strategic analysis used in the process of strategic planning in the field of national security. This method can also be successfully used when designing a defence strategy or police development strategy, as it precedes the process of formulating objectives and action concepts. According to the author, the advantages of the proposed method called cluster analysis are its universality, transparency and simplicity of application. The proposed method was preceded by reflections on the issues of strategic analysis related to the current practice of strategic planning in Poland, as well as similar to the presented taxonomic method, to finally focus the reader’s attention on cluster analysis, a mathematical method of data grouping, which can be a proposal to conduct strategic analysis at the level of the state and its institutions.

W opracowaniu podjęto próbę wskazania i zdiagnozowania wyzwań związanych z nauczaniem przedmiotów metodologicznych na kierunkach studiów przypisanych do dyscypliny „nauki o bezpieczeństwie” i odpowiedź na pytanie, czy ukształtował się kanon nauczania przedmiotów metodologicznych. Opracowanie ma charakter przyczynkarski, zawiera wstępną diagnozę problemu, aczkolwiek może stać się punktem wyjścia do zaplanowania i opracowania systematycznych badań w tym zakresie. Substrat źródłowy dostarczyły m.in. dane zawarte w systemie RAD-on oraz dostępna on-line dokumentacja studiów, jak również opracowania naukowe i podręczniki odnoszące się do teorii i metodologii nauk o bezpieczeństwie oraz statusu dyscypliny „nauki o bezpieczeństwie”. Główna teza artykułu zakłada, iż na zakres i zawartość przedmiotów metodologicznych wpływ ma kilka wstępnie zidentyfikowanych czynników: ogólne (związane z genezą dyscypliny, jej rozwojem w Polsce i na świecie, stopień absorbcji dorobku anglosaskiego, opracowanie i dostępność podręczników) oraz lokalne (geneza kierunku, przypisanie danego kierunku do dyscyplin, wykształcenie kadry, profil studiów).
The study attempts to identify and diagnose the challenges of teaching methodological subjects in the fields of study assigned to the discipline "security science" and to answer the question whether a canon of teaching methodological subjects has been formed. The study is of a contributory nature and contains a preliminary diagnosis of the problem, although it may become a starting point for planning and developing systematic research in this area. The source substrate was provided, inter alia, by data contained in the RAD-on system and available on-line documentation of studies, as well as scientific studies and textbooks relating to the theory and methodology of security sciences and the status of the discipline 'security sciences'. The main thesis of the article assumes that the scope and content of the methodological subjects are influenced by several pre-identified factors: general (related to the genesis of the discipline, its development in Poland and worldwide, the degree of absorption of Anglosphere output, the development and availability of textbooks) and local (i.e. the genesis of the field of study, the assignment of a given field of study to disciplines, the education of staff, the profile of studies).

Undertaking a study on security issues, it is initially necessary to define the concept precisely, and to make it concrete. The term security, when used without any defining of its meaning, represents only a conceptual formation, which has no reference of existence in the material world. The aim of the article is to concretise this concept. To this purpose, it is necessary to indicate: to whom or what it may concern. In addition, in this article the author undertakes to indicate the perception of the situation for specific entities or objects with a possible insecurity or its opposite, i.e. safe situation. Possible threats caused by given subject, object and situation are also analysed. Podejmując rozważania nad bezpieczeństwem, trzeba na wstępie możliwie dokładnie określić znaczenie tego pojęcia oraz dokonać jego konkretyzacji. Słowo bezpieczeństwo używane bez określenia jego znaczenia jest tylko pojęciowym tworem, który nie ma desygnatu istniejącego w materialnym świecie. Celem artykułu jest konkretyzacja tego pojęcia. W tym celu konieczne jest wskazanie, kogo lub czego ma ono dotyczyć. Ponadto w artykule tym autor podejmuje się wskazania postrzegania sytuacji dla konkretnych podmiotów lub przedmiotów z możliwym brakiem bezpieczeństwa lub jego przeciwieństwem, czyli sytuacją bezpieczeństwa. Analizowane są także możliwości zagrożeń, które są uwarunkowane podmiotowo, przedmiotowo i sytuacyjnie.

The development of science, as pursued through the expansion of its subject matter, and through modifying and revising its modes of learning, generated such an expansion in knowledge that it became necessary to divide it into specific areas, fields, and disciplines. By making a general reference to the history of science, including its division as proposed by A. Comte, this article will analyse the modern developments in this sphere, as introduced both by the Organisation for Economic Cooperation and Development (OECD) and the Polish Ministry of Science and Higher Education. In the context of the existing division of science into fi elds and disciplines, and in view of the place of security sciences within the fi eld of social sciences, the theoretical (ontological and epistemological) methodological assumptions of this science will be analysed, which will form the basis for shaping its identity, and determining its place within the existing system of sciences. Basic indications will also be presented regarding the subject matter of research, and its transdisciplinary conditions, methods, techniques, and research tools, positioned within transmethodology.

The specificity of the 21st century filled with economic and social problems, acts of terror as well as armed conflicts downrightly necessitates undertaking the research in the field of security sciences. However, each time defining a subject of scientific research is of the utmost importance in order to systemize research works and mainly concretize interests. Such the aim was chosen by the author of the current article who, while presenting the orientations of individual scientific theoreticians and researchers dealing with security issues, answers the subject matter question: What does constitute the subject of the research in security sciences? The author’s inquiries were preceded by the explanation of the types of security and its scope within individual cases, which includes the essence of national and international security. In the further part of the article the author’s attention was focused on the sphere of methodology in security sciences. The author notices that the subject of research in the security science is of multidimensional character hence explanation, description, analyzing, assessing and forecasting the consequences of ongoing processes and events in the security sphere, together with initiation of activities which serve for ensuring security, require applying the knowledge from various scientific disciplines, domains and fields. In the following part of the article the attempt to define the subject of research in security sciences and drawing the conclusions within that field was undertaken. The author cites the orientations by A. Dawidczyk and T. Jemiolo according to whom the subject of research in security sciences is defined as the threat coming from human surroundings and all the activities aiming at ensuring and maintaining security for a man. The article is summarized by the conclusions where it was determined that in security sciences, the security, its components, ratio, level and relations with respect to the subject of research are studied.

Celem artykułu jest przedstawienie spektrum szans rozwoju badań w zakresie bezpieczeństwa militarnego, dzięki szerokiemu zastosowaniu gamingu w rozumieniu metody badawczej wykorzystującej gry w roli narzędzi badawczych, w ramach ustrukturyzowanego podejścia metodologicznego umożliwiającego pozyskiwanie danych jakościowych i ilościowych na temat procesów decyzyjnych. Dana metoda czy narzędzie może być określone mianem gry jeśli spełnia warunki definicyjne. Szanse wypływające bezpośrednio z wykorzystania gamingu zostały zidentyfikowane jako: (1) możliwość poddawania próbom w bezpiecznym (sztucznym) środowisku idei z krytycznej dziedziny jaką stanowi bezpieczeństwo militarne, i w której za błędy płaci się zwyczajowo najwyższą cenę, (2) umożliwienie powstawania nieprzewidzianych zjawisk podobnych do Czarnych Łabędzi w skutek zachodzących w grze interakcji, co aby móc lepiej zrozumieć ich wpływ na poddawane próbom systemy, (3) zwiększenie liczby dostępnych metod i narzędzi badawczych.
The article aims to demonstrate the prospect of opportunities for military security research that can be seized by utilization of gaming – understood as a generic term for structured methodological approach for developing and employing games – as a research tool for military security, which can provide qualitative and sometimes also quantitative support for decision-making process in varied contexts. Specified method can be referred as a game if it matches the characteristics originating from a games definition. Directly identified opportunities that can be possibly achieved by an extended usage of gaming are as follows: (1) opportunity to test ideas from critical field which is military security in safe (artificial) environment, (2) allowing for unexpected events created by the players to occur similar to Black Swan type events in order to get better understanding of the impact of such events on system being tested. (3) expanding the analytic tool kit.

This article presents fundamental issues concerning the description of the security system of an organization understood as an entirety composed of people equipped with tools, machines and materials, which are connected with one another by a specific bond and between which there are relations connected to ensuring an undisturbed existence and creating opportunities for development. The description of security systems is a complex undertaking. It is a consequence of its complexity, which is primarily a result of the set of relations between organizational elements. They include: accumulation (expressed in the number of hierarchical levels, range (related to the number of subordinations and dependencies), spread (associated with the number of elements subordinate to a single superior at each organizational level), organizational cohesiveness (connected to the mutual structural and functional dependencies between organizational elements due to performed tasks), information links (reflecting the channels and network of information flow), as well as the division of powers (associated with the right to make decisions), and division of duties (related to the relationship between organizational elements). The complexity of the description of security systems is also determined by the activity of the organization’s security systems, which can be divided into: material (concerning the types of activities), temporal (related to the order of its conduct in a specific time), and spatial (connected to conducting activities in specific places). The description of security systems is only possible through the use of: appropriate methodological procedures and a systemic approach, as characterized within the constraints resulting from the expression formula. This paper also indirectly addresses the determinants of the description of security systems. These are: up-to-date knowledge, concreteness and reliability of the description and sufficient detail.

W artykule podjęto temat poczucia bezpieczeństwa jako bardzo istotnego elementu mającego wpływ na jakość życia mieszkańców i jego poprawę. Zwrócono uwagę na przestępczość i poczucie bezpieczeństwa w przestrzeni publicznej, którą m.in. użytkują ludzie starzy. Celem opracowania jest wykorzystanie metody CPTED – holenderskich rozwiązań w dziedzinie zapobiegania przestępczości – jako rozwiązań architektonicznych, urbanistycznych i projektowania zieleni. Główne kryteria wykorzystywane w metodzie CPTED to widoczność, dostępność, terytorialność i atrakcyjność. Obserwacje i analizy dotyczące wykorzystania tej metody były prowadzone przez autora w Łodzi na osiedlu Widzew.
The article focuses on the sense of security as a very important element affecting the quality of life and its improvement. Attention was drawn to crime and security in public space, which, is used by old people. The aim of the study is to use the CPTED methodology – Dutch solutions in the field of crime prevention such as architectural, urban and green design. The main criteria used in the method is visibility, accessibility, attractiveness and territoriality. Observations and analysis on the use of this method were conducted by the author on the high-rise (real estate) in Łódź-Widzew.

Etyka bezpieczeństwa, subdyscyplina nauk o bezpieczeństwie, posługuje się tymi samymi metodami co filozofia i logika bezpieczeństwa, ale uwypukla inne aspekty. W filozofii i logice metody stanowią „drogi do prawdy”, zaś w etyce są to „drogi do dobra”, celem nie jest poznanie, lecz działanie – poprawne i etyczne. W etyce bezpieczeństwa stosuje się obecnie zwłaszcza trzy metody: humanistyczną, inwencji i intuicji. Autor omawia zarówno trzy główne, jak i drugorzędne metody współczesnej etyki bezpieczeństwa: heurystyczną, fenomenologiczną, semantyczną, empiryczną, funkcjonalizmu, aktualistyczną, pragmatyczną, redukcji, dedukcji i dialektyczną. Współczesna metodologia etyki bezpieczeństwa koncentruje się na stosunku człowieka do człowieka i nakierowuje na ten aspekt wszystkie rodzaje etyki ogólnej. Wartość moralna pewnych działań, a także sama metodologia ulegają jednak zmianom. Bez dostrzegania i świadomości tego zjawiska nie sposób sprostać współczesnym wyzwaniom etyki bezpieczeństwa ani tym bardziej być aktywnym podmiotem bezpieczeństwa.
The ethics of security, a sub-field of security studies, uses the same methods as the philosophy and logic of security, but emphasises its different aspects. Methods used in philosophy and logic are “a path to the truth”, whereas methods used in ethics are “a path to the good”. The aim of ethics is not cognition but actions that are proper and ethical. Nowadays, the ethics of security uses mainly three methods: the humanistic, inventive and intuitive method. The author discusses not only the above mentioned main methods, but also secondary methods used in the contemporary ethics of security: the heuristic, phenomenological, semantic, empirical, functionalist, actualistic, pragmatic, reductive, deductive and dialectic method. The contemporary methodology used in the ethics of security focuses on the attitude of man to man and directs the attention of general ethics to this aspect. However, the moral value of certain actions, as well as the methodology itself, are subject to change. Without noticing this phenomenon and being aware of it, it is impossible to face the contemporary challenges of the ethics of security nor to be an active security entity.

Security issues have always been one of the main points of interest of all states. Scientifically, this issue can be researched using a wide range of perspectives. Security studies use much from the general theory of international relations. The field uses theoretical paradigms and concrete methods of research. In this article, a wide approach to the issue of security and security policy is presented. In accordance with the theoretical-methodological foundation of realist and liberal theories, this article inquires in what way research concerning the issues of security and security policy of contemporary states can be conducted. Kwestie bezpieczeństwa od zawsze były jednym z głównych punktów zainteresowania wszystkich państw. Na gruncie naukowym ta problematyka może być badana w szeroki sposób. Nauka o bezpieczeństwie czerpie wiele z ogólnej teorii stosunków międzynarodowych i wykorzystuje do badania tego zagadnienia kilka paradygmatów teoretycznych oraz metod badawczych. W artykule zaproponowano szerokie podejście do problemu bezpieczeństwa i polityki bezpieczeństwa państwa. W oparciu o podstawę teoretyczno-metodologiczną, którą stanowiły założenia realistów i liberałów oraz przy wykorzystaniu konkretnych metod badawczych zaprezentowano, w jaki sposób można podjąć badania nad zagadnieniem bezpieczeństwa i polityki bezpieczeństwa współczesnych państw.

Różnorodność i specyfika zadań realizowanych przez funkcjonariuszy formacji policyjnych przeznaczonych do bezpośredniej ochrony osób zawartych w zakresie obowiązków, wymaga najwyższego poziomu wiedzy i umiejętności zawodowych oraz wysokiego poziomu cech psychomotorycznych. Osiągnięcie tych umiejętności wymaga co najmniej dwóch lat intensywnego szkolenia o różnym zróżnicowaniu, a także odpowiedniego nakładu środków finansowych. W pełni wyszkoleni funkcjonariusze stanowią zaplecze kadrowe dla istniejących grup ochronnych najważniejszych osób w państwie oraz wizytujących nasz kraj przedstawicieli innych krajów. Stanowią wizytówkę formacji zarówno w kraju, jak i na arenie międzynarodowej. Są wzorem dla młodej kadry formacji i dlatego powinni charakteryzować się odpowiednim wyszkoleniem i sprawnością, wiedzą, kulturą osobistą, a także umiejętnością odpowiedniego zachowania się w różnych sytuacjach w czasie realizacji zadań ochronnych.
The preparation of the police formations officers for the direct protection of individuals requires specialist trainings. These trainings cover diverse areas such as tactical, pyrotechnical , physical, defense and specialist training. The trainings are conducted in various forms and include the following: theoretical and practical classes, camps, tests, competitions. The scope and the character of the trainings are adjusted to the present-day battle field and as well as to the changes occurring in the environment-specific tasks performed by the officers of particular police formations.

Projekty stanowią jeden z istotniejszych zakresów działalności wielu organizacji, szczególnie projekty z obszaru bezpieczeństwa i obronności państwa, które są podstawowym źródłem rozwoju technologii mających wpływ na nasze bezpieczeństwo. Projekty wpływają na rozwój sektora bezpieczeństwa państwa oraz powiązanego z nim sektora prywatnego. Podnoszone bezpieczeństwo jest jedną z ważniejszych wartości dla każdego państwa, stąd środki finansowe przeznaczane na jego utrzymanie są znaczne. Przekłada się to na innowacje, rozwój, a także badania wykonywane w ramach omawianych projektów. Obecnie istnieje konieczność szerszego podejścia do realizacji projektów, szczególnie zarządzania nimi. Znaczenie stosowanych metodyk zarządzania projektami stale rośnie, gdyż bezpieczeństwo realizacji projektu, a także prawidłowość wydatkowania środków, ma istotne znaczenie dla instytucji finansujących oraz zamawiających. Wraz z finansowaniem projektów pojawiły się zagrożenia i nieprawidłowości w ich realizacji. Projekty dają wiele perspektyw, dzięki którym możliwe jest odmienne podejście do zarządzania działalnością danej organizacji. W wielu instytucjach sposób organizacji ich działań zaczyna się przekształcać w projektowy, ukierunkowany na złożone i szczególne przedsięwzięcia jakim są projekty. Zarządzanie projektami odgrywa ważną, a wręcz kluczową rolę w strategii działania współczesnych organizacji. Metodyki zarządzania projektami pozwalają zaś na usprawnienie realizacji projektów, w tym przedsięwzięć podejmowanych w ramach ich realizacji. W związku z dużą liczbą dostępnych metodyk zarządzania projektami, wybór odpowiedniej metodyki, uniwersalnego rozwiązania dostosowanego do danej instytucji, może być trudny. Zdarza się, że daną metodykę należy dostosować do indywidualnych potrzeb projektowych instytucji. W artykule podjęto charakterystykę najbardziej uniwersalnych metodyk zarządzania projektami, tych najczęściej wykorzystywanych. Uwagę skupiono na projektach z zakresu bezpieczeństwa i obronności państwa, gdyż celem opracowania jest wskazanie najbardziej adekwatnej metodyki zarządzania w tak szczególnym obszarze, jakim jest bezpieczeństwo. Zatem podjęta w artykule analiza różnych metodyk zarządzania projektami dała podstawę do wskazanie jednej, zalecanej przez autorów metodyki zarządzania w projektach z obszaru bezpieczeństwa i obronności państwa.
Projects are one of the most important areas of activity of many organizations, especially projects in the area of State security and defense, being the basic source of development of technologies affecting our security. Projects affect the development of the state security sector and the private sector associated with it. Security is one of the most important values for each country, hence the financial resources allocated for its maintenance are considerable. This means innovation, development, as well as research carried out under the aforementioned projects. Currently, there is a need for a wider approach to the implementation of projects, especially their management. The importance of applied project management methodologies is constantly growing, as the safety of project implementation, as well as the correctness of spending funds, is of great importance for financing institutions and contracting authorities. Along with the project financing, the risks and irregularities in their implementation have appeared. Projects offer many perspectives, thanks to which a different approach to the management of any organization’s activity is possible. In many institutions the way in which their activities are organized begins to be transformed into a project-oriented one, focused on complex and specific activities such as projects. Project management plays an important and even key role in the strategy of modern organizations. Project management methodologies allow for streamlining the implementation of the projects, including projects undertaken as part of their implementation. Due to the large number of available project man agement methodologies, the choice of a suitable methodology, a universal solution tailored to a given institution, can be difficult. It happens that a given methodology should be adapted to the individual needs of an institution. The article describes the most universal project management methodologies, the most commonly used ones. Attention was focused on the projects in the field of security and defense of the state, because the aim of the study is to indicate the most adequate management methodology in such a special area of security. Therefore, the analysis of various project management methodologies contained herein, gave the basis for indicating one, recommended by the authors, management methodology in projects in the area of security and defense of the state.
