    The essence of the concept of «security of the region” is discussed. It substantiates the role and importance of economic security in the processes of regional development. The evaluation of the security of the country was conducted. It revealed the regions that are in a state of safety and danger. The mechanisms to ensure security of the country regions were suggested.

    Sprawy bezpieczeństwa energetycznego są współcześnie istotnym problemem życia społecznego i gospodarczego. Jednak problem bezpieczeństwa na rynkach energii nie dotyczy tylko dywersyfikacji dostawców czy zapewnienia ciągłości dostaw surowca. Bardzo ważną kwestią jest sposób kształtowania się cen surowca na rynku. W związku ze specyfiką rynku gazu ziemnego i funkcjonowaniem rynków regionalnych, nie ma obecnie uniwersalnego mechanizmu cenowego. Na rynku europejskim, amerykańskim oraz azjatyckim cena gazu ziemnego kształtuje się w odmienny sposób. Niniejsze opracowanie składa się z trzech zasadniczych części. W pierwszej omówione zostaną bieżące rozważania dotyczące bezpieczeństwa energetycznego, a poruszona tematyka będzie odnosić się głównie do mechanizmów kształtowania się cen i ich wpływu na bezpieczeństwo. Część druga to przedstawienie specyfiki rynku europejskiego w zakresie ustalania ceny surowca, natomiast część trzecia dotyczy rynku amerykańskiego, wspomniane zostaną również rozwiązania na rynku azjatyckim. Z racji ograniczeń związanych z formą niniejszego opracowania przedstawione zostaną tylko najważniejsze aspekty mechanizmów cenotwórczych na poszczególnych rynkach, pozostała tematyka zostanie tylko zasygnalizowana. Zasadniczym celem opracowania jest przedstawienie mechanizmów kształtowania się cen na wybranych regionalnych rynkach gazu oraz wyjaśnienie podstawowych różnic między nimi. Podstawowa teza artykułu odnosi się do braku możliwości ujednolicenia mechanizmu cenowego w skali świata z racji występowania różnic na rynkach regionalnych.
    The issue of energy security is today a major concern of social and economic life. However, it is not only the diversification of suppliers and ensuring the continuity of the raw material supplies that pose a problem of security in the energy markets. The setting of prices on the market is a very important issue. In connection with the specificity of the natural gas market and the functioning of regional markets, there are no universal price mechanisms. The price of natural gas on the regional markets is formed in a different way. This study consists of three main parts. The first part concerns the debate on energy security, and the addressed topics will relate mainly to the mechanisms of price formation and their impact on safety. The second part is to present the specifics of the European market in terms of raw materials pricing, while the third part refers to the US market. Because of the limitations associated with the form of this study only the most important aspects of price-setting mechanisms in individual markets will be presented; the remaining subject will only be signalled. The main objective of this paper is to present the mechanisms of price formation on selected regional gas markets and to clarify the fundamental differences between them. The basic thesis of the article refers to the inability to standardize the price mechanism in the world because of the differences in regional markets.

    In this paper, we describe secure gateway for Internet of Things (IoT) devices with internal AAA mechanism, implemented to connect IoT sensors with Internet users. Secure gateway described in this paper allows to (1) authenticate each connected device, (2) authorise connection or reconguration performed by the device and (3) account each action. The same applies to Internet users who want to connect, download data from or upload data to an IoT device. Secure Gateway with internal AAA mechanism could be used in Smart Cities environments and in other IoT deployments where security is a critical concern. The mechanism presented in this paper is a new concept and has been practically validated in Polish national research network PL-LAB2020.

    We present a real-time hierarchical approach to an on-line risk assessment at the national level taking into account both local risk analyses performed by key service operators and relevant interdependencies between those services. For this purpose we define mutually agreed predicted service disruption profiles and then propose a coordination mechanism to align those profiles. A simple, four-entity example is provided to illustrate the coordination.

    Mobile Ad hoc Network (MANET) is a type of Ad hoc network. General properties of MANET open the network to various security threats. Network layer-based Active attacks are widespread and destructive. Available security solutions contain complex calculations. Therefore, the objective of this research is to propose a lightweight security mechanism to enhance the security of data communications between source and destination nodes in a MANET from network layer-based active attack. Blackhole is used as a network layer-based Active attack. The network performance is evaluated using Packet Delivery Ratio (PDR), Average End-to-End Delay (AEED), Throughput, and Simulation Processing Time at Intermediate Nodes (SPTIN). The controller network was used to compare the performance of each network. During the experiment due to the impact of the blackhole attack, compared to the controller network, the PDR was found to be 0.28%, AEED was infinity and Throughput was 0.33%. The performance of the proposed security mechanism was compared with that of the controller network, and the values of PDR, AEED, Throughput, and SPTIN were found to be 98.0825%, 100.9346%, 99.9988%, and 96.5660%, respectively. The data packet delivery ratio was 100.00% compared to that of the controller network. The network that was affected by a blackhole attack showed a higher amount of ADDR than the controller network and the lowest amount of PDR. The network that was affected by the blackhole showed underperformance compared to the controller network. The proposed security mechanism performs well in PDR, AEED, and Throughput compared to the controller network. The AEED and SPTIN values prove that the proposed solution is free from complex calculations. The scope of the solution can be expanded into a lightweight Intruder Detection System to handle different types of security attacks in MANETs.

    Wireless Body Area Networks (WBANs) are based on connected and dedicated sensor nodes for patient monitoring in the healthcare sector. The sensor nodes are implanted inside or outside the patient’s body for sensing the vital signs and transmitting the sensed data to the end devices for decision-making. These sensor nodes use advanced communication technologies for data communication. However, they have limited capabilities in terms of computation power, battery life, storage, and memory, and these constraints make networks more vulnerable to security breaches and routing challenges. Important and sensitive information is exchanged over an unsecured channel in the network. Several devices are involved in handling the data in WBANs, including sink nodes, coordinator, or gateway nodes. Many cryptographic schemes have been introduced to ensure security in WBANs by using traditional confidentiality and key-sharing strategies. However, these techniques are not suitable for limited resource-based sensor nodes. In this paper, we propose a Lightweight Hybrid Cryptography Algorithm (LWHCA) that uses cryptographicbased techniques for WBAN networks to improve network security, minimize network overhead and delay issues, and improve the healthcare monitoring processes. The proposed solution is evaluated in a simulation scenario and compared with state-of-the-art schemes in terms of energy consumption, and ciphertext size.

    The article deals with theoretical and methodological analysis of world experience in the de-velopment and implementation of mechanisms for the appointment of unemployment benefits and determining the ways of its application in Ukraine. Material security in case of unem-ployment of people who have lost their jobs is an extremely important task of implementing social policy in the field of employment in Ukraine. The research has proved that the domestic mechanism for the appointment of material assistance in the event of unemployment requires improvement, which needs to be implemented in the context of practical implementation, taking into account world experience. The strong reason for the need for such an analysis is the accumulated experience of the developed Western countries in the field of employment in the formation, implementation and practical implementation of the mechanism for assigning un-employment benefits in the context of different systems of social protection and provision: the Anglo-Saxon, Continental, Scandinavian models, on the example of the aid allocation mecha-nism on unemployment, in countries such as Great Britain, Germany, Norway, Poland, etc.
    W artykule została przedstawiona teoretyczna i metodologiczna analiza światowych doświad-czeń w opracowywaniu i wdrażaniu mechanizmów wyznaczania zasiłków dla bezrobotnych i określania sposobów ich stosowania na Ukrainie. Materialne bezpieczeństwo w przypadku bezrobocia osób, które straciły pracę jest niezwykle ważnym zadaniem realizacji polityki społecznej w zakresie zatrudnienia na Ukrainie. Badania dowiodły, że krajowy mechanizm wyznaczania pomocy materialnej w przypadku bezrobocia wymaga poprawy, którą należy wdrożyć w kontekście praktycznej realizacji, biorąc pod uwagę światowe doświadczenie. Taka analiza jest potrzebna istotnie ze względu na to, że zgromadzone doświadczenie zachodnich krajów rozwiniętych w zakresie zatrudnienia w kształtowaniu i praktycznym wdrażaniu me-chanizmu przyznawania zasiłków dla bezrobotnych w kontekście różnych systemów zabezpie-czenia społecznego i świadczeń socjalnych: modele anglosaskie, kontynentalne, skandynaw-skie, na przykładzie mechanizmu alokacji pomocy dla bezrobotnych w krajach takich jak Wielka Brytania, Niemcy, Norwegia, Polska itd.

Dokonano analizy występujących czynników ryzyka w odniesieniu do ośmiu wyodrębnionych procesów realizowanych w wybranych podmiotach badawczych.
    The aim of the article was to identify risks and measure the level of risk factors present in the processes of information flow in self-government units, on the example of selected communes in the Opolskie voivodship. An analysis of the existing risk factors for eight isolated processes carried out in selected research entities.
