The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

Artykuł poświęcony jest Straży Granicznej, która jest formacją wyspecjalizowaną i pełni kluczową rolę nie tylko w zakresie ochrony granicy państwowej oraz ochrony lotnictwa cywilnego, ale również piastuje stabilną pozycję w systemie bezpieczeństwa państwa.Celem artykułu jest ukazanie podstawowych zadań realizowanych przez funkcjonariuszy Straży Granicznej, pełniących służbę w lotniczych placówkach tej formacji w Grupie Bezpieczeństwa Lotów, a także analiza aktów prawnych, na podstawie których funkcjonariusze Straży Granicznej wykonują zadania dotyczące ochrony lotnictwa cywilnego. Funkcjonariusze Straży Granicznej, którzy pełnią służbę w przejściach lotniczych, zapewniają ochronę zewnętrznej granicy Unii Europejskiej. Ogromnym wyzwaniem jest służba w zespołach, zapewniających nie tylko dobrze strzeżone granice państwa, ale również wykonujących zadania na rzecz bezpieczeństwa w międzynarodowej komunikacji lotniczej. Spoczywa na nich ogromna odpowiedzialność na skalę światową. W artykule zostały przedstawione najważniejsze zadania Straży Granicznej i Służby Ochrony Lotniska w zakresie realizowanych zadań oraz wzajemnego funkcjonowania w systemie zapewniającym bezpieczeństwo w komunikacji lotniczej. Analizę tę przeprowadzono z zastosowaniem metody desk research. Interpretacji poddano akty prawne, dokumenty, artykuły publikowane na stronach internetowych lub udostępnione przez funkcjonariuszy Straży Granicznej.
This article is devoted to a discussion of the Border Guard, a specialized formation, which not only plays a key role in civil aviation, but also holds a stable position in the state security system. The aim of this article is to present the basic tasks performed by Border Guards officers serving in the Aerospace Services of this formation, in the Aviation Safety Group, as well as making an analysis of the legal acts under which Border Guard officers perform their tasks related to the issue of civil aviation security. Border Guard officers who serve in air passages provide protection for the external border of the European Union. It is a challenging task to serve in teams which not only protect the state borders, but also perform security tasks in the field of international aviation. They carry great responsibility on a global scale. This paper describes the most important tasks of the Border Guard and Airport Protection Services aimed at ensuring safety in air transportation. The desk research method has been applied to analyse a selection of legal acts, documents and articles published on various websites or made available by officers of the Border Guard themselves.

Po 18 marca 2013 r. zarządzający lotniskami zobowiązani są do przejęcia od Straży Granicznej zadań związanych z kontrolą bezpieczeństwa osób, bagażu, ładunków i przesyłek. Kontrola ta powinna być wykonywana z zachowaniem obowiązujących regulacji prawnych w zakresie ochrony lotnictwa cywilnego, regulacji wewnętrznych zarządzającego oraz na podstawie niepisanych zasad wynikających z kultury osobistej, higieny i współżycia społecznego. Osoby wykonujące zadania związane z ochroną lotnictwa cywilnego powinien cechować wysoki poziom kultury osobistej, a wykonawca powinien dokładać wszelkich starań (poprzez wdrażanie narzędzi motywacji, szkolenia itp.), aby ten poziom utrzymać na stałym, wysokim poziomie.
After 18.03.2013 airport operators are obliged to take over the tasks of the Border Guard to control security of persons, baggage, cargo and mail. This control should be performed in conformance with prevailing regulations in civil aviation security, internal regulations of Management and based on the unwritten principles of personal culture, hygiene and social life as well . Persons performing tasks related to the protection of civil aviation should be characterized by a high level of personal culture, and the Contractor shall make every effort (by implementing the tools of motivation, training, etc.) to keep this level to constant high level.

The following article outlines the issues related to the influence of equipnet of airport security on the widely understood civil aviation security. In the era of terrorist threat and continued improvement of security standards implemented in the scope of people and baggage security checks, an important, though less frequently discussed issue is the subject connected with the proper planning of equipment of screenres which takes into account the needs of the principles in this way understood security. This article is intended to encourage potential customers - persons involved in aviation activities, for consideration of the need to examine existing and possibly implement new solutions in the field.

W szczególności porusza kwestię nowego spojrzenia na ryzyka w sferze operacyjnej. Wskazuje ponadto na specyficzne czynności o charakterze prewencyjnym oraz kontrolnym, podejmowane przez porty lotnicze oraz linie lotnicze, mające na celu stworzenie skutecznej bariery dla rozprzestrzeniania się wirusa oraz przekonanie podróżnych o możliwości bezpiecznego korzystania z usług lotniczych.
The article examines impact of the coronavirus pandemic on understanding of safety in air transportation. It reviews effects of the new global health situation from the perspective of civil aviation. It presents various forms of institutions’ activity of global, regional and local focus, aimed at managing an unprecedented crisis situation in aviation. In particular, it addresses the issue of a new approach to risk in the operational sphere. It also points to specific, unprecedented preventive and control measures taken by airports and airlines to create an effective barrier against the spread of the virus and to convince travellers that they are securely able to make use of air services.

Przeanalizowano ponadto definicje i specyfikę operacji ochrony oraz kontroli żeglugi.
The changes in political situation that have taken place over the last several years and an advancing globalization have put the problems of international shipping safety among the most important problems of the world today. New threats such as maritime terrorism, piracy and armed attacks have become a new challenge to marine transport. The article characterises certain operations below the war level, i.e. shipping control and protection. The authors define and specify the operations associated with the protection and control of the shipping.

1. Cel Celem artykułu jest przedstawienie potrzeby kontroli jako nieodzownego elementu bezpieczeństwa na przykładzie jednej z jednostek działalności publicznej jaką jest regionalne centrum krwiodawstwa i krwiolecznictwa, podmiot uprawniony do pobierania krwi i jej składników, preparatyki oraz zaopatrzenia w krew lub jej składniki. Autorzy starają się udowodnić, że kontrole w RCKiK w Krakowie istotnie wpływają na bezpieczeństwo publicznej służby krwi. 2. Wprowadzenie Bezpieczeństwo, prócz potrzeb fizjologicznych, jest nadrzędną potrzebą człowieka i jako takie determinuje inne jego potrzeby oraz motywy podejmowanych działań. Przejawia się nie tylko brakiem występowania zagrożeń (co jest jego zasadniczym przejawem), ale także potrzebą działań na rzecz zapewnienia odpowiednich warunków rozwoju, zarówno jednostki jak i mniejszych i większych grup społecznych. Stąd też dzisiejsze rozumienie bezpieczeństwa nie jest wyłącznie związane z bytem człowieka czy grup społecznych (brakiem zagrożeń), ale musi być rozpatrywane z punktu widzenia jego rozwoju, co determinuje z kolei ewolucję takich kategorii bezpieczeństwa jak na przykład bezpieczeństwo kulturowe czy bezpieczeństwo pracy. Nieodzownym elementem bezpieczeństwa wydaje się kontrola, bez której istota bezpieczeństwa nie ma sensu, jako że stan pożądany (gwarantowany przez determinanty bezpieczeństwa) nie może być pewny, o ile nie jest właściwie kontrolowany (często i w odpowiedni sposób). Kontrola jest składnikiem różnych obszarów bezpieczeństwa, w tym bezpieczeństwa publicznej służby krwi. 3. Metodologia Autorzy analizują problematykę kontroli jako nieodzownego elementu bezpieczeństwa i starają się w ten sposób udowodnić jakim jest ona ważnym elementem sfery publicznej. Posiłkują się przy tym zarówno metodą formalno-dogmatyczną, jak i badawczą, bowiem analizie poddają kontrole przeprowadzone w ostatnich latach w RCKiK w Krakowie. Spojrzenie na pojęcie bezpieczeństwa od strony jego poszczególnych elementów (tutaj: kontroli) pozwala potwierdzić ukształtowany już wniosek, że jest ono zjawiskiem multipłaszczyznowym, występującym w wielu dziedzinach życia i nauki. 4. Wnioski Autorzy dowodzą, że kontrola jest nieodzowny elementem bezpieczeństwa, bez którego niemożliwa jest dyskusja o bezpieczeństwie nie tylko z punktu widzenia naukowego, ale nade wszystko praktycznego. Stąd też konkludują, że kontrola jest elementem zarówno bezpieczeństwa w znaczeniu globalnym, jak i bezpieczeństwa publicznego, a nawet samego poczucia bezpieczeństwa. Wskazują końcowo, że kontrola ma wpływ na poziom bezpieczeństwa publicznej służby krwi.
1. Objective The objective of the article is to present the need of control as an indispensable element of security based on the example of one of the public entities – Regional Centre of Blood Donation and Blood Treatment – which is authorised to collect and process blood and its components, and to provide blood or its components. The authors try to prove that inspections of the Regional Centre of Blood Donation and Blood Treatment in Kraków have a considerable influence on the security of public blood service. 2. Introduction Security, apart from constituting a physiological need, is an overriding human need and as such determines other human needs and motives for actions taken. It is manifested not only by lack of threats (which is the basic aspect of security) but also by the need to take action to provide appropriate conditions for the development of both individuals and smaller and bigger social groups. Hence, today’s understanding of security is not exclusively related to the existence of an individual or social groups (lack of threats), but it must be considered from the point of view of their development, which in turn determines the evolution of such security categories as, for example, cultural security or job security. Control seems to be an indispensable element of security. Without it the essence of security does not make sense since the desired state (guaranteed by security determinants) may not be steady if it is not appropriately controlled (often and in the right way). Control constitutes an element of different spheres of security, including the security of public blood service. 3. Methodology The authors analyse the issues of control as an indispensable element of security and try to prove that it is an important element of the public sphere. They make use both of the formal and dogmatic method, and the research method, because they analyse the inspections carried out at the Regional Centre of Blood Donation and Blood Treatment in Kraków in recent years. Looking at security from the perspective of its individual elements (here: control) allows for confirming the established conclusion that it is a multi-level phenomenon which occurs in many spheres of life and science. 4. Conclusions The authors prove that control is an indispensable element of security without which it is impossible to discuss security – not only from the scientific point of view but, above all, from the practical one. They therefore conclude that control is an element of both global and public security, and even of the feeling of security. They finally point out that control has an influence on the level of security of public blood service.

This paper is dedicated to the topic of security in the context of activities carried out by organisations. The analysis of the security-related context of the enterprises, decisions and threats that often co-occur with organisational activities is an interesting challenge for a researcher. The aspiration to ensure their own survival and undisturbed development is the basic driving force behind all organisations. In the following paper, the author explains the meaning of basic terms connected with the aforementioned issues, such as uncertainty, risk and security. The models and dimensions of control are discussed consecutively, as well as the methods and techniques utilised in risk assessment. Control and risk analysis are currently the means of counteracting threats that is most commonly used in organisations. The aim of the paper is to carry out the review of the hitherto existing research stipulations regarding the sphere of organisational security. The author points out that the problem of organisational security, treated as a core research subject, may be successfully developed and elaborated within the framework of security sciences discipline.

Opis:
Focusing on the joint analysis of security trends and the organization of the private security market in France, this article addresses the new relationships between different security players and modern citizenship and society within the framework of metropolization. Despite the construction of an extended sovereign power, especially after the Second World War, the governments started to cooperate in the 1990s with other partners and to vary the levels of decision making in terms of security policies. Experts from private security companies or local councillors are new operators in the so-called “security co-production”. An analysis at the metropolis scale seems important in order to understand the issues related to security for two reasons: firstly, because of the particular pressure connected to the recent terrorist attacks than can affect the “identity” of the city; secondly, because “incivility” – constructed as a major political problem since the 1990s – is linked to social structures of local territories within a wider one, with differentiated means for the people who live in the metropolitan center of social framework. The social representations of order and social control are still based on the relationships between private property, transports and public (access) spaces. The new security identity of cities depends on the relationships between local policies and the socio-economic reality of citizens, including private security guards, whose life conditions are an expression of the paradoxes of modern life.

Wspólnota, jej postrzeganie i rozumienie stanowi jeden z elementów czy też jedną z płaszczyzn kształtowanie się społeczeństwa. Podstawą konstytucji samej wspólnoty jest założenie u jej fundamentów szeroko pojętego bezpieczeństwa. Granice bezpieczeństwa, jego zakres i znaczeniową treść określają granice wspólnoty. Michael Foucault będzie traktował urządzanie bezpieczeństwa jako element struktury władzy i mechanizmów jej działania, podkreślając oddzielanie się tak pojętego bezpieczeństwa od mechanizmów dyscyplinarnych. Przekształcenia w tym obszarze to swoista znaczeniowa rewolucja, której konsekwencją staje się zmiana rozumienia wspólnoty jako takiej.
Community, its perception and understanding constitutes one of the elements, or one of the aspects, of society formation. The foundation of the constitution of community as such is the process of establishing broadly understood security at its base. The limits of security, its scope and semantic content determine the boundaries of the community. Michael Foucault will treat the process of establishing security as an element of the structure of power and the mechanisms of its functioning, emphasizing the process of separation of such understood security from disciplinary mechanisms. Transformations in this sphere are a kind of semantic revolution the consequence of which is a change of understanding community as such.

Centra dyspozycji i sterowania systemami energetycznymi narażone są na różnego typu niebezpieczeństwa. Należą do nich miedzy innymi klęski żywiołowe, ataki hakerów, czy terrorystów, a także niezamierzone błędy popełniane przez personel. Artykuł przedstawia metody zapobiegające tym zagrożeniom. Proponuje protokół mogący posłużyć do wykrycia braków w zabezpieczeniu przed zagrożeniami, jak i do oceny stanu bezpieczeństwa systemów energetycznych. Pod uwagę brane są zarówno zagrożenia fizyczne, jak i ataki elektroniczne.
Control centers of energy systems are subjects to different kind of threats such as natural disasters, hackers, or terrorist attacks, or finally unintentional personnel errors. The article introduces some protections methods against those threats. It proposes a protocol to be used for routine self-assessment to provide companies with feedback on the effectiveness of their security policy. The protocol can be used as well during security audits for detection of energy systems infrastructure vulnerabilities. Both, physical and cyber attacks are taken into consideration.

Civilian management and democratic control over the army do not only consist in establishing organs and mechanisms of control and optimising their activity. It is significant to determine and respect the role of the armed forces in the society, which would allow making the army a politically neutral instrument of legally functioning forces as well as appropriate organisational structures with strictly defined protection measures allocated to carry out the undertakings of the state and the nation. The position and function of the army in society should be based on the fact that it reflects the features of the society it comes from. In order to facilitate the effective progression of the process, the following aspects should be taken into account: in what manner the army reacts to the decisions and actions of civilian society; whether there are intermediary bodies between these spheres; to what extent the armed forces represent the interests of the society; and whether a soldier-citizen exists or if the two notions should be treated separately
