Opis:
Due to its geopolitical situation, Poland functions in the particular environment implying constraints which can be more or less accurately forecasted. The responsibility of those who have the state security at heart must aim at building mechanisms able to detect the chances and mechanisms limiting the threats in the future. As in any system, also in the state the most important element are people, that is the society. In this context, in order to prepare this society, in the best possible way, to new situations, it seems appropriate to forecast possibly the most accurately the challenges and threats it faces. The hostile elements existing in the environment, with their new destructive capabilities, also in the virtual reality, force us to attentively analyse motives and strategies of their activity in order not to allow for the situations threatening our national interests.

As the new millennium starts to unfold, we see before us an area of security that has been radically reshaped since the end of the cold war and the end of the bipolar division of the world. Still more and more deepening globalisation brings not only a lot of positives, but also a lot of negatives appearing mainly in the form of new asymmetric security threats or risks, so we understand that a real effort will now be required to reappraise the 21st century. Simultaneously, it is clear that, if we want to stabilize security environment, we must look beyond our traditional military philosophy and deal very seriously with new global security risks and challenges.

Rozwój ich znaczenia w obecnej polityce bezpieczeństwa państw jest nie do przecenienia, a stopień skomplikowania relacji z większością społeczeństwa oraz wypracowanie realizacji interesów narodowych oraz grup mniejszościowych będzie również wzrastał, co będzie wymagało uelastycznienia podejścia do polityki narodowościowej państw w XXI wieku. W kontekście bezpieczeństwa zewnętrznego, XXI wiek niesie ze sobą wyzwania dla bezpieczeństwa, zakłócające dotychczasowy porządek społeczny, polityczny i gospodarczy, co dodatkowo będzie komplikowało znalezienie konsensusu między poszczególnymi aktorami życia w państwie.
The issue of the protection of the rights of national and ethnic minorities in the modern world is one of the most sensitive issues in international organizations, because of their role in a number of regional and international conflicts. The development of their importance in the current security policy of different states is not to be underestimated, and the complexity of the relations with the majority of the society and the development and implementation of the national interests of minority groups will also increase, which will require a more flexible approach to national policy of the states in the twenty-first century. In the context of external security, the twenty-first century brings new challenges to security disrupting the existing social, political and economic order which will also be complicated to find a consensus between the different actors of political life in the country.

This article attempts to define the concept, category ii creatures to safety in a general sense. The author discusses the problems connected with the duality of this issue – stability and dynamism. In this article different sorts and sources of threats to security were discussed. The threats which belong to the values have long been held dear and protected by both an individual and nations since the dawn of humankind. Security includes political and military aspects as well as economic, technological, ecological, social and humanitarian factors. There are also natural aspects, apart from the factors presented above, which play their part from the beginning of the human history to be taken into account. Together with the advancement of technology people entered the era of technological threat. The threat that on the one hand is indispensable in everyday life but on the other threatens increasingly a man. The presented above sorts of threats have been characterized and described in a synthetic way It should be underlined that the threats presented do not exhaust all of them as newer and newer threats appear together with the technological development.
W artykule podjęto próbę zdefiniowania pojęcia i istoty bezpieczeństwa w sensie generalnym. Autor porusza problematykę związaną z dualizmem tego zagadnienia – statyczność i dynamiczność tego zjawiska. W omawianym artykule przedstawiono identyfikację, rodzaje i źródła zagrożeń bezpieczeństwa, które należą od dawna (istnienia człowieka) do wartości najbardziej cenionych i chronionych zarówno przez jednostki, jak i narody. Bezpieczeństwo obejmuje aspekty polityczne, militarne, czynniki ekonomiczne i technologiczne, ekologiczne, społeczne oraz humanitarne. Oprócz przedstawionych czynników od zarania dziejów świata dużą rolę odgrywają czynniki naturalne, które są niezależne, ale należy się z nimi bardzo liczyć. Wraz z rozwojem techniki wkroczyliśmy w zagrożenia techniczne, które są z jednej strony niezbędne w życiu codziennym człowieka, a z drugiej strony bardzo zagrażają człowiekowi. Przedstawione powyższe rodzaje zagrożeń zostały w sposób syntetyczny scharakteryzowane i opisane. Należy podkreślić, że przedstawione zagrożenia nie wyczerpują wszystkich, bo wraz z rozwojem techniki powstają coraz nowsze.

W artykule przedstawiono problematykę poruszaną w uczelni wyższej z przedmiotu edukacja dla bezpieczeństwa. Problemy bezpieczeństwa były i są w centrum zainteresowania ludzi, a nabrały wysokiego priorytetu od ataku na WTC w 2001 roku. Nowe wyzwania, zagrożenia i szanse określają konieczność budowania struktur bezpieczeństwa, które byłyby w stanie przeciwdziałać współczesnym zagrożeniom. Przytoczone treści są jedynie niewielką częścią teorii edukacji dla bezpieczeństwa, która kształci i wychowuje na wszystkich poziomach nauczania. Przedmiot edukacja dla bezpieczeństwa i zakres zainteresowania bezpieczeństwem wymaga ciągłego prowadzenia analiz i ocen zmieniającego się środowiska i innych uwarunkowań, zwłaszcza pojawiających się wyzwań, zagrożeń i szans.

In the article, an attempt to characterize migration movements observed in the beginning of the second decade of the XXI century is made. A debate within the European Union on possible solutions of the problem is analyzed. Due to the escalation processes in Middle East and Persian Gulf, situation is being deteriorated and fueled in Sub-Saharan Africa and geopolitical uncertainties corroborating with emergence of asymmetric challenges (including illegal migration to the EU countries, spillover military conflicts from the Middle East region, fierce geopolitical competition between Russia and USA for dominance in Sub-Saharan Africa, ISIS and Al-Qaeda profound presence in the area linked with spreading international terrorism in this area, failed states dilemma, etc.) more transforming the region into “Rim of Instability” of global level. Despite of the international community efforts to deal with these challenges(particularly, with the great effort of the all four global power centers – the USA, Russia, EU and China as the national interests of even survival origin are foreseen in the region), it makes no sense to endorse stability climate and promote peacebuilding at the regional level. It is interesting to note that two global powers – Russia and USA are tailoring and exploiting in order to achieve their proper national interests and foreign policy missions, to implement new instrumental forms in order to promote these goals in aegis of the hybrid warfare strategies and to increase their so-called “soft power“ leverages thereof. Herewith interesting to mention that both Russia and USA have different approaches toward regional engagement with proper leverages and Hard Power vs. Soft Power is a real description of the engagement cases.

The article analyzes the 2015 migration crisis in the European Union from the perspective of Non-Traditional Security (NTS) Challenges. It argues that the current wave of immigration to the EU, due to its dynamics and scale, should be treated not only as a humanitarian or social challenge but also as a security one. The value of the NTS approach is based on the assumption that well-known phenomena such as illegal migration, infectious diseases, or food shortages, which once had only an indirect influence on national or international security, now pose direct threats to the survival and well-being of peoples and states.
Celem artykułu jest analiza kryzysu migracyjnego w UE z 2015 roku z perspektywy niestandardowych problemów bezpieczeństwa. Podstawę rozważań stanowi teza, zgodnie z którą fala imigracji do UE, ze względu na dynamikę i skalę, stanowiła nie tylko wyzwanie humanitarne czy problem społeczny ale również zagrożenie dla bezpieczeństwa. Zgodnie bowiem z koncepcją niestandardowych problemów bezpieczeństwa, zjawiska takie jak nielegalna migracja, choroby zakaźne czy braki żywności, które do niedawna jedynie pośrednio wpływały na jego poziom, stanowią obecnie bezpośrednie zagrożenie dla przetrwania i rozwoju państw.

Iceland, despite being a relatively small geographic country, is trying to pursue an active and ambitious foreign policy in the Arctic region. This implies the need to develop a strategy that would realize Iceland’s vital interests and at the same time ensure that the anticipated exploitation of the various Arctic resources does not adversely affect the security of the state. This paper presents an analysis of the concept of Iceland’s Arctic policy and the ways in which it is implemented, with particular emphasis on the main challenges and problems that the state can play in building a stable position in the region.
Islandia, pomimo, iż jest w wymiarze geograficznym stosunkowo mały państwem, to w regionie Arktyki stara się prowadzić aktywną i ambitną politykę zagraniczną. Wiąże się z tym konieczność opracowania strategii która pozwoliłaby zrealizować żywotne interesy Islandii i jednocześnie zapewnić, by przewidywana eksploatacja różnorodnych zasobów Arktyki nie wpłynęła negatywnie na bezpieczeństwo państwa. Prezentowany artykuł zawiera analizę koncepcji polityki arktycznej Islandii oraz sposobów jej implementacji, ze szczególnym uwzględnieniem głównych wyzwań i problemów, jakie mogą stać na drodze tego państwa w budowaniu stabilnej pozycji w regionie.

The political transformation in Poland resulted in the reorientation of Polish policy in the field of understanding security. It found its reflection in newly defined policy directions, which were manifested in the search for new guarantees of security, development opportunities and giving a new character to Polish politics. The problem of ensuring state security in new geopolitical conditions is expressed in the adopted hierarchy of priorities for the implementation of the Polish raison d’etat. The implementation of the policy priorities means that Poland has a solid foundation for security. The Polish Army carries out many key tasks in it. The armed forces of the Republic of Poland became an element of the broad NATO security system. Building faith in defensive self-sufficiency, Poland distances itself more and more from Europe. Both threats and challenges require decision-making in matters of security and go beyond the traditionally understood security. As a consequence, Poland responds to both threats and challenges in the security policy of the Republic of Poland to a small extent.

The migration crisis has created a serious challenge for the cohesion of the European Union, causing divisions and tensions between the member states and within their societies. The EU’s passive policy deprived of a long-term strategy has proven to be ineffective. The crisis has shown the weakness of its institutions and member states in crisis situations. EU values have turned out to be inconsistent with the values of many member states, and they are the basis of a common migration and asylum policy. The author analyses the migration crisis and presents solutions for the EU to stop it.
