Punktem wyjścia do rozważań o współczesnych zagadnieniach edukacji dla bezpieczeństwa jest przybliżenie najważniejszych definicji takich, jak: bezpieczeństwo, wyzwania, zagrożenia, edukacja, etyka w bezpieczeństwie. Następnie zaprezentowane są współczesne zagrożenia państwa według kryterium przedmiotowego. W dalszej kolejności został położony szczególny akcent na etyczny wymiar edukacji dla bezpieczeństwa – oparty na uniwersalnych wartościach (filarach). Zawarte są także praktyczne zagadnienia edukowania dla bezpieczeństwa w polskim systemie oświaty – ujęte w trzy cykle – mające doprowadzić do odpowiednich postaw obronnych, patriotycznych i obywatelskich.
The starting point for a discussion on current issues in education for safety is the in-troduction of the most important definitions such as: safety, challenges, threats, education, ethics in safety. Then, contemporary threats to the state are presented according to the sub-ject criterion. Further on, a special emphasis is placed on the ethical dimension of education for security - based on universal values (pillars). It also includes practical solutions to nu-merous issues that impact the education system in Poland - divided into three cycles - which are supposed to lead to appropriate defensive, patriotic and civic attitudes.

Artykuł dotyczy aktualnego i ważnego problemu dywersyfikacji źródeł i kierunków dostaw gazu ziemnego w Austrii oraz zastąpienia tego surowca odnawialnymi źródłami energii. Wybuch wojny na Ukrainie znacząco wpłynął na zmianę dotychczasowego postrzegania energetycznej współpracy z Rosją. Zdaniem autora, postępować będzie zmniejszanie udziału rosyjskiego gazu na rzecz surowca sprowadzanego z innych kierunków, w tym także LNG. Znaczenie gazu ziemnego będzie też stale maleć na rzecz odnawialnych źródeł energii, co wspierają zwłaszcza znajdujący się w rządowej koalicji „Zieloni”. Planowane osiągnięcie neutralności klimatycznej oznacza silne forsowanie odnawialnych źródeł energii, za czym opowiada się koalicyjna partia „Zieloni”, oznaczać będzie wykorzystywanie energii słonecznej i wiatrowej, a także biogazu. Istotną rolę mógłby odegrać zielony wodór, a także energia geotermalna. Prowadzone działania, mające na celu zmniejszenie zużycia gazu ziemnego, mogą spowodować istotne zmiany w sferze bezpieczeństwa gazowego Austrii.
The article deals with the current and important problem of diversifying sources and directions of natural gas supplies to Austria as well as the challenges to replace gas with renewable energy sources. With the war in Ukraine the current perception of energy cooperation with Russia has changed. According to the author, countries will continue to reduce the import of Russian gas in favor of the raw material imported from other directions, including LNG. Natural gas will keep on decreasing its significance and instead the focus will change to renewable energy sources; this move is supported in particular by the 'Greens' who are in the coalition government. As a result of Austria's plans to achieve a climate-neutral state there is a strong push, supported by the coalition party 'the Greens', to utilize renewable energy sources, including solar and wind energy as well as biogas. Other potential energy sources to be considered are green hydrogen and geothermal energy. The ongoing activities to reduce natural gas consumption may significantly change the gas security of Austria.

W kontekście bezpieczeństwa zewnętrznego, XXI wiek niesie ze sobą wyzwania dla bezpieczeństwa, zakłócające dotychczasowy porządek społeczny, polityczny i gospodarczy, co dodatkowo będzie komplikowało znalezienie konsensusu między poszczególnymi aktorami życia w państwie.
The issue of the protection of the rights of national and ethnic minorities in the modern world is one of the most sensitive issues in international organizations, because of their role in a number of regional and international conflicts. The development of their importance in the current security policy of different states is not to be underestimated, and the complexity of the relations with the majority of the society and the development and implementation of the national interests of minority groups will also increase, which will require a more flexible approach to national policy of the states in the twenty-first century. In the context of external security, the twenty-first century brings new challenges to security disrupting the existing social, political and economic order which will also be complicated to find a consensus between the different actors of political life in the country.

The security of contemporary Europe is under a serious threat. The migration crisis has created a serious challenge for the cohesion of the European Union, causing divisions and tensions between the member states and within their societies. The EU’s passive policy deprived of a long-term strategy has proven to be ineffective. The crisis has shown the weakness of its institutions and member states in crisis situations. EU values have turned out to be inconsistent with the values of many member states, and they are the basis of a common migration and asylum policy. The author analyses the migration crisis and presents solutions for the EU to stop it.

Cel publikacji obejmuje opis i eksplanację zasadniczych problemów dotyczących utrzymania i doskonalenia zdolności obronnych Polski w aspekcie nowych wyzwań i zagrożeń. Współcześnie działania w tym zakresie realizuje się w ramach jej systemu bezpieczeństwa narodowego. Zasadnym było przyjęcie założenia, że efektywność tych działań może być ograniczona, niezależnie od adekwatnej identyfikacji zagrożeń i wyzwań, jak również podjęcia celowych działań organizacyjnych. Determinantami powyższego są, zarówno zidentyfikowane w artykule słabe strony rozwiązań organizacyjnych w Polsce, jak i czynniki zewnętrzne, w szczególności wynikające ze zmian sytuacji międzynarodowej. Dodatkową wartość dodaną uzyskano stosując szerokie podejście do badań podjętej problematyki – w szczególności poprzez analizę obejmującą zarówno piśmiennictwo, jak i dokumentów strategicznych w zakresie bezpieczeństwa państwa, bezpieczeństwa narodowego oraz obronności, a ponadto uwzględniając, wraz z czynnikami o charakterze polityczno-militarnym, także różnorodne czynniki i konteksty: ochronne, gospodarcze i społeczne.
The purpose of the publication includes the description and exploration of fundamental problems in the scope of maintaining and improving Poland's defense capabilities in the aspect of new challenges and threats. Nowadays, activities in this area are implemented as part of its national security system. It was reasonable to assume that the effectiveness of these activities may be limited, regardless of the adequate identification of threats and challenges, as well as the taking of purposeful organizational measures. The determinants of the above are both the weaknesses of organizational solutions in Poland identified in the article, as well as external factors, in particular those resulting from changes in the international situation. Additional added value was obtained by using a broad approach to researching the issues taken up - in particular by analysing both literature and strategic documents in the field of national security, national security and defense, and also taking into account various protective, economic and social factors and contexts - together with factors of a political and military nature.

National and international security remains a fascinating area of scientific research. Studies of phenomena and processes in military security suggest that we are witnessing great and intense changes. In their analyses of the modern security environment, both NATO and the EU wish to accommodate the existing conditions. Poland also has been affected by that process. The security policy should be based on the main assumption that Poland is a sovereign security entity, able to define its national interests and strategic objectives autonomously. However, the foundations of our security are assured by membership in the EU and NATO, good relations in the region, a strategic alliance with the USA, and an internal defense mechanism. The needs of the state and the society for national security arise from a dynamic rate of changes in challenges and hazards. The Author intends to combine theory with practice that is implemented in favor of the military security of Poland. First of all, the essence of military security is presented from theoretical and utilitarian viewpoints. The subsequent parts of the paper present research results related to the identification of contemporary challenges and hazards to the military security of Poland. This approach provided an opportunity to outline assumptions of policy and strategy underlying military security in current international security conditions.

A democratic state requires the existence of a civil society based on active citizens associated in numerous grassroots non-governmental organizations. The changes that took place at the turn of the 20th and 21st century in the field of digital technology, especially the development of the Internet and the high level of computerization, have practically affected all areas of life of people, countries and international organizations. They also did not remain without influence on the functioning of society, in terms of its activity for the common good. The aim of the article is to present the process of transformation of civil society into a network society, together with the characteristics of those factors that have given rise to change in the nature of social activity of citizens. It also outlines the types of threats that can be identified in the network society in the area of security, and presents ways to act for the public interest in cyberspace. The conclusions suggest that the virtual world not only allows social participation, but thanks to the global network of the Internet, contributes to the internationalization of many social issues.
Warunkiem demokratycznego państwa jest istnienie społeczeństwa obywatelskiego, którego fundamentem są aktywni obywatele, zrzeszeni w licznych, oddolnie tworzonych organizacjach pozarządowych. Zamiany, które zaszły na przełomie wieku XX i XXI w obszarze technologii cyfrowej, zwłaszcza rozwój Internetu oraz wysoki poziom komputeryzacji wpłynął na praktycznie wszystkie płaszczyzny życia ludzi, państw i organizacji międzynarodowych. Nie pozostały one również bez wpływu na funkcjonowanie społeczeństwa, w aspekcie jego aktywności na rzecz dobra wspólnego. Celem artykułu jest przedstawienie procesu przekształcenia społeczeństwa obywatelskiego w społeczeństwo sieci, wraz z charakterystyką tych czynników, które miały wpływ na zmianę charakteru aktywności społecznej obywateli. Wskazano również rodzaje zagrożeń, które można zidentyfikować w społeczeństwie sieciowym w obszarze bezpieczeństwa oraz przedstawiono sposoby działań na rzecz interesu publicznego w cyberprzestrzeni. W konkluzjach sformułowano wniosek końcowy, że wirtualny świat nie tylko pozwala na społeczną partycypację, ale dzięki globalnej sieci internetowej, pozwala na umiędzynarodowienie wielu kwestii społecznych.

Since 2015, the migration crisis continues with varying intensity, and international security crisis as well as debt, institutional, and personnel crises are worsening, not only in the Eurozone. Probably war, economic and climate immigrants will continue to move into the Schengen area, showing how helpless the European Union is. Angela Merkel said there was no upper limit for the number of people admitted to escape political persecution. Germany leaves the Dublin system inconsistently, runs counter to European cohesion and stops differentiating between immigrants and refugees. Migration is shared by the EU Member States. Between “old” and “new” EU countries, scissors are opened. Moreover, in some European regions (France, Belgium, Germany, Sweden, the United Kingdom, Spain, Greece) there are closed communities where majority law is not valid. Our current socio-political and economic existence is based on a traditional understanding of security. However, in the third decade of the 21st century the image of prosperity and security is to be seen from a different perspective than in previous years. Dramatic development has led to the mass migration of African and Asian people and to the division of the European Union, especially regarding the mechanism of redistribution of asylum seekers.

This article attempts to define the concept, category ii creatures to safety in a general sense. The author discusses the problems connected with the duality of this issue – stability and dynamism. In this article different sorts and sources of threats to security were discussed. The threats which belong to the values have long been held dear and protected by both an individual and nations since the dawn of humankind. Security includes political and military aspects as well as economic, technological, ecological, social and humanitarian factors. There are also natural aspects, apart from the factors presented above, which play their part from the beginning of the human history to be taken into account. Together with the advancement of technology people entered the era of technological threat. The threat that on the one hand is indispensable in everyday life but on the other threatens increasingly a man. The presented above sorts of threats have been characterized and described in a synthetic way It should be underlined that the threats presented do not exhaust all of them as newer and newer threats appear together with the technological development.
W artykule podjęto próbę zdefiniowania pojęcia i istoty bezpieczeństwa w sensie generalnym. Autor porusza problematykę związaną z dualizmem tego zagadnienia – statyczność i dynamiczność tego zjawiska. W omawianym artykule przedstawiono identyfikację, rodzaje i źródła zagrożeń bezpieczeństwa, które należą od dawna (istnienia człowieka) do wartości najbardziej cenionych i chronionych zarówno przez jednostki, jak i narody. Bezpieczeństwo obejmuje aspekty polityczne, militarne, czynniki ekonomiczne i technologiczne, ekologiczne, społeczne oraz humanitarne. Oprócz przedstawionych czynników od zarania dziejów świata dużą rolę odgrywają czynniki naturalne, które są niezależne, ale należy się z nimi bardzo liczyć. Wraz z rozwojem techniki wkroczyliśmy w zagrożenia techniczne, które są z jednej strony niezbędne w życiu codziennym człowieka, a z drugiej strony bardzo zagrażają człowiekowi. Przedstawione powyższe rodzaje zagrożeń zostały w sposób syntetyczny scharakteryzowane i opisane. Należy podkreślić, że przedstawione zagrożenia nie wyczerpują wszystkich, bo wraz z rozwojem techniki powstają coraz nowsze.

In the article, an attempt to characterize migration movements observed in the beginning of the second decade of the XXI century is made. The aim is to present challenges and threats for security o f the EU region and member states, caused by massive migration flows. A debate within the European Union on possible solutions of the problem is analyzed. The crisis in eastern Ukraine and Crimea is undoubtedly one of the greatest challenges of security currently facing the international community. In pursuing its objectives, the state is often guided by different motives, but the common denominator change in the approach to cooperation with Russia is now Ukraine. The author analyses the changing geostrategic situation surrounding Russia, which is the result of its involvement in the Ukrainian crisis. This has also been analysed by countries like China, Japan, India, Turkey and Middle East countries.

W niestabilnym świecie można zaobserwować coraz większą determinację człowieka w poszukiwaniu bezpieczeństwa. Obecne czasy niosą ze sobą wiele różnorodnych zdarzeń i zagrożeń mających wpływ na poczucie bezpieczeństwa wielu osób. Bardzo często człowiek podejmuje ważne decyzje w warunkach ryzyka i niepewności. Dlatego też odpowiednia edukacja człowieka może znacznie pomóc w przeciwdziałaniu zagrożeniom.Celem niniejszego artykułu jest zwrócenie uwagi na bezpieczeństwo człowieka w kontekście istniejących zagrożeń i wyzwań, w tym pokazanie skutków zagrożeń oraz wskazanie możliwości przeciwdziałania tym zdarzeniom, wykorzystując instrumentarium edukacji dla bezpieczeństwa.
In an unstable world one can observe a growing determination of man in the search for security. These days bring with them a wide variety of events and threats that affect the sense of security of many people. Very often a person makes important decisions in conditions of risk and uncertainty. Therefore, proper education can significantly help in counteracting threats. The purpose of this article is to draw attention to human safety in the context of existing threats and challenges, including showing the effects of threats and indicating the possibilities of counteracting these events by using educational instruments for security.

The author shows the relations and relationships between security and education. He devotes a lot of space to the characteristics of threats in cyberspace. Facing dynamically changing reality, the author makes the reader pay special attention to modern ways of counteracting threats generated from cyberspace. The article shows how broadly understood prevention and education in all possible stages of the human use of cyberspace are an important aspect of human life.
