The situation of the Republic of Poland, which was revived in 1918, in the educational field was dramatically difficult. As a consequence of partitions, the Second Republic of Poland inherited a relatively high rate of analphabetism (over 6.5 million analphabets, which constituted approximately 33% of the entire population of the country older than 10 years). As a result of individual differences in the economic, political, social and legal systems of the states occupying Poland, the educational system on the Polish territories at the threshold of independence was largely different with regard to the number of schools, the organization, program and didactic assumptions. The reborn Polish state was confronted with an important task of unifying the system and the level of education. It must be emphasised that this task was actually accomplished. In this regard, an especially important role was fulfilled by the Act on the Educational System passed by the Sejm on March 11, 1932 (the act conclusively dissolved the remains of the educational legislation of the states which partitioned Poland). In the interwar Poland, not only the school system but also the so-called extraschool education developed. The period of the Second Republic of Poland was also the time of explosion of pedagogic thought. The most important theoretical trends in the educational sciences emerged at that time, primarily: “psychological pedagogy and the related great movement of New Education (progressive education)”, “sociological pedagogics (social pedagogy)”, “cultural pedagogy (humanistic, personalistic pedagogy)”. A special object of reflection on education in the Second Republic of Poland and of controversy in the pedagogics of the twenty years between the First and the Second World War in Poland was the question of the educational aims. In the period until 1926 the dominant trend influencing the educational practice to the largest extent was the so-called patriotic education, whereas in the subsequent years citizenship education prevailed.

In the 18th century, the doctrine of separation of powers was established as a remedy for tyranny . It is Montesquieu who is commonly regarded as the founder of the classic doctrine of separation and balance of powers. Later, attempts to create more of less original models were also made. It should be noticed that the reception of the principle of separation and balance of powers in Poland was very fast, relative to its formulation. This happened together with the establishment of the Third of May Constitution. Unfortunately, that Constitution was quickly abolished and Poland disappeared from the map of Europe for 123 years. The revived state – the Second Republic of Poland – had two constitutions let alone provisional acts of constitutional rank. The first, March Constitution directly referred to the principle of separation of powers. The other, April Constitution was a contradiction of the former. The political system of the Second Republic of Poland in the years 1935-1939 was called authoritarian. The April Constitution directly speaks of a uniform authority of the state. PRL principally had one constitution (1952) – but we have to remember about its amendments of 1976. The political system of PRL was without any doubt a totalitarian one. The Third Republic of Poland returned to the system based on the separation of powers even before its own constitution was passed (1997). Hence, despite attempts to tear the Polish State off the principle of separation of powers, its perception in the society and attachment to it were so strong and permanent that Poland, especially in the periods when it regained full sovereignty, quickly returned to building its political system basing on this very principle. The constitution of 1997 states explicitly that the Polish state system is based on the division and balance of powers: legislative (exercised by the Sejm and Senate), executive (exercised by the President and the Council of Ministers) and judiciary (exercised by the courts and tribunals) (Article 10 Section 1 and 2.) The Constitutional Tribunal, in its ruling of 1994, stated that the separation of powers cannot be regarded as a separation in the case of the relationship between the legislative and executive powers. This is different for the relationship between the judiciary and other authorities (legislative and executive). Here the separation is obligatory . The concept of the essence of individual powers assumes that there exists a sort of competence core of legislative, executive and judiciary powers. The core cannot be entered by the other powers, because it would mean violating the principle of separation of powers. It is true that acts may transfer specific powers between the powers, but the intrusion into the field belonging to another power cannot be too deep, because such a legal normalization would violate the constitutional principle of the separation of powers. The principle of separation and balance of powers involves a system of checks and balances or a system of mutual restraint and balancing of powers. L. Garlicki writes that there are two basic models of the relationship between the legislative and the executive: the parliamentary one (parliamentary-cabinet) and the presidential one. The Constitution of Poland of 1997 preserved the parliamentary system of government in Poland. Art 10 Section 1 of the Constitution of Poland of 1997 provides for the mutual balance of relations between the legislative and executive powers, subsequent provisions of the constitution give a far stronger position to the parliament, and within it - to the Sejm. This corresponds to the Polish tradition. L. Garlicki talks of the specificity of the current Polish model.

Polish Missionary Oblates of Mary Immaculate belonged initially to the religious  provinces of their Congregation in Germany and Canada. Since the end of the 19th century they were involved greatly with the ministry to the Polish immigrants. After 1918 they pursued a project of   founding a separate Polish province. Their first most important communities in Poland were organized with the support of the archbishops of Poznań and Gniezno and of civil authorities in Poznań. The reasons for choosing this area included its traditional patriotism and closeness to Silesia, which was the source of many early Oblate Polish vocations. The article depicts all the most important stages of Oblate foundations in the archdiocese of Poznań, which included among others the provincial house and two major seminaries.

Jesuit boarding schools did not fulfil only social roles. They were educational institutions shaping discipline, morality and religiousness of their pupils. The monks organized various activities for their students which were conducive for acquiring and consolidating knowledge. Students’ time was filled with the review of school material, literary exercises, debates or production of theatre performances. The offer depended on the degree of exclusivity of a given establishment. In the Second Republic of Poland, there functioned three Jesuit schools for laymen: in Khyriv (Pol. Chyrów), Vilnius and Gdynia. Only the first two ran boarding schools. Both boarding schools offered very good living conditions, and the life of the alumni passed according to a similar, clearly defined day rhythm. The institutions in busy urban Vilnius and peripheral Khyriv were very much different. The educational process used for the boarding students from Vilnius lacked special rigours, which was different from the methods generally accepted at that time. The behaviours of boarding students from Khyriv, in turn, were regulated in the minutest detail by Statutes and regulations and the system of punishments was very elaborate. The schools tried to restore order by the method of overcoming the resistance of the more independently feeling and thinking pupils.

The article covers the period between 1918 and 1939. The first part explains the normative acts which were the basis for nature conservation and cooperation between the Ministry of Religious Denominations and Public Enlightenment, the Polish Natural Science Museum in Warsaw, and the State Council for Nature Conservation. The second part presents the editorial activities of the State Council for Nature Conservation (the chairman of which was the Minister of Religious Denominations and Public Enlightenment) concerning nature conservation. The authors of the publication are Seweryn Dziubałtowski, Karol Domin, Andrzej Czudek, rev. Henryk Weryński, and Jan Sokołowski. The publication also includes the Act of March 10, 1934, on nature conservation, the provisions of this act being popular in Poland at that time due to the fact that the majority of the population were mainly peasants. 60% of Polish inhabitants lived in rural areas and worked on the land.

The aim of the article is to explain problems related to environmental education of children in the Second Republic of Poland, based on selected examples of the work of Maria Arct-Golczewska, Zofia Bohuszewiczówna and Wanda Haberkantówna. The work of these authors, i.e. stories for children and textbooks for environmental education to be used at general schools and secondary schools, was recommended by the Minister of Denominations and Public Enlightenment. These stories and textbooks were intended as teaching aids in the environmental education process, a process that was an implication of all educational activities. The authors named above also translated, into Polish, and popularized the work of foreign authors, especially the following: A. E. Brehm, A. B. Buckley, H. Coupin, H. Fabre, E. Hassenpflug, P. Ledoux, G. G. Lewis and E. Thompson. It must be emphasised that the work of these foreign authors were also used as teaching aids during the Second Republic of Poland.

The Białystok Voievodship was established in 1919. It consisted of the territories, which were earlier under Russian Empire rule, but belonged to two different administrative structures. Until 1928, the judiciary system has been regulated by laws coming from the time of the partitions or by temporary Polish regulation. In 1928 the judiciary system in Poland was unified. The most important problem in the judiciary system was the very frequent changes of the seats of the courts. Financial shortages were forcing the State to liquidate small courts. The result was very poor – people had troubles with access to the courts. Small courts were liquidated by the order of the Minister of Justice, not by the act of parliament. It was strongly criticized in the doctrine at that time.

In the Second Republic of Poland, the education for the protection of nature was a part of an implicit didactic and educational process realized in primary and secondary schools – first of all as part of the education in natural science and geography (tourism). The kind of educational climate was created, connected with the establishment of protective care and sensibility for the natural environment, especially the indigenous nature. The article presents the analysis and interpretation of the printed sources, among others the publications by Maximilian Heilpern, Konrad Chmielewski, Hipolita Selmowiczówna-Gnoińska and Maria Lipska-Librachowa as well as Bronisław Gustawicz, Mieczysław Brzeziński, which were used in the didactic and educational practice in the period of the Second Republic of Poland in the process of shaping ecological attitudes. Many of them originated still in the years of Poland’s enslavement. They form valuable historical sources for studying, explaining and understanding the ecological education in the interwar period (1918–1939) – as an antecedence of the newest development trends in the educational theory and practice on ecology

This article is an attempt to reconstruct the most important research topics regarding public discourse in Poland from 1918 to the present. It shows the domination of discourse about domestic problems (the ‘internal’ discourse) over the discourse about European, foreign, or world problems (the ‘external’ discourse). On the basis of an analysis of the most important research, beginning at the end of the 1960s, the author discusses the specificities of the public discourse in Poland in each of three historical periods (the Second Republic, the People’s Republic of Poland, and the Third Republic). Research into the language of politics or social communication (the description ’discourse’ appears only after 1989) has been undertaken primarily by literary critics, philologists, and sociologists, but also by historians, political scientists, media experts, and persons engaged in culture studies. The most popular forms of empirical analyses of the public discourse in Poland are analyses of content, rhetoric, or semiotics. In recent years, works have increasingly often appeared referring to narrative, conversational, framework, or cognitive linguistic analyses.

After the May Coup Piłsudzki began the transformation of the political system in the direction of authoritarian solutions. Due to the lack of ideology, and also the need of public participation in political life, it was necessary to create mechanisms for the integration of the political system. The best tools for this purpose were periodic rituals – skillfully made by the ruling camp. They connect citizens between themselves and with government representatives . Analyzing the problems discussed in the pages of newspapers connected with sanacia, we can see the life cycles defining events in the Second Republic. These included name day of Jozef Pilsudski (19 March), Independence Day (November 11) and parliamentary elections. At that moments compeers of Piłsudski mobilized the whole society to work together, celebrate together, and seemingly involve in the public life of the country. Outside of these moments the system was free from political mobilization. The journalists analyzed the situation of Polish, mentioned merit and urged to be active. Although the headlines showed very solemn, glamour celebration of name day of Pilsudski and Independence Day, they were a unique event. Besides poems, memories, articles glorify Marshall and distinguished soldiers in the fight for independence, there was no opportunity for the active participation of citizens in the celebrations. Except these individuals who laid flowers and take part in the official ceremony in Warsaw, the people accompanied apathy and lack of commitment. The most exciting period of political life however were elections. In this period appeared many articles analyzing and criticizing politics and party’s activity in Poland. Otherwise the elections time political life was relatively calm, sometimes disturbed by occasional ventures.

W okresie międzywojennym „Ateneum Kapłańskie” opowiadało się za głoszoną przez Kościół koncepcją szkoły wyznaniowej. Laicyzacyjne tendencje wśród znacznej części polskiego nauczycielstwa, zrzeszonego głównie we wpływowym Związku Nauczycielstwa Polskiego, uzasadniały z kolei szczególną czujność, by decyzje władz państwowych w sprawach oświaty odpowiadały założeniom kościelnym. Ta deklarowana na łamach czasopisma „walka o katolickie oblicze polskiej szkoły” ujawniała się w krytyce niektórych posunięć sanacyjnego rządu, próbującego przeforsować własne idee pedagogiczne - na czele z koncepcją tzw. wychowania państwowego.
: In the interwar period, edited by the Seminary in Włocławek “Ateneum Kapłańskie” played a serious role in debate on secularization of polish educational system. According to the Church teaching, the periodical advocated a denominational type of school, that was characterized by obligatory teaching of catechesis, confessional identity between students and teachers, using devotional means in upbringing process or compatibility of school curriculum with the teaching of the Church. Secular trends among significant part of polish educators, mainly associated in the leftist and influential Związek Nauczycielstwa Polskiego [Union of Polish Teachers], made “Atenenum…” rather vigilant towards the authorities. Declared by the periodical “struggle for a Catholic character of polish school” manifested itself in moderate criticizing of some decisions of the “Sanacja” government trying to press its own educational ideas (so-called “state education”, for instance) , that seemed to be not coherent with Catholic assumptions.

After 1918 the Church among other current topics also addressed the issue of the so called modern dances which arrived mainly from the United States of North America. The Primate of Poland, Cardinal Edmund Dalbor, archbishop of Gniezno and Poznań saw in them the danger of moral corruption. He expressed his great concern in pastoral letters, circulars and exchange of correspondence. Cardinal Dalbor was not against dances as such, but could not approve of those which broke the abiding customs and rules for  fasting.

The Promethean movement in the policy of II Republic of Poland consisted in offering support to the independence movements and strivings of the peoples making up the then Soviet Union. With active participation of the Ministry of Foreign Affairs (henceforth referred to as: MFA), II Branch of the General (Main) Command – intelligence services and a number of research institutes, close contacts had been maintained with the émigré governments and politicians representing various nations of the Soviet Union. In recent years, the pressure of current policy has led to a renewed interest in issues relating to Prometheism, which brought about a crop of a number of valuable papers devoted to the interwar period. A lot has already been written about the Promethean movement following the end of the Second World War. Yet relatively little has been written about the war-time history of the movement. The documents presented below are associated with the war period, following the Soviet invasion of Finland. Among the circles of the French and British staff officers there even appeared a conception of bombing the oil fields in the Caucasus – naturally taking advantage of the Turkish airspace and the French military bases on the territory of Syria. It was thought that the subjugated nations in the Caucasus would then rise up against their oppressor. It was in such an atmosphere that a meeting between the representatives of the Caucasian nations and W. Bąkiewicz, which constitutes the subject-matter of analysis contained in the first of the published documents, took place in Istanbul. The second document is a translation of the treaty of the Caucasian Confederacy whereas the third document dates back to the autumn of 1940 and constitutes a commentary to the memorial concerning Promethean issues submitted by a reporter and Promeathean activist W. Pelc; the commentary had been written by Prof. Olgierd Górka, an expert of the Polish government in exile specializing in ethic issues. The above documents are associated with a rather peculiar and paradoxical situation which arose after the fall of the Polish state when for a brief period a time, thanks to propitious political circumstances, Prometheism had a chance to succeed. The conception was to have been realized in cooperation with the allies – France and Great Britain; the pact between Poland and the Allies was to have been directed against the totalitarian Soviet system and indirectly against the Nazi system. However a change of the international situation had quickly made the realization of these plans impossible.
