    The article discusses causes of steering gear overload at high sea states when a ship is kept on course in aut opilot mode. The presented research results refer to simulations of a ship-autopilot system on a preset course in the presence of varying intensity disturbances (various sea states), with updated alterations of rudder angular velocity (the velocity changes are executed discretely) determined by the function block for conventional sea state determination.

    Opis:
    Two coupled time-dependent two dimensional nonlinear Schrödinger equations have been derived using multiscale expansion for two nonlinearly interacting capillary-gravity waves over an infinite depth of water. These equations are then utilised to discuss the modulational (Benjamin-Feir) instability of two Stokes wavetrains due to unidirectional and bidirectional perturbations. It is found from the graphs and the three-dimensional contour plots that the rate of growth of instability for two wave packets interacting obliquely is higher than the instance of modulation of one wave packet. We have likewise examined the influence of capillarity on modulational instability.

    Wzrost napięcia w rejonie Morza Południowochińskiego, w połączeniu z rozbudową floty wojennej ChRL oraz korzystną koniunkturą gospodarczą krajów regionu spowodowały, że tamtejsze marynarki wojenne wdrożyły programy pozyskania, modernizacji lub zwiększenia liczebności floty podwodnej. Praktycznie wszystkie kraje (wyjąwszy Brunei i Kambodżę) podjęły działania mające urzeczywistnić ich zamierzenia w tym zakresie. Bezdyskusyjnym liderem jest ChRL, jednakże Filipiny, Indonezja, Malezja, Wietnam, Singapur oraz Tajwan także zwiększają (lub planują zwiększyć) swoje możliwości prowadzenia wojny podwodnej. W przypadku Chin dochodzi do tego także budowa floty oceanicznej, kwestia rywalizacji z USA, problem odstraszania nuklearnego, jak też dysputy terytorialne z Japonią. Pozostałe kraje liczą na korzyści obronne i polityczne, jakie może przynieść posiadanie nowoczesnej floty podwodnej, czyli wzmocnienie potencjału odstraszania jak też zyskania narzędzia do prowadzenia wojny asymetrycznej (w przypadku starcia z dużo potężniejszym przeciwnikiem) lub konfliktu zbrojnego z przeciwnikiem o zbliżonym potencjale.
    Growing tensions in the South China Sea region, combined with the development of the Peoples Liberation Army Navy and economic growth is South East Asia, enabled the SEA states to create, modernize or develop the submarine force. In the South China Sea region, almost all states (with the exception of Brunei and Cambodia) decided to build up their submarine capabilities. The Peoples Republic of China is an unquestionable leader in this field, however countries like Philippines, Indonesia, Malaysia, Vietnam, Singapore and Taiwan are also trying to improve their submarine force. In the case of the PRC, there is not only question of the submarine warfare capabilities, but also submarine forces are an important part of China’s nuclear deterrence. The other mentioned states are trying to gain some military and political advantages connected with possessing the modern submarine forces.

    The author, starting with the presentation of the acts of the international law of the sea that are most relevant to the presented subject, describes the evolution of the definition of a landlocked state, and the genesis and development of the freedom of the high seas. The author, by means of the dogmatic and historical analysis of the normative acts, seeks an answer to the question: Can the occurrence of actual inequality lead to inequality or to apparent equality, manifested in normative acts? When examining the above issue in relation to the states’ experience, a thesis has been advanced about the seemingly editorial nature of the freedom of the high seas in the context of its exercise by landlocked states. This may suggest apparent inequality of states observable in the international law. The author argues that, despite some unfavourable codification changes, the landlocked states gain a number of rights that significantly reduce the discriminatory nature of the remaining provisions, and international experience shows that the position of the landlocked states in international relations is strong.

    American and Chinese interests seem to be at one time in agreement and at another at loggerheads over issues that involve armed services, diplomacy, economics, human rights, intelligence, trade and culture. Part of what may appear to be a growing déracinement, or mutual disenchantment, arising from diverse viewpoints over infrastructure development globally but especially in sensitive developing areas such as the stand-off in the South China Sea and elsewhere along the Pacific coastline of Southeast Asia, and the Western Pacific Rim. China seems to be reconstructing its ancient feudal empire, actual or imaginary, in the territory to its South, the ASEAN bloc. This article will address some issues of compatibility and conflict that unite China but that sometimes divide it from the United States and the West, then assesses what alternative strategies should be adopted or abandoned in the interests of global and regional harmony coupled with security. It urges greater cooperation and collaboration, a development of a code of conduct for state behavior in the Indo-Asia-Pacific region, together with a concerted East–West effort to maintain a stable economy for China and a sustainable trade relationship between China, Europe, and North America.

    The article deals with the analysis of the researches of some stages in the history of the formation of the tax system of modern Ukraine: the antique period of the Greek policies on the Northern Black Sea coast (VII-I centuries BC), the period of the early Middle Ages – the times of kingdoms in Central and Eastern Europe (III-IV centuries), proto-states of the White Croats (VI-IX centuries) and the times of the Khazar Khaganate (VII-X centuries). As a result of the analysis, it has been determined that the researchers of the history of tax law of Ukraine in the majority avoid the study of tax law institutions that were present in the fiscal relations of these periods. This causes gaps in the historical and legal science regarding the study of this issue, makes it impossible to assess the effectiveness of ancient tax systems, as well as to form a complete reliable picture of the genesis of tax law in modern Ukraine. The purpose of this article is to identify unexplored issues related to the history of the formation and development of the tax system in Ukraine, to identify perspective areas of scientific research in this part of historical and legal science.

    The main aim of the article is to analyze the security environment of Lithuania, Latvia and Estonia. The author presents the security dilemmas of the Baltic States before their accession to NATO in 2004 (based on the example of the Republic of Estonia). Subsequently, the author shows the changes that have occurred in the security systems of the Baltic states since the beginning of the hybrid war in Ukraine in 2014. The author also draws attention to key security problems and points to Polish experiences that could be successfully adopted by Lithuania, Latvia and Estonia.

    Opis:
    The immunity of a state aircraft is an interesting research area, but rarely addressed in international law or discussed in the doctrine of international law. Little interest in this regard is surprising if we compare it with the relatively broadly discussed issue of immunity of state vessels. The result of the research process presented in the article is the thesis that an aircraft owned or operated by a State for non-commercial purposes is entitled to immunity under certain multilateral conventions. Interestingly, crucial in this respect are treatises related to the law of the sea, rather than air law. It is also justifiable to claim that the discussed immunity arises from general international law.
    Immunitet państwowego statku powietrznego stanowi interesujące zagadnienie badawcze, które jak dotąd nie zostało w sposób wyraźny uregulowane w prawie międzynarodowym i stosunkowo rzadko jest omawiane w doktrynie prawa międzynarodowego. Niewielkie zainteresowanie immunitetem państwowego statku powietrznego budzi pewne zaskoczenie, jeżeli porównamy je ze stosunkowo dużym znaczeniem, jakie przypisuje się immunitetowi państwowych statków morskich.
