    The article presents the history and achievements of the Polish-Scandinavian Institute in Copenhaguen. Its history is connected with the history of the Polish emigration during WWII and afterwards. As early as 1939 the historian Oskar Halecki set up the Polish University in Exile. In 1952 this university received full academic rights. In connection with the significant number of postwar Polish emigrants in Scandinavian countries, particularly after 1956 and 1968, there appeared an idea to establish a scientific institute there. Eventually, the decision to set up such an institute in Copenhaguen was made. In 1971 the Scientific-Research Laboratory was set up, which two years later was connected with the Polish University in Exile. The day of 3 October 1985 is the official date of the establishment of the Polish-Scandinavian Institute. At present, it consists of fifteen ordinary members and ten correspondence members. It deals with the research on the historical and cultural connections between Poland and Scandinavia. The Institute gives awards and medals for the research conducted in this field; it organizes conferences and prepares publications.

    Aż do epoki nowożytnej nauka i technika stanowiły odrębne rzeczywistości. Nauka koncentrowała się na problemach teoretycznych, technika na rozwiązywaniu zadań praktycznych. Nowożytność zmieniła ten model: wraz z powstaniem cywilizacji naukowo-technicznej nauka została ściśle sprzęgnięta z techniką, z praktyką życia społeczno-ekonomicznego, a jej zadaniem jest umożliwienie człowiekowi opanowania i podporządkowania otaczającej go rzeczywistości, a także nieograniczonego przekształcania jej zgodnie z potrzebami. W społeczeństwie opartym na wiedzy wykształciła się także tzw. trzecia misja uczelni wyższych, obok tradycyjnej misji nauczania i prowadzenia badań naukowych. Społeczność akademicka stała się odpowiedzialna za dostarczanie społeczeństwu wiedzy naukowej cechującej się użytecznością i przydatnością w rozwiązywaniu problemów społecznych i osiąganiu celów takich jak bezpieczeństwo narodowe czy rozwój gospodarczy. Transfer wiedzy naukowej do otoczenia zewnętrznego – partnerów z sektora publicznego, prywatnego i pozarządowego – staje się coraz ważniejszym zadaniem uniwersytetu przedsiębiorczego. Celem artykułu jest próba diagnozy uwarunkowań politycznych transferu wiedzy naukowej na przykładzie polskiego systemu nauki i szkolnictwa wyższego ze szczególnym uwzględnieniem zmian wprowadzonych w ramach reformy nauki w 2010 roku.  
    In the knowledge society traditional division between science (focused on theoretical problems) and technology (focused on practical problems) has come to an end. Today, science is expected to display not only theoretical and methodological correctness but also a high degree of practical utility. Modern universities are, therefore, obliged to perform the so called third mission, in addition to their traditional didactic responsibility and scientific research. Entrepreneurial university is responsible for delivering scientific knowledge, which can be easily and efficiently used in order to solve practical problems of the society. The aim of the article is to present an in-depth analysis of political determinants of the transfer of scientific knowledge in Poland, including changes introduced by the 2010 science policy reform.

    The knowledge-based economy analysis economic organization and development when the creation, distribution and use of knowledge become decisive factors. To become a successful knowledge economies, countries must act simultaneously on their education base, their innovation systems and their information and communication technology infrastructure. This paper focuses on international scientific networks as an example of tool created in order to stimulate the use of new knowledge. The main objective of the paper is to identify the knowledge creation and transfer processes in ISC. The methodology utilized in this study is qualitative and exploratory.     Opis:
    The establishment of the Research Network Lukasiewicz (RNL) is aimed at strengthening the research potential and knowledge transfer from research institutes to enterprises. The article presents the results of the research potential analysis of 38 research institutes that are to form the RNL, based on data on scientific publications in 2013–2016. The number of publications of RNL institutes was similar to the number of publications of TNO and VTT institutes but smaller than that of Fraunhofer institutes. The publications of RNL institutes had lower values of indicators of international collaboration and collaboration with business as well as lower values of citation indices. Co-authors of RNL publications were mainly affiliated with national scientific units, whereas co-authorship with Fraunhofer, TNO and VTT institutes was marginal. The article also outlines the limitations and challenges of the adopted research method and future research orientations in this area.

With the advancement and financial support of the project, the Chinese-Russian bilateral balance of economic relations will be shifting in favor of China. Russia will act as a “subordinate partner”; its global economic and financial interests in the global economy and in the post-Soviet space will be represented less than those of China.

    Opis:
    Purpose: The aim of the article is to discuss tax issues related to the settlement of subsidies for the implementation of projects in the area of "Security and Defense". The grant beneficiaries face numerous problems with the interpretation of the provisions of the VAT Act, which may result in serious financial consequences in the event of incorrect application of the VAT Act. This publication analyses and indicates solutions to these problems, which are most often raised by consortia, both in applications for tax interpretations and in complaints to administrative courts of both instances. Introduction: Among the important forms of activity for the security and defence of the state, a special role is played by scientific and research and development projects, which not only increase the potential of scientific and industrial entities, but also create Polish know-how in the field of critical technologies in the area of "Security and defence". The implementation of projects financed from the state budget places on the beneficiaries the obligation of a "regime" method of settling public funds, both by applying the provisions on public procurement, constructing civil contracts, taking into account the fact that funds from subsidies are available, as well as performing special diligence in tax settlements with the tax authorities. Methodology: The theoretical research methods were used in the work, including the analysis of literature, judgments of common courts and the Provincial and Supreme Administrative Court, as well as tax interpretations issued by the Director of the National Revenue Administration. The publication also provides an interpretation of national regulations as well as directives and case law of the Court of Justice of the European Union. Conclusions: Tax law is the branch of law that arouses the greatest emotions and controversy. It affects all of us, and in the event of incorrect application of the rules – it has serious financial consequences. Members of consortia implementing projects financed by the The National Centre for Research and Development (NCBR) also remain taxpayers, to whom the author of the article proposed the interpretation of the provisions of the VAT Act and discussed national and EU jurisprudence in order to facilitate the correct implementation of tax obligations by the consortia.
    Cel: Celem artykułu jest omówienie kwestii podatkowych związanych z rozliczeniem dotacji na realizację projektów w obszarze ,,Bezpieczeństwo i Obronność”. Beneficjenci dotacji napotykają bowiem na liczne problemy z interpretacją przepisów ustawy o podatku od towarów i usług, co może skutkować poważnymi konsekwencjami finansowymi w przypadku niewłaściwego zastosowania ustawy VAT. Niniejsza publikacja analizuje i wskazuje rozwiązania tych problemów, które są najczęściej podnoszone przez konsorcja zarówno we wnioskach o wydanie interpretacji podatkowych, jak i w skargach do sądów administracyjnych obu instancji. Wprowadzenie: Wśród istotnych form działalności na rzecz bezpieczeństwa i obronności państwa szczególną rolę odgrywają projekty naukowe i badawczo-rozwojowe, które nie tylko zwiększają potencjał podmiotów naukowych i przemysłowych, ale tworzą również polskie know-how w zakresie krytycznych technologii w obszarze ,,Bezpieczeństwo i obronność”. Realizacja projektów finansowanych ze środków budżetu państwa nakłada na beneficjentów obowiązek ściśle określonego sposobu rozliczania środków publicznych, zarówno przez stosowanie przepisów dotyczących zamówień publicznych, konstruowania zawieranych umów cywilnych z uwzględnieniem faktu dysponowania środkami z dotacji, jak też dopełnienia szczególnej staranności w rozliczeniach podatkowych z aparatem skarbowym. Metodologia: W pracy wykorzystano teoretyczne metody badawcze, w tym analizę literatury, wyroków sądów powszechnych oraz sądów wojewódzkich i Naczelnego Sądu Administracyjnego, jak również interpretacje podatkowe wydane przez Dyrektora Krajowej Administracji Skarbowej. W publikacji dokonano również wykładni przepisów krajowych oraz dyrektyw i orzecznictwa Trybunału Sprawiedliwości Unii Europejskiej. Wnioski: Prawo podatkowe to gałąź prawa, która wzbudza największe emocje i kontrowersje. Dotyka bowiem nas wszystkich, zaś w przypadku nieprawidłowego zastosowania przepisów – wywołuje poważne skutki finansowe. Członkowie konsorcjów realizujących projekty finansowane ze środków Narodowego Centrum Badań i Rozwoju (NCBR) pozostają również podatnikami, którym autorka artykułu zaproponowała wykładnie przepisów ustawy VAT oraz omówiła orzecznictwo krajowe i unijne, aby ułatwić konsorcjom prawidłową realizację obowiązków podatkowych.
