    Thoughts, feelings and dreams, most of all created from a tangible entity, man, capable to develop and produce intangible items - ideas and reasoning- due to something possessed and that differentiated it from other enties - consciousness. Academicus challenged the concept of the “privilege of some”3, gained by the conformity with cliches and any validation system, converted into status and access, that created a rigid stratifcation very hard to surpass from “new entries”, people and nations, not labeled as source of excellence. By welcoming researchers, authors and works with distinctive novelty and scientifc pursue, the journal tried to bring also glimpses of something rare in the today's research methodology, abductive reasoning, even if it is of a probable scientifc influence, but very important, as it is the product of a conscious mind enhanced by experience.

    The article is devoted to the actual scientific and practical problem of improving methodological and methodical approaches to the evaluation of design solutions in the water management and land reclamation industry based on the ecological and economic principles in conditions of uncertainty. The current stage of the development of the water management sector in Ukraine is characterized by a combination of past negligence and the present energy, food and water crises, as well as global climate change. To solve these problems, it is necessary to reform organizational-economic relations in the industry, including new sources and forms of financing for water management and land reclamation projects, introduction of new environmentally advanced technologies, and the improvement of the existing ecological and economic evaluation of investments. Based on scientific and methodological recommendations used for evaluating the effectiveness of investment in various spheres of economic activity, the authors developed and implemented an improved methodology for the evaluation of water management and land reclamation projects. It is based on methodological approaches that cover such elements as the variety of options, changes in the value of money over time, specific project implementation environment, including the impact of weather, climate and environmental factors on project performance, multilevel and gradual evaluation of a project against specific criteria and according to stages of the project cycle. The method was tested during the reconstruction of a rice irrigation system in the steppe zone of about 3000 ha in Ukraine. Economic results, namely the deterministic payback period and investment return index confirm that the proposed mechanism, unlike the traditional one, increases the economic and environmental feasibility of water management and land reclamation projects. Therefore, it stimulates investment in the land reclamation sector.

    The author carries out a summary of the Politics and Society, a scientific journal which has existed for ten years. The person of Prof. Henryk Cimek is called because his organizational contribution to the political science at the Univeristy of Rzeszów should be appreciated. Prof. Cimek was the founder of both Department of Politology and the Politics and Society. The main part of the text discusses the features of the journal and its scientific contribution. A notable asset is articles based on original research undertaken by both young and experienced scholars. Publishing various kinds of scientific texts also deserves attention. Because the state of political science in Poland is the author’s primary concern, he supports the editors’ effort to bring closer its distinguished co-founders and even to archive the development of the discipline. The text contains important suggestions for younger academics who publish in the Politics and Society. At the end the author appeals for critical considerations to improve the quality of the journal in another ten-year period.

    Opis:
    The conventional technologies of the coal seams mining have several shortages. The ones are in technical and economical and ecology and energy effectiveness of coal utilization aspects. Many of these shortages may be removed with unconventional technologies use. One of them is technology of coal seam transformation to a gas fuel. Main object of the technology use is coal thermal effectiveness increase for energy industry. The increase may be achieved to several times. Main principle the technology consists in thermal and electrical energy recovery in situ or in the coal suite from the gas fuel. Advantages of this technology use consist in social and environment saving effects. The report has established the fact being of the principles which have basis for the unconventional technology development. The report shows technical methods and processes for the technology promotion in commercial scale. The report views possibility to produce hydrogen during the technology realization.
    Metody konwencjonalne produkcji węgla kamiennego mają pewne ograniczenia, np. techniczne, ekonomiczne, ekologiczne oraz związane z efektywnością wykorzystania węgla. Wiele z nich można rozwiązać stosując metody niekonwencjonalne. Jedną z nich jest przetworzenie złoża węgla w paliwo gazowe. Podstawowym celem tej metody jest wykorzystanie wzrostu współczynnika wydajności cieplnej w przemyśle energetycznym. Może to być nawet kilkakrotny wzrost. Metoda ta głównie polega na pozyskiwaniu energii cieplnej i elektrycznej in situ, bądź z paliwa gazowego z pokładów węgla. Zalety tego rozwiązania mają charakter społeczny i ekologiczny. Z raportu wynikają zasady, jakimi powinna się rządzić metoda niekonwencjonalna. Pokazano również metody i procesy technologiczne w zastosowaniu na skalę przemysłową. Przeanalizowano możliwość produkcji wodoru w czasie prowadzenia procesu technologicznego.

    The system of scientific knowledge consists of active elements that are implicit definitions of concepts (Poincaré's principles, Lakatos' hard core), and passive elements (empirical laws, protective belt), formulated in the efforts to apply conceptual system to the world. The cognitive status of a statement can be reversed: definitions can be used as factual propositions and what was once factual can became definition. This reversibility rationally explains the mechanism of scientific revolutions as it is illustrated for the revolution that began with Buridan and resulted in Newton's mechanics. Statements of impetus theory, that once belonged to protective belt of Aristotelian physics, were transformed into the hard core of Newtonian physics.

    The subject of this article is the machine translation (MT) of the German terms Lehrbefugnis (“authorisation to teach”) and Lehrbefähigung (“teaching qualification”) into Polish. After highlighting the role of these terms in international academic careers, their semantics are described and basic information about the principles of MT are outlined. The structural equivalents of German terms in Polish and typical mistakes made by translators are also discussed. The analysis concludes that translators are not yet able to translate such specific terms correctly, therefore further work (also of a linguistic nature) is necessary to improve the quality of translations, e.g. by supplementing lexical resources.

    Podstawowym, intelektualnym celem badań akademickich jest obecnie udoskonalanie wiedzy. Znaczna część struktury, jak i cały charakter badania akademickiego na uniwersytetach na całym świecie są kształtowane przez przyjęcie niniejszego jako podstawowego celu intelektualnego. Jednak z punktu widzenia wkładu do życia człowieka tego typu badanie akademickie jest niebezpiecznie irracjonalne. Naruszone zostają trzy z czterech najbardziej podstawowych zasad racjonalnego rozwiązywania problemów. Potrzebna jest rewolucja celów i metod badania akademickiego, aby celem podstawowym było wspieranie mądrości jako zdolności do realizacji tego, co stanowi wartość dla siebie i innych, w tym wiedzy i technologicznego know-how, ale i wiele poza tym. Ta pilnie potrzebna rewolucja miałaby wpływ na każdy dział i aspekt przedsięwzięcia akademickiego.
    At present the basie intellectual aim of academic inquiry is to improve knowledge. Much of the structure, the whole character, of academic inquiry, in universities all over the world, is shaped by the adoption of this as the basie intellectual aim. But, judged from the standpoint of making a contribution to human welfare, academic inquiry of this type is damagingly irrational. Three of four of the most elementary rules of rational problem solving are violated. A revolution in the aims and methods of academic inquiry is needed so that the basie aim becomes to promote wisdom, conceived of as the capacity to realize what is of value, for oneself and others, thus including knowledge and technological know-how, but much else besides. This urgently needed revolution would affect every branch and aspect of the academic enterprise.

    There may be circumstances where academic degrees or the title of professor are obtained deceitfully, i.e. in breach of copyrights or moral principles in science. Dishonesty in scientific research constitutes gross misconduct because it is executed in order to appropriate ideas, findings, collocations and theses of others, without accurate citation of the source. It also entails infringement of intellectual property rights. Scientific misconduct in ethical and legal aspect is explicit. It disqualifies the offender as a scientist. The unlawful act of obtaining an academic degree (Ph.D.) or the title of professor in such a deceitful manner, irrespective of how much time has passed, shall not make the resumption condition fall under the statute of limitations. Thus, it enables the reopening of procedures to deprive the person who deceitfully obtained an academic degree or title of this degree or title.

    Opis:
    From the moment of invention to the present, photography is used in science, not only for documentary purposes, but also as an integral part of research methods. Photography has found its place in art, and the distinction between scientific and fine-art photography often remains a matter of agreement, resulting from the context in which it is presented. The purpose of the work is to show the specifity of scientific photography used in Earth sciences and to point out the rules which govern that kind of photography, as well as to emphasize that established principles of image composition are important in scientific photography. Technical aspects important in geological and geographical photography are presented, such as: selection of photographic equipment, exposure modes, recording of photos and camera modes. The use of different types of composition in photographic documentation in the above-mentioned scientific sub-disciplines are analysed. The choice of composition rules is subordinated to the nature of the documented objects, phenomena or processes. Scientific photography is governed by different rules when documenting geomorphological forms or atmospheric phenomena, processes occurring on the Earth’s surface, rock outcrops or small objects; other rules are useful in making photography for archiving, location, reportage, re-photography and landscape. A separate issue is the preparation of photos for publication, where they function as carriers of relevant information, supplementing the contents of a scientific text or scientific presentation. In the era of widespread photography many random images are created. It is particularly important to maintain discipline so that information noise resulting from an excessive number of shots does not get into scientific photography. It is important to use the advantages of digital photography in a reasonable way, subordinating scientific photography to its primary goal – complete and clear information about phenomena and processes occurring in the lithosphere, hydrosphere and atmosphere.
    Od momentu wynalezienia do chwili obecnej fotografia służy nauce, nie tylko do celów dokumentacyjnych, ale stanowi także element wielu metod badawczych. Fotografia znalazła swoje miejsce w sztuce, a rozróżnienie fotografii naukowej od artystycznej pozostaje niejednokrotnie kwestią umowną, wynikającą z kontekstu, w jakim jest prezentowana. Celem pracy jest wykazanie specyfiki fotografii naukowej wykorzystywanej w naukach o Ziemi, wskazanie zasad, jakim podlega oraz wykazanie, że również w tego typu fotografii istotne jest uwzględnianie ugruntowanych od dawna zasad kompozycji obrazu. Przedstawiono istotne w fotografii geologicznej i geograficznej aspekty techniczne, takie jak: dobór sprzętu fotograficznego, tryby naświetlania, zapis zdjęć i tryby pracy aparatu. Przeanalizowano zastosowanie kompozycji właściwej i formalnej w dokumentacji fotograficznej we wspomnianych subdyscyplinach naukowych. Wybór reguł kompozycji jest podporządkowany charakterowi dokumentowanych obiektów, zjawisk czy procesów. Specyficznymi zasadami rządzi się fotografia naukowa w przypadku dokumentowania form geomorfologicznych czy zjawisk atmosferycznych, procesów zachodzących na powierzchni Ziemi, fotografowania odsłonięć, małych obiektów; innymi fotografowanie do celów archiwizacyjnych, lokalizacyjnych, reportażowych, refotograficznych, a także krajobrazowych. Odrębnym zagadnieniem jest przygotowanie zdjęć do publikacji, gdzie stanowią one nośniki istotnych informacji, uzupełniających merytorycznie treść tekstu naukowego lub prezentacji naukowej. W dobie powszechności fotografii, kiedy powstaje wiele przypadkowych obrazów, szczególnie istotne jest zachowanie dyscypliny, tak aby w fotografię naukową nie przedostawał się szum informacyjny, wynikający z przesadnej mnogości ujęć, aby korzystać z walorów fotografii cyfrowej w sposób racjonalny, podporządkowując fotografię naukową nadrzędnemu celowi – pełnej i klarownej informacji o zjawiskach i procesach zachodzących w litosferze, hydrosferze i atmosferze.

The aim for this article is to point out the epistemological and methodological limitations of these procedures which head for making the theology scientific. These limitations result from commonly accepted in the philosophy of science principles, namely autonomy and homogeneity of the particular scientific disciplines. These disciplines in such cognitive acts as: inferring, explanation, interpreting, proving, defining and justification of clamed thesis require the situation in which both clauses of above mentioned endeavours belong to the same cognize plane. Otherwise we would have to deal with the attitude of the cognitive liberalism, which leads in its final consequences to the cognize chaos.
