Opis:
Depending on their profile and collections, museums perform scientific activity in every field of knowledge. Scientific activity is essential for high level of development of collections, publications, scenarios of permanent and temporary exhibitions as well as protection and safe sharing of collections. Unlike universities, institutes of the Polish Academy of Sciences or other typical scientific units, organizational structure of museum is not optimized in terms of performing scientific activity; in particular, no museum employees are assigned to conduct research. Conducted every four years by the Ministry of Science and Higher Education, complex evaluation and categorization of scientific units allows for obtaining unbiased data regarding activity of scientific units. Units being categorized can apply for financial support granted to fund their statutory scientific activity. This article aims at presenting experiences and opinions of the authors regarding obtaining scientific category by museums.
Muzea prowadzą działalność naukową w każdej z dziedzin wiedzy, zależnie od profilu muzeum i jego kolekcji. Jest ona warunkiem wysokiego poziomu opracowania zbiorów, publikacji, scenariuszy ekspozycji stałych i wystaw czasowych oraz prawidłowej ochrony zbiorów i ich bezpiecznego udostępniania. W odróżnieniu do uniwersytetów, instytutów Polskiej Akademii Nauk, czy innych typowych jednostek naukowych struktura organizacyjna muzeum nie jest zoptymalizowana pod kątem prowadzenia działalności naukowej, w szczególności nie określa ona, którzy pracownicy prowadzą badania. Prowadzona przez Ministerstwo Nauki i Szkolnictwa Wyższego, co cztery lata kompleksowa ocena i kategoryzacja jednostek naukowych pozwala na uzyskiwanie obiektywnych danych o działalności jednostek naukowych. Jednostki, które poddadzą się kategoryzacji mogą wystąpić o przyznanie środków budżetowych na naukę i finansować swoje działania statutowe w tym zakresie. Artykuł ma na celu przedstawienie doświadczeń i opinii autorów związanych z uzyskaniem kategorii naukowej przez instytucje muzealne.

This article discusses the scientific activity of the Rzeszów diocese in the years 1992−2017. It shows the formation of priests from seminary to solid formation and specialized studies, discusses the training of lay and religious catechists from the catechetical college, the supplementary master's studies to permanent formation and finally presents various forms of secular education in the Theological and Pastoral Institute in Rzeszow: doctoral seminars conducted by professors of the University of Warsaw, study of family theology taught by UPJP II in Cracow, BA and MA studies in family studies conducted by UR in Rzeszow, as well as Organist Study, Bible Study, University of the Third Age of the Diocese of Rzeszów. The scientific activities carried out by symposia, conferences and training, through publishing and media, are also important, especially through Radio Via.

Opis:
The main objective of the article is to present the results of the evaluation carried out among participants of a specialist training course for police operations commanders which was offered by the Police Academy in Szczytno in 2014–2019. The course in question uses a police operations simulator as a modern technology tool for responding to emergencies. Both the functionality of the simulator and a modern form of simulation training, which has replaced the previous theoretical work based on paper maps, have completely changed the methods employed for in-service training, thanks to which teaching outcomes can be achieved more effectively, and police offi cers’ skills can be developed and refi ned with practice. The use of the police operations simulator for training purposes improves police command and control systems and increases the level of in-service training received by commanding offi cers, which in turn results in an effective management of human and material resources while carrying out police operations targeted at the maintenance of public order and safety at major events, including sports events, public gatherings and ceremonies, and any different forms of disturbance to public order. Evaluated have been the following issues: assessment of the training course curriculum, the knowledge and practical skills acquired during the course, and the level of satisfaction of the respondents with their participation in the course. Of key importance has been to identify the extent to which the Police Academy’s training efforts and research projects in the area of internal security affect the development of the system of in-service training offered to police officers.

The ‘civil law’ fi eld, which is part of the curricula of university courses of law and administration, as well as of other courses of many higher education institutions (at both master’s and bachelor’s levels), has also found its place in the curriculum of the Police Academy in Szczytno. The basis of such a solution is the assumption that the knowledge of civil law issues, although it does not belong to the basic ‘tools of work’ of police offi cers and other law enforcers, appears to be useful in some of the positions in the service. Moreover, many civil law concepts occur in the structure of criminal law institutions, and show links with legal regulations relating directly to the tasks of the Police (other services) and the official status of officers. For this reason, they are an inspiring subject matter to be researched and published on, which is done, among others, in the periodicals of the Police Academy in Szczytno.

For realization of integration to the EU, the growth of innovation activity is an important key to economic development of the country. However, the absence of efficient incentives for innovation and state support of high–technology companies indicates that the appropriate conditions and the environment for innovative entrepreneurship in Ukraine were not created. The aim of the research is to highlight unsolved problems of innovative development, to identify the factors that slow down the activation of innovation activity of industrial enterprises, in particular in the field of machine–building, and to form the ways to overcome them. To achieve the goal, we applied general scientific and comparative analytical methods. It was found that financing innovation programs requires significant funds. Unfortunately, the government allocates only 1–2% of the total required funds, and as the consequence of it, the main source of financing of innovation activity is still the enterprises’ own money, the share of which in 2013 increased significantly and amounted to 72.9% of the total amount of expenditures. We found that the stimulation of innovative development would promote the adoption of positive experience from the industrially developed countries. It was stressed that among the key instruments for the promotion of applied scientific research and designs related to the implementation of advanced technology in the developed countries, a leading place is occupied by the availability of preferential taxation. By the research into theoretical positions and conducted statistical analysis of innovation activity of enterprises, we identified conditions required for the implementation of innovative products at the industrial enterprises of Ukraine: -     enhancing the participation of national and regional bodies in the coordination and control of the work of industrial enterprises with the increase in the volume of financing for innovation programs; -     increase of the share of new kinds of machines, equipment, devices in the implementation of innovative products by industrial enterprises; -     activation of the introduction of new forms of marketing strategy relative to the entering external markets with their own kinds of innovative products. The scientific novelty of the obtained results is based on the proposal for a new approach of using available resources of activation of innovation activity of industrial enterprises, in particular DP "VO" Pivdenny Machine–Building Plant named after O.M. Makarov"; on improvement in current legislation by taking into account positive foreign experience of tax stimulation of innovation activity. In the further studies of the problems of innovation development of industrial enterprises of Ukraine, the development of measures will be considered to improve control at the state and regional level to overcome the obstacles to intensify innovation activity.
Для реалізації інтеграції до ЄС зростання інноваційної діяльності – важлива запорука економічного розвитку країни. Проте відсутність дієвих стимулів інноваційної діяльності та державної підтримки високотехнологічних підприємств свідчить про те, що належних умов та середовища для інноваційного підприємництва в Україні так і не створено. Мета дослідження – висвітлення невирішених проблем інноваційного розвитку, визначення чинників, які гальмують активізацію інноваційної діяльності промислових підприємств, зокрема в галузі машинобудування, та формування шляхів їх подолання. Для досягнення мети застосовано загальнонаукові та порівняльно-аналітичні методи. З’ясовано, що фінансування інноваційних програм потребує значних коштів. На жаль, держава виділяє лише 1-2% від загального обсягу необхідних коштів, внаслідок чого основним джерелом фінансування інноваційної діяльності залишаються власні кошти підприємств, частка яких у 2013 р. значно зросла та становила 72,9 % від загального обсягу витрат. Виявлено, що стимулюванню інноваційного розвитку буде сприяти запозичення позитивного досвіду в промислово-розвинених країнах. Наголошено, що серед ключових інструментів заохочення прикладних наукових досліджень і розробок, пов’язаних із упровадженням передової технології, у розвинених країнах провідне місце займає наявність пільгового оподаткування. За результатами дослідження теоретичних положень та проведеного статистичного аналізу інноваційної діяльності підприємств визначено умови, необхідні для впровадження інноваційних продуктів на промислових підприємствах України: -      посилення участі державних і регіональних органів у координації та контролі робіт промислових підприємств з підвищенням обсягів фінансування інноваційних програм; -      збільшення промисловими підприємствами в структурі впровадження інноваційних видів продукції частки нових видів машин, устаткування, приладів, апаратів; -      активізація впровадження нових форм маркетингової стратегії відносно виходу на зовнішні ринки власних видів інноваційної продукції. Наукова новизна одержаних результатів ґрунтується на пропозиції щодо нового підходу використання наявних резервів активізації інноваційної діяльності промислових підприємств, зокрема ДП «ВО “Південний машинобудівний завод ім. О. М. Макарова”»; в удосконаленні чинного законодавства шляхом врахування позитивного зарубіжного досвіду податкового стимулювання інноваційної діяльності. У подальших дослідженнях проблеми інноваційного розвитку промислових підприємств України вивчення потребує розробка заходів із удосконалення керування на державному та регіональному рівні з подолання перешкод активізації інноваційної діяльності. The aviation safety issue has been one of the most urgent challenges since the first day of flight operations. Aircrafts, avionics, engines, and navigation, communication and surveillance aids have changed and developed, but the problem has never lost its relevance. The main purpose of ICAO is to ensure the safe and orderly development of all aspects of international civil aviation. ICAO develops Standards and Recommended Practices. They are set out in 19 Annexes to the Convention on International Civil Aviation. The new ICAO strategies are the basis for the further sustainable development of global civil aviation. The paper paid special attention to the civil aviation hazards monitoring and risks management in the context of global aviation development trends.The paper deals with challenges of international education and introduces practical experience of the National Aviation University according to the new technologies in transport and aviation education, and trends of international cooperation with the International University of Logistics and Transport in Wroclaw in this sphere.
