The aim of this study was to obtain information on pre-service teachers’ experiences and viewpoints on science journals and journal writing. The current study utilized a qualitative research method, namely phenomenography. The data were collected by conducting face to face semi-structured interviews. The analysis of the verbatim transcripts of pre-service teachers’ interviews was performed with the use of the phenomenographic method. The findings are presented as themes, subthemes and categories. The participants in the study commented on the content of science journals, usefulness of journal writing in science courses and using science journals in primary education based on their observations during the practical activities at schools.

This paper aims to profile Brazilian Information Science journals and compare their quality and impact indicators, be these traditional or altmetrics indicators. It is an exploratory and descriptive research, with quantitative analysis of 23 journals, analysed in accordance with their Qualis (2013-6) assessment, their h and g indices from Google Scholar Metrics and their altmetrics data from Facebook for the period 2011 to 2016. The Qualis assessment was obtained from the Sucupira Platform, the indices from Harzing’s Publish or Perish, and the altmetrics through the Facebook Application Programming Interface (API). The results show that the journals were created between 1972 and 2011, that they are edited by universities and that the most adopted frequency of publication is biannual (52%), followed by quarterly (39%). Regarding the national quality indicator Qualis, 73% of the journals fall within the higher stratum of B1 to A1. Regarding impact, 30.4% of the journals have an h-index greater than 10, and only 13% have a g-index greater than 20. Regarding their altmetrics, 34.7% have a Facebook altmetric value greater than 1,000 interactions. It can be concluded that the position of the journals vary if applied to the Qualis assessment system, the h and g indices and Facebook altmetrics. The journal that displays the greatest coincidence between the national index, and those of Google Scholar Metrics and the Facebook altmetrics was Encontros Bibli which is classed as Qualis A2, h-index 11 and g-index 17, and 2,261 interactions on Facebook.

Setna rocznica powstania RPEiS jest dobrą okazją do refleksji nad statusem akademickich czasopism nauk społecznych w Polsce. Artykuł zestawia treść i formę dwunastego rocznika RPEiS (z roku 1932) z dzisiejszymi kwartalnikami nauk społecznych. Główny wniosek jest taki, że przedwojenny kwartalnik kierowany był do całego środowiska szeroko rozumianej humanistycznej inteligencji, podczas gdy dzisiejsze czasopisma są nastawione wyłącznie na wąsko wyspecjalizowanych akademików. Czy jest szansa na utworzenie periodyku nauk społecznych, który by wzbudził zainteresowanie szerszych kręgów, tak naukowców jak praktyków?
The centenary anniversary of Ruch Prawniczy, Ekonomiczny i Socjologiczny is a good time for reflection on the status of social science journals in Poland. The article compares the form and content of the twelfth volume (1932) of RPEiS with today’s academic journals. The major conclusion is that the pre-WWII journal was targeted at the broadly defined milieu of the humanistic intelligentsia, while today’s journals are addressed exclusively to a narrow group of academic specialists. Is there a chance of establishing a social science periodical in Poland that would attract a broader readership, including both scientists and practitioners in the field of the social sciences?

The paper contains analysis of structure of ranked economic academic journals paying special attention to the place of their publishing. Therefore subpopulation of ranked academic journals in the field of economic sciences was extrapolated from list presented in the Announcement of the Ministry of Science and Higher Education of 18th December 2015. The analyses were conducted both at the stage of single institutions (creating adequate rankings), as well as groups of institutions (7 homogenous groups of subjects publishing economic academic journals were distinguished, additionally in the group containing the biggest number of public colleges – 5 subgroups were distinguished). Number of journals (generally, published in English and dominating Polish, average number of journals) assigned to a given institution (group) and average number of points for a journal. Basic methods of statistic description of population and structure analyses were applied in the paper.

The paper formulates several critical observations about the official (established by Polish legal statutes) rules of evaluation scientific publications. These rules are based on so-called parameterization, that is, ascription of points to papers and books published by scientists. The criticism is made from the point of view of the humanities and social sciences, although some assertions have a more general character. Although the author shares the opinion that evaluation of science is necessary, he points out several disadvantages of parameterization. One of them consists in the fact that the ascription of points to publications uses a relatively weak scale, that is, based on the ordering relation. This feature essentially limits the range of mathematical operations admissible to results of measuring in such a way. This situation results in conventional character of parameterization, contrary to expectations that it successfully display the real value of scientific achievements. The paper illustrates this problem by concrete examples as well as shows that parameterization makes possible pathological cases stemming from political and world-view preferences.

W pierwszej części artykuł omawia obowiązujące w Polsce zasady tworzenia urzędowego wykazu czasopism naukowych. Autor dochodzi do wniosku, że zasady te miały wiele wad. Wśród wniosków de lege ferenda, autor wymienia: 1) wykaz nie może działać retroaktywnie, powinien wywoływać wyłącznie skutki na przyszłość; 2) decyzje o wpisie do wykazu i nadaniu punktów powinny być uzasadniane a uzasadnienia te powinny być publicznie dostępne; 3) decyzje o wpisie do wykazu i nadaniu punktów powinny podlegać kontroli sądowej; 4) wykaz czasopism naukowych nie powinien być sporządzany przez ministerstwo, lecz przez niezależną agencję naukową; 5) wykaz powinien w całości być opracowywany zgodnie z ujednoliconą, transparentną metodologią, w której zasadniczym elementem oceny jest analiza cytowań. W drugiej części artykuł omawia bazy naukowe, które służą do tworzenia rankingów czasopism naukowych. Autor wskazuje, że w odniesieniu do europejskich czasopism prawniczych bazy Web of Science i Scopus mają zbyt ograniczoną zawartość, żeby poprawnie służyć do tego celu. Autor postuluje, żeby tworząc wykaz czasopism z nauk prawnych, w przypadku europejskich czasopism prawniczych uwzględniać dane o cytowaniach z bazy Google Scholar.
The first part of the article discusses the rules regulating the creation of the official list of scientific journals in Poland. The author concludes that these rules have many flaws. Among the de lege ferenda conclusions, the author mentions: (i) the list cannot be applied retroactively, it should only have effects for the future; (ii) decisions concerning inclusion on the list and awarding points should be justified, and these justifications should be publicly available; (iii) decisions concerning inclusion on the list of scientific journals and the awarding of points to scientific journals should be subject to judicial control; (iv) the list of scientific journals should not be prepared by the ministry, but by an independent scientific agency; (v) the list should be fully developed on the basis of a unified, transparent methodology, in which the essential element of the evaluation is the analysis of journal citations. The second part of the article discusses the scientific databases used to create rankings of scientific journals. The author points out that in relation to European legal journals, the Web of Science and Scopus databases include content that is too limited to be properly used for this purpose. The author suggests taking into account the citations from the Google Scholar database to evaluate European scientific legal journals.

Background: The process of appraising scientific institutions provides the possibility to review and rank their scientific publications, and makes it possible to assess the current publications in the aspect of the next appraisal. The article analyzes the scientific publications of scientific institutions classified as economic. Research purpose: The purpose of the research is to indicate the most popular journals, publishers, and scientific conferences in the economic disciplines, defining their significance in the next appraisal in 2021. It makes it possible to draw preliminary conclusions regarding the implementation of scientific policy in the field of economic sciences. Methods: The material was developed on the basis of data from scientific institutions that were assessed in the parametric appraisal in 2017. Using analytical methods, information on the literary output of researchers from the economic disciplines was extracted. Data on journals, publishers, and conferences were ranked. Various data records by the reporting agents were taken into account, which were unified for this work. Conclusions: The analysis shows that a large part of the most valuable literary output in the studied disciplines will lose its relevance in the next evaluation. There is a need to adapt to new appraisal principles in order to increase the importance of scientific achievements. It was pointed out that the publications under study in the field of economics are not fully representative.
 Przedmiot badań: Proces ewaluacji jednostek naukowych poza ich oceną umożliwia dokonanie przeglądu piśmiennictwa naukowego, stworzenie rankingów piśmiennictwa, jego ocenę, a także ocenę aktualnego dorobku w aspekcie kolejnej ewaluacji. W artykule zaprezentowano informacje o polskim dorobku piśmienniczym jednostek naukowych sklasyfikowanych jako ekonomiczne. Cel badawczy: Celem badania jest wskazanie najpopularniejszych w dziedzinie nauk ekonomicznych czasopism, wydawnictw i konferencji naukowych oraz określenie ich znaczenia w kolejnym procesie ewaluacji (2021). Pozwala to na wyciągnięcie wstępnych wniosków dotyczących realizacji polityki naukowej w zakresie nauk ekonomicznych. Metoda badawcza: Materiał opracowany został na podstawie danych z ankiet jednostek, które oceniane były w procesie parametryzacji w roku 2017. Stosując metody analityczne, wyodrębniono informacje o dorobku piśmienniczym pracowników jednostek naukowych z dziedziny nauk ekonomicznych. Dane o czasopismach, wydawnictwach i konferencjach zostały uszeregowane metodą rankingowania. Wzięto pod uwagę różnorodne zapisy danych przez sprawozdających, które to zapisy zostały ujednolicone na potrzeby artykułu. Wyniki: Z analizy wynika, że znaczna część najcenniejszego dorobku piśmienniczego w badanej dyscyplinie straci znaczenie w ewaluacji. Zwrócono uwagę na konieczność dostosowania się do nowych zasad ewaluacji w celu podniesienia znaczenia dorobku naukowego. Wskazano, że reprezentatywność analizowanych publikacji w dorobku naukowym badanych dyscyplin jest tylko częściowa.

W perspektywie rozwoju nauki znaczenie mają nie tylko fakty naukowe, ale także środowisko, w którym dokonuje się przyrost wiedzy. Jednym z przejawów społecznego kontekstu uprawiania nauki jest istnienie czasopism naukowych, które powstawały jako reprezentacja potencjału konkretnego środowiska naukowego. Aktualne zmiany, zmierzające do próby wypracowania obiektywnych kryteriów oceny pracy naukowej, dotykają także procesu tworzenia czasopism naukowych. Związane są z tym szanse w postaci m.in. większego otwarcia na współpracę z innymi ośrodkami czy większej obiektywności oceny pracy naukowej. Towarzyszą temu jednak także zagrożenia, takie jak utrata lokalnej specyfiki danego czasopisma oraz depersonalizacja procesu wydawniczego.
In the perspective of the development of science, not only scientific facts are important, but also the environment in which the increase in knowledge takes place. One of the manifestations of the social context of practicing science is the existence of scientific journals, which have been created as a representation of the potential of a specific scientific community. Current changes aimed at trying to develop objective criteria for assessing scientific work also affect the process of creating scientific journals. There are some opportunities associated with this, including: greater openness to cooperation with other centers, or greater objectivity in the assessment of scientific work. However, this is also accompanied by threats, such as the loss of the local specificity of a given magazine and the depersonalization of the publishing process.

The article looks at the problem of inadequacy of evaluation procedures used to assess the level of research applied by government institutions (in particular Science Evaluation Committee) to research units (institutes of Polish Academy of Sciences) and university units in relation to the actual research practice of humanities and social sciences. The author concentrates on the negative consequences for these sciences resulting from the application of the promoted model –stemming from the research practice characterising science, biological science and engineering – which consists in presenting research achievements by researchers. One of such evaluation practices distorting the real understanding of research achievements in the field of humanities and social sciences is marginalising the significance of monographs. The author takes a critical view of the new law on science and higher education introduced in 2018. New solutions which the law brought have become a source of problems concerning the accuracy of the assessment of research achievements in these disciplines. The author is particularly critical of the list of publishers imposed by the Ministry of Science and Higher Education. In his opinion this list should be abandoned. He also sees flaws in the compiled list of scientific journals. Still, despite critical remarks expressed by the academic community, the ministry has not relinquished the practice of automatic conversion of scientific achievements into points. In the author’s view, an appropriate solution would be peer review – especially for humanities and social sciences (particularly for the evaluation of the scientific merit of monographs). The article contributes to the discussion on the future shape of evaluation procedure of the quality of research activity which is being prepared by the Ministry of Science and Higher Education and which will come into effect in 2022.

The article concerns the functions of book reviews in scientific journals and the threats facing them. The first part of the article is an attempt to identify the functions of reviews in the dissemination of knowledge, ideas and scientific concepts, and in building the authority of authors of peer-reviewed books and their reviewers. The author presents the threats resulting from the monetization of social life and bureaucratization of science. In the second part of the article, based on empirical research, three types of reviews are presented: a review of a book by an outstanding author, of a book raising an important and interesting problem, and a review of a book addressed to practitioners. The article concludes by identifying the impact of changes in science and its environmenton the role of the reviewer.
Artykuł dotyczy funkcji i zagrożeń stojących przed recenzjami książek w czasopismach naukowych. W pierwszej części artykułu wskazano na funkcje w upowszechnianiu wiedzy, idei i koncepcji naukowych oraz budowaniu autorytetu zarówno autorów recenzowanych książek, jak i recenzentów. Autor przedstawił zagrożenia wynikające z ekonomizacji życia społecznego oraz biurokratyzacji nauki. W drugiej części opartej na badaniach empirycznych przedstawiono trzy typy recenzji: książki wybitnego autora, książki poruszającej ważny interesujący problem i książki adresowanej do praktyków. W zakończeniu wskazano na wpływ zmian dokonujących się w nauce i jej otoczeniu na zmianę roli recenzenta.

Opis:
Przed artykułem postawiono potrójny cel: 1) identyfikacja funkcji spełnianych przez czasopisma naukowe w systemie nauki i szkolnictwa wyższego w Polsce; 2) diagnoza i ocena spełniania funkcji ewaluacyjnej przez obecny system ewaluacji czasopism – krytyczna analiza obowiązujących rozwiązań; 3) zarysowanie kierunków ewolucji systemu ewaluacji czasopism w Polsce. Jeśli chodzi o stronę metodyczną to wiodącą rolę odegrała krytyczna analiza literatury przedmiotu oraz krytyczna analiza i ocena obowiązujących regulacji prawnych. Ponadto w prowadzonych rozważaniach wykorzystano elementy podejścia diagnostycznego (opis i ocena dotychczasowych rozwiązań) oraz prognostycznego/prospektywnego (zarys propozycji zmian dotychczasowych rozwiązań). Dodatkowo w pracy zastosowana została metoda analizy dogmatycznoprawnej przepisów prawa, pozwalająca na krytyczną ocenię zamiarów ustawodawcy.
A triple goal was set for this article: (i) identifying the functions fulfilled by scientific journals in the system of science and higher education in Poland; (ii) diagnosis and assessment of the performance of the evaluation function by the current system of journal evaluation – a critical analysis of the applicable solutions; (iii) outlining the directions of the evolution of the journal evaluation system in Poland. As far as the methodology is concerned, a critical analysis of the literature on the subject as well as a critical analysis and evaluation of applicable legal regulations played a leading role. Moreover, elements of the diagnostic approach (the description and assessment of existing solutions) and the prognostic / prospective approach (an outline of proposed changes to existing solutions) were used in the considerations. Additionally, the work uses the method of legal and dogmatic analysis of legal provisions, which allows for a critical assessment of the legislator's intentions.

Opis:
Badacze zajmują się: (1) prowadzeniem badań naukowych oraz (2) upowszechnianiem ich wyników. Badacze zatrudnieni na uniwersytetach podejmują jeszcze dodatkową aktywność – (3) przekazują intersubiektywną wiedzę naukową (sprawdzone teorie i metody pozyskiwania tej wiedzy) swoim studentom i młodym badaczom, przygotowującym pod ich kierunkiem dysertacje doktorskie. Głównym kanałem przekazywania naukowych treści (wypełnianie przez badaczy obowiązku poddawania społecznej kontroli wytworów ich umysłów) są czasopisma naukowe. Tak jest w matematyce, fizyce, chemii, biologii, naukach medycznych czy w naukach inżynierskich. Tak też – w interesujących autora naukach społecznych – jest w psychologii. Z kolei w naukach humanistycznych (filozofia, historia, literaturoznawstwo itp.) duże znaczenie przypisuje się monografiom naukowym. Autor rozpatruje problem publikowania osiągnięć naukowych badaczy z obszaru nauk społecznych (ale jego rozważania mają też znaczenie dla klasycznych nauk humanistycznych) w czasopismach i w monografiach na tle dokonanych w Polsce – jego zdaniem - nieudolnie i bez należytego poszanowania tradycji, reform w obszarze nauki i szkolnictwa wyższego (tzw. ustawa Jarosława Gowina, ministra ds. nauki szkolnictwa wyższego, autoryzującego krytykowaną ustawę). Autor krytycznie odnosi się do negatywnych konsekwencji społecznych – zwłaszcza dla rozwoju nauki i studiów wyższych w Polsce. Autor krytycznie odnosi się do: (1) uznaniowego (bez racjonalnego uzasadnienia!) wyróżnienia listy wydawców książek naukowych, (2) stworzenia, bez należytej wnikliwości, listy czasopism. Te dwa wykazy stanowią podstawę do przeprowadzanych ewaluacji dorobku naukowego instytucji naukowych i pojedynczych badaczy. To nie mogą być rzetelne oceny. Zdaniem autora przeliczanie publikacji na punkty prowadzi do zjawiska depersonalizacji ocen osiągnięć naukowych (w wymiarze indywidualnym i instytucjonalnym). Prowadzi też do udziału, zwłaszcza młodych badaczy, w „wyścigu szczurów” (formuła: Publish or Perish) oraz rodzi zjawiska patologiczne w nauce: ghostwriting, guest authorship, plagiarism, self-plagiarism, falsification of data, fabrication of data,  publikowanie w predatory journals, publication bias. Środkiem zaradczym może być tylko odejście od „punktowania” publikacji i dokonywanie ocen metodą peer review.
The article raises a few issues – essential in the author’s view – which are related to the place of scientific journals in the system of science, with special emphasis laid on the publishing practice of scholars representing the social sciences. The practice of overusing bibliometric indices with which individual journals are assigned – especially in evaluation procedures – is taken into account and subjected to criticism. The author strongly supports DORA (the declaration on research assessment) when it comes to the common practice of replacing peer review with a simpler and more effective procedure of using bibliometric indices (also to assess the performance of individual scholars). When employers (for instance, universities) exert pressure on scientists to obtain points from publications, this results in a number of pathological phenomena: the emergence of predatory journals and the appearance of ‘virtual’ teams of authors only pretending to collaborate. The article ends with the author's recommendations for young scientists on how to design their careers – including how to publish wisely in scientific journals.
