Opis:
Czasy tzw. realnego socjalizmu obfitowały w działania pozorne. Wydawać by się mogło, że demokratyzacja systemu politycznego, urynkowienie gospodarki i wprowadzenie zasady jawności po 1989 roku powinno prowadzić do stopniowego rugowania działań pozornych z polskiego życia społecznego. Działań pozornych mamy jednak nadal mnóstwo, choć z pewnością przemianom uległy ich uwarunkowania, mechanizmy i funkcje. Tekst odnosi się do dwóch obszarów obejmujących szczególnie intensywne działania pozorne. Sporo szkodliwych i powszechnie tabuizowanych fikcji nagromadziło się w dziedzinie nauki i szkolnictwa wyższego, szczególnie na polu badań naukowych, publikacji oraz masowego kształcenia. Równie problematycznym obszarem szkodliwej pozoracji jest dziedzina kształtowania opinii publicznej, tzw. debaty publicznej, dziennikarstwa oraz mediów. Uwzględnienie nowych trendów w ramach działań pozornych prowadzi do refleksji teoretycznej na temat komunikowania pozornego i pozornej wiedzy, w tym do wyróżnienia typu działań „neopozornych”.
The times of “real socialism” have abounded with apparent actions in Jan Lutynski’s sense. It seemed after 1989 that such changes as political democratization, marketization of economy and introduction of the principle of publicity into the public sphere should yield a gradual marginalization of apparent actions. Instead, there are still plenty of apparent actions in Polish social life, even if their sources, mechanisms and functions have partly changed. The article refers to the two areas where apparent actions are particularly intense. In the fields of science and higher education, a number of detrimental and usually tabooed fictions have cumulated, especially in the domain of research, publications and mass education. The sphere of mass media, journalism, public debates and shaping of public opinion contains equally destructive illusions. Recent tendencies in apparent actions urge a theoretical reflection on apparent communication and apparent knowledge, and help to single out “neo-apparent” actions.

The paper focuses of the role of scientific knowledge in the processes of conducting reforms and public policy. The case of higher education and science reforms in Poland carried out over the period of 25 years of new political, social and economic conditions shows primary knowledge negligence of the reformers which undoubtedly affected the nature of the current higher education and science system, reformed several times already. It also furnishes some recommendations on how these processes may be improved. In the empirical dimension, the starting point was the concept of metaknowledge (i.e knowledge about knowledge), encompassing three aspects connected with generating and using knowledge in the context of higher education and science reforms, which are ringfenced basing on different methodologies: (1) knowledge about reforming – theoretical literature query; (2) knowledge in reforming – analysis of experts’ reports; (3) knowledge of reformers – results of studies on the processes of learning and knowledge management in public administration. The postulate of a broader use of scientific knowledge in reform processes is an attempt to indicate one of the key directions to follow when repairing the higher education and science system. For that reason, the role of social sciences has been highlighted, including, in particular, the role of sociologists in reform processes (as theoreticians and experts in the area of higher education and science). Furthermore, the need for sociologists to go back to the role of social expertsengineers has been signalled.

In the center of author’s attention there is the problem of forming a modern education system in the knowledge society. Education system should be considered in a context of a systematic method of approach, the essence of which is that relatively independent components are considered not separately, but in their interconnection, in the system with other components. In the center of the author’s attention there is a fundamental problem of the system interaction between modern science and education in the knowledge society. In the modern world, there is a radical difference between science and traditional forms of culture – scientific knowledge plays a significant role in solving technical, industrial, and organization management problems. The majority of people’s fields of activity in the society are becoming rationalized and coordinated. Science and higher education have the same social functions: the manufacture and transfer of knowledge. Knowledge becomes a basis for the organization of the people, a necessary condition of their joint activity. In the increasing degree, it acquires the significance of an integrating factor in social life, substituting traditional forms of people’s association.

The coronavirus causing COVID-19 disease, among many other effects, has reevaluated the world of science and higher education. Experts representing the world of science have become indispensable for developing strategies to fight the pandemic, and their knowledge has become valuable not only for developing and producing an effective vaccine. Relying on modern and innovative facilities of higher education institutions, representatives of the business sector, state and local administration and science, must jointly participate in finding practical solutions to the problems of the state and society. Countries affected by the pandemic need such a system of research and higher education, in which science will serve social and economic development, university graduates will find absorbing work, and those in power will benefit from an independent expert base, regardless of which political option is at the helm of government. Given the new challenges faced by researchers and higher education in times of the coronavirus pandemic that causes COVID-19 disease and the changing economic and social conditions resulting from the pandemic, this paper examines the role and importance of the scientific world both during and after the pandemic.
