    W artykule dokonano próby określenia i oceny aktywności inwestycyjnej gmin miejskich woj. zachodniopomorskiego. Na podstawie grupy cech diagnostycznych (wydatki inwestycyjne gmin w przeliczeniu na mieszkańca, wydatki inwestycyjne gmin w relacji do gminnych wydatków ogółem, wydatki inwestycyjne gmin w relacji do dochodów własnych) skonstruowano taksonomiczne miary syntetyczne dla badanych miast. Badaniem objęto lata 2004–2014, będące czasem szczególnego nasilenia inwestycji, wywołanego napływem środków unijnych. Badanie to jest istotne dla określenia dystansu dzielącego miasta pod względem wybranego aspektu rozwoju, umożliwia też wyodrębnienie grup miast o zbliżonym poziomie aktywności inwestycyjnej.
    The article describes the attempt of determining and evaluating of the investment activity of town communes in the West Pomeranian voivodeship. Based on a group of diagnostic features (investment expenditures of the communes per capita, investment expenditures of the communes in relation to their total expenditures, investment expenditures of the communes in relation to their own revenue), taxonomic measures synthetic for the towns involved in the research were constructed. The scope of the research were the years 2004–2014, a period of particular intensity of investments, caused by the influx of resources from the European Union. The research is significant for the specifying of the distance between the towns involved in the context of a chosen aspect of development; it also allows for a distinction of a group of towns of a similar level of investment activity.

    Określenie dopuszczalnego poziomu zadłużenia jest ważną kwestią dla każdej jednostki samorządu terytorialnego w Polsce, a jej ranga jeszcze rośnie, jeśli samorząd odczuwa silną presję na dbanie o rozwój obszaru, na którym funkcjonuje, borykając się równocześnie z niedostatkiem dochodów. Taka sytuacja dotyczy większości województw samorządowych, które spośród wszystkich szczebli struktury samorządowej są najbardziej skupione na finansowaniu rozwoju (o czym świadczy relacja wydatków inwestycyjnych do wydatków ogółem), dysponując równocześnie bardzo ograniczoną samodzielnością finansową. Celem artykułu jest zbadanie zmian poziomu zadłużenia oraz wydatków inwestycyjnych województw samorządowych w trzyletnim okresie obowiązywania indywidualnego wskaźnika zadłużenia w porównaniu z okresem przed jego wprowadzeniem. Badania wskazują na wyraźny spadek zarówno nominalny, jak i udziału w strukturze wydatków inwestycyjnych w przypadku województw samorządowych. Nie może być on jednak wiązany jedynie z wprowadzeniem indywidualnego wskaźnika zadłużenia. Na tę sytuację złożyło się m.in. rozpoczęcie nowego okresu budżetowania w Unii Europejskiej.
    Determining the permissible level of indebtedness is an important issue for each local government unit in Poland. Its prominance grows even more if strong pressure to care for the development is being put on the local government, while it is struggling with a shortage of revenue. This situation applies to the majority of voivodships, which, among all the levels of the local government structure, are the most focused on financing development (as demonstrated by the share of investment expenditure in total expenditure) while having very limited financial independence. The aim of the article is to examine the level and changes in investment expenditures and the level of debt of voivodships during the three-year period of the individual debt ratio and compare them with trends that had been characteristic for these categories before the introduction of this index. This issue is particularly important and interesting due to the participation of voivodships in financing the development of infrastructure in the country. The conducted research indicates a clear nominal and share in the structure of investment expenditures in the case of self-governing voivodships. However, they can not be associated only with the introduction of the individual debt ratio. Other factors, such as the start of a new budgeting period in the European Union, have also contributed to this situation.

    Opis:
    This paper aimed to identify and analyse the needs for local government investments indicated by respondents from selected communes of the Lublin voivodeship, depending on the level of socio-economic development of the analysed units. Research hypothesis H1, stating that there is a relationship between the level of local development and the need for local government investment indicated by respondents, was corroborated. The research covered 16 communes. The research period was in general the year of 2018 (in the absence of data, the latest available information was used). The surveys showed there was an average correlation between the local development level and the need for local authorities to create green areas, tourist infrastructure and expenditure on the development of investment land. An average negative correlation between the level of local development and the need for investing in roads and pavements was also identified. This indicates a partial confirmation of hypothesis H1.
    Celem opracowania była identyfikacja i analiza potrzeb w zakresie inwestycji samorządowych wskazywanych przez respondentów z wybranych gmin województwa lubelskiego w zależności od poziomu rozwoju społeczno-gospodarczego badanych jednostek. Weryfikacji poddano hipotezę badawczą H1, stanowiącą, że jest związek między poziomem rozwoju gminy a potrzebami w zakresie inwestycji samorządowych wskazywanymi przez respondentów. Przedmiotem badań było 16 gmin. Okres badawczy obejmował rok 2018 (w razie braku danych wykorzystano najnowsze dostępne dane). Wykazano występowanie przeciętnej korelacji między poziomem rozwoju gminy a potrzebą tworzenia przez władze gminy terenów zielonych, infrastruktury turystycznej oraz wydatkami na rozwój terenów inwestycyjnych. Zidentyfikowano także występowanie przeciętnej korelacji ujemnej między poziomem rozwoju gminy a potrzebami w zakresie inwestycji w drogi i chodniki. Wskazuje to na częściowe potwierdzenie hipotezy H1.
