Artykuł jest próbą odpowiedzi na pytanie jak zaawansowane technologie zastosowane we współczesnych autobusach miejskich, znajdują odzwierciedlenie w rzeczywistej redukcji liczby zdarzeń drogowych i polepszeniu bezpieczeństwa użytkowania. Zbadano poziom zagrożenia bezpieczeństwa transportu wynikający z liczby kolizji i wypadków oraz liczby uszkodzeń układów autobusu w okresie 2013-2016 r. wdrażania i eksploatacji zrównoważonego transportu publicznego w Rzeszowie. Ocenę przeprowadzono za pomocą wskaźnika W₃, charakteryzującego poziomu zagrożenia bezpieczeństwa systemu transportowego wywołany intensywnością uszkodzeń układów autobusu w ciągu jednego roku oraz jego elementów: prawdopodobieństwo wystąpienia uszkodzenia analizowanego układu P(U*) oraz istotność wpływu uszkodzeń układów autobusów na zagrożenie bezpieczeństwa systemu transportowego.
This article is an attempt to answer the question of how advanced technologies used in modern city buses are reflected in the actual reduction of traffic incidents and improved safety in use. The level of safety of transport caused by the number of collisions and accidents and the number of bus system failures in the period 2013-2016 was analyzed. The implementation and operation of sustainable public transport in Rzeszów. The assessment was carried out using the W₃ index. It evaluates the level of safety risk of the transport system caused by the intensity of the bus system damage within one year and its components: probability of failure of the analyzed system P(U*) and significance of the impact of bus system damage on the safety of the transport system.

The negative impacts of emergency events affect the animals as well as the man. In case of emergency event the animals, unlike the man, have minimum chance to survive and majority of afflicted animals would perish without the human help. Animals´ evacuation to secure place is one of the form of animals´ protection against the effects of emergency events. Animals´ evacuation is the complex of legislative, organizing and logistic measures with aim to prevent their perishing and so eliminate possible occurrence of dangerous epidemiological situations and prevent damage occurrence. The animals' evacuation is generally controlled by evacuation commission, which uses "Animals Evacuation Plan". Time needed for the evacuated animal to leave the endangered place or stable is the next decisive factor of secure and speedy evacuation. All types of transport can be used for transport of evacuated animals from endangered place. Loading and unloading the animals is very important part of evacuation. During the transport the driver has to observe certain specific principles of security journey with respect to transported animals. Comprehensive animals evacuation is one of the conditions of their early rescue. Decisive role belongs to the man.

Na początku lipca w Berlinie odbyła się prezentacja całej gamy pojazdów użytkowych Daimler AG: Safety Truck, Safety Van i Safety Coach, opracowanych w ramach globalnego programu "Shaping Future Transportation". Celem tego programu jest ochrona zasobów środowiska na turalnego, redukcja wszelkiego rodzaju emisji szkodliwych związków i hałasu z jednoczesnym zapewnieniem maksymalnego poziomu bezpieczeństwa w ruchu drogowym. W niniejszym artykule skupiono się przede wszystkim na rozwiązaniach stosowanych w sektorze autobusowym. Nie można jednak zapominać, że prace rozwojowe w zakresie systemów bezpieczeństwa są prowadzone całościowo i obejmują wszystkie sektory. Wynika to z faktu, iż pojazdy wszystkich sektorów uczestniczą w tym samym ruchu drogowym i podlegają wzajemnemu oddziaływaniu. Ponadto stosowanie rozwiązań uniwersalnych, wszędzie tam, gdzie jest to możliwe, pozwala na znaczne obniżenie cen rynkowych (dzięki uzyskaniu odpowiedniej skali produkcji).

A prototype model of a wagon with a low rotating floor for combined transport was designed at the Department of Mechanics and Applied Computer Science, Military University of Technology. The railway wagon allows quick and fast loading, transport and unloading without any platform infrastructure or special terminals. Such a structure can be used for transporting various types of vehicles such as tractors, trucks, trailers, semitrailers, cargo containers.
Przedmiotem pracy jest prototypowy wagon do przewozów naczep samochodów ciężarowych zaprojektowany w Katedrze Mechaniki i Informatyki Stosowanej Wojskowej Akademii Technicznej. Wagon pozwala na łatwy i szybki niezależny załadunek, transport, a następnie rozładunek bez specjalistycznych urządzeń oraz dodatkowej infrastruktury peronów. Może być wykorzystywany do transportu różnego typu pojazdów takich jak ciągniki, samochody, przyczepy, kontenery, ciężki sprzęt.

Shock absorbers in modern cars have asymmetric damping characteristics corrected by overflow valves. Their indicator diagrams are far from being elliptical. Defective shock absorbers may lead to excessive amplitudes in vibration accelerations, excessive car body rolls, both lateral and longitudinal, excessive braking distance and destruction of the car components or road surface. The paper discusses methods of testing shock absorbers mounted or removed from the car. Advantages and disadvantages of the methods are used as bas is for the assessment. It is pointed out that the methods should not assume linear characteristics of springs and damping elements. Testing methods can be divided as follows: - those referring to shock absorbers removed from the car, - those referring to shock absorbers mounted in the car. Methods used for testing shock absorbers removed from the car are those performed on indicator test rigs provided with mechanical-electric or electrohydraulic extortion system. Such test rigs have measuring devices to enable recording of indicator diagrams relative to the absorber damping force in function of piston stroke with deflection and reflection. Among a variety of testing methods, those requiring no removal are by far preferred by Vehicle Control Stations or diagnostic lines. The methods can be divided asfollows: -free vibration type, -forced vibration type.

The current accident hazard caused by road transport of goods has been analysed, with the location (road categories) and time circumstances (specific days of the week) having been additionally taken into account. Calculations were done that made it possible to quantify this hazard, which is chiefly caused by the traffic of goods vehicles. The importance of this problem is increasing in the situation of persisting strong and steady upward trend in the traffic of goods vehicles. In a recent period of 10 years, the rate of growth of the traffic of goods vehicles was almost twice as high as that of the traffic of passenger cars. The hazard and fatality risk indicator values were estimated by analysing an isolated set of accident data. The period covered by the analysis of the events that occurred in the road transport of goods extended for the years from 2002 to 2011 and the numerical values have been specified in relation to repeatable week-long periods and to four road categories. The calculated hazard indicator values have been compared with the share of goods vehicles in the whole motor vehicle market, road traffic, and goods transport.

Each day more than 3,000 people are killed in the transport system worldwide, most of whom are victims of road accidents. Poland, just like the other EU countries, experiences a disproportion between the number of road accidents and other transport accidents. Each mode has a different safety management system with different databases, transport infrastructure authorities and accident investigation bodies, systems for tracking the movement of vehicles, trains and ships. Although significantly dissimilar, transport modes and their safety management systems can be improved through integration and the use of good national and international practice in the entire transport sector. This is in line with the European Union's policy, which in its 2001 White Paper encouraged member states to undertake work on a European methodology of independent transport safety investigation. ZEUS Project with its aim to build a structure of integrated transport safety system in Poland is an example of the work. International experience shows that an independent investigation agency working across all modes of transportation can most effectively improve safety. An intermodal agency provides economy of operation, transfer of safety lessons between different modes of transportation, the advancement of new and innovative investigation techniques and the ability to focus on key issues of concern in all modes. It is therefore suggested that serious consideration be given to a unified independent agency wherever it is feasible.

The transport systems are sociotechnical systems in which the direct realization of the tasks is dealt with by an executive subsystem consisting of the elementary subsystems of a human – a technical object (an operator – a means of transport) type realizing the tasks within the system environment. In respect of a human located within a transport system the most significant criterion in the evaluation of transport being realized is their safety. The safety level of the task realization is influenced by the risks resulting from the interaction of the forcing factors, affecting an elementary executive subsystem. These factors may be divided into [8]: - working; - external; - antropotechnical. Due to the complexity of the systems being analysed in the paper, it has been attempted to evaluate the influence of the forcing factors on the safety of this system operation.
Systemy transportowe sa systemami socjotechnicznymi, w których bezpośrednia realizacja zadań zajmuje się podsystem wykonawczy złożony z podsystemów elementarnych typu człowiek – obiekt techniczny (operator – środek transportu) realizujących zadania w otoczeniu systemu. Ze względu na człowieka umiejscowionego w systemie transportowym najistotniejszym kryterium w ocenie realizowanych przewozów jest ich bezpieczeństwo. Na poziom bezpieczeństwa realizacji zadań wpływają zagrożenia wynikające z oddziaływania czynników wymuszających, oddziałujących na elementarny podsystem wykonawczy. Czynniki te można podzielić na [8]: - robocze; - zewnętrzne; - antropotechniczne. Ze względu na złożoność analizowanych systemów w pracy podjęto próbę oceny wpływu oddziaływań czynników wymuszających na bezpieczeństwo działania tego systemu.

The tsunami traveling times were examined in connection to the earthquake that took place on 26 December 2004 in the Indian Ocean, changing the sea level as far as the Atlantic. For 17 ports located on the coasts of the two oceans theoretical times of wave arrival at the ports were calculated and compared with the real data recorded by mareographs. It has been found that the theoretical and real times differed, which can be explained by the effect of shallow water. Furthermore, as regards to the earthquake itself, instead of a single point epicenter as it was reported, it should have been considered as a zone of continental plates subduction extending 1200 km. The tsunami speed averaged for 17 ports amounted to 682 km/h, which necessitates an alteration of the coefficient in the formula (2) from the existing 5.0 to 4.38.
W pracy dokonano analizy czasu przemieszczania się fal tsunami na Oceanie Indyjskim i Atlantyku w efekcie trzęsienia ziemi w dniu 26.12.2004. Dla 17 portów rozmieszczonych wzdłuż ich wybrzeży obliczono teoretyczne czasy dotarcia fal tsunami i porównano je z danymi rzeczywistymi zanotowanymi na wodowskazach (mareografach). Stwierdzono odpowiednie ich różnice, co uzasadnia się oddziaływaniem efektów płytko wodnych i uwzględnieniem faktu, że miejsce trzęsienia ziemi nie zaistniało jako punkt epicentrum podawany w komunikatach, ale jako strefa subdukcji płyt kontynentalnych na długości około 1200 km. Dla 17 portów uśredniona prędkość fali tsunami wyniosła 682 km/h, co w tym przypadku zmienia współczynnik we wzorze (2) z 5,0 na 4,38.

The safety of ships involved in the process of transport is one of the most important criteria in the maritime transport. Important factors making up the safety include the technical efficiency of the ship, the qualifications of the people in charge of the ship and the conditions under which the transport process takes a place. The paper focuses on the problems significant and characteristic to the ship traffic safety under uncertainty conditions. The ship safety at supervised traffic requires continuous identification of the navigational situation. Very often safety assessment of the traffic situation is made by examining the relative positions of vessel’s domains. A limitation is that under uncertainty conditions and more than two vessels we have to take into consideration dynamic domains according to the situations of conflicts, which is rather difficult to analyse. One way to assess the traffic safety approximation is analysis of the potentially conflicting situation. Safety in maritime transport can be analysed at the micro level (safety of the ship, the safety of navigation in specific situation mobility) and in terms of macro models (evaluation over time).In the article some problems of fuzzy description of traffic safety in maritime transport are presented. Basic definitions and a stochastic approach to concept of traffic safety in transport are given. The fuzzy approach to stochastic method of dimensioning traffic safety, useful in dynamic traffic control, is proposed.

The problems regarding procedures and potential threats of mentioned transport were presented. Furthermore statistical data on dangerous goods in Poland and the EU were stressed. Finally the recommendations aimed at improving the safety of the described problem.

Ensuring transport safety is one of the key areas of transport companies' operations. Management and organization processes not only in the intermodal transport are associated with decision-making in regard to adequate load securing, which is exposed to the inertia forces resulting from the movement of transport means. Regardless, the responsibility of individual entities in the process and the applicable insurance, the basic aspect to ensure transport safety is the correct securing of the cargo. In the article, the authors present elements of calculation models for different methods of securing cargo. Calculations were performed for the selected type of load on the specific semi-trailer meeting the requirements of the XL Code adapted for intermodal transport. The analysis of safety management in transport in the aspect of decision-making about the method of securing the cargo was also made.

A particular example that illustrates the application of telematics is modern transport. The transport telematics covers the systems, which allow, due to the transmission of data and their analysis, to influence the behaviour of the traffic participants or the operation of the technical elements in the vehicles, relatively during the travel. The development of the field of intelligent transport (ITS) aims at increase in safety and comfort of travel. The protection against the results of accidents can be aided by the development of technology in a discipline of automotive telematics. The purpose of this work is to introduce the technological novelties regarding the transport safety that are present on the market or about to be introduced.

The transport industry development in the Russian Federation makes urgent the problem of transportation security, rendering qualitative services in the goods (passengers) transportation field, checkup and repairing motor transport vehicle and etc. Certification is the basic mechanism the work of which should be directed not only at the conformity of service assessment at automobile transport to the specified requirements but also be a regulator of preventing negative developments due to implementing services quality and security improvement. Particularities and stages of conformity assessment are considered in the article also it is offered to differentiate transportation services in levels according to the value of their complex quality level.
Rozwój przemysłu transportowego w Federacji Rosyjskiej stanowi aktualny problem bezpieczeństwa transportowego, świadczącego usługi przewozu dóbr oraz pasażerów, kontrolę techniczną oraz naprawy pojazdów. Certyfikacja to podstawowy mechanizm, w ramach którego nie powinno dokonywać się wyłącznie oceny zgodności usług ze standardem, ale również powinien być również regulatorem, umożliwiającym poprawę bezpieczeństwa. Szczegóły oraz etapy oceny zgodności zostały omówione w niniejszym artykule. Przedstawiono również mechanizm różnicowania usług transportowych w zależności od poziomu złożonej oceny jakości.

Wypadki komunikacyjne sądużym zagrożeniem dla uczestników transportu, zwłaszcza jak weźmie się pod uwagę dużą liczbę ofiar śmiertelnych. W artykule zaprezentowano analizę stanu bezpieczeństwa w transporcie krajowym na styku transportu kolejowego z drogowym. Przeanalizowano dostępne raporty i sprawozdania na temat bezpieczeństwa w szczególności na przejazdach kolejowych. Zwrócono uwagę na udział zdarzeń pojazdów samochodowych na przecięciu tras drogowych z liniami kolejowymi. Przedstawiono wybrane aspekty poprawy bezpieczeństwa ruchu w transporcie lądowym.
Traffic accidents are a major threat to the participants of transport, especially as we take into account the large number of road fatalities. The paper analyzes the state of safety in the national transport at the meeting point of rail and road transport. The available reports and statements on safety, particularly at railway crossings, were analyzed. The events involving vehicles at the intersection of traffic and railway lines were alsoanalyzed. Moreover, selected aspects of traffic safety improvement in land transport were presented.

Zarówno w Polsce, jak i w większości krajów Unii Europejskiej infrastruktura tramwajowa intensywnie się rozwija. Współczesne tramwaje niskopodłogowe zbudowane konstruowane są zgodnie z innymi rozwiązaniami technicznymi niż typowe pojazdy szynowe lub tramwaje wysokopodłogowe. W Polsce takie pojazdy jeżdżą często na liniach zaprojektowanych zgodnie ze standardami opracowanymi dla klasycznych pojazdów. Jednocześnie zwiększa się natężenie ruchu drogowego i liczba osób korzystających z rowerów w miastach, co powoduje większą liczbę niebezpiecznych sytuacji w punktach kontaktowych między różnymi środkami transportu. Przedmiotem niniejszego artykułu jest analiza zagrożeń bezpieczeństwa w transporcie tramwajowym oraz wskazanie metod ich redukcji. Jest to swoista analiza ryzyka występującego w transporcie tramwajowym. W artykule przedstawiono podział i opis czynników, które stanowią zagrożenie bezpieczeństwa dla ruchu tramwajowego. Zagrożenia zostały podzielone ze względu na przyczyny i skutki. Powody zostały podzielone na czynnik ludzki – pojazd – ruch drogowy – otoczenie. Na podstawie analizy przeprowadzonej na sieci tramwajowej w Gdańsku oraz na wykorzystywanym w Gdańsku taborze, zidentyfikowano główne zagrożenia bezpieczeństwa ruchu tramwajowego.
Both in Poland and in most of the countries in European Union, the tram infrastructure is developing intensively. Contemporary low-floor trams are constructed on the base of different technical solutions than typical rail vehicles or high-floor trams. In Poland, such vehicles often operate on lines designed in accordance with standards developed for typical rail vehicles. At the same time, the volume of road traffic and the number of people who use bicycles in cities is increasing, causing more dangerous situations at contact points of different modes of transport. The article is devoted to the analysis of safety hazards in tram transport and the indication of methods for their reduction. It is a specific analysis of the risk occurring in tram transport. The article presents the division and description of factors causing a threat to the safety of tram traffic. Threats have been divided for reasons and effects. Among reasons the human factor – vehicle – traffic – surroundings have been listed. Based on the analysis carried out on the tram network in Gdańsk and on the rolling stock used in Gdańsk, the main threats to tram traffic safety were identified.

The present work is aimed to assess the operating conditions effect for urban aerial ropeways with a commercial usage, based on measurements obtained from an arrangement of sensors that record the coupling assembly behavior between the detachable gondola pod and the track rope. The work pays particular attention to the effect caused by external conditions due to the wind loads joined up with other parasite external effects, through the measurement of the engage strains. The cableway gondola continuous cycle has mono-cable of simple ring type.
Niniejszy artykuł ma na celu ocenę efektywnych warunków pracy dla miejskich napowietrznych kolei linowych z praktyką przemysłową na podstawie pomiarów uzyskanych z układem czujników, które rejestrują zachowanie gondoli w trakcie procesu wyprzęgania jej z liny. W artykule zwrócono szczególną uwagę na wpływ warunków zewnętrznych spowodowanych przez obciążenia wiatrem z dołączeniem innych obciążeń zewnętrznych przez pomiar naprężeń w trakcie wprzęgania. Kolej gondolowa jednolinowa ma pojedynczą linę prostego typu pierścieniowego.

In the paper some problems of quantitive description of traffic safety in various branches of transport are presented. Basic definitions and a concept of traffic safety in transport is given. Some methods of dimensioning traffic safety are proposed, especially geometrical methods that are useful in short-term traffic control.

The article discusses the issues of road transport safety. The methods of preventing and limiting the effects of road accidents as well as the concepts of the safety improvement model have been presented, as well as suggestions for some solutions for the coming years that may significantly improve the situation on roads. The concept proposed in the article was based on a statistical analysis of road accidents and cause-and-effect analyzes of selected road accidents in the Drawsko District in the West Pomeranian Voivodeship.

An interruption in the power supply, especially over a long period of time and over a large area, creates communication chaos that can have a direct impact on the life threat to passengers. The author proposes solutions that limit the communication chaos arising in the event of a failure of the national power system.
