Statistical data shows that a large number of maritime accidents are related to recreational craft. For instance, in Spain, more than fifty percent of the emergencies are related to pleasure boats at sea. Recreational craft marketed in the EU must comply with harmonized technical safety and environmental requirements defined by Directive 94/25/EC, as amended in 2003. On 28 December 2013, the new recreational craft directive 2013/53/EU was published in the Official Journal of the European Union. EU Member States have until 18 January 2016 to amend their national legislation and transpose the new directive. The current directive 94/25/EC as amended by directive 2003/44/EC will be repealed on 18 January 2016, after the full application of the new text. Although this directive, there is not a clear coordination and equivalence among the EU countries according to the survival and safety equipment compulsory for recreational crafts. The main purpose of this paper is to analyze and compare the types of survey / inspections to be carried in pleasure craft (non-commercial use), periodicity and required safety equipment in some member states of the European Union. A case study of Spain is presented. From the results obtained, we can make clear that in the European Union there is a lack of coordination in this area and indicate the need to unify a common pattern in inspections and survival and safety requirements of recreational boats in the EU.

The material scope of the analysis presented in this paper refers to special powers held by the Polish special services with respect to the surveillance of foreign nationals in connection with terrorist threats and terrorist offenses. This paper connects the issue of anti-terrorist measures with the assessment of the effectiveness of the Polish special services and with the assessment of potential social costs, which are related to the increase in the powers held by these services in the field of surveillance of Polish citizens and foreign nationals. The analysis of the powers of the special services focuses on the powers of one of the counterintelligence services, i.e. theInternal Security Agency (Polish: ABW).The purpose of this paper is to indicate the consequences of the introduction of legal changes concerning the powers held by the special services in the scope of applying particular types ofsurveillance activities (operational-and-intelligence activities). It poses the following research questions: (1) To what extent can mechanisms in Polish law influence the effectiveness of combating terrorism by the Polish special services? (2) To what extent can mechanisms in Polish law in the field of combating terrorism violate the rights and freedoms of Polish citizens andforeign nationals? In order to answer the research questions, the activities and powers of Polish special services were analyzed from a legal and institutional point of view. On the other hand,to analyze legal regulations related to surveillance, the author applied a dogmatic and doctrinal interpretation and a pro-constitutional interpretation of the provisions of criminal law.

Opis:
The aim of this paper is to use closed-circuit television (CCTV) to search and track moving objects in inland waterways. The area of the analysis is the part of the West Odra river between the Długi and Kolejowy bridges in Szczecin. The points of interest are chosen intentionally due to the risk of vessel collision with bridges. The results of the research into the implemented methods of tracking objects could be utilized in the future to extend inland navigation services, which could be used by the captains of the ships and River Information Services operational personnel as well.

Istotnym czynnikiem wpływającym na powstanie zdarzeń niebezpiecznych (kolizji i wypadków) na drogach są niebezpieczne zachowania kierowców. Szczególnie niebezpiecznymi zachowaniami, wpływającymi na aktywizację poważnych wypadków (wypadków z ofiarami śmiertelnymi lub ciężko rannymi) są: jazda z prędkością niedozwoloną, wjazd pojazdu na skrzyżowanie przy czerwonym sygnale, wymuszenie pierwszeństwa przejazdu, wymuszenie pierwszeństwa wobec pieszych, wyprzedzanie w miejscach niedozwolonych, niestosowanie zabezpieczeń w pojazdach (kasków, pasów bezpieczeństwa), używanie telefonów komórkowych przez kierowcę podczas jazdy itp. W celu istotnego zmniejszenia liczby ofiar śmiertelnych i ciężko rannych w wypadkach drogowych konieczne jest podejmowanie skutecznych i efektywnych działań kształtujących bezpieczne zachowania w ruchu drogowym. Do jednych z najlepszych praktyk należą systemy automatycznego nadzoru nad niebezpiecznymi zachowaniami uczestników ruchu drogowego. W niniejszym artykule przedstawiono koncepcję automatycznego nadzoru nad dwoma wybranymi niebezpiecznymi zachowaniami uczestnikami ruchu drogowego: jazda z niebezpieczna prędkością i wjazd na skrzyżowanie przy czerwonym sygnale.
An important factor affecting hazardous events (collisions and accidents) on the roads are dangerous driver behaviors. Especially dangerous behaviors that affect the activation of major accidents (accidents with fatalities or serious injury) are: driving at illegal speed, vehicle crossing the intersection on red light, forcing the right of way, violation of the right of way of pedestrians, overtaking in prohibited places, not using vehicle safety devices (helmets, seat belts), the use of mobile phones by drivers while driving, etc. in order to significantly reduce the number of fatalities and serious injuries in road accidents, it is necessary to take effective and efficient action influencing safe behavior in traffic. Some of the best practices include the automatic surveillance of dangerous behavior of road users. This paper presents the concept of automatic supervision of the two selected hazardous road users behavior: driving with dangerous speed and crossing the intersection on red.

Opis:
The report depicts technical and organizational possibilities with an aim to increase situational awareness and sea travel safety on the entry to Polish seaports on the base of the dedicated radar system on the aerostat platform. The radar system based on the aerostat can work at the altitude of 3,000 meters, which allows detecting sea vessels and low level flying aircrafts in the range of 150 nm and more. The aerostat based in Siemirowice gives opportunities to monitor movements of sea vessels all over the South Baltic Sea, starting with the Lithuanian seaside with Klaipeda seaport in the east where the sea enters Zatoka Gda?ska and Trójmiasto seaports, movements along the whole Polish seaside up to Sund Straid near Copenhagen and sea routes all along south Swedish coast. On those bases, it is possible to observe movements of sea transports of special interest including Maersk’s big container vessels and gas delivering vessels to Lithuania and to ?winouj?cie. The proposed radar system is using solutions of towed aerostats tested in working conditions which are exploited by the United States of America to monitor its border with Mexico and to observe movements of sea vessels and low flying aircrafts around Florida Peninsula and Puerto Rico islands on the Caribbean. The radar systems used by the USA are depicted with organizational rules of their exploitation. Advantages and these advantages of such a radar system were depicted and some information about dangers related to aerostat’s exploitation is also provided. Additional possibilities of using the radar system based on the aerostat are depicted in the role of a new and important part of the country’s defense system.

In the German Federal Republic the restructuring of the traditional model of universal banking is taking place. The reforms of economic policy in the 1990s established grounds for a long-awaited and needed restructuring. At the moment there is an ongoing wave of privatisation and de-regulation. Tax reforms that have recently been introduced and desintermediation mean that the mutual relations between banks and big enterprises have come to an end. The introduction of Euro in 1999 and its attendant development of shares and bonds have made even the German “mittelstand” (traditional businesses, owned by families) to seek finances in the capital markets. These firms, however, need investment banks as organisers of financial activities. The leading German banks responded to the above trends with the “slimming down” of operations, separating retail and investment banking, and concentrating many banks on the latter. It is an interesting question to examine whether all of the observed changes lead to a uniform global model of how the banks work, or else the difference of banking systems in various countries grows, a fact that may be a response to the global changes in the mechanisms of banks. The paper is based on the qualitative analysis (focused on the qualitative and quantitative indicators) that is designed to verify the above hypothesis. The concept of “bank” denotes in German typically financial institutions entitled to take a broad spectre of activities, including investment banking, insurance services (although performed by means of a branch), broker and dealer activity on the securities market, payment services (which in Germany requires a banking licence). The banking sector in Germany has several distinctive properties. What is most important, as opposed to e.g. the USA, the public sector in Germany, by means of state-owned banks and Land-owned banks, has 40% of shares on the retail banking market. Secondly, the banks in Germany locate (“block”) their capital in industrial holdings. For instance, ten biggest private banks own 0.5% of the capitalisation of firms (with capitalisation over 1 million DM); their shares are available in the public stock market turnover in the Federal German Republic. Business contacts that result from such packages of shares made banks give loans that were safe for them, but this system called relationship banking is subject to changes. Tax reforms which were introduced in January 2002 provided tax exemptions for the seller of such shares, a procedure that was commonly called “the end of Deutschland AG.” The Deutsche Bank e.g. due to the fact that it had to finance enterprises through capital markets announced that it would sell the whole package of Daimler-Chrysler shares. The fact that capital markets take over from banks the financing of enterprises makes the role of investment banking grow in importance, and the German banks tend to gain the leading position in this area.

W artykule poruszona została tematyka dotycząca działańprewencyjnych służb państwowych, podejmowanych w ramach walki z terroryzmem, przede wszystkim w stosunku do cudzoziemców. Warunkiem sinequa non wypełniania przez służby zadań dotyczących zapewnienia szerokorozumianego bezpieczeństwa jest dysponowanie przez nie zasobemrelewantnych informacji. W demokratycznym państwie prawa nieograniczoneuzyskiwanie informacji przez przedmiotowe służby nie jest możliwe. Tematponiższych rozważań nie jest nowy, oscyluje on pomiędzy standardamispołeczeństwa obywatelskiego, a bezpieczeństwem publicznym w kontekściegeopolitycznym, czyli aktami terroryzmu i współczesnym kryzysemmigracyjnym w Unii Europejskiej.
The article raises the subject of prevention actions taken in the fightagainst terrorism, directed mainly against foreigners. The sine qua non condition to be fulfilled by state services to ensure broadly defined security is tohave the resource of relevant information at their disposal. In a democraticstate of law, for the services in question to obtain unrestricted information isnot possible. The subject of following reflections is not new; it oscillates betweenthe standards of a civil society and public safety in the geopolitical context, actsof terrorism and contemporary migrant crisis in the European Union.

Opis:
Safety level analysis is included in the paper in context of SWIM system in air traffic management. The example is given. It examines the limitations and drawbacks of current ICT systems used for air traffic management. Analyzing the development of communication systems for the management of general air traffic, it can be concluded that the development of the terrestrial segment of the exchange of information between the parties relating to the air traffic will fluctuate towards a solution based on a service-oriented architecture SOA. This architecture will be the basis for the implementation of the concept of an information exchange system SWIM.

In this study, a survey instrument was developed to measure safety climate. A review of the scientific literature as well as consultation with an expert panel was used to determine the survey’s dimensions. Next, the survey was administered, first as a pilot study (n = 15) and then as a full scale study (n = 229), to employees of the City of Cincinnati Department of Public Works. The psychometric integrity of the survey was assessed according to validity, reliability and utility criteria. Results are presented and discussed.
