In Poland, there are over 3,500 permanent hydraulic structures, including 327 dams, 2,284 weirs, 130 navigation locks, and 383 hydroelectric power stations. Some 30 percent of those structures have been operating for more than 50 years. Such a long exploitation period results in an increased number of damages and an increased probability of failure. The audit was conducted on NIK’s own initiative, in relation to the findings of the previous audit which established, among others, that not all mandatory checks of hydraulic structures were made with regard to their technical condition and usefulness. The decision to have such an audit was justified also with press reports on the unsatisfactory technical state of the hydraulic structures in Poland and a risk of failure of some of them, on the lack of a consistent system for technical check of dams, on the lack of coordination between the institutions that examine the technical state of dams and assess the safety of these structures. The audit covered the years 2013-2014.

Critical infrastructure plays a key role in the functioning of the state and the lives of its citizens. Due to natural disasters or those being a consequence of human activities, critical infrastructure can be destroyed or damaged, and its functioning can be disrupted, which can pose a threat to the lives and property of the citizens. Simultaneously, such events negatively affect the economic development of the state. That is why protection of critical infrastructure is one of the state’s priorities. In the years 2015 and 2016, NIK examined the regularity of the protection of critical infrastructure items. The audit was also a response to numerous media reports on failures or incidents that could pose a threat to critical infrastructure items in the country. The audit comprised selected critical infrastructure administrators, the Government Security Centre, regional governors and local self-government units.

Celem badań podjętych w tym artykule jest analiza ewolucji teorii bezpieczeństwa od starożytności aż po czasy współczesne, w których rezultatem interdyscyplinarnych badań i dyskusji jest nowo powstała dyscyplina naukowa „nauki o bezpieczeństwie”. Głównymi założeniami, wokół których dokonano analizy pojmowania i definiowania bezpieczeństwa, są: a) przekonanie, że wojna i pokój to podstawowe kategorie, które najbardziej wpływają na odczuwanie poziomu bezpieczeństwa przez człowieka; b) człowiek ma dominującą rolę w kreowaniu środowiska bezpieczeństwa w różnych jego wymiarach na przestrzeni dziejów i to nie tylko naszej cywilizacji, zaczynając od starożytności, aż po czasy współczesne. Przyjęto duży stopień ogólności w podejściu badawczym oraz zastosowano głównie metodę krytycznej analizy treści literatury, aby podjąć najistotniejsze kwestie w celu zainspirowania czytelnika do holistycznego postrzegania problemów bezpieczeństwa w wymiarze jednostkowym, narodowym i globalnym.
The main goal of the research is the analysis of the evolution of safety and security theory from the ancient times till the presence, when the new discipline Security Science has aroused. The analysis of security approaches and how new discipline was born revolves around two main assumptions: a) the conviction that war and peace are the main ategories that influence human perception of safety and security; b) man plays a dominant role in shaping the security environment in its different dimensions through the history from the ancient times till the presence. The high degree of generalization of the research and mainly the method of critical analysis of literature have been applied in order to discuss the critical issues and inspire readers to perceive security holistically in its individual, national global dimensions.

Opis:
Prediction of structural performance is a complex problem because of the existence of randomness and fuzziness in engineering practice. In this area, reliability analyses have been performed using probabilistic methods. This work investigates reliability analysis of structure involving fuzziness and randomness. In particular, the safety state of the structure is defined by a fuzzy state variable, fuzzy random allowable interval, or fuzzy random generalized strength. Because the membership function of the fuzzy safety state is the key to structural reliability analysis using the fuzzy sets theory, this work proposes useful methods to determine the membership functions and develops a structural reliability analysis method based on the fuzzy safety state. Several examples are provided to illustrate the proposed methods.
Przewidywanie zachowania konstrukcji stanowi złożone zagadnienie ze względu na istnienie w praktyce inżynierskiej losowości i rozmytości. Na tym obszarze, analizy niezawodnościowe prowadzono dotąd przy pomocy metod probabilistycznych. W niniejszej pracy przedstawiono metodę niezawodnościowej analizy konstrukcji uwzględniającą rozmytość i losowość. Dokładniej, stan bezpieczeństwa konstrukcji określano za pomocą rozmytej zmiennej stanu, rozmytego losowego przedziału dozwolonego lub rozmytej losowej uogólnionej wytrzymałości. Ponieważ funkcja przynależności rozmytego stanu bezpieczeństwa stanowi klucz do niezawodnościowej analizy konstrukcji wykorzystującej teorię zbiorów rozmytych, w niniejszej pracy zaproponowano przydatne metody wyznaczania funkcji przynależności oraz opracowano metodę niezawodnościowej analizy konstrukcji opartą na rozmytym stanie bezpieczeństwa. Zaproponowane metody zilustrowano kilkoma przykładami.

Opis:
Identification of boundary values and features which describe a system operation safety is a crucial problem for assessment of the system operation safety. In this article, an attempt to match features necessary for a description of a given system operation safety and determine their boundary values, has been made. Determination of boundary values of safety features will allow to evaluate the system safety level. The following variables have been accepted as safety features: the number of accidents, the number of fatalities, and the number of people injured in those accidents. According to these values, probability values of the numbers of people who were killed and who were injured in those accidents have been established. Probability value equal to zero has been accepted as the intentional state, the interval between 0 and the mean value of a given feature determines the acceptable state, the interval between the mean value of a given feature probability and value 0.1 determines the boundary state, whereas all features assuming values higher than 0.1 refer to the system critical state. The presented research results are considered as directives for development of safety criteria for road transport systems and determination of their critical values. The proposed method of boundary values determination can be used for assessment of safety for different transport systems.

Świadomość́ i wymagania konsumentów w zakresie bezpieczeństwa żywności i ochrony zdrowia nieustannie rosną̨. W związku z tym celem systemu urzędowej kontroli żywności powinno być́ zapewnienie konsumentom bezpiecznej żywności o jak najwyższej jakości. Obecnie zewnętrzny nadzór nad zapewnieniem bezpieczeństwa żywności w Polsce pełni w różnym stopniu sześć́ różnych oraz krzyżowanie się̨ kontroli, co stanowi także niedogodność dla producentów żywności. Istnieje konieczność zmian w tym względzie. W lipcu 2016 r. rozpoczęto prace nad Projektem ustawy o Państwowej Inspekcji Bezpieczeństwa Żywności, która ma powstać́ z konsolidacji procesów kontrolnych i monitorujących dotychczas istniejących organów. PIBŻ miałaby rozpocząć́ działanie od początku 2018 r. W artykule omówiono założenia tego projektu podkreślając konieczność stworzenia jednolitego, zintegrowanego systemu kontroli bezpieczeństwa i jakości żywności, tym bardziej, iż tego typu zmiany miały już miejsce w niemalże wszystkich krajach członkowskich UE. Zaprezentowano zadania planowanej jednostki centralnej i przedstawiono kontrowersje, jakie się wokół niej pojawiają. Ich wnikliwa analiza i rozstrzygnięcie niejasności ma służyć dopracowaniu i udoskonaleniu projektu. Planowane zmiany z pewnością̨ przyczynią się̨ do skoncentrowania pełnego nadzoru „od pola do stołu” w ramach zadań jednej jednostki, a tym samym do uniknięcia sporów kompetencyjnych. Ważne będzie także wzmocnienie szczebla powiatowego, co ułatwi planowanie działań́ inspekcji.
Consumers’ awareness and demands on food safety and health protection constantly grow. Consequently, the aim of the official food control system should be to provide consumers with safe food of the highest quality. Nowadays six different inspections in different scope supervise external control on food safety in Poland. This structure is criticized for overlapping the competencies of individual institutions and the crossing of controls, which also constitutes an inconvenience for food producers. There is a need for changes in this field. In July 2016 work on the Draft Law on the State Inspection of Food Safety was commenced, which is supposed to result in the consolidation of the control and monitoring processes of the existing bodies. State Inspection of Food Safety would start operating from the beginning of 2018. The article discusses the assumptions of this project, underlines the need for a unified, integrated system of food safety and quality control, especially since such changes have already occurred in almost all EU Member States. The tasks of the planned central unit and the controversies surrounding it were presented. Their careful analysis and resolution of ambiguity is intended to refine the project. Planned changes will certainly help to focus full-on-field supervision in the context of one unit’s tasks, thereby avoiding competing disputes. It will also be important to strengthen the district level of inspection, which will facilitate the planning of inspection activities.

RESEARCH OBJECTIVE: The scientific goal of the article is to analyze traffic safety policy, in a problem-chronological perspective, as part of the Swedish “welfare state” model, with particular emphasis on internal political and social factors. THE RESEARCH PROBLEM AND METHODS: In exploring the issues of road safety in Sweden, the author used a functionalist approach to examine the relationship of political forces affecting their shape. The genetic method has allowed to mention qualitative factors that are the foundations of Swedish policy. Institutional and normative approach with regard to the characteristics of decision-making processes, law-making processes resulted in a system analysis in line with the theoretical model proposed by David Easton. Each stage of the legislative process has been followed – from the change initiative to the entry into force of the “Vision Zero”. The method of content analysis and the institutional and legal method served to illustrate the role that it has for Sweden for 20 years. THE PROCESS OF ARGUMENTATION: Ensuring broadly understood, multi-tasked road traffic safety is today a prerequisite for harmonious economic and social development of the country (for example, due to the cost of treatment of accident victims, but also the legitimacy of authority, whose task is to ensure safety). RESEARCH RESULTS: The necessity of introducing a nationwide road safety strategy was convinced by all the groups that sat in the Swedish parliament in 1997 (as evidenced by its voting through acclamation). The consolidation attitude of many social groups, institutions and individual road users, promoted by the Vision Zero, resulted in considerable successes. First of all, the number of fatalities in road accidents in 1997-2012 dropped by 48%. At the same time, the number of people who suffered minor injuries in the same period as a result of road accidents has increased. This testifies to the correct decisions of Swedish strategists who were already well aware in 1997 that it is impossible to eliminate accidents as such (which is why they focused on reducing the most tragic effects). CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The Vision of Zero, which is now a general philosophy of approach to road safety issues in Sweden, thanks to its efficiency and effectiveness has become not only a source of pride on the part of the Swedes themselves. Few (Sweden’s population for the first time reached a ceiling of 10 million inhabitants in January 2017), although the very innovative Swedish society developed an innovative model of cooperation between private and public sector entities as well as every single user of transport infrastructure that contributed to the radical decline the number of accidents resulting in death or serious injury. Thus, once again, the descendants of the Vikings became a role model for other nations – both among European Union countries and on a global scale.

The purpose of this article is to answer the question whether the state has effective instruments of impact on the banking system in order to reduce the risk which materialization would threaten the entire economy. This aim was achieved by identifying the tools of impact on the banking system used in the European Union, taking into account the distribution of standard instruments and actions which had been taken in response to the events of the last crisis. This analysis indicated that the key role would be played by the instruments created in the banking union. However, this will not limit the role of the state in the banking system, but it will give it a formalized and complex dimension through which it will be possible to react quicker to emerging issues and to reduce the costs of such a solution.

Poczucie bezpieczeństwa osobistego u mieszkańców danej jednostki terytorialnej jest ważnym elementem wpływającym na jej konkurencyjność oraz rozwój społeczny i gospodarczy. Brak spełnienia potrzeby bezpieczeństwa przez odpowiednie instytucje życia publicznego przyczynia się do pogorszenia warunków życia i wywołać może exodus obywateli. Autor przedstawia wyniki badania ankietowego dotyczącego bezpieczeństwa w wymiarze lokalnym. Badanie przeprowadzone zostało w maju i czerwcu 2018 wśród studentów Wydziału Zamiejscowego Uniwersytetu Zielonogórskiego w Sulechowie. Głównym celem badań było określenie przyszłych kierunków lokalnych i regionalnych inicjatyw mających na celu kształtowanie bezpiecznej przestrzeni publicznej i przeciwdziałanie zagrożeniom. Zakres badania zawierał następujące kwestie: poczucie bezpieczeństwa osobistego, bezpieczeństwo lokalne, współczesne zagrożenia bezpieczeń- stwa kraju oraz przeszkody w kształtowaniu bezpieczeństwa kraju. Bada- nie pokazało, między innymi, które instytucje życia publicznego wzbudzają największe zaufanie wśród Polaków, oraz które stanowią największe prze- szkody w kształtowaniu bezpieczeństwa kraju. Co więcej, na podstawie wyników przeprowadzonego badania sformułowane zostały wnioski, które mogą okazać się użyteczne dla polepszenia bezpieczeństwa lokalnych społeczności w województwie lubuskim.

The aim of the elaboration is an attempt to threaten the safety of an alcoholic intoxicated person in sobering chamber. In accordance with the legal regulations adopted in this regard, medical staff is employed in such a facility – a doctor or feldsher and a nurse or paramedic. However, despite the procedures adopted in such facilities, there is a threat to the safety of intoxicated persons, as well as to the safety of the staff working there. The sobering chamber admits people whose intoxication determines the alcohol content above 0.5 per mille and whose influence affects themselves or otherwise, as well as intoxicated persons causing scandal in a public place. Rules have also been adopted that intoxicated people with alcohol equal to or higher than 4 per mille are referred to medical transport for care. The support of the safety of people staying in such facilities is video monitoring, which allows not only constant observation of people staying in sobering stations, but also but also playback of recordings for the purpose of evaluating events and their reconstruction.

Opis:
The author of the article indicates on the necessity to involve all elements of the national safety system in prevention from dangers resulting from dynamic geopolitical systems changes. Incidents like Crimea’s occupation by Russian army, war in Donbas and huge exodus of refugees from Middle East countries caused by war in Syria and offensive of Islamic State determine international relations in negative way. A. Czop reminds that 5200 security agencies operate in Poland, which employ 114 thousands of qualified security guards and 18 thousands qualified technical workers. About 300 thousands people are employed in private security sector in total. This should be treated as an essential element of national safety system. The author presents proposals of legislative, functional, organisational and economic changes, which may improve the effective utilization of security agencies in national safety system. The proposals results from the author’s study on the safety system and are amongst interest of National Security Agency.

This article presents the material scope of public safety and public order in the context of the Polish police jurisdiction. The considerations are based on the assumption that safety, as one of the social rights, is an inalienable human right while human rights are the product of moral and political agreements between people. When attempting to define the material scope of the notions of "public safety" and "public order", it should be noted that both in the process of making and applying the law and in the legal literature, the use of the term "public safety and order" has been accepted. Nevertheless, the concepts of public safety and public order are not unequivocal. The relevant literature presented in this article is dominated by approaches that define both public safety and public order as a desirable state. Most often, public safety is related to the functioning of the state and its citizens, while public order refers to a narrower sphere of complying with norms and maintaining the efficiency of public institutions . Both concepts are of an administrative nature, i.e. they are concerned with issues related to the implementation and observance of regulations in force in a given country. Public order, just like public safety, is also a certain internal condition of a state, as no organised community can allow its members to exercise their will without any restrictions. Rules governing the conduct and coexistence of community members are defined by appropriate norms, such as customs, moral and religious principles or legal norms, all of which are subject to permanent changes, which in turn makes it necessary for the institutions established to protect public order and safety to adapt by systematic improvement of their organisation in the functional dimension.
