Opis:
The article presents basic definitions related to road accidents and types of tests carried out in the field of road accidents. The effects of road accidents on participants, drivers as well as social and direct costs of road accidents were discussed. The correct conduct of people involved in a road accident (incident) was presented. In the research part, the most common causes of accidents in Poland were analysed. Particular attention was paid to the participation in accidents of participants under the influence of alcohol. The article ends with a discussion on the presented research results and the resulting conclusions as well as a proposal for preventive actions to reduce the number of road accidents.

Each year 1.2 million people die and 20–50 million people become disabled as a result of road traffic accidents (RTA) [5]. Every day hundreds of people around us, wherever we are – in Poland, China, Venezuela or United States, are dying preliminarily and suddenly – just going to work or vacations, crossing the road or on their way to an amorous appointment. They are drivers and pedestrians, mothers and children, old and young. The threat of road accidents is on everybody’s mind, but it seems that we still do not realize the real magnitude of the problem. These are lives not lived, families not created, children not born. These are also disability pensions, pain, families broken, sufferings. And the situation is getting worse even though we know that these tragic situations and their consequences are predictable and preventable. Some countries – among them are Denmark and Sweden – have shown spectacular results in reducing the road accident rates.

Due to WHO – health is a physical, psychical and social welfare. The collapse of health is serious threats of safety. Only healthy man may be liable to education, will participate in organizational processes, actively and creatively incorporate processes aimed at improving safety culture and defense, which serves harmonious development of certain entities and achieving safety in its broad sense. Meanwhile fatigue, caused by unhealthy lifestyle or physico-somatic changes, reduces feeling of welfare which is equivalent of safety. Taking adequate measures to minimize subjective feeling of lack of welfare might contribute to increasing our effectiveness and creativity and, at the same time, to improve conditions to our safety.

Currently, road safety is one of the most important challenges in many areas: not only in terms of transport and logistics but also as far as social and economic issues are concerned. The constantly increasing road traffic and the growing number of transported goods and people are some of the challenges addressed through the activities of many ministries, institutions and social organisations. Ensuring appropriate safety conditions, aimed at the protection of human health and life, is currently among the most important objectives. Road traffic safety is therefore one of the most important aspects of the policy of Poland and other members of the European Union. Hence, more new procedural solutions should be sought to reduce the negative impact of road traffic on society, the environment and the economy. In this situation, one of the most important tools are programmes improving the safety of road users. The article presents the activities undertaken by Poland, as well as actions that result from the road safety strategy of the European Union.

Occupational injuries requiring admission to a trauma unit were examined to outline the events surrounding the injury and to examine the costs. Sixty-nine patients were admitted over a 12-month period, representing 4.30% of all work-related injuries attending the emergency department and 4.25% of all admissions to the trauma unit. Most were male (91%), working in skilled trade occupations (65%), with a mean age of 38.8 years. Personal protective equipment was used only by 46% of injured workers who should have been using it. Sixty-one percent of patients believed that their injury was preventable. Half of the injuries were to the upper limb, fall was the most frequent mechanism (25%) and the median duration of admission was 2 days. The direct hospital costs were estimated at over 300 000 GBP. Failure to use protective equipment and to follow health and safety guidelines suggests that opportunities exist for injury prevention.

Poland has one of the highest fatal accidents and victims indicators in European Union. In 2010, there were 38 832 road accidents. 3907 people were killed and 48 952 were injured. It is assumed that road accidents are a cost of the growth of motorise and transport. Since year 2000, there were about 14 millions registered vehicles in Poland. Today there are more than 22 millions. Road safety system should be aimed at decreasing the number of the road accidents victims and assisting the victims. In the recent years, there has been a change in the approach to the programs on the social prevention. It has been stressed out that, the programs based on the intuition of their creators and operators, adapted at will from other groups, or developed for other problems and being treated as universal ones, cannot be effective, and on the contrary, can bring about the results opposite to the intended. This is, why the problems of constructing, running and evaluating the preventive programs, have become a subject of the scientific interest. Interdisciplinary analyses led to conclusions that road traffic safety consists of many different factors that influence road safety. In this system, prevention works in two ways. It can not only help to eliminate or reduce the risk factors but it can also strengthen the protective factors. Among them, the most important are human factors. Driver can cause the risk but also by changing and adapting his driving style to the road conditions he can avoid traffic accidents. In each population, including the population of road traffic participants, there are people under various degrees of danger and susceptible to the risk factors.

The article discusses the rights and obligations of police officers related to the new instrument protecting persons affected by domestic violence. It is a practical compendium on the issuing of an order by the police to immediately leave the shared residence by the perpetrator and an order not to approach the residence and its immediate surroundings. It also discusses court service by police officers. The author provides several guidelines that resolve the interpretation doubts concerning the provisions.

The paper characterizes an engine room as a place of a fire’s origin and its spread. It presents potential sources of fire and fire protection onboard. Examples of international rules and regulations are described as well. It also gives the statistics and some scenarios for fires and some recommendations for machine spaces. It presents problems of engine room fire safety, understood as a result of the analysis of different criteria. The engine room was chosen for analysis because many factors whose presence result in a fire could be found there in the way of combustible materials: fuel oil, lubrication oil, hydraulic oil and thermal oil consumed by the main engine, generator engine, boiler, thermal oil heater and hydraulic oil equipment, paints, solvents etc. Sources of potential fires are mainly the hot surfaces of exhaust gas pipes, turbochargers, boilers and waste oil incinerators, ignitions, sparks, static electricity etc. In addition, many engine room fires have an electrical source, such as electrical short-circuits and thermal overheating in the switchboards. Approximately 70% of fires in the engine room have typical scenarios: the outflow of combustible liquid and contact with a hot surface and can reach temperatures between 700–1000°C. They spread rapidly, their power and dynamism depending on the intensity of the outflow of the combustible liquid and its properties, but also the local conditions and the geometry of engine room as well. Fire safety in engine rooms is determined both by good design and the company’s and crew’s focus on fire prevention. Some of the recommendations are high standards of cleanliness in the engine room, regular checks of materials used for insulating high temperature surfaces, attention to fire risks when repairs and maintenance works are carried out and many other factors.

Szczególną uwagę zwrócono na techniczne środki bezpieczeństwa, stosowane przy bezpiecznej eksploatacji maszyn. Autorki pracy zwróciły również uwagę na najnowsze trendy, jakie panują w ochronie szeroko pojętych układów bezpieczeństwa maszyn. Podział technicznych środków bezpieczeństwa, a także znajomość klasyfikacji, co stanowi bardzo ważny aspekt podczas oceny, analizy i redukcji ryzyka. Dodatkowo w artykule zostały przedstawione przykładowe piktogramy, które stanowią informację dla pracowników o potencjalnych zagrożeniach wynikających z eksploatacji danej maszyny.
This article briefly reviews the safety precautions that eliminate or reduce the hazards that may exist in the work environment. Particular attention was paid to the technical safety precautions used for the safe operation of the machine. The authors of work also pointed attention to the latest trends which prevail in the protection of broadly defined systems of machine safety. Distribution of technical security measures, as well as knowledge of the classification, which is a very important aspect during the evaluation, analysis and risk reduction. In addition, the article presents examples of pictograms that represent information for workers about the potential risks arising from the operation of the machine.

This paper summarises a series of large-scale fire suppression tests conducted to simulate a fire in the big surface and/or surface sprinkling. The subject of this paper is the research on water spraying with the use of the Turbo Jet 2011 water-foam nozzle manufactured by Supon Białystok. The results discuss the pressure losses caused by the flow through the discharge hose, spray angle, and the intensity of surface sprinkling. The greatest stream ranges and the highest maximum values of the sprinkling intensity were obtained at the capacity of 400 l/min, and a solid spray angle. The smallest values were obtained at 200 l/min, a pressure of 5 bar, and a solid spray angle. The actual pressures taking into account the losses in the hose section were calculated. As for the highest firefighting effectiveness of the stream, the authors recommended the following parameters: semi spray angle, 200 l/min, and 2.5 bar.

The intelligent systems supporting the driver start to play a decisive role in avoiding vehicle collisions in dynamically changing road conditions. Systems cover the following fields: prevention, passengers safety, support and information. In that case we are dealing with an integrated safety system, which is much broader then an individual car or personal skills of a driver. The implementation into a common usage of sophisticated safety systems is aimed at early warning, monitoring the situation on the road, mutual interaction and functionality of the systems in changing road conditions. The huge technological investments of car producers result in safety improvement and avoidance of majority of car collisions. The most recent safety active systems, which are broader described in the article, include the systems, which use IR cameras, such as: Driver Alert System - DAC (Driver Alert Control) and LDW (Lane Departure Warning) as well as City Safety System.

W artykule przedstawiono wyniki badań uwzględniające nakłady na prewencję wypadkową oraz stan kultury bezpieczeństwa w 51 przedsiębiorstwach reprezentujących różne sektory gospodarki. Analiza wyników wykazała, iż wyższym kosztom prewencji przeliczanym w stosunku do wynagrodzeń towarzyszyła wyższa ocena kultury bezpieczeństwa. Dotyczyło to zwłaszcza przedsiębiorstw z wdrożonym systemem zarządzania BHP, przedsiębiorstw, którym ZUS nie podwyższył składki wypadkowej oraz przedsiębiorstw notowanych na GPW.
The article presents the results of research focussed on the expenditure on prevention and the resulting state of safety culture in 51 companies representing various sectors of the economy .Analysis of the research output showed that the higher costs of prevention calculated in relation to wages, the higher the evaluation of safety culture. This is especially true of the enterprises that have implemented the OSH management system, the companies which did not have the accident insurance premiums increased by ZUS (Social Insurance Institution) and those listed on the Warsaw Stock Exchange.
