Cel: Celem artykułu jest prezentacja wyników badań naukowych tj. badań teoretycznych i empirycznych, które w ramach przewodu doktorskiego zostały przeprowadzone przez autora na przełomie 2010 i 2011 roku. Ponadto opracowanie jest swoistą prezentacją gotowego rozwiązania w dziedzinie zarządzania i dowodzenia, a także propozycją wprowadzenia nowych matryc bezpieczeństwa w struktury Państwowej Straży Pożarnej przy wykorzystaniu metodologii matrycowania. Wprowadzenie: Wraz z rozwojem cywilizacji i technologii, na naszej planecie, z roku na rok, rośnie liczba zagrożeń i zdarzeń wywołanych przez naturę oraz człowieka. Ludność od dawien dawna poszukiwała i poszukuje nadal stałych rozwiązań, które posłużyłyby zapewnieniu optymalnego bezpieczeństwa dla życia, zdrowia i mienia. W związku z tym w latach ubiegłych do życia powołano liczne podmioty i instytucje ratownicze. Służby ratownicze m. in. takie jak Państwowa Straż Pożarna muszą dążyć do sprostania wszelkim wyzwaniom. Głównym elementem wpływającym na skuteczność prowadzenia działań jest efektywne zarządzanie i koordynacja akcji ratowniczo-gaśniczych. Wychodząc naprzeciw oczekiwaniom specjalistów w dziedzinie zarządzania i dowodzenia, autor niniejszej publikacji przeprowadził badania naukowe w obszarze sporządzania matryc bezpieczeństwa. Artykuł pt.: „Wykorzystanie matryc bezpieczeństwa w zarządzaniu i koordynacji działań ratowniczo-gaśniczych Państwowej Straży Pożarnej” ukazuje propozycję matryc bezpieczeństwa, które mogą zostać wykorzystane w trakcie akcji ratowniczo-gaśniczej. Wyniki: W artykule zaprezentowano opis potencjału ratowniczego Państwowej Straży Pożarnej, rodzaje zadań, które na miejscu zdarzenia wykonuje ww. służba ratownicza. Przy pomocy metod i technik badawczych wyodrębniono grupę zagrożeń, w których biorą udział jednostki PSP, oraz przedstawiono wyniki badań ankietowych, które zostały przeprowadzone wśród strażaków. Na podstawie ww. elementów przygotowano ryciny dwóch matryc bezpieczeństwa w ujęciu zagrożeniowym i zadaniowym ze wszystkimi podmiotami ratowniczymi oraz ryciny dwóch matryc bezpieczeństwa w ujęciu zagrożeniowym i zadaniowym dla Państwowej Straży Pożarnej. Wnioski: Autor wskazuje możliwe obszary wykorzystania nowych matryc w sferze bezpieczeństwa i koordynacji oraz dowodzenia akcjami ratowniczo-gaśniczymi dla Państwowej Straży Pożarnej. Ponadto sugeruje, że metodologia matrycowania i matryce bezpieczeństwa będą trzonem programów komputerowych w dziedzinie zarządzania i dowodzenia.
Aim: The aim of this paper is to present the theoretical and empirical results of the research that was carried out at the turn of years 2010 and 2011 during author’s PhD studies. Moreover, it is a specific kind of presentation of the final solution in the field of management and command. Finally, it is a proposal for the introduction of new safety matrices for the State Fire Service with the application of matrix methodology. Introduction: With the development of civilization and technology, year by year, the number of threats and events provoked by the nature and the human beings on our planet has been increasing. From the very beginning, people have sought constant solutions which would guarantee them safety of their life, health and their possessions. Therefore, in last years, numerous entities and emergency institutions have been set up. Emergency services, inter alia, the State Fire Service, must aspire to cope with all the challenges. Effective management and coordination of rescue and firefighting actions are the main elements which influence the effectiveness of operations. Trying to face up to specialists’ expectations in the field of managing and command, the author of this publication conducted research, inter alia, in the area of creating matrices of safety. The article “Usage of safety matrix in management and coordination of rescue and firefighting activities of the State Fire Service” presents the suggestion that safety matrices can be used during firefighting actions. Outcomes: The paper shows the rescue potential of the State Fire Service and types of tasks that are performed onsite of the action. Using testing methods and techniques, the group of threats which involves the firefighting units was distinguished. Moreover, the results of the survey which was conducted among firefighters were presented. Additionally, on the basis of the above mentioned elements, and in terms of safety and hazard, the drawings of two matrices for the State Fire Service and for other emergency services were demonstrated. Conclusions: To sum up, the author indicates possible areas of the usage of new matrices by the State Fire Service in the field of safety, coordination and command during firefighting operations. Furthermore, it is suggested that matrix methodology as well as safety matrices will be the core of computer software in the field of management and command.

This article considers a new method of decomposing the ship route into global and local planning using MATLAB and Simulink developed by the authors. The authors propose to create a program code in MATLAB and operate it into Simulink. Wherein, the corrective coefficients were written in MATLAB. Such trajectories are constructed as a set of points, collected into the special matrix. In determining of the angle value of the rudder was used the ship’s turning ability such as: high (HG), middle (MD) or low (LW) with regard to passage area. Moreover, in the article were analyzed and calculated the ship rudder effectiveness for Proportional-Integral-Derivative (PID) control. The paper is devoted to the problem of safety navigation. First of all is the task of planning the path: the trajectory of the vessel’s movement in the local water area. The purpose of planning the vessel trajectory in the local water area is to ensure navigation safety due to marine traffic and environmental conditions. One of the tasks of the present work is controlling following a desired trajectory. The article notes affect of the vessel motion deviation into control process.

The presented article deals with the use and evaluation of individual risks of work in the environment of Slovak mining company. The mining company is also a manufacturing company. The company mines the raw material and the final product (clinker). The main goal of the article is to monitor the incidence of accidents over the last 10 years, to analyse the group of risks that have a significant impact on accidents in mining companies and to evaluate them. The Risk Matrix, shows the relationship between estimated consequences and probability of risks formation. The next step is to use the workplace Risk Assessment Method to define acceptable risks and minimize the impact on workers. Another method we used is the Fault Tree Analysis (FTA) model. The output of the FTA model is the creation of a faulty tree, which resulted in the individual traumatized accidents that resulted in the definition of the resulting risk - namely a load injury.

The paper describes the use of matrix game theory for the synthesis of safe control of a ship in collision situations. An analysis of the sensitivity of the ship control algorithm to the inaccuracy of process state information and changes in its parameters was presented. Sensitivity characteristics were compared on the example of the navigational situation in the Kattegat Strait for good and restricted visibility at sea.

Objectives: The purpose of this article is to identify the quantitative and qualitative methods applied by Russia in planning exerting influence on other countries, including members of the Visegrád Group. Methods: The research method used in this study consists in a systematic review of Russian and global political literature, as well as military literature, publications in the field of international relations, international politics, econometrics and forecasting, economy and management, in the aspect of the differences between the methods of forecasting the influence on other countries with respect to the methods described in international subject literature. Results: The conducted analysis of documents enabled the identification and drawing the characteristics of the strategic forecasting methods that Russia may apply to influence other countries. The study also identifies the institutions as well as researchers who deal with the issues related to forecasting influence on specific countries in Russia. Conclusions: Both the identified methods and the research centres focus on ensuring the effectiveness of Russian foreign policy that requires an accurate assessment of the current situation as well as detailed forecasts of potential events (scenarios) in the future. The method that deserves particular attention is the strategic matrix method, which has probably been modified, but its essential elements are still functioning.

Purpose: The conducted research was aimed at constructing a structural and functional model for the interaction of bodies providing aviation safety during crisis management. Design/methodology/approach: The methods of mathematical simulation and the graph theory, the methods comparison and formalization have been applied to study the process of interaction between the bodies assuring aviation safety. Using methods of the linear algebra allowed constructing a mathematical model for the functional structure of the interaction process that contains description of this process by the main methods of interaction. Findings: It has been proved that the interaction process has a certain functional properties that reflect the functional relations between the modes of violator actions, the modes of using the response forces and the modes of interaction. A structural and functional model of interaction in semantic, algebraic forms and in the form of graphs has been created. using typical operations with incidence matrices, the possibility of obtaining the physical interpretation of the simulation results within the introduced algebra of functional structure models has been justified. Research limitations/implications: Discusses interactions between the bodies that assure aviation safety and at the same time, the possibility of a crisis situation is taken into account. Practical implications: The developed models allow reflecting the current state of the functional system and the elements of the process of interaction rather completely. It makes a structural and functional analysis of interaction possible and allows defining the priority directions of its organization, simulating the options and methods of interaction in solving relevant tasks by the bodies that assure aviation safety. Originality/value: That allowed not only describing the formal relations between the methods of interaction and interacting units, between the interacting units and the modes of violator actions, but also considering the influence of the interaction process on the current state of the functional system.

Risk assessment and management was established as a scientific field some 30–40 years ago. Principles and methods were developed for how to conceptualize, assess, and manage risk. These principles and methods still represent largely the foundation of this field today, but many advances have been made, linked to both the theoretical platform and practical models and procedures. The purpose of the thesis is to perform a review of these advances, with a special focus on the fundamental ideas and thinking on which these are based. We have looked for trends in perspectives and approaches, and we reflect on where further development of the risk field is needed and should be encouraged. The present study is written for readers with different types of background, not only for experts on risk. However, there is a conflict between the cost impact and safety aspect. E&P managers as well as government supervisor authorities are constantly faced with decisions to be made regarding of safety. In order to ensure comparability and to set priorities application of QRA is a useful tool to justify choices made with regard to personnel safety, environmental protection, asset damage and business reputation, it is recommended to apply the systematic cause analysis method and develop the risk management models which contains an integral approach toward the health, safety and environmental aspect.

Certain critical infrastructure networks show some interconnections, relations and interactions with other ones, most frequently when located and operating within particular areas. Failures arising within one critical infrastructure network, can then negatively impact not only on associated systems, societies and natural environment, but also on mutual critical infrastructure networks. Therefore, interdependent critical infrastructure networks can be determined as network of critical infrastructure networks (network of networks approach). The paper presents safety analysis of the network of critical infrastructure networks, taking into account interconnections, relations and interactions between particular ones. Critical infrastructures networks as multistate systems are considered, by distinguishing subsets of no-hazards safety states, and crisis situation states, and by analysing transitions between particular ones. Issues introduced in the article are based on the assumption that one key critical infrastructure network impacts on functioning of other critical infrastructure networks - can reduce their functionality and change level of their safety and inoperability, furthermore, other networks can impact each other, too. Safety characteristics of network of critical infrastructure networks: safety function, mean values and standard deviations of lifetimes in particular safety state subsets, are determined, taking into account interdependencies between particular networks. The results are related to various values of coefficients defining the significance of influence of interdependencies among networks.

The paper introduces methods of dynamic games for automation of ship control in the collision situation, the game control processes in marine navigation and the fundamental mathematical model of the game ship control. First, state equations, control and state constraints and then control goal function in the form of payments : the integral payment and the final one, have been defined. Multi-stage positional , and multi-step matrix, non-cooperative and cooperative, game and optimum control algorithms for a collision situation, have been presented. The considerations have been illustrated with an exemplary computer simulation of algorithms to determine a safe own ship’s trajectory in the process of passing the ships encountered in Kattegat Strait.

The paper introduces application of selected methods of a game theory for automation of the processes of moving marine objects, the game control processes in marine navigation and the base mathematical model of game ship control. Occupational risk is closely related to work environment. For the same positions, but in different working conditions threats and level of risk can be different. For this also estimating the degree of damage hazard the largest possible should be adopted effects. However, when estimating probability occurrence of threats should include, among others: working conditions, events from the past, or possible employee behavior (in particular those that may be the cause of an accident at work). The source of the above information may be data from statistics or observations of work stations. The article presents the assessment of occupational risk at the position of the laser cutter operator, which was carried out using the Job Safety Analysis (JSA) method. According to this method, occupational risk is determined on the basis of two parameters, i.e.: consequences of C and probability of consequences P. In turn, the probability of consequences is the sum of three factors: frequency of hazard F, probability of event O and avoidability or damage limitation A.

Opis:
The article presents the results of the assessment of the level of work safety, the level of modernity and the efficiency of the use of machines on the labelling and packaging line. The assessment of the level of occupational safety was made on the basis of an interview conducted with machine operators, by direct observation and analysis of historical data. The basis for assessing the level of modernity was the ABC technology method and the 5-stage Parker scale, while the OEE indicator was used to assess the level of efficiency of the use. An assessment of the level of safety, modernity, efficiency and other aspects such as cleanliness, completeness, maintenance, improvements for machines in the line with the use a scale of 0-5 was included and next, based on the validity index, the overall result was calculated. Modified McKinsey matrix was used to evaluate these factors and comparison the obtained results with other lines in the company. As a result of the conducted analyzes, it was pointed out that it is necessary to take improvement measures in the area of the worst-assessed factors.

Zniesienie w 2011 r. w Polsce obowiązku ustanawiania stref ochrony ujęć wody istotnie zwiększyło ryzyko eksploatacji systemów zaopatrzenia w wodę, a szczególnie małych systemów wiejskich. W przypadku systemów wodociągowych usytuowanych na terenach użytkowanych rolniczo, głównym źródłem zagrożenia mogą być uprawy roślin i hodowla zwierząt w bezpośrednim sąsiedztwie ujęć wody. W artykule przedstawiono metodę oceny zagrożenia jakości wód podziemnych na obszarach użytkowanych rolniczo. Proponowana procedura analityczna wykorzystuje uniwersalną metodę, pięcioparametryczną matrycę, uwzględniającą takie zmienne ryzyka, jak prawdopodobieństwo wystąpienia zanieczyszczania wody, ekspozycja systemu wodociągowego na zagrożenia pochodzenia rolniczego, skutki finansowe, liczba zagrożonych konsumentów i poziom ochrony systemu przed zagrożeniami. W przypadku każdego z układów zasilania w wodę eksploatowanego w danym systemie wodociągowym wyznacza się wartości ich ryzyka cząstkowego oraz kategoryzację (ryzyko tolerowane, kontrolowane i nieakceptowane), a następnie określa wartość ryzyka całego systemu wodociągowego. W pracy przedstawiono wyniki praktycznego zastosowania omówionej metody do oceny ryzyka w przypadku dwóch wiejskich systemów zaopatrzenia w wodę, zlokalizowanych na obszarach o intensywnej eksploatacji rolniczej, na podstawie danych z ich sześcioletniej eksploatacji (2010–2015).
The 2011 abolition of obligation to establish water intake protection zones in Poland significantly increased the risk of water supply system exploitation, especially in small, rural areas. In case of water supply systems situated in agricultural zones, crop production and animal husbandry in the vicinity of water intakes may constitute a major threat. This article presents a groundwater quality threat assessment method for agricultural areas. The proposed assessment procedure is based on the universal method of five-parameter matrix that includes the following risk variables: probability of water contamination, exposure of water supply system to agricultural threats, financial effects, number of endangered consumers and threat-protection level of water supply system. For each of water supply arrangements being exploited in a given water supply system a partial risk value with its categorization (tolerated, controlled and unacceptable risk) is determined, followed by definition of a total risk for the water supply system. The paper demonstrates practical applications of the presented research method to risk evaluation in the example of two existing, rural water supply systems located in areas with intensive agricultural activity. The analysis was conducted during a 6-year research period (2010–2015).
