Author of this publication identifies safety requirements regarding maritime transport of dangerous goods class 1. Various modes of transport are used to hazardous materials that often include maritime transport of hazardous materials, such as explosives. Dangerous Goods’ refers to items that are potentially dangerous during transportation. The above paper is based of techniques in ship operations, as well as the desirability of having more comprehensive recommendations which included dangerous goods. Dangerous goods have special transport requirements to eliminate or minimize the risk of injuring people or damaging property and the environment. The Recommendations are aligned with relevant IMO codes and the IMDG Code in particular. The above article is based on the results of safety research on maritime transport of hazardous materials, as Sworn Expert of the Polish Chamber of Maritime Commerce.

Mogą one przesyłać pakiety danych do innych węzłów oraz wspomagać wykorzystanie aplikacji użytkownika. W artykule omówiono problemy, z jakimi sieci telekomunikacyjne muszą się zmierzyć w zakresie zwiększenia bezpieczeństwa w transporcie morskim oraz zaproponowano, w jaki sposób za pomocą konwergencji nauk matematycznych, informatycznych oraz technologii morskich można je rozwiązywać.

W artykule omówiono problem przewozu gazu ziemnego morzem z uwzględnieniem aspektów bezpieczeństwa dla statku, załogi i środowiska. Omówiono formy przewozu w postaci: gazu skroplonego (LNG), sprężonego gazu (CNG) oraz zamrożonych hydratów metanu. Wskazano na główne zagrożenia, przede wszystkim jest nim tworzenie z powietrzem mieszanin palnych i wybuchowych. Czujniki wykrywające obecność gazu w wielu newralgicznych pomieszczeniach (informacja o nieszczelności systemu ładunkowego lub instalacji ładunkowej) oraz czujniki dymu wykrywające pożar są standardowym zabezpieczeniem na gazowcach. Gazowce przewożące skroplony gaz ziemny (LNG) są dużymi statkami. Energia cieplna przewożonego ładunku w przypadku pożaru części ładunkowej stwarza poważne zagrożenie nie tylko dla statku, zdrowia i życia załogi, ale i otaczającego środowiska. W rezultacie gazowce przewożący niebezpieczny ładunek poruszają się wyznaczonymi trasami żeglugowymi i są pod specjalnym nadzorem w morzu, jak i w terminalach lądowych. Odpowiednie przeszkolenia załóg oraz ich doświadczenie pozwalają na bezpieczny przewóz gazu ziemnego.
Paper discussed the problem of natural gas transport by sea, taking into account the safety aspects for vessel, crew and environment. It was discussed the states of NG carrying as liquefied gas (LNG), compressed gas (CNG) and methane hydrates. It was indicated the main hazards, mainly flammability, explosion limits. The gas and smoke detectors are the standard equipment on gas tankers. LNG tankers are large so the heat energy of fire is a danger for vessel, health and life of crew and the environment. The LNG vessels sail through special sea routes, are under special supervision at sea and in terminals. The crew training, experience and required certificates allow for safe transport of natural gas by sea.

W artykule omówiono problem poważnych skutków wynikających z kolizji statków. Dzięki nowoczesnym technikom kontroli ruchu statków, obszarów rozgraniczenia ruchu, stosowaniu systemów antykolizyjnych itp. udaje się utrzymywać liczbę wypadków morskich na podobnym poziomie w poszczególnych latach mimo wzrastającego natężenia ruchu statków. W artykule skupiono się na wybranych kolizjach statków między sobą oraz kolizjach statków z infrastrukturą brzegową lub portową wskazując na poważne skutki tych zdarzeń dla statków, infrastruktury i środowiska naturalnego. Postawiono pytanie, na które trudno znaleźć jednoznaczną odpowiedź, czy można było uniknąć przedstawionego zdarzenia. Próbuje się znaleźć metody, które zmniejszyłyby ryzyko takich zdarzeń. Jedną z nich jest zobrazowanie na mapie elektronicznej położenia statku (nie tylko jego punktu ciężkości, ale także rozmiarów, kształtu kadłuba i jego zorientowania) i innych obiektów znajdujących się w pobliżu wraz z dynamiką ruchu obiektów. Pozwala to analizę i predykcję, jaka może być sytuacja położenia statku w najbliższej przyszłości. Dzięki temu mamy pewne szanse na podjęcie działań, które pozwolą na uniknięcie niebezpiecznych sytuacji lub zmniejszenie skutków kolizji.
Paper discussed the problem of ships’ collisions and consequences. Due to implementation the vessel traffic control systems (VTS), area of traffic separation, anti-collision systems etc. the number of marine accidents is stable in situation of increased vessel traffic. It was discussed the impact of chosen ships’ collisions on shore and port infrastructure and their environment. It was given the question with no explicit answer, was it possible to avoid such accident. It was tried to find out the methods to minimize the risk of collision. The vessel position displays on electronic chart (not only the centre of gravity but the shape of hull and its orientation) and other objects situated nearby and dynamics of objects’ motion. It allows for prediction where the vessel will be situated in the future. We have some chances to avoid dangerous situations or to minimize the impact of vessels’ collisions.

Opis:
W artykule omówiony został problem zdarzeń wypadkowych na morzu. Mimo znaczących postępów w technologii budowy i wyposażania statków, wraz ze wzrostem ilości ładunków i pasażerów przewożonych drogą morską, rośnie liczba wypadków, w tym związanych ze śmiercią członków załóg i pasażerów. Na podstawie opracowań instytucji międzynarodowych zajmujących się bezpieczeństwem transportu morskiego, autor wskazał własne spostrzeżenia oraz uwagi. Pod względem zagrożenia wypadkowego, transport morski sytuuje się jako jeden z bardziej niebezpiecznych dla ludzi, statków, ładunku i środowiska. Oznacza to, że należy poszukiwać sposobów poprawy sytuacji, a obecne sposoby uznać za niewystarczające. Wskazano główne przyczyny zdarzeń wypadkowych na morzu oraz sugestie sposobów poprawy bezpieczeństwa w transporcie morskim.
Paper discussed the problem of accidents at sea. Despite the meaningful development in shipbuilding technology and ship equipment, together with the cargo and passenger transport growth by sea, the number of marine accidents are still increasing with accompanying them the lives lost of crew and passengers. On the basis of international institutions’ reports being concerned with the marine transport safety the author indicates own observations and remarks. In respect of accident menace the transport by sea seems as one of more dangerous means for people, ships and environment. It means it ought to find out the ways of bettering the situation and present methods to recognize as unsatisfactory. It was indicated the main reasons of accidents at sea and suggestions of improving the safety in marine transport.

Aby realizować w pełni zadania związane z utrzymaniem akceptowalnego poziomu ryzyka zróżnicowanych operacji żeglugowych i portowych do pragmatyki procesów bezpieczeństwa transportu morskiego zaimplementowano zdywersyfikowane systemy monitoringu. Ich poziom integracji jest stosunkowo niewielki, co przy globalnym charakterze transportu morskiego i dążeniu do unifikacji procesów w nim zachodzących jest zjawiskiem niekorzystnym. Celem niniejszego opracowania jest wskazanie możliwości integracji istniejących systemów monitoringu bezpieczeństwa transportu morskiego, budowa oryginalnego homomorficznego modelu systemu zintegrowanego oraz przedstawienie jego zapisu w notacji algebraicznej. W artykule pozytywnie zweryfikowano hipotezę roboczą stanowiącą, iż istnieją teoretyczne przesłanki umożliwiające budowę koncepcji integracji systemów monitoringu bezpieczeństwa transportu morskiego zmierzającej do optymalizacji procesów zapewnienia bezpieczeństwa w transporcie morskim.
Due to the need for better understanding and management of maritime safety and security aspects several diversified monitoring systems have been implemented to the risk management processes. The integration level of these systems is not satisfactory which, taking into account a global tendency for integration and unification of all already implemented systems highlights existence of serious shortfalls in this field. Thus, the main aim of this paper is an identification of potential for further integration of existing systems and transformation into one completely integrated system. The proposal of homomorpfic integrated model has been shown as well as its algebraically notation. The working hypothesis stated that there is a theoretical potential for integration of maritime transport safety and security systems, has been positively proved.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

The tsunami traveling times were examined in connection to the earthquake that took place on 26 December 2004 in the Indian Ocean, changing the sea level as far as the Atlantic. For 17 ports located on the coasts of the two oceans theoretical times of wave arrival at the ports were calculated and compared with the real data recorded by mareographs. It has been found that the theoretical and real times differed, which can be explained by the effect of shallow water. Furthermore, as regards to the earthquake itself, instead of a single point epicenter as it was reported, it should have been considered as a zone of continental plates subduction extending 1200 km. The tsunami speed averaged for 17 ports amounted to 682 km/h, which necessitates an alteration of the coefficient in the formula (2) from the existing 5.0 to 4.38.
W pracy dokonano analizy czasu przemieszczania się fal tsunami na Oceanie Indyjskim i Atlantyku w efekcie trzęsienia ziemi w dniu 26.12.2004. Dla 17 portów rozmieszczonych wzdłuż ich wybrzeży obliczono teoretyczne czasy dotarcia fal tsunami i porównano je z danymi rzeczywistymi zanotowanymi na wodowskazach (mareografach). Stwierdzono odpowiednie ich różnice, co uzasadnia się oddziaływaniem efektów płytko wodnych i uwzględnieniem faktu, że miejsce trzęsienia ziemi nie zaistniało jako punkt epicentrum podawany w komunikatach, ale jako strefa subdukcji płyt kontynentalnych na długości około 1200 km. Dla 17 portów uśredniona prędkość fali tsunami wyniosła 682 km/h, co w tym przypadku zmienia współczynnik we wzorze (2) z 5,0 na 4,38.

The paper has been presented criteria of similarity between of liquid motion. Results of initial research on air flow’s dynamic impact on a ship model of 888 project type are presented in the elaboration as well. The research has been executed at a test stand located in the Polish Naval Academy. The ship model of 888 project type has been an object of the tests. Results of executed measurements have been compared with theoretical calculations for an angle of dynamic heel. Input parameters for the tests and calculations have been defined in accordance with recommendations of Polish Register of Shipping (PRS) and IMO (IMO Instruments). Determination of a heeling moment by wind operation has been a key issue.

The paper objectives are to present the methods and tools useful in the statistical identifying the unknown parameters of the components reliability and safety of complex industrial systems and to apply them in the maritime industry. There are presented statistical methods of estimating the unknown intensities of departure from the reliability state subsets of the exponential distribution of the component lifetimes of the multistate systems operating in various operation states. The goodness-of-fit method applied to testing the hypotheses concerned with the exponential form of the multistate reliability function of the particular components of the complex technical system in variable operations conditions is suggested. An application of these tools to reliability characteristics of a ferry operating at the Baltic Sea waters is presented as well.

Groundings and ship collisions are the two most frequent accident types in the Gulf of Finland, which in the past decades has seen an increase in tanker traffic. This has mainly been oil transport from Russia. Both accident types pose a major hazard to the marine ecosystem, as spills of catastrophic magnitude can occur as a consequence. In order to better plan for the response to and/or prevention of accidents, the frequency and size of spills should be known. This paper estimates the expected number of tanker groundings of different tanker types for the busiest tanker ports in the Finnish part of the Gulf of Finland. Furthermore, in this paper statistics of the sizes of chemical, gas and oil tankers visiting Finnish ports is presented. Finally, the expected number and size of spills is estimated based on the expected number of groundings and the tanker sizes using a spill model based on tanker deadweight (DWT).

It is based on the theoretical backgrounds concerned with the semi-markov modeling of the complex technical systems operation processes, on the complex technical systems and their components multistate safety models and on the statistical methods of identification of the complex technical system components safety models. The illustration of the proposed methods and procedures practical application in maritime transportation is included.

There is presented the contents of the training course addressed to industry. The curriculum of the course includes the methods, algorithms and procedures for identification of the safety models of components of the complex technical systems and their applications in practice. It is based on the theoretical backgrounds concerned with the semi-markov modeling of the complex technical systems operation processes, on the complex technical systems and their components multistate safety models and on the statistical methods of identification of the complex technical system components safety models. The illustration of the proposed methods and procedures practical application in maritime transportation is included.
