    The paper analyzes the problem of concentration of agricultural holdings and its impact on the development of rural areas. The analysis of this problem has revealed many problems of social and environmental nature. Sustainable tendency to increase the concentration of farmland does not have a proper positive impact on the development of rural areas. It has been noted that there are no effective mechanisms of influence of public authorities and local governments on agricultural holdings. The situation of increasing the area of agricultural land of farms of Myrhorod district of Poltava oblast, within the vertically-integrated companies has been studied. The mechanism of agricultural holdings’ involvement in territorial cluster to establish the cooperation on the implementation of social, economic, and environmental community projects has been proposed. It has proved the necessity of the consolidation of social responsibilities of agricultural holdings to support rural communities at the legislative level, where the companies use farm land for their work.

    Sustainable development and afforestation measures aiming to preserve the leading role of the forests are important elements of spatial, environmental and economic policies. The economic efficiency of afforestation schemes covering arable and other types of land was evaluated in view of the policies aiming to increase the afforestation rate and improve the land−use structure in the rural areas. The evaluated afforestation measures were introduced in Poland in 2004 as part of the Rural Development Programme (RDP). The principles and criteria applicable to every RDP framework, i.e. 2004−2006, 2007−2013 and 2014−2020, were taken into account. Special attention was paid to processes that significantly influenced afforestation practices in the analysed periods. Economic efficiency was evaluated for two exemplary plots of arable land. The results of the profitability analysis indicate that current legislation discourages farmers from embarking on afforestation projects. The above can be attributed to the maximum permitted area of afforestation per beneficiary (no limitations in the previous RDPs, 20 ha in the present one), shorter validity of afforestation premiums (12 instead of 20 years) and the introduction of more rigorous afforestation criteria in 2015. The afforestation principles under RDP 2004−2006 were the most favourable for farmers, and the highest afforestation rates were reported during that period. Individual farmers could play an important role in the afforestation process. However, farmers' attachment to arable land, the availability of more profitable measures under the RDP, direct subsidies and the overestimation of the prices of arable land relative to forests discouraged afforestation, even in areas characterized by poor soils. On 1 May 2016, the Polish government introduced additional restrictions on trade in agricultural land, which would additionally decrease the popularity of afforestation measures among individual farmers.

    The objective of this study was to ascertain the socioeconomic and geospatial traits responsible for little or no usage of tractors for land clearing and cultivation by rural farmers in Ogun State, Nigeria. Data were obtained on the study objectives with use of interview guide, in-depth discussion and field observation a randomly selected 247 arable crop farmers. The obtained data were subjected to frequency count and binominal analysis of variance. Results showed factors such as farmers’ inability to afford tractor acquisition and/or hire tractors services (prop = 1.00, p < 0.05) as the major economic traits encumbering tractor usage for land preparation. The social traits included inadequate available of tractors to serve the farmers (prop = 0.76, p < 0.05), and farmers’ apprehension of possible destruction of soil structure and/or farm land (prop = 0.64, p < 0.05) as a result of tractor usage for land preparation. The geospatial traits were stump/tree distribution (prop = 0.97, p < 0.05) and land fragmentation (prop = 0.92, p < 0.05). It was thus concluded that both socioeconomic and farm geospatial traits interactively encumbered farm tractorisation in the study area. It was recommended that farmers should be supported technically and financially by stakeholders in agro-development so as to enable them to afford tractor usage for land cultivation.
    Celem badań było ustalenie społeczno-ekonomicznych i geoprzestrzennych powodów niewielkiego bądź zerowego wykorzystania ciągników w pracach polowych w stanie Ogun w Nigerii. Dane do badań pozyskiwano metodą wywiadu, dyskusji i obserwacji w terenie u losowo wybranych 247 rolników uprawiających ziemie orne. Uzyskane dane poddano obliczeniom częstości i analizie wariancji. Wyniki wskazują na niemożność nabycia ciągnika lub wynajęcia usług z użyciem ciągnika (prop = 1,00, p < 0,05) jako główną ekonomiczną przyczynę ograniczającą mechanizację prac polowych. Powody społeczne obejmowały niedostępność ciągników do obsługi rolnictwa (prop = 0,76, p < 0,05) oraz obawę rolników przed możliwym zniszczeniem struktury gleby (prop = 0,64, p < 0,05) w wyniku stosowania ciągników do pracy w polu. Do przyczyn geoprzestrzennych zaliczono rozmieszczenie pni/drzew (prop = 0,97, p < 0,05) i fragmentację pól uprawnych (prop = 0,92, p < 0,05). We wnioskach stwierdzono, że czynniki społeczno-ekonomiczne i przestrzenne, działając łącznie, ograniczają mechanizację prac polowych na badanym obszarze. Zaleca się wsparcie techniczne i finansowe rolników przez interesariuszy sektora rolniczego, aby umożliwić im wykorzystanie ciągników w uprawie ziemi.

    Użytki rolne zajmują ponad 60% powierzchni Polski. Ze względu jednak na rozwój gospodarczy kraju oraz zmieniające się potrzeby społeczne coraz częściej następuje ich wyłączanie z rolniczego sposobu użytkowania. Zgodnie z założeniami strategicznymi rozwoju wsi, obszary wiejskie powinny stanowić atrakcyjne miejsce pracy, zamieszkania, wypoczynku oraz prowadzenia działalności rolniczej lub pozarolniczej. Wyłączenie gruntów rolnych z produkcji oznacza zmniejszenie zasobów ziemi, która jest podstawowym środkiem trwałym w produkcji rolniczej, dlatego szczególnie ważne jest racjonalne gospodarowanie ziemią, z uwzględnieniem konieczności ochrony gruntów rolnych. Celem badań jest analiza przekształceń gruntów rolnych, jakie miały miejsce na przestrzeni lat w wybranych gminach województwa dolno-śląskiego. Ze względu na szczególne procesy zachodzące w Polsce w strefach podmiejskich, do analiz wybrano gminy: Wisznia Mała i Kobierzyce bezpośrednio graniczące z Wrocławiem. Zasięg, rodzaj oraz kierunek przekształceń analizowano w oparciu o dostępne zestawienia. Wykorzystano dane: z badań ankietowych „Obszary wiejskie i grunty rolnicze w Polsce” (1988), zestawień ewidencyjnych z „Planu urządzeniowo-rolnego gminy Wisznia Mała” (2004) i „Planu urządzeniowo-rolnego gminy Kobierzyce” (2008) oraz zestawień statystycznych. W badanych gminach na przestrzeni 18 i 20 lat stwierdzono zmiany struktury użytkowania gruntów rolnych. W obu gminach mimo bardzo dobrych warunków glebowych nastąpił znaczny wzrost powierzchni terenów zabudowanych. Największe przekształcenie użytków rolnych na tereny mieszkaniowe zaobserwowano w gminie Kobierzyce, szczególnie w obrębach graniczących z Wrocławiem. Wyłączenia dotyczą również obszarów leśnych, których areał w gminie Kobierzyce znacznie się zmniejszył. Analiza danych dotyczących planowanych przekształceń gruntowych w ramach prowadzonej polityki przestrzennej badanych gmin wskazała na dalszy proces wyłączanie z produkcji rolnej i leśnej nowych powierzchni zarówno w gminie Wisznia Mała jak i Kobierzyce.
    Farmlands occupy more than 60% of the area of Poland. However due to the country’s economic development and changing social needs it occurs more frequently their exclusion from the agricultural manner of use. According to the strategic assumptions of the rural development, the rural areas should form an attractive place for work, living, leisure and conducting of agricultural or non-agricultural activities. Exclusion of the agricultural land from production means a reduction of resources of land, which is the basic fixed asset in agricultural production; therefore, it is especially important the rational management of land, taking into account the necessity to protect agricultural land. The aim of the research is to analyze the transformation of agricultural lands, which took place over the years in the selected communes of Lower Silesia. Due to the special processes which are taking place in Poland in suburban areas, selected, the communes selected for the analyses are: Wisznia Mała and Kobierzyce directly bordering Wroclaw. The reach, type and direction of the transformations was analyzed on the basis of available statements. The data were used: “Rural areas and agricultural lands in Poland. Results of inquiry analysis - 1988”,registration statements from “Rural management plan of Wisznia Mała commune” (2004) and “Rural management plan of Kobierzyce commune” (2008) and statistic statements. The changes in the structure of use of agricultural land were stated in investigated communes within the period of 18 and 20 years. In both municipalities, despite very good soil conditions it has occurred a significant increase in the surface of the built-up areas. The biggest transformation of agricultural land into residential areas was observed in Kobierzyce, especially in precincts bordering with Wroclaw. The exclusions also related to forest areas. which acreage in the Kobierzyce commune decreased substantially. The analysis of data concerning the scheduled land transformations within the framework of the conducted policy of spatial policy in the investigated communes has indicated a further process of exclusion of new areas both in the municipality of Wisznia Mała and Kobierzyce from agricultural and forestry production.

    This paper seeks to determine the role of farmland afforestation in the development of rural areas in Poland. An analysis covered the distribution of afforestation conducted in the years 2003-2013 in terms of afforestations needs of rural communes. The assessment relied on the ranking of communes worked out by the Forest Research Institute for the purposes of the National Woodiness Enhancement Programme (NWEP). It was found that, in spite of the NWEP, farmland afforestation did not proceed in a spatially ordered way. The research showed that there is no straightforward relation between the level of afforestation needs of rural communes and spatial differences in farmland afforestation.
    Celem artykułu jest określenie roli zalesień gruntów rolnych w rozwoju obszarów wiejskich w Polsce. Przeanalizowano rozmieszczenie zalesień wykonanych w latach 2003-2013 pod kątem potrzeb zalesieniowych gmin wiejskich. Oceny dokonano uwzględniając ranking gmin opracowany w IBL na potrzeby Krajowego Programu Zwiększania Lesistości. Wykazano, że mimo istnienia KPZL zalesianie gruntów rolnych nie odbywa się w sposób przestrzennie uporządkowany. Badania uwidoczniły brak jednoznacznego związku między poziomem preferencji zalesieniowych gmin wiejskich a zróżnicowaniem przestrzennym zalesień.

    The study focuses on the environmental evaluation of land in the territory of interest by means of assessing the non-production functions. This topic is currently becoming one of the crucial moments in agriculture, water management as well as nature and landscape conservation. The soil represents an important component of the environment and influences both the quality and the quantity of produced foodstuffs due to the fact that being an abiotic factor, the soil is a part of many different natural and artificial ecosystems, affecting thus the hydrosphere, atmosphere and biosphere. The soil provides nutrients for plant growth, necessary for animal as well as human nutrition. It plays an important part in recycling and detoxification of organic materials and in the cycles of many elements. The proposed solution consists in the evaluation of the non-production soil functions in a particular territory according to chosen, usually unchangeable, soil properties on the basis of the proposed method of rating. The method is based on creating evaluation classes comprising the individual categories of soil properties. The rating expressing particular categories indicates the range of the non-production functions within the soil-ecological units in the territory of interest. The research was carried out in a territory only moderately impacted by human industrial activities. The results of the evaluation of chosen soil functions can be used in the studies focused on landscape and soil protection or in the proposals of environment-friendly management models in accordance with the rules of agricultural policy included in appropriate regulations aimed at the protection of varied environmental components.
    Praca dotyczy metodyki oceny produkcyjnego potencjału gleb z uwzględnieniem nieprodukcyjnych funkcji gleby. Gleba jest podstawowym komponentem przyrody i wpływa na jakość i ilość produkowanej żywności. Jednocześnie jest abiotycznym składnikiem różnych naturalnych i sztucznych ekosystemów i wpływa na hydrosferę, atmosferę i biosferę. Gleba jest zarówno zbiornikiem składników potrzebnych dla rozwoju roślin, jak również jest miejscem recyrkulacji i detoksykacji zanieczyszczeń organicznych i innych związków mineralnych. Proponowana metodyka polega na wycenie punktowej nieprodukcyjnych funkcji gleby.. Istota tej metody polega na przyporządkowaniu wartości punktów w zależności od kategorii i charakterystyki gleby. Na podstawie liczby punktów były określone stopnie środowiskowych funkcji ekologicznych jednostek gleby na obszarze badań. Badania prowadzono w miejscach, w których negatywne oddziaływanie przemysłu jest minimalne. Wyniki badań służyć będą do opracowania koncepcji ochrony gleb i krajobrazu lub mogą być wykorzystane w modelach symulacyjnych dla prognozowania sposobów gospodarowania zasobami glebowymi przyjaznymi dla środowiska. Sposoby te mogą być wykorzystane do opracowania dobrych praktyk rolniczych uwzględniających przede wszystkim środowiskowe funkcje gleby.
