Opis:
“Climate Alarm”, a position of Wroclaw public authorities, is an official recognition of issues linked to global climate changes highlighting the position of urban transport development on the sustainable development agenda. Wroclaw Anarchists Federation (WAF) has entered the debate over the further trajectory of the city by proposing the fare-free public transport policy (FFPT) as an instrument supporting the new path presented with the “Climate Alarm.” As the FFPT is being implemented for various reasons, this study uses the content and discourse analyses to explore not only the framing of the FFPT campaign but also how the call for FFPT adoption is set in motion. The WAF sees the FFPT as sustainable transport innovation, and their campaign is suitable for explaining the ecological and social rationale of the FFPT. However, it is not enough to shift the public discourse and mobilize public authorities to consider the FFPT as an option.

Opis:
Purpose: The article deals with the development of the e-commerce market as a challenge for international maritime transport and shipping. The aim of the study is to analyze the current, post-andemic factors in the development of the e-commerce market and its impact on the functioning of the maritime transport and shipping market, with an indication of the synthetic implications for changes that should be introduced to improve the functioning of maritime transport, goods responding to the demand expressed on the global e-commerce market. Design/methodology/approach: The article uses the method of analyzing the literature and the method of analyzing data from public statistics on the development and functioning of the e-commerce market as well as shipping and sea transport in 2012-2020. Findings: The main factors of development and problems resulting from the development of the e-commerce market before and after the Covid 19 pandemic were identified as challenges for the transport and shipping of goods by sea. Practical implications: Organization of the supply chain in the area of targeting the development of transport services and international freight forwarding based on maritime transport and shipping. Originality/value: The value and originality of the articles results from a thorough review of the current literature on the subject and statistical data on the functioning of enterprises from the e-commerce market as well as transport and sea freight. The recipients of the results of this work may be managers and persons shaping the rules of functioning on the maritime transport and shipping market.

Od 1990 r. liczba zarejestrowanych pojazdów samochodowych w Polsce zwiększyła się ponadczterokrotnie, tj. z 5,3 mln do 23,4 mln, co spowodowało znaczny spadek przewozów komunikacją miejską. W efekcie sieć drogowa w miastach jest przeciążona. Zatory uliczne, wydłużający się czas dojazdów, a także hałas i zwiększona emisja spalin są tam stałym zjawiskiem. Planowanie zrównoważonego rozwoju transportu publicznego staje się istotnym elementem projektowania przyszłości miast. Sprostanie temu wyzwaniu wymaga nie tylko odpowiedzialnego tworzenia polityki transportowej, ale również konsekwentnego i efektywnego jej wdrażania. Zagadnienie to stało się przedmiotem kontroli NIK. Jej wyniki wykazały, że działania podejmowane we Wrocławiu były niewystarczająco skuteczne do osiągnięcia zamierzonych celów, a ich efekty w Jeleniej Górze i Wałbrzychu nierzetelnie monitorowane. Znaczące różnice wystąpiły też w organizacji i sposobie finansowania komunikacji miejskiej w różnych miastach.
The quality of living in a city depends, to a large extent, on the transportation pro vided, road movement management and transport policies adopted. Over the last thirty years, the use of public transportation in Poland has decreased significantly. In 1990, the number of persons transported by municipal means of transport stood at 7,264,100,000, while in 2018 – at only 3,774,100,000, which makes a decrease by 48 percent. Simultaneously, since 1990 the number of registered cars has increased by more than four times, i.e. from 5.3 million to 23.4 million. As a result, municipal roads are overloaded. Together with an increase of private cars, traffic jams have been growing, too. Time of driving has also been increasing, as well as noise and emission of exhaust fumes pollution. Planning of sustainable development of public transport has become a significant element of future cities designing, calling for considering the identified needs of their inhabitants, with an optimal use and development of the in frastructure, and provision of necessary resources. In order to meet these challenges, not only responsible development of transport policy is required, but its consistent and effective implementation as well. That is why this area was subject to an audit carried out in the cities of the Dolnośląskie Region.

Koleje mają kluczowe znaczenie dla osiągnięcia zrównoważonego rozwoju transportu. Ustawodawca krajowy i unijny uznali, że ze względów środowiskowych koleje powinny mieć duży udział w przewozach ogółem. Według UE, konkurencja na rynkach przewozów kolejowych zachęci operatorów do lepszego reagowania na potrzeby klientów, poprawy jakości usług i ich efektywności kosztowej, a tym samym wzmocni pozycję konkurencyjną kolei. W związku z tym prawo UE otworzyło rynki przewozów kolejowych na konkurencję. Celem artykułu jest analiza, czy jest to wystarczające do osiągnięcia zrównoważonego rozwoju transportu. Skupiam się na istniejących przepisach prawa, ich doprecyzowaniu (interpretacji) i usystematyzowaniu. Dlatego charakter moich badań jest generalnie dogmatyczny. Moim zdaniem, konkurencja w transporcie kolejowym może przyczynić się do wzrostu przewozów kolejowych, należy jednak zapewnić, aby koszty jej wprowadzenia nie przewyższały korzyści z tego tytułu. Ponadto, do osiągnięcia celów polityki krajowej i unijnej w zakresie zrównoważonego rozwoju transportu niezbędne jest zapewnienie równych warunków konkurencji między koleją a mniej przyjaznymi środowisku rodzajami transportu, w szczególności transportem drogowym (zwłaszcza w zakresie opłat za korzystanie z infrastruktury).
Railways are crucial for the achievement of sustainable transport development.   National, along with EU legislators, recognised that, for environmental reasons, railways should have a high share in modal split. According to the EU, competition in rail service markets will encourage railway operators to become more responsive to customer needs, improve the quality of their services, and their cost-effectiveness and thus, they will strengthen the competitive position of railways. Therefore, the EU’s law duly opened up railway service markets to competition. The aim of this article is to analyse whether it is sufficient to achieve sustainable transport development. I shall focus on the existing law regulations, their clarification (interpretation), and systematisation. Therefore, the character of my research will be generally dogmatic. In my opinion, competition in rail transport can contribute to its increase,  however, it should be guaranteed that the costs of introducing competition would not exceed  its benefits. Moreover, to achieve the goals of national and EU policy in the area of sustainable transport development, it is necessary to ensure the equal conditions of competition between rail and less environmentally-friendly modes of transport, especially road transport (in particular, with regard to fees for the use of infrastructure).

W artykule wyjaśniono definicje, cechy i klasyfikacje transportu i infrastruktury transportowej. W opracowaniu przedstawiono szczegółowe metody badań infrastruktury transportowej oraz wskazano kryteria klasyfikacji dróg publicznych w Polsce. Ponadto w pracy wskazano główne przyczyny zróżnicowania przestrzennego dróg. W pracy zidentyfikowano ranking województw o najwyższym poziomie rozwoju liniowej infrastruktury transportu drogowego według różnych wskaźników
The major objective of the paper was to determine the spatial diversity of linear road transport infrastructure development in Poland in 2004–2019. The paper explained definitions, characteristics and classifications of transport and transport infrastructure. The study presented specific methods of research on transport infrastructure and showed criteria for the classification of public roads in Poland. Moreover, the thesis indicated the main reasons for road spatial diversity. The paper identified a list of voivodships with the highest level of linear road transport infrastructure development by various measures.

Nowadays, the desire and the emphasis, which are put on continuous development, drive the innovative ideas all over the word. As an effect, the concept of Smart City was created. This term refers to the cities where logistics and public means of transport are crucial. One of the pioneering ideas implemented in Smart City is the possibility of renting a vehicle for minutes. This solution is proposed mainly in the big metropolises, and thanks to the development of Internet of Things, it has recently gained huge popularity. Among the offered vehicles, there are not only classic, ordinary passenger cars, but also the alternative means of transport such as: electric scooters, bicycles and delivery vehicles. In the context of the implementation of Smart City, Katowice decided to allow the transport-sharing companies to introduce their services within Silesia Province. The following project studies the competitiveness of transport-sharing enterprises’ services. The final conclusion shows that the variety of different transport-sharing companies’ proposals give customers the opportunity to choose the most appropriate and economical option for them in a particular moment.

Przegląd danych o zużyciu energii i energochłonności w publicznym transporcie zbiorowym wykorzystano do zbadania związków pomiędzy różnymi polami jego optymalizacji a energetyką transportu. Wskazano na podobieństwo efektu energetycznego z normatywnym podziałem modalnym oraz w rozdziale funkcjonalności pracy przewozowej pomiędzy komponentami systemu transportu publicznego. Zilustrowano również wpływ organizacji ruchu ulicznego (prędkości komunikacyjnej) i działań racjonalizujących rozkłady jazdy. Szczególną uwagę poświęcono komunikacji tramwajowej, w której występują znaczące różnice w zużyciu operacyjnym energii (zależnym od kinetyki w ruchu rozkładowym) i serwisowym (dopełniającej do finalnego zużycia energii). Ustosunkowano się do innowacji w napędach, zwracając uwagę na wzrost zużycia operacyjnego energii w nowoczesnym taborze tramwajowym i na potencjalne możliwości autobusów elektrycznych. W podsumowaniu wskazano na potrzebę prowadzenia gospodarki energetycznej w oparciu o monitorowanie rocznego popytu, badania zużycia operacyjnego, kontrolowanie zużycia finalnego, co umożliwiałoby planowanie interwencji w systemie transportu, szerszą wymianę doświadczeń oraz upowszechnienie najlepszych praktyk. Postuluje się w procesie aplikacji różnych działań stosować analizy korzyści energetycznych, niezależnie od konwencjonalnych analiz kosztów i korzyści ekonomicznych. Uznaje się kryterium energochłonności za wiodące w rozwoju zrównoważonej mobilności.
The review of data on the use of energy and energy consumption in public transport has been used to explore the relationship between its various optimization fields and transport energetics. The similarity of the energy effect with the normative modal split and the separation of the functionality of the transport work between the components of the public transport system was pointed out. The influence of street traffic organization (traffic speed) and activities rationalizing timetables have also been illustrated. Particular attention was paid to tram transport where there are significant differences in the operational energy use (depending on the kinetics in the scheduled traffic) and service (complementary to the final energy consumption). Innovations in drives have been addressed, paying attention to the increase in the operational energy consumption in a modern tram fleet and the potential of electric buses. The summary points to the need for energy management based on monitoring of annual demand, the study of operational consumption, control of final consumption, which would enable planning interventions in the transport system, broader exchange of experiences and dissemination of best practices. It is postulated in the process of application of various activities to use the analysis of energy benefits independently from conventional analyzes of costs and economic benefits. The criterion of energy intensity is considered to be the leading in the development of sustainable mobility.

The aim of the article is to present the essence and main scientific achievements of the ChemMultimodal Project developed under the Interreg Central Europe Programme. The Project was implemented at the Collegium of Business Administration of SGH Warsaw School of Economics in 2016-2019. The article concentrates on the main conclusions from the diagnosis of the multimodal chemistry transport market in Poland. It describes a tool helpful in the development of multimodal routes, and indicates the main results of pilots studies on the change in the modes of transport. Additionally it underlines proposed recommendations for changes in the national and regional – Mazovian – transport development strategies that were developed during the last phase of the ChemMultimodal Project.

The article discusses problems related to the road transport infrastructure of Eastern Poland, including the following provinces: Mazowieckie and Lubelskie, on the example of the A2 motorway running through these provinces. Arguments were presented that the road infrastructure emerging in the Pan-European Transport Corridor II is a key factor in the security and economic development of Eastern Poland and an important element of our country's economic, social and military security.

Opis:
The article is focused on sustainable transport development solutions in cities, such as bike-sharing systems. We discuss the main principles of bike-sharing, its generations, types, and benefits to system users and entire urban transport systems. The aim of the article is to present a comparison of bike-sharing systems found in Polish and Chinese cities. The authors also consider new market practices, which can be implemented when introducing or improving current bike-sharing systems.

W dobie niezwykle szybkiego rozwoju przemysłu IT oraz technologii mobilnych, jak również znacznej urbanizacji miast oraz powiększającej się z roku na rok liczbie samochodów osobowych, a co za tym idzie coraz większej kongestii transportowej, nadzwyczajnego znaczenia nabiera tworzenie oraz wdrażanie aplikacji mobilnych i webowych usprawniających proces przemieszczania się w miastach. Rosnące potrzeby miast oraz zwiększająca się ich powierzchnia oraz brak możliwości wystarczającego rozwoju infrastruktury drogowej poprzez zagospodarowanie przestrzenne miast nie pozwala na uzyskanie odpowiedniej przepustowości oraz idącego za nią komfortu komunikacyjnego. Obszarami sprawnego przepływu na terenach miast zajmuje się logistyka miejska, a w szczególności wdrażanie koncepcji zrównoważonego rozwoju transportu oraz koncepcji inteligentnych miast – SmartCity. Jednym z najważniejszych celów, jakie powinny przyświecać zarządzającym obszarami miejskimi, jest zmienianie tendencji mieszkańców do wyboru środka transportu – z transportu indywidualnego samochodem osobowym na transport zbiorowy (szczególnie komunikację publiczną), co prowadzi do zmniejszenia natężenia miejskiej kongestii. Aplikacje mobilne mogą mieć istotny wpływ na zmianę trendu podróżowania i rezygnację z samochodu osobowego przez mieszkańców miast. Na rynku istnieje wiele bezpłatnych aplikacji, które w znaczący sposób ułatwiają poruszanie się komunikacją zbiorową. Równie ważne są aplikacje, które pomagają przemieszczać się osobom podróżującym samochodem osobowym, prowadząc najszybszą trasą z uwzględnieniem natężenia ruchu na danych odcinkach oraz zagrożenia i incydentów drogowych. Dzięki korzystaniu z tego typu aplikacji możliwe jest odpowiednie rozładowanie ruchu. Autorzy publikacji przedstawiają w niej dane aplikacje oraz wyniki autorskich badań dotyczących stopnia wykorzystania aplikacji mobilnych do przemieszczania się po mieście.
In the age of rapid development of the IT industries and mobile technology, as well as significant urbanization of cities and a growing number of cars per capita, traffic congestion is rapidly increasing. Nowadays, creating and deploying mobile and web applications that improve the mobility in cities are very important. Areas of efficient urban traffic are dealt with urban logistics, and in the particular implementation of the concept of Sustainable Urban Transport Project and the concept of intelligent cities - SmartCity. One of the most important objectives for urban management is to change behaviors of the population in terms of their transportation choices - from the transport of an individual car to public transport, which reduces the intensity of urban congestion and greatly improve this process. The aim of this article is to review the knowledge of the above mentioned concepts and to review the most popular mobility applications. Authors using the survey questionnaire examined the level of use of particular mobile applications considering their usefulness and frequency of use by respondents.

W artykule omówiona została kwestia infrastrukturalnych barier rozwojowych regionów problemowych. W przypadku tego typu regionów może dochodzić do zjawiska degradacji oraz jego izolacji, co może być spowodowane niewystarczającym zapleczem infrastrukturalnym. W chwili obecnej, najistotniejszym elementem infrastruktury, który może zaktywizować regiony problemowe jest infrastruktura drogowa. W artykule przedstawiono m.in.: kwestie peryferyjności regionów, opisano działania mające na celu niwelowanie barier wzrostu rozwoju lokalnego, jak również podano 4 przykłady drogowych barier infrastrukturalnych.
Paper discusses the issue of infrastructure barriers of the development of regions. In the case of this type of regions, there may be a phenomenon of degradation and its isolation, which may be caused by insufficient infrastructural base. At present, the most important element of infrastructure that can activate problematic regions is road infrastructure. The article presents, among others, the issues of peripherality of regions, describes activities aimed at eliminating barriers to the growth of local development, as well as four examples of road infrastructural barriers was described.

Zrównoważony rozwój transportu od dawna funkcjonuje w polityce UE, jest on określony poprzez różne dokumenty, zdefiniowany i wyrażony w różnych wytycznych, sposobach działania w celu jego osiągnięcia. W praktyce okazuje się, że nie jest to takie proste, co uwidacznia się w funkcjonowaniu systemów transportowych poszczególnych krajów członkowskich, regionów, obszarów metropolitarnych, czy miast. W Polsce również podejmowane są działania związane z implementowanie zasad zrównoważonego rozwoju transportu do systemów transportowych w szczególności dużych ośrodków miejskich, obszarów metropolitarnych. Ze względu na ciągły rozwój transportu oraz sposoby jego realizacji nadal występuje wiele problemów, które stanowią barierę do wprowadzania zasad zrównoważonego rozwoju transportu. W poniższym artykule wskazano na problemy implementacji zasad zrównoważonego rozwoju transportu w Obszarze Metropolitarnym Warszawy (OMW).
Sustainable transport development has long been active in EU policy, it is defined by various documents, defined and expressed in various guidelines, ways to achieve it. In practice, it turns out that it is not so easy, as evidenced by the functioning of transport systems of individual member states, regions, metropolitan areas or cities. In Poland, also activities are undertaken related to the implementation of the principles of sustainable transport development into transport systems, in particular large metropolitan areas and metropolitan areas. Due to the continuous development of transport and ways of its implementation, there are still many problems that constitute a barrier to introducing the principles of sustainable transport development. The following article indicates the problems of implementing the principles of sustainable development of transport in the Metropolitan Area of Warsaw (OMW).
