Road route decisions very frequently cause discussions and disagreement since they involve the number of stakeholders with competing interests. Before the construction of the road can start, the route for this road has to be determined, taking into account various facets, e.g. financial, technological, social and environmental ones. Such a situation can be described in the following way: the best possible choice must be made out of a finite set of alternatives (potential road routes) evaluated against a set of criteria. For this purpose different multicriteria decision aiding methods can be used, e.g. a novel tool called SIPRES. Its algorithm combines the key elements of the revised Simos’ procedure and the ZAPROS method. The method is transparent and easy to implement. On the one hand, it allows decision-makers to define their preferences simply and provides a straightforward but effective method for analysing the trade-offs between the alternatives using selected reference alternatives only (the ZAPROS-like approach). On the other hand, the revised Simos’ procedure applied in the method allows determining the cardinal scores for the alternatives. The purpose of this paper is to illustrate how the road route can be selected with the help of the SIPRES method, and to show thereby that this technique may be useful for solving such complex problems and may improve a decision-making process in certain situations.

Opis:
The operational measures in which a ship needs to avoid specified areas to escape ship stability failures were discussed at the International Maritime Organization as a part of the second generation intact stability criteria. It is necessary that the rationality and practicality of the operational measures are carefully investigated. In this study, master’s route decision-making criteria of trans-ocean vehicle carriers have been clarified by comparing the Pacific and the Atlantic data, derived from Satellite AIS and ocean wave data. Features of voyage routes of each ocean were discussed, followed by analysis of the encountered wave direction and height during a voyage. The master’s route selection criteria were defined by comparing the probability densities of the wave heights that occurred in the navigable area and that of the actual encountered waves. The navigation hours in a stormy area were also studied.

Opis:
The multimodal transportation of transit cargo is suitable for implementation through Bulgaria in the East-Northwest direction through the sea and river ports of the country as an alternative to the Romanian and Greek routes. Among the multimodal routes with a land leg through Bulgaria used and known so far, those via two seaports (Burgas and Varna) and three river ports (Ruse, Svishtov and Vidin) are most suitable. An expert evaluation methodology for selection of the most appropriate route is developed, including the Delphi method. A survey was conducted among 11 highly ranked and internationally recognized Bulgarian experts, known for their exceptional experience in the field of freight forwarding and international cargo transportation through Bulgaria. The results of the study show that the most suitable route for transit transportation is through the ports of Varna and Ruse with intermediate road haulage.

This paper describes possible approaches for optimal route selection for emergency vehicles. The presented navigation software's architectures employ real-time traffic congestion information, matched to a tailored map. Four approaches have been described and reviewed against suitability in emergency response situations.
Artykuł prezentuje sposób optymalizacji obliczeń trasy pojazdu służb ratowniczych, wykorzystując informacje o natężeniu ruchu, uaktualniane w czasie rzeczywistym. Pod kątem zastosowania w ratownictwie zostały przedstawione i porównane cztery możliwe architektury systemu nawigacyjnego.

Opis:
The operational limitations are discussed at the IMO as a part of the second generation intact stability criteria. Since it is a first attempt to introduce operational efforts into safety regulations, comprehensive discussions are necessary to realize practically acceptable ones. Therefore this study investigates actual navigation routes of container ships and pure car carriers in the trans-North Pacific Ocean in winter, because they are prone to suffer significant parametric roll which is one of stability failure modes. Firstly, interviews are made to shipmasters who have experiences to have operated the subject ships to identify major elements for route selection in the North Pacific Ocean. Secondly, sufficient number of actual navigation records is collected from Satellite AIS data to derive the weather criteria for the route selection in severe weather condition. Finally, shipmaster’s on-board decision-making criteria are discussed by analysing the ship tracking data and weather data.

This paper presents a different perspective on the Dijkstra algorithm. In this paper algorithm will be used in the further analysis to find additional paths between nodes in the maritime sector. In many cases, the best solution for a single criterion is not sufficient. I would be the search for more effective solutions of the starting point to use for subsequent analysis or decision making by the captain of the ship. Using cutting-edge thinking mechanisms, it is possible to create a decision support system based on known Dijkstra's algorithm.
