Opis:
One of the essential issues in the multi-criteria process of voyage planning is the safety of personnel, cargo and the ship itself, accounting for the optimized voyage time and costs. Apart from sometimes difficult weather and navigational conditions, pirates have been a new major threat to the safety of navigation since the beginning of this century. It is because of piracy, traditional routes of vessels differ from seasonal ones, and their threat is taken into consideration in decisions concerning the choice of the sea route of a ship. This article indicates the most dangerous routes in terms of pirate attacks occurrence over the last few years in the Indian Ocean. An attempt is made to relate the number of pirate attacks to hydrometeorological conditions and to define the effect of pirates activities on the problems of choosing the vessel sea route.

A complex of ice cover characteristics and the season of the year were considered in relation to vessel route planning in ice-covered areas on the NSR. The criteria for navigation in ice - both year-round and seasonal were analyzed. The analysis of the experts knowledge, dissipated in the literature, allowed to identify some rules of route planning in ice-covered areas. The most important processes from the navigation point of view are the development and disintegration of ice, the formation and disintegration of fast ice and behavior of the ice massifs and polynyas. The optimal route is selected on basis of available analysis and forecast maps of ice conditions and ice class, draught and seaworthiness of the vessel. The boundary of the ice indicates areas accessible to vessels without ice class. Areas with a concentration of ice from 0 to 6/10 are used for navigation of vessels of different ice classes. Areas of concentration of ice from 7/10 up are eligible for navigation for icebreakers and vessels with a high ice class with the assistance of icebreakers. These rules were collected in the decision tree. Following such developed decision-making model the master of the vessel may take decision independently by accepting grading criteria of priorities resulting from his knowledge, experience and the circumstances of navigation. Formalized form of decision making model reduces risk of the "human factor" in the decision and thereby help improve the safety of maritime transport.

Path searching is challenging problem in many domains such as simulation war games, robotics, military mission planning, computer generated forces (CGF), etc. Effectiveness problems in military route planning are related both with terrain modelling and path planning algorithms. These problems may be considered from the point of view of many criterions. It seems that two criterions are the most important: quality of terrain reflection in the terrain model and computational complexity of the on(off)-line path planning algorithm. The paper deals with two above indicated problems of route planning effectiveness. Comparison of approaches used in route planning is presented. The hybrid, terrain merging-based and partial path planning, approach for route planning in dynamically changed environment during simulation is described. It significantly increase effectiveness of route planning process. The computational complexity of the method is given and some discussion for using the method in the battlefield simulation is conducted. In order to estimate how many times faster we can compute problem for finding shortest path in network with n big squares (b-nodes) with relation to problem for finding shortest path in the network with V small squares (s-nodes) acceleration function is defined and optimized.

Planning and realization of ship route is a complex problem, which consists of elements from different disciplines. It is necessary to take into account: the formal requirements, the organization of traffic in restricted areas, exploitation limitations of the ship; economic issues relating to the costs of fuel and the costs associated with the possible unscheduled reaching the ship at the port of destination and waiting for unloading. It is important to maintain safety conditions related to extreme weather conditions. As the sailing is done on the changing weather conditions, considerable issue is the problem associated with the acquisition, processing and integration of weather data. Issues connected directly with the procedures of route computation are also important - the choice of optimization algorithm, matching the speed characteristics, the state of load. Increasingly being taken into account as restriction of navigation has to be the threat of piracy and terrorism. In the planning and realization of a ship voyage important issue is so called human factor and thus the experience of the master, which will include a decision as to the extent of detail of route planning, taking into account the restrictions importance and eventual adoption or not the proposed route

The problem of determining the optimal passing route of the ship between its current position and a remote destination point including the navigation situation occurring during moving along the route has been a subject of many papers and so far has not been definitely solved. In order to determine an optimal and safe route of the ship and its control along it, the author suggests application of an agent system. In the presented agent system three goals are accomplished. The first relies on data acquisition about current navigation situation around the ship and on analysis of possible collision risk. Second target – so far not present in anti-collision systems – relies on automatic negotiations between ships that operate in the same water region or between the coast stations in order to determine the potential area thru which a passing route could have been set. The third one connected to determining the passing route and its autocorrecting depending on current navigation situation.

Opis:
The goal of this paper is to work out a concept for route planning in a road network, where the costs of roads are not constant, but changing in a linear way. The solution developed is based on the classical Dijkstra's algorithm, which helps to find the route with minimal cost. The new algorithm takes the varying into account in order to find out the best route. This search refers not only to a moment of the departure but to the whole duration of the travel. A speed-up technique has been developed for preprocessing before run time. This preprocessing phase helps to give back the route with minimal cost for the user quickly in run time query. A numerical example has been presented to show the detailed steps of the algorithm and the speed-up technique.

Opis:
The problem of vessel collisions or near-collision situations on sea, often caused by human error due to incomplete or overwhelming information, is becoming more and more important with rising maritime traffic. Approaches to supply navigators and Vessel Traffic Services with expert knowledge and suggest trajectories for all vessels to avoid collisions, are often aimed at situations where a single planner guides all vessels with perfect information. In contrast, we suggest a two-part procedure which plans trajectories using a specialised A* and negotiates trajectories until a solution is found, which is acceptable for all vessels. The solution obeys collision avoidance rules, includes a dynamic model of all vessels and negotiates trajectories to optimise globally without a global planner and extensive information disclosure. The procedure combines all components necessary to solve a multi-vessel encounter and is tested currently in simulation and on several test beds. The first results show a fast converging optimisation process which after a few negotiation rounds already produce feasible, collision free trajectories.

In recent years, 'weather routing' has been attracting increasing attention as a means of reducing costs and environmental impact. In order to achieve high-quality weather routing, it is important to accurately predict the ship's speed through ground during a voyage from ship control variables and predicted data on weather and sea conditions. Because sea condition forecasts are difficult to produce in-house, external data is often used, but there is a problem that the accuracy of sea condition forecasts is not sufficient and it is impossible to improve the accuracy of the forecasts because the data is external. In this study, we propose a machine learning method for predicting speed through ground by considering the actual values of the previous voyage’s drift speed for ships that regularly operate on the same route, such as ferries. Experimental results showed that this method improves the prediction performance of ship’s speed through ground.

This paper presents an original method that allows computation of the optimal route of a motor vessel by minimizing its fuel consumption. The proposed method is based on a new and efficient meshing procedure that is used to define a set of possible routes. A consumption prediction tool has been developed in order to estimate the fuel consumption along a given trajectory. The consumption model involves the effects of the meteorological conditions, the shape of the hull and the power train characteristics. Pareto-optimization with a Multi-Objective Genetic Algorithm (MOGA) is taken as a framework for the definition and the solution of the multi-objective optimization problem addressed. The final goal of this study is to provide a decision helping tool giving the route that minimizes the fuel consumption in a limited or optimum time.

The results of route planning researches are monitored by logistic and automotive industries. The economic aspects of the cost saving are in the focus of the attention. An optimal route could cause time or fuel savings. An effective driving or an optimal route is a good basis to achieve an economical aim. Moreover the spread of new automotive solutions especially in case of electric cars the optimisation has particular significance regarding the limited battery storage. Additionally the autonomous car development could not be neglected. As a result the society could expect safer roads, better space usage and effective resource management. Nevertheless the requirements of users are extremely diverse, which is not negligible. Supporting these aims, in this paper the connection between the multimodal route planning and the user requirements are investigated. The examination is focused to a sensitivity analysis and a survey to evaluate the data and support the settings of a user habit effect to the final route.

The great-circle is the shortest distance between two points on the surface of the earth. When planning a ship’s sailing route (waypoints and forward speeds) for a specific voyage, the great circle route is commonly considered as a reference route, especially for ocean-crossing seaborne transport. During the planning process, the upcoming sea weather condition is one of the most important factors affecting the ship’s route optimization/planning results. To avoid encountering harsh conditions, conventional routing optimization algorithms, such as Isochrone method and Dynamic Programming method, have been developed/implemented to schedule a ship’s optimal routes by selecting waypoints around the great circle reference route based on the ship’s operational performances at sea. Due to large uncertainties in sea weather forecast that used as inputs of these optimization algorithms, the optimized routes may have worse performances than the traditional great circle sailing. In addition, some shipping companies are still sailing in or making charting contracts based on the great circle routes. Therefore, in this study, a new optimization algorithm is proposed to consider the voluntary speed reduction with optimal speed configuration along the great circle course. The efficiency of this method is investigated by comparing these two methods for optimal route planning with respect to ETA and minimum fuel consumption. A container ship sailing in the North Atlantic with full-scale performance measurements are employed as the case study vessels for the comparison.

Opis:
Automatic vessel collision-avoidance systems have been studied in the fields of artificial intelligence and navigation for decades. And to facilitate automatic collision-avoidance decision-making in two-vessel-encounter situation, several expert and fuzzy expert systems have been developed. However, none of them can negotiate with each other as seafarers usually do when they intend to make a harmonious and more economic overall plan of collision avoidance in the COLREGS-COST-HIGH situations where collision avoidance following the International Regulations for Preventing Collisions at Sea(COLREGS) costs too much. A negotiation framework was put forward in our previous research to enable vessels to negotiate for optimizing collision avoidance in the COLREGS-COST-HIGH situations at open sea. In this paper, the negotiation framework is improved by considering the planned route of both vessels. The simulation results show that more economic overall plan of collision avoidance may be achieved by the improved framework when one or both parties deviate from their planed route or are approaching their next way points.

Opis:
This paper describes modifications of path-finding algorithms. The modifications add time and distance constraints to generated paths. A* and BFS algorithms are modified. Additionally, A* algorithm modification which combines the advantages (generating the shortest routes with the smallest number of vertices) of A* and BFS is presented.. This allows for creating a route planning app that enables users of bike sharing services to travel more easily and economically.

Opis:
The data related to ice floe concentration and ice thickness were analysed. Sources of data have been verified by visual observation and by comparison in between information from different remote sensing sources. The results of this work exceeded initial expectations. The discrepancies of the information provided by various data sources result from the error of the measurement method, which can be as high as 15% of the concentration of ice floes. It should also be borne in mind that the more generalized information about the state of the ice cover, the lower probability of detection of ice floe patches of a high concentration and spatial extent. Each vessel that is planning voyage in ice should take into consideration inaccurate estimation of concentration and thickness of ice floes received by means of satellite remote sensing methods. The method of determining permissible speed of various ice class vessel in ice on basis of safe speed graph for the icebreaker was developed. A well-defined equation approximates relationship between speed of the icebreaker and the vessels of specified ice classes. Average distance of 24.1 Nm from sea ice extent line was related to all analysed lines representing 30-40% ice floe concentration (IUP product excluded) and 30.6 Nm for analysed lines representing 70-81-91% ice floe concentration. The maximal average distance of the furthest analysed line (IUP product excluded) was equal 37.2 Nm. The average standard deviation of that results was equal 8.3 Nm only. Average distances of analysed lines from sea ice extent line to maximal ice data values were found as follow: 8.4 Nm (23%) for NSIDC-CCAR ice age, 12.3 Nm (33%) for minimal distance of 30-40% ice concentration, 15.4 Nm (41%) for OSISAF ice type “ambiguous” zone from Open Water side, 25 Nm (67%) for minimal distance of 70-81-91% ice concentration, 26.6 Nm (72%) for OSISAF ice type “ambiguous” zone from 1st year ice age side, 35.9 Nm (97%) for maximal distance of 30-40% ice concentration and 36.3 Nm (98%) for maximal distance of 70-81-91% ice concentration data. In the parentheses placed relative distances from first ice data including IUP 40% concentration isolines. Sea ice extent of most of available data sources delineated the edge of “area to be avoided” for vessels of ice class lower than L1. Estimated average speed of L3 ice class vessel was from 3.3 knots till 5.2 knots at average speed 5.0 knots. For L1 ice class vessel estimated average speed was from 6.5 knots till 12.1 knots at average speed 9.7 knots. Relative standard deviation of averaged speed for both ice class vessels was equal 18%. The highest relative deviations were found up to 50% below the average speed value. The highest relative deviations upward were equal 22%. Above speeds for L3 and L1 ice class vessels corresponded well with average technical speed of “Norilsk SA-15” ULA class vessel equal 12,6 knots. The results of the work were not intended to be used for decision making on spot - “on-scene” - during direct guiding vessel in ice. They should be useful for initial voyage planning to allow decision-makers to identify the best freely available data sources for considered voyage and vessel of defined ice class; to understand advantages and limitations of available in the internet data sources; to estimate vessel’s maximal safe speed in encountered ice conditions, to estimate spatial distribution and correlations in between various levels of sea ice concentration and thickness. All above data allow estimate voyage time that is, in addition to fuel consumption, basic criterion of maritime transport economics.

W części pierwszej pracy zostały opisane problemy planowania tras przejazdów we współczesnych systemach telematycznych. Część druga zawiera teoretyczne podstawy klasyfikatorów bazujących na twardych metodach matematycznych. Aby taki model miał jakikolwiek sens, należy uwzględnić pomniejsze rodzaje ryzyka związane z procesem transportu. Artykuł prezentuje metodę doboru najbardziej optymalnych parametrów do zadania planowania transportu.
This paper aims to familiarize readers with notions related to probabilistic methods used for planning routes in telematics systems. The classification task made use of the model based on probabilistic Bayes’ classifier and the probability density function. The first part of the paper describes problems with planning routing in contemporary telematics systems. The second part covers a theoretical basis of classifiers based on hard mathematical methods. If such a model is to make sense, it should account for smaller kinds of risk related to a transport process. This paper presents a method of selecting the most optimal parameters in transport planning. Its author draws attention to the variable reduction method necessary for planning supported by a factor analysis of principal components together with Varimax rotation normalized with Kaiser’s method for quantitative features. The third part is devoted to the process of planning routes and the related risk.

Opis:
The operational limitations are discussed at the IMO as a part of the second generation intact stability criteria. Since it is a first attempt to introduce operational efforts into safety regulations, comprehensive discussions are necessary to realize practically acceptable ones. Therefore this study investigates actual navigation routes of container ships and pure car carriers in the trans-North Pacific Ocean in winter, because they are prone to suffer significant parametric roll which is one of stability failure modes. Firstly, interviews are made to shipmasters who have experiences to have operated the subject ships to identify major elements for route selection in the North Pacific Ocean. Secondly, sufficient number of actual navigation records is collected from Satellite AIS data to derive the weather criteria for the route selection in severe weather condition. Finally, shipmaster’s on-board decision-making criteria are discussed by analysing the ship tracking data and weather data.
