Opis:: Road accidents and collisions are very common in Poland and, although for the last several years their number has been constantly decreasing, it is still one of the highest in Europe. This article attempts to provide an answer to the question whether drivers’ overrating the changes in the Polish road transport infrastructure might contribute to the status quo – the factor that has so far been left uninvestigated. In [21] the authors demonstrate that drivers take notice of the changes and perceive them as changes for the better.

Tego typu podejście nie ma nic wspólnego z równością w społeczeństwie oraz porównywalna możliwością korzystania z tego co zostało wspólnymi nakładami wytworzone. Niniejszy artykuł stanowi drugą część opracowania pod wspólnym tytułem.
Road transport infrastructure is used to satisfy the transportation needs in the area of displacement of people and cargo. However, access for this infrastructure remains to a large extent regulated. Comparing the scale and scope of the restrictions and exclusions in using must be regarded that the situation in road transport is clearly ahead of in the other sectors.

Przedmiotowy dostęp w różnej formie limitowany niewątpliwie dzieli użytkowników wspomnianej infrastruktury. Pojawiający się problem niedostatecznej podaży dróg do swobodnego ruchu pojazdów świadczy o niewłaściwościach – paradoksach gospodarczych. Rejestruje się kolejne pojazdy nie przydzielając im odcinków nowych dróg niezbędnych do bezpiecznego poruszania się. Niniejszy artykuł stanowi pierwszą część.
Road transport infrastructure is the state assets providing to the public. Sometimes with the designated extra fee. However usage of this infrastructure can often be only in the limited range. This limitation has an administrative nature. Users are not always interested in accepting all of these restrictions

The basic transport network, which serves the transport needs of rural residents consists of municipal and county roads. It should be noted, however, that from the point of view of traffic density, despite their dominant share in the structure of roads in Poland, they are not too intensively used. For comparison, national roads, which in Poland are about 5 % of all roads, serve the vast majority of transportation needs. Highlighting the main sources of financing of road transport infrastructure in Poland, it is worth noting the expenses incurred for this purpose by the local (municipalities and counties), provincial governments and state. Expenditures incurred on road transport infrastructure may be of a current character linked with the maintenance of transport infrastructure and property (investment) associated with the modernization and construction of new road sections . Financing infrastructure of local roads (by the local governments and the counties) is commonly associated with its modernization. The development of municipal and county road network is also implemented by the provincial governments with the support of the Regional Operational Programmes and their own resources. Another source of financing the development of local roads in Poland is the state. An example can be the implemented, since 2008, the National Program of reconstruction of local roads. The essence of the program is the improvement of safety on local roads and a better connection to the national and provincial roads.

Opis:: The constant development of transport systems and the extensive activities related to the safety of its users necessitate the development of methods for assessing the impact of road infrastructure expansion/modernization on road safety. The objective of this paper is to elaborate the concept of such an assessment, which will form part of the author’s activities aimed at creating a methodology for a comprehensive analysis of the operational reliability of transport systems. The concept of assessing the impact of road infrastructure development on road safety presented in this paper refers to the GAMAB and Road Safety Impact Assessment methods from the subject literature. Our method is based on a comparative analysis of the condition of road infrastructure before and following its expansion/modernization, based on commonly available data, which constitutes the main advantage of the concept presented in this paper. Furthermore, the coefficients for occurrence of adverse road events were determined, and then conclusions drawn on this basis. The acquired results constitute an argument for the correctness of the presented concept.

In this paper we present examples of employment of modern computer technologies in article in development of infrastructure of road transport. They grant functions monitoring and collect controlling safety and liquidity of traffic, they assure capability of remote drive vehicles and current information of barrier and on planned route changes, it collect on highways charges, automatic measurement of pollution and other. It is possible to steering flow of traffic in whole communication system of country.

Opis:: The approaches to managing our road transportation infrastructure are not sustainable. A sustainable road transport infrastructure must meet the needs of present road users and give allowance to accommodate future developments. There is a gap between expected life span of roads in Nigeria and actual life span after putting the infrastructure into use. This paper examined the reasons government cannot repair roads in Nigeria, identify the challenges faced by the construction companies while on road construction projects and the effects of bad roads on national sustainable development. Ministry of Works and Transport, Ibadan and ad hoc staff of two major construction companies Reynolds Construction Company (RCC) and China Civil Engineering Construction Corporation (CCECC) were purposively selected based on the number of roads they have constructed in South-western Nigeria. Principal Component Analysis was used to identify the various factors that are responsible for the inability of government to construct and repair roads. Descriptive analysis was used to explain the challenges of construction companies and also the effects of bad road on national development. The findings identified 20 factors that are responsible for the inability of government to construct and maintain roads which were reduced into eight components. Some challenges in road construction are erosion, inadequate skilled labour, capital for equipment, funding, user’s problem and machinery repairs. The effects of bad roads include: road crashes (27%), high vehicle maintenance cost (21%), capital flight (17%), passengers’ discomfort (14%), high transportation cost (11%) and drivers’ fatigue (10%). The study concluded that, there should be standardized procedure for road construction projects in the form of: penalty for failure to meet the required deadline, quality, usage and rehabilitation in order to achieve sustainable development

W pierwszej części artykułu określono przesłanki prowadzenia tego typu badań i obowiązujące założenia polityki rozwoju drogownictwa w Polsce. Okazuje się bowiem, że rachunek ekonomiczny skutków powstawania nowych odcinków dróg magistralnych nie jest powszechnie stosowany, a w programach infrastrukturalnych powiela się od dekad stare, choć ciągle aktualne, założenia planistyczne sprzed 50 lat. Tym samym, w założeniach bieżącej polityki inwestycyjnej specjalistyczne oceny opierają się na teoretycznych prawdach, które często są bez związku z aktualną, dramatyczną sytuacją drogownictwa i jego użytkowników. Następnie pokrótce opisano metody rachunku ekonomicznego, by w podsumowaniu omówić badanie realizowane przez autorów artykułu dla Ministerstwa Rozwoju pt. Analiza wpływu zbudowanej infrastruktury drogowej na poziom aktywności ekonomicznej w otaczających jednostkach terytorialnych.
Paper discussed research that uses economic calculation methods referring to infrastructural policy in Polish road engineering. The first part of the article sets out the reasons for conducting this type of research and the current road development policy in Poland. It turns out that the economic calculation of the effects of the creation of new sections of main roads is not widely used, and in infrastructure programs, old, though still valid, plans from 50 years ago have been replicated for decades. Thus, in the assumptions of the current investment policy, specialist assessments are based on theoretical truths, which are often unrelated to the current, dramatic situation of road construction and its users. Next, the economic calculation methods are briefly described and summarized the research carried out by the authors of the article for the Ministry of Development entitled: Analysis of the impact of the road infrastructure built on the level of economic activity in the surrounding territorial units.

The main purpose of the article was to discuss an infrastructure of the road transport of hazardous materials. The knowledge in this scope has a great importance for people, industry, trade, and is a worth getting to know and applying, particularly when permanent limiting costs is a main factor of the effective business. Infrastructure of the road transport according to provisions and norms in the safety, is guaranteeing not only minimizing threats resulting from the transport of hazardous materials, but also effectiveness.
