    Maintenance works are crucial to reduce the risk of accidents. Road signs appear to be one of the most important elements for safety purposes so their inspection is commonly included in the most extended road management systems. The geometric state of the sign is of great importance, especially interesting is its flatness and the inclination relative to the ground. Road signs are printed with reflective paints to maximize the visibility to the drivers. This coating produces a high reflected radiation that is easily recorded by the photoelectric detector of the laser scanner mechanisms. It allows establishing an intensity based filter in order to perform the 3D classification of the road sign. In this work, a number of road signs are evaluated, under a geometric point of view, using the laser scanner Riegl LMS Z390i. A Matlab algorithm is developed for all the data processing (3D classification and evaluation of geometric parameters). Results do not show the evidence of folded or abnormally tilted signs. The developed algorithms open the possibility of using the attribute of intensity of laser scanning data for classification purposes, during the automatic evaluation of the condition state of road signs. Such algorithms could increase the productivity and reliability of the inspection works.

    Opis:
    Road Transport Inspection (ITD) was established in 2001. Its aim is to increase traffic safety. This article aims to answer the question to what extent the appointment of ITD. contributes to improving road safety in Poland. In the article, in addition to discussion the objectives of the organization and scale of accidents involving heavy vehicles, we discuss quantitative status checks carried out. We are observing the period 2005–2012. The article shows that with strong administrative decisions and criminal proceedings, the number of accidents and their consequences involving heavy duty motor vehicles is reduced.
    W 2001 r. powołano jednostkę Inspekcji Transportu Drogowego (ITD), której celem jest zwiększenie bezpieczeństwa w ruchu drogowym. Celem artykułu jest odpowiedź na pytanie, na ile powołanie ITD przyczynia się do polepszenia bezpieczeństwa ruchu drogowego w Polsce. W artykule oprócz naświetlenia celów ITD, organizacji skali wypadków z udziałem ciężarowych pojazdów samochodowych, omawiamy stan ilościowy przeprowadzonych kontroli. Obserwacją obejmujemy lata 2005–2012. Artykuł pokazuje, że dzięki ostrym decyzjom administracyjnym i karnym stopniowo zmniejsza się liczba wypadków i ich skutków z udziałem ciężarowych pojazdów samochodowych.

    Artykuł opisuje działania edukacyjne na rzecz poprawy bezpieczeństwa w ruchu drogowym podejmowane przez Inspekcję Transportu Drogowego. Budowanie świadomości społecznej powinno rozpoczynać się już od najmłodszych lat i angażować różne instytucje państwa, nie tylko szkołę. Autorzy omawiają wychodzące z tego założenia działania Inspekcji Transportu Drogowego, takie jak „Bezpieczna Szkoła Krokodylka Tirka”, lekcje bezpieczeństwa w szpitalach, szkołach średnich, a także prelekcje podczas konferencji, targów czy wydarzeń branży transportu, logistyki i spedycji. Aktywność Inspekcji Transportu Drogowego pod kątem zaangażowania w akcje edukacyjne i kampanie medialne dotyczące kultury bezpieczeństwa ruchu drogowego została również pokrótce omówiona w perspektywie lat 2018–2020, co ukazuje dynamikę rozwoju formacji na tym polu. Analiza pozwala stwierdzić, że w działaniach edukacyjnych Inspekcji Transportu Drogowego szczególnie cenne jest łączenie teorii i praktyki oraz dzielenie się przez funkcjonariuszy fachową i popartą doświadczeniem zawodowym wiedzą ze słuchaczami w różnym wieku. Wyzwaniem zaś, częściowo już podjętym, pozostaje konieczność przeniesienia aktywności do Internetu z powodu pandemii koronawirusa.
    The aim of this article is to describe educational activities concerning improvement of road safety taken by the [Polish] Road Transport Inspection. In order to build awareness of our society some actions should be taken at the earliest age and involve many different institutions, not only schools. The authors show how the Road Transport Inspection fulfils this assumption by creating “Bezpieczna Szkoła Krokodylka Tirka” (‘Crocodile Tirek's School of Safety’), organising lessons about road safety in hospitals, high schools or lectures on conferences, fairs and other events concerning transportation, logistics and shipping. The Engagement of the Road Transport Inspection in education and media campaigns involving road safety has been discussed in the range of years 2018-2020 and it shows the dynamic development of the unit on this field. Our analysis indicates that the most effective in education is combination of both theory and practise or sharing by officers, their knowledge and work experience with the audience. The biggest challenge, on the contrary, is to bring all this activities to the Internet, which is necessary especially because of coronavirus pandemic.

Omówiono sposób przygotowania planów kontroli pojazdów na drogach województwa zachodniopomorskiego. Scharakteryzowano główne punkty kontrolne oraz tabor samochodowy i sprzęt używany w czasie kontroli. Dokonano krytycznej oceny sposobu kontroli pojazdów drogowych przez Inspekcję Transportu Drogowego.
    The legal basis of the establishment and operation of Road Transport Inspection (ITD) is presented. ITD organizational structure, Its tasks and powers are presented. Activities performer on the roads by West Pomeranian Regional Inspectorate of Road Transport are characterized. Outlines of the vehicle control plans on the West Pomeranian Province roads are briefly presented. Main checkpoints and car fleet used during the inspection is characterized. Critical assessment of the methods used for control of road vehicles by Road Transport Inspection is made.

    The paper analyses the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic in the period of 2007-2019. There are described the legislative conditions for assessment of the technical condition of vehicles at technical inspections stations in the Slovak Republic. Data from technical inspections and defects within all technical inspection stations was recorded in the nationwide information system. These data was used as base for the next analysis. This paper also describes the possibilities for detection of deficiencies at technical inspection stations, and in the final part the impact of expert supervision on the operation of the selected technical inspection stations was analysed. The paper also examines significant factors affecting the assessment of the technical condition of vehicles at technical inspection stations in the Slovak Republic. The first factor represents legislative measures introducing more sophisticated technical means to control technical inspection stations, and the second factor is technical supervision by supervisory authorities over technical inspection stations.

    Every year too many people lose their lives and health on Polish roads. At best, it only ends with damage to their cars. The number of accidents is very high. Despite the construction of new, safer roads, the number of collisions continues to rise, and death, every year, is suffered by about three thousand accident participants. On average, forty-one thousand people are injured annually. The main causes of accidents are failure to adjust speed to prevailing conditions or traffic regulations, driving under the influence of alcohol and random events, as well as the technical condition of the vehicles. The purpose of the article is to answer the question of how the technical condition of the vehicles affects traffic safety. For this reason, an assessment of the technical condition of vehicles during a periodic examination at a vehicle inspection station was made. Based on the study, it can be concluded that the largest percentage of defects detected during the examination is in the tire 40% and steering 40%, defects that are particularly important from the point of view of traffic safety, which were demonstrated during the examination.

    Opis:
    Road freight transport is one of the main modes of transporting goods in the European Union. This reality puts pressure on carriers to make every transport of goods fast, safe, cheap, and efficient. Based on these requirements, lorry drivers are often forced by their employers to break the current social legislation in the European Union and the rules of the road. Compared to the current social legislation in force in different parts of the world, the European Union rules on driving times, breaks and rest periods for drivers engaged in road haulage and passenger transport are the strictest. An important factor and reason of serious and fatal traffic accidents, extensive damage to goods or property in road freight transport is a driver. This article presents three different types of experiments that were carried out, and the results may help to improve the current situation. The main aim of this study was to verify whether the actual regulations are safe and suitable and compare the results of daily work of professional drivers in two different measurements. Last measurement was conducted with using Eye-tacking technology, which aimed to verify impact of experiences on the reaction times of drivers. The authors believe that the results of individual measurements can contribute to increasing safety in road freight transport with preparing future extended studies and proposing the possible changes of current regulation.

    In the paper methods for conducting Road Safety Inspections (SIs) in Italy and Poland are described and compared. The goal of the study is to improve the quality and efficiency of the safety inspections of road network by using low cost equipment (GPS, Tablet, Camera) and specific software. Particular attention was paid to the need for proper calibration of factors, causing traffic safety hazard associated with road infrastructure. The model developed according to the Italian procedures was adapted to comply with the checklists and evaluation criteria of the Polish guidelines. Overall, a good agreement between the two approaches was identified, however some modification was required to include new safety issues, characteristic for the Polish network for safety inspection of two lane rural roads. To test the applicability about 100 km of regional two lane roads in Poland were inspected with Polish and Italian procedures.

    Aim: A simulator supporting the training of police officers who process traffic incident scenes is a tool with which we will be able to train traffic police officers in processing traffic incident scenes. The essence of the research and development project presented in this article is providing the trainee with a simulated experience of being at both typical and unusual traffic incident scenes, including those involving mass-casualty incidents, major traffic accidents, or other crisis situations. The simulator will connect the virtual world with the real world, taking the trained person into the virtual world (visualisation of the scene), and allowing he or she to process the scene (visual inspection of the scene, producing reports, providing first aid to victims, etc.). Currently, there are no comprehensive solutions supporting the training process in the proposed way. The implementation of such a tool in the Police training system will allow to improve the quality of traffic-police training, and increase the effectiveness of scene processing. Methodology: The review was prepared on the basis of project documentation and current statistical data on traffic incidents, and selected literature on the subject. We analysed traffic incidents in the last ten years, with particular attention devoted to the number of fatalities and the number of traffic incidents. We demonstrated the complexity of the processing effort by Police officers at the scene, as well as the need to use new technologies for the purposes of training policemen, including in particular simulation systems. Conclusions: The article addresses one of the most important tasks of the Police – which is ensuring road safety – by proving the need to use training simulators in training traffic policemen. By commissioning the construction of the simulator described in the article, the Police confirmed the need to develop the training space using the described tool. Based on the synthetic review of project documentation, we were able to confirm that the implementation of the simulator in the Police education system would allow to improve the quality of training traffic police officers, and could have a positive impact on their work environment. Training people with the use of simulation systems eliminates property damage, and reduces the risk of loss of life and health.
    Cel: Symulator wspomagający szkolenie funkcjonariuszy Policji w zakresie realizacji działań w miejscu wypadku drogowego to narzędzie, dzięki któremu będzie możliwe przygotowanie funkcjonariuszy Policji do wykonywania czynności na miejscu zdarzenia drogowego. Istotą projektu badawczo-rozwojowego przedstawionego w artykule jest możliwość „przeniesienia” osoby szkolonej do miejsca typowego i nietypowego wypadku drogowego, takiego jak masowe wypadki komunikacyjne, katastrofy w ruchu lądowym lub inne sytuacje kryzysowe. Symulator połączy świat wirtualny ze światem rzeczywistym, tj. umożliwi przeniesienie szkolonej osoby do świata wirtualnego (wizualizacja miejsca zdarzenia), umożliwiając jednocześnie wykonywanie czynności w miejscu zdarzenia (inspekcja wizualna miejsca zdarzenia, opracowanie dokumentacji z przeprowadzonych czynności, udzielanie pierwszej pomocy ofiarom wypadku drogowego, itp.). Obecnie nie ma kompleksowych rozwiązań wspierających proces szkolenia w proponowany sposób. Implementacja takiego narzędzia do systemu szkolenia Policji pozwoli na podniesienie poziomu i jakości szkolenia funkcjonariuszy policji drogowej oraz zwiększenie efektywności działań podejmowanych na miejscu zdarzenia drogowego. Projekt i metody: Artykuł został przygotowany na podstawie dokumentacji projektu i aktualnych danych statystycznych dotyczących wypadków drogowych oraz wybranej literatury przedmiotu. Przeanalizowano wypadki drogowe w ciągu ostatnich dziesięciu lat, ze szczególnym uwzględnieniem liczby ofiar śmiertelnych i liczby wypadków drogowych. Wykazano złożoność działań podejmowanych przez funkcjonariuszy Policji w miejscu zdarzenia drogowego, a także potrzebę zastosowania nowych technologii – zwłaszcza systemów symulacyjnych w procesie szkolenia policjantów. Wnioski: W artykule autorzy odwołują się do jednego z najważniejszych działań Policji, jakim jest bezpieczeństwo ruchu drogowego, dowodząc konieczności użycia symulatorów szkoleniowych w szkoleniu policjantów ruchu drogowego. Policja, przyjmując rolę gestora i ubiegając się o budowę symulatora opisanego w artykule, potwierdziła potrzebę opracowania przestrzeni szkoleniowej przy użyciu wspomnianego narzędzia. Na podstawie syntetycznego przeglądu dokumentacji projektowej potwierdzono, że wdrożenie symulatora w systemie edukacji Policji pozwoli poprawić jakość szkolenia funkcjonariuszy policji drogowej i może pozytywnie wpłynąć na środowisko pracy tej formacji.

    The article discusses "Rules for using the point rating scales for assessing the technical condition and usability of road engineering objects – second edition", which were introduced by the General Directorate for National Roads and Motorways (GDDKiA) Regulation No. 1/2019. The main objective of "Rules..." was to standardize the method of point rating assessment of technical condition and usability, and in the second edition, to take into account the latest construction and material solutions. Because the results of inspections are analyzed and compared not only at the regional but also at the national level, it is very important for all inspectors in the country to evaluate the technical condition and usability in an analogous manner. While developing the 2nd edition, the authors maintained the assumptions of continuity of inspection system, including adaptation to the inspection manuals, algorithms, and software supporting the management of bridges.
    W artykule omówiono "Zasady stosowania skali ocen punktowych stanu technicznego i przydatności do użytkowania drogowych obiektów inżynierskich – wydanie 2”, które zostały wprowadzone do stosowania Zarządzeniem nr 1/2019 przez Generalną Dyrekcję Dróg Krajowych i Autostrad. Głównym celem "Zasad …" było ujednolicenie metody punktowej oceny stanu technicznego i przydatności do użytkowania oraz uwzględnienie najnowszych rozwiązań konstrukcyjnych i materiałowych.

Opracowanie takie zleca się biegłym sądowym w wyniku czynności dochodzeniowo - procesowych policji, prokuratury i sądów. Po wypadkach drogowych z udziałem "niechronionych" uczestników ruchu w większości przypadkach istnieje możliwość określenia aktualnego, rzeczywistego stanu technicznego pojazdu. Badania takie powinny być wykonywane za pomocą urządzeń kontrolno-pomiarowych Stacji Kontroli Pojazdów. Poruszona problematyka jest niezwykle przydatna w praktyce opiniowania wypadków drogowych.
    The article presents an outline of issues relating to salvage vehicle diagnostics (particularly road accidents involving pedestrians and cyclists) in regard of technical expertise performed on salvage vehicles. The development of such is ordered by trial or investigative actions of police, prosecutors and courts. After road accidents involving "vulnerable" road users, in most cases it is possible to determine the current, actual condition of the vehicle. Such studies should be performed with proper measuring devices and monitoring systems in Vehicle Inspection Station. Broached issues are extremely useful in practice of giving road accidents opinions.

    W artykule omówiono „Zasady stosowania skali ocen punktowych stanu technicznego i przydatności do użytkowania drogowych obiektów inżynierskich – wydanie 2”,które zostały wprowadzone do stosowaniaZarządzeniem GDDKiA nr 1/2019. Głównym celem opracowania „Zasad…” było ujednolicenie sposobu punktowej oceny stanu technicznego i przydatności do użytkowania, a w wydaniu 2 uwzględnienie najnowszych rozwiązań konstrukcyjnych i materiałowych. Ponieważ wyniki przeglądów są analizowane i porównywane nie tylko na poziomie rejonu czy oddziału GDDKiA ale również na szczeblu krajowym, dlatego jest bardzo ważne aby wszyscy inspektorzy w kraju oceniali stan techniczny i przydatność do użytkowania w analogiczny sposób. Opracowując Wydanie 2 przyjęto założenie zachowania ciągłości systemu przeglądów, w tym dostosowania do instrukcji wykonywania przeglądów oraz algorytmów i komputerowego systemu wspomagającego zarządzanie mostami SGM.
    The article discusses the “Rules for the application of the scale of point-based assessments of the technical condition and usability of road engineering objects – issue 2”, which were introduced to the GDDKiA Regulation No. 1/2019. The main objective of the “Rules...” was to unify the method of point evaluation of technical condition and usability, and in the second edition, take into account the latest construction and material solutions. Because the results of the reviews are analyzed and compared not only at the level of the region but also at the national level, it is very important that all inspectors in the country evaluate the technical condition and usability in an analogous manner. When developing the 2nd edition, the assumption of maintaining the continuity of the inspection system was adopted, including adaptation to the inspection instructions, algorithms and a computer system supporting the management of Bridges (SGM).

    Opis:
    The increasing number of road accidents nowadays seems to by a global problem. Apart from the obvious causes of accidents, such as violation of road traffic rules by drivers and pedestrians, the drunk driving, poor quality of road infrastructure, the technical faults of vehicles should also be take into account. Reasons of technical failures can be the failure of parts, components and assemblies caused by aging, poor quality or non-observance of technological norms when they are installed. It is possible to prevent the occurrence of faults by applying warning methods, one of which is obligatory periodic technical inspection. The purpose of this article is to analyze the characteristic features of the systems of technical inspections in automotive transport used in Poland and Russia. It makes it possible to identify common features and distinctive features of systems in both countries.
    Wzrost liczby wypadków drogowym jest obecnie ogólnoświatowym problemem. Razem z głównymi przyczynami wypadków drogowych, tj. naruszanie zasad ruchu drogowego przez kierowców i pieszych, jazdą po spożyciu alkoholu, niedostateczną jakością drogowej infrastruktury technicznej, powinno się także uwzględniać usterki samochodów, jako istotny czynnik pośredni. Przyczynami defektów technicznych samochodów mogą być uszkodzenia części i komponentów spowodowane starzeniem, złą jakością lub nieprzestrzeganiem norm technicznych podczas ich montażu. W celu zapobiegania występowania usterek możliwe jest stosowanie działań zapobiegawczych. Jednym z nich jest okresowe badanie techniczne. Celem niniejszego artykułu jest analiza specyfiki systemów kontroli stanu technicznego samochodów przyjętych w Polsce i Rosji oraz identyfikacja ich cech wspólnych oraz charakterystycznych.
