Opis:
The article presents a general description of the safety problem in Polish road transport in the years 2002-2019. The number of road accidents was analyzed in detail, taking into account the division into side, front and rear collisions and the dynamics of their changes. The article contains information on the dynamics of changes registered in passenger vehicles and trucks in Poland in the years 2000-2018. Moreover, the number of fatalities in road accidents in the years 2002-2019 was presented, taking into account the type of collision. The forecasts of changes in the number of road accidents and rear collisions presented in the article show the downward trend for the years 2020-2030 of frontal collisions. An inconspicuous rear collision by not braking a speeding vehicle carries a high risk of damage to the upper cervical spine. As a result of such a collision, even at a low speed of 20 km/h, they can cause irreversible health effects, which lead to permanent disability.

Opis:
Theory and application of rare events have been very important in recent years due to its practical importance in very different fields such as insurance, finance, engineering or environmental science. This paper presents a methodology for predicting rare events based on Bayesian Networks which in turn enables the study alternative scenarios to control the frequency of road accidents. This way the model Naive-Poisson and ROCDM is presented in this paper for its validation. The developed model is used to estimate and predict road accidents as rare events and results have been evaluated by using ROCDM curve. Naive-Poisson model and a validation model based on ROC curve is used to study several Spanish roads and the results are here shown.

Preponderance of road accidents is one of the major causes of death in Nigeria, but the fatality of these accidents is unknown. In this study, data on casualties of the road accidents in Nigeria are collated, statistically analysed and modelled for predicting fatality of the accidents. The strategies of minimising rise in fatality of road accidents were proposed. The results obtained showed that the fatalities of the road accidents have polynomial relationships with the population of the road users, or time. The highest annual accident fatality probability of 0.17 was obtained over the total population of the road users. The result from combined modelling of traffic population and time showed that the accident fatalities will rise in future unless roads and drivers are well cultured. The findings would be useful for demographers, safety and health workers in their planning.

This article analyzes the impact of the Covid-19 pandemic on the intensity of road accidents in Poland. The pandemic affected not only the health of citizens, but also their preferences in terms of communication. It significantly inhibited the mobility of the society and increased the capacity of urban traffic during the rush hour of some cities. The article contains statistics on the number of road accidents that occurred in 2011-2021 and the number of people who died as a result of these accidents. The period from 2019 to 2021 was subjected to a detailed analysis in this respect. It was observed that during this period there was a significant decrease in the number of road accidents as well as a significant 30% decrease in people fatalities on the road. Such a large decline has not been recorded so far since Poland joined the European Union. The article presents a forecast of the number of people fatalities in road accidents in Poland in the years 2022-2030 (taking into account the pandemic period), which predicts an annual decline in the number of road fatalities by 7%. This article emphasizes that the duration of the Covid-19 virus pandemic should be treated as a transitional period. The decreasing number of road accidents as well as the number of fatalities in road accidents over the next years may change and their annual downward trend may not be maintained.

The motorcyclist’s body motion following a motorcycle impact against a motor car side is determined by a system of forces and reactions acting on the rider’s body. An analysis of this motion was carried out, based on a research experiment. The related measurements and calculations were taken as a basis for an analysis of the dynamic loads; they also indicated the type and scope of the bodily injuries that may be incurred by the motorcyclist during a road accident. Based on the research experiment, the trajectory of motorcyclist’s head and torso and the course of contact between the motorcyclist’s body and the car were determined. The acceleration values having been obtained from the measurements were used for determining the displacements and changes in the angular position of motorcyclist’s head and torso. The research experiment confirmed the motorcyclist’s head to be the part of his/her body that undergoes the highest accelerations. The system of forces and reactions acting on motorcyclist’s body at the initial stage of the motion under consideration may lead to a situation dangerous to the motorcyclist where his/her head hits the edge of the car roof.

Road accidents are one of the basic road safety determinants. Most research covers large territorial areas. The results of such research do not take into account the differences between individual regions, which often leads to incorrect results and their interpretation. What makes it difficult to conduct analyses in a narrow territorial area is the small number of observations. The narrowing of the research area means that the number of accidents in time units is often very low. There are many zero observations in the data sets, which may affect the reliability of the research results. Such data are usually aggregated, which leads to information loss. The authors have therefore applied a model that addresses such problems. They proposed a method that does not require data aggregation and allows for the analysis of sets with an excess of zero observations. The presented model can be implemented in different territorial areas.

Na polskich drogach rocznie ginie 800 pieszych (prawie 29% wszystkich ofiar śmiertelnych wypadków drogowych). Z tego powodu Polska jest krajem o największym ryzyku zagrożeń wypadkami śmiertelnymi wśród pieszych uczestników ruchu drogowego w Unii Europejskiej. W artykule opisano stan bezpieczeństwa ruchu pieszych w Polsce na tle innych krajów europejskich. Przedstawiono charakterystykę obszarów i okoliczności występowania wypadków z pieszymi oraz propozycje działań niezbędnych do poprawy bezpieczeństwa pieszych.
Every year 800 pedestrians are killed on Polish roads (almost 29% of all road deaths). For this reason Poland is a country with the highest risk of fatal accidents among pedestrians in the European Union. The article presents the state of pedestrian traffic safety in Poland compared to other European countries. The characteristics of areas and circumstances of accidents with pedestrians as well as proposals of actions necessary to improve pedestrian safety are presented in the article.

Wypadki drogowe stanowią poważny problem współczesnego świata. Są jedną z głównych przyczyn wszystkich urazów, które to stanowią trzecią przyczynę zgonów na świecie. Każdego roku na drogach świata ginie około miliona osób (dorosłych i dzieci), a kilkanaście milionów zostaje rannych. Umieralność z powodu obrażeń poniesionych w wyniku wypadków drogowych stanowi 2,2% wszystkich zgonów na świecie. W artykule przedstawiono epidemiologię wypadków drogowych w Polsce w latach 1990-2009 ze szczególnym zwróceniem uwagi na główne problemy bezpieczeństwa ruchu drogowego w Polsce związane z niebezpiecznymi zachowaniami jego uczestników (nieprzestrzeganie przepisów ruchu drogowego). W latach 1990-2009 na polskich drogach wydarzyło się ponad milion 61 tysięcy wypadków, w których zginęło prawie 126 tys. osób, a ponad 1 mln 336 tys. zostało rannych. Pomimo różnorakich działań, które są podejmowane w celu poprawy bezpieczeństwa na polskich drogach liczba rannych i zabitych na skutek wypadków drogowych jest w dalszym ciągu bardzo duża, a straty ponoszone przez społeczeństwo wysokie. Aby poprawić stan bezpieczeństwa na drogach naszego kraju konieczne jest kontynuowanie wielokierunkowych działań mających na celu systematyczne podnoszenie poziomu bezpieczeństwa ruchu drogowego.
Road accidents are a serious problem of the modern world. They are one of the main causes of injuries and the third most frequent cause of death. Every year, about one million people, adults and children, die on the roads and several millions get injured. The mortality rate due to injuries from road accidents is 2.2% of all deaths in the world. This research presents the epidemiology of road accidents in 1990-2009 with particular emphasis on the key issues of road safety in Poland, related to the dangerous behaviour of road users (disregard of traffic rules). There were over 1,061,000 accidents with 126,000 fatalities and over 1,336,000 casualties on Polish roads between 1990 and 2009. Despite the various measures taken to improve safety on Polish roads, the number of dead and wounded in car accidents is still large, and losses borne by the society are high. To improve safety on Polish roads, it is necessary to continue multi-action plans to systematically improve road safety.

W artykule przedstawiono wyniki analiz głównych wskaźników bezpieczeństwa ruchu drogowego w trzech sąsiednich krajach - Polsce, Niemczech i Czechach. Kraje te charakteryzuje znaczne zróżnicowanie parametrów sieci drogowej - m.in. największy (2%) udział autostrad w Niemczech oraz podobny wskaźnik rozwoju motoryzacji, wyrażony liczbą około dwóch osób na jeden samochód. We wszystkich krajach następuje poprawa statystyk wypadkowych obserwowana jako spadek liczby wypadków, zabitych oraz rannych. Największa ciężkość wypadków występuje w Polsce i wynosi ponad 10 osób zabitych na 100 wypadków.
The article presents the results of main indicators of road traffic safety analysis in three neighboring countries - Poland, Germany and Czech Republic. A wide diversity of roads network parameters characterize those countries, such as, highest number of highways in Germany (2%) and the similar indicator of motor industry development. This indicator is showed by the number of 2 people per 1 vehicle. The improvement of statistics in road accidents is observed in all of the analyzed countries. It follows the decrease in the number of road traffic accidents and persons killed and injured in road traffic accidents. Highest accident fatality occurs in Poland and averages 10 killed per 100 accidents.

The primary objective of this study was the psychological examination of a group of Polish motorcyclists against a group of students and graduates of Technical Universities. This work poses a question regarding the differences in temperament, aggression and the level of risk between motorcyclists and the control group. The second question was whether it was possible to create a typology of Polish motorcyclists taking into account the variables describing risk, temperament and aggression. This study used the Pavlovian Temperamental Scale (Strelau, Zawadzki, 1998), Stimulating-Instrumental Risk Inventory, SIRI 2001 (Zaleśkiewicz 2001), Multifactor Risky Behavior Scale (Studenski 2004), Unhealthy behavior Inventory (Makarowski 2008) and the Buss and Perry Aggression Questionnaire (1992). The tests were performed on 267 motorcyclists and 188 students and graduates of Technical Universities. A number of important differences was observed between the motorcyclists and the control group. Motorcyclists had a higher level of mobility of nervous processes and higher degree of excitation at the lower level of inhibitory processes. In terms of the measured level of risk they also had a higher level of stimulating, instrumental and unhealthy risk, at the lower levels of physical, social, ethical and financial risk in relation to the control group. Cluster and confirmation analyses showed the existence of three sub-groups of motorcyclists: prevaricators, ones with a Mad Max syndrome, and adventurers. The confirmation analysis was carried out on an additional group of 243 motorcyclists.

Actions related to the improvement of the safety of disabled road users have multiple levels and are burdened with problems related to the collection and proper analysis of road incidents. A meta-analysis of databases could provide a better understanding of the causes of these events and prevent them in the future. Currently, residual information on participants of road accidents can be found in the Accident and Collision Record System; the data are analyzed by the Polish Road Traffic Observatory and submitted to the International Road Traffic and Accident Database and the Community Road Accident Database. In connection with the above, an article was prepared containing a propaedeutic review of research materials to date, as well as domestic and foreign databases constituting the diagnostics of the research area. An international literature search was also conducted on accidents involving people with disabilities. The findings indicate the need to collect and expand information about disabled participants of road incidents, fill this gap in databases, and systematize them as the starting material for the development of remedial actions.

The objective of the study is to conduct an analysis of road accidents and selected elements of the level of road transport safety in Poland. The paper accounts for factors that have an impact on the safety situation of the Polish roads, i.e. division into provinces (województwa), days of the month, times of the day, days of the week, and types of roads. The paper concludes by stating that road traffic participants being more responsible and more imaginative could reduce the number of accidents. Other key factors affecting road safety are the design, construction and maintenance of modern road infrastructure.

Calculations carried out made it possible to characterize changes in the accident hazard, in numerical terms, based on the course of the regression line. An analysis of the distribution, by regions, of the accident hazard and, above all, the showing of changes in this hazard is an important contribution to the actions taken to improve the road transport system. The rate of decrease in the number of accidents undergoes changes, which are particularly conspicuous in some voivodships (provinces) against the background of the general process of decline in the nationwide number of accidents. A graph to characterize this hazard has been presented, plotted with taking into account the changes in the number of accidents, recorded in monthly steps for a period of 7 years. The rate of these changes was also evaluated, in medium-term and short-term intervals. The calculation results were used to ascertain whether a decline in the total number of accidents in Poland is accompanied by similar changes taking place in individual regions. The symptoms of increasing share of the number of accidents that occur in a few regions in the total number of accidents taking place in Poland may be a cause for alarm.

W artykule przedstawiono analizę danych statystycznych Komendy Głównej Państwowej Straży Pożarnej dotyczących wypadków drogowych z udziałem samochodów pożarniczych. Wynika z nich, że w analizowanym okresie od 2000 do 2010 roku liczba wypadków rosła pomimo wyraźnego spadku liczby wypadków drogowych w Polsce. Utrzymuje się stała tendencja koncentracji wypadków w województwach południowych charakteryzujących się trudniejszymi warunkami terenowymi i środowiskowymi. Przyczyną ponad połowy wypadków są błędy kierowców straży pożarnej, a prawie połowa z nich ma miejsce podczas korzystania przez pojazd z uprzywilejowania w ruchu. Przeciętny dzienny przebieg pojazdu pożarniczego wynosi niespełna 14 km, a niektóre rodzaje samochodów są wykorzystywane sporadycznie. Taka sytuacja powoduje, że samochody strażackie o specjalnej konstrukcji i często wysoko położonym środku masy, charakteryzujące się niekorzystnymi właściwościami jezdnymi, są prowadzone przez mało doświadczonych kierowców. Zdaniem autorów poprawa sytuacji wymaga podjęcia badań właściwości jezdnych samochodów specjalnych służb ratowniczych i wykorzystania ich wyników w procesie ich projektowania i wytwarzania oraz wdrożenia szkoleń doskonalących kwalifikacje kierowców z wykorzystaniem nowoczesnych metod i środków technicznych.
The article contains the analysis of statistics by the Headquarters of the National Fire Service concerning road accidents involving fire engines. The data show that in period between 2000 and 2010 the number of this type of accidents rose, despite the significant decrease in the total number of road accidents in Poland. A consistent trend in the concentration of road accidents in the southern provinces of Poland, which are characterised by more difficult terrain and environmental conditions, is maintained. The cause of more than a half of these accidents are the mistakes of fire engine drivers, and nearly half of them happen when the fire engines have the right of way. The average daily mileage of a fire engine is less than 14 km, and some types of vehicles are even used sporadically. Such a situation results in the fire engines with a special structure and a high-lying centre of mass and therefore disadvantageous driveability, being driven by inexperienced drivers. The authors are of the opinion that in order for this situation to be improved, the driveability of specialised rescue vehicles needs to be closely investigated and the results of these investigations need to be taken into consideration at the time of their design and manufacturing, as well as at the time of driver refresher courses using modern methods and technical means.
