EU Defence Ministers have adopted a joint Strategy on Defence Research & Technology (R&T) that includes a 2 % goal for defence R&T expenditure. Th is paper discusses the feasibility of such a goal for a small country, including the motivations for undertaking defence R&T work in small countries, and asks are they different from the large countries? New and improved weapons systems that create a technological advantage in the battlefield are grounded on research in technology. However, as capability models demonstrate, there are also other aspects of military capability than the materiel which can therefore be a topic for research. Through reviewing a selection of strategy documents from large and small European countries, the fact that only large countries have financial possibilities for major weapons system development and production is highlighted, while in small countries, this link from R&T through development to production and operation is broken. Both defence research and defence industrial base figures support this view. Small countries may still have a number of other reasons to engage in R&T in either technology or other areas, but these appear not to be able to sufficiently motivate R&T expenditure even close to the 2% level.

The article is designed as a proposal for contemporary teacher's competences. We start with the concept of competence, its characteristics and division into personal and professional human competences. After presenting professional competences according to Komitet Nauk Pedagogicznych PAN, we proceed to the media-IT competences as especially important for the professions of teaching and pedagogy. In the era of the society of knowledge and digitalization. The article also contains diagnostic and mainly qualitative research results, that was conducted among students, prospective teachers of humanistic subjects.
Artykuł przedstawia propozycję kompetencji współczesnego nauczyciela. Zaczynamy od pojęcia kompetencji, jej cech i podziału na kompetencje osobowościowe i zawodowe człowieka. Po przedstawieniu kompetencji zawodowych, w ujęciu Komitetu Nauk Pedagogicznych PAN, zatrzymujemy się na grupie kompetencji medialno-informatycznych jako szczególnie ważnych w pracy nauczyciela oraz pedagoga w epoce społeczeństwa wiedzy i cyfryzacji. Opracowanie zawiera też wyniki badań diagnostycznych o charakterze ilościowo-jakościowym przeprowadzonych wśród studentów, przyszłych nauczycieli przedmiotów humanistycznych.

Technology research, design, and development is confronted with rapidly advancing digitalization in two respects: (1) digitally supported or enabled technologies need to be designed and developed, and (2) the respective R&D processes themselves will happen in a much more digitalized environment. Technology design generally must take into account the values involved and possible consequences of the development and use of the resulting products, services, and systems. In a digitalizing environment, the issue of values gains even more significance because more and more close and intimate interfaces between humans and technology have to be shaped. Designing human-machine interfaces is not only a functional issue but touches upon ethical questions such as the distribution of responsibility, but also upon anthropological issues related to the human self-image and ideas about future society as well. In the respective research, design, and development processes, value-laden issues such as control, privacy, empathy, responsibility, and accountability must be taken into account beyond technical issues of efficiency and reliability. The need for designing and shaping digital future technologies involving ethics and technology assessment will be demonstrated by three examples: future industrial production and the fields of self-driving cars and care robots. Value sensitive design and responsible research and innovation will be introduced as approaches to deal with these challenges.

Taking as a basis for discussion the Schumpeter’s innovation theory, this paper analyses the relationship between enterprises activity in the field of research and development, and their efficiency at the core business level. This analysis was performed in two ways – with the assumption shift in time between research and development activities and companies business efficiency, and without it – using the Spearman’s rank correlation coefficient. The sample was accounted for 252 companies from the technology sector, whose shares are traded on NYSE or NASDAQ, and the analysis time period consisted of three years (2011–2013). The results obtained in the course of analysis generally indicate lack of strong relationship between distinguished categories. A noticeable, but only at moderate level, positive correlation was found in both considered approaches only in respect of the relationship between the intensity of expenditures on research and development or y/y change of these expenditures and gross margin on sales. Therefore, it seems to be relevant to extend this research at least in such directions as: identification and characterization of factors determining efficiency of companies research and development activities, as well as examination considered relationship taking into account business diversity within the sector and wider time shift between realized research and development activities and various measures of core business efficiency.

Information and communication technology (ICT) is widely used to access tourist information and services, and as a result using digital tools and sources influences tourist behaviour. The main goal of this paper, based on research, is to describe the behaviours and opinions of tourists who used ICT before travelling. The results include the evaluation of the usefulness of digital tools from a tourist’s point of view, and indicates that tourists are interested in using ICT. Respondents aged over 35, who are living in cities and have had at least secondary education or a university degree, are more active users of digital tools. Websites, mobile applications and other ICT uses have been treated by respondents primarily as a source of tourist information in its widest sense, and a tool which facilitates the process of planning travel routes and purchasing travel-related services. Social media, which facilitate sharing travel-related content, also have a major significance.

The article describes chosen, yet key parts of newly established European, infrastructural research and development project ARIES (2017-2020) - Accelerator Research and Innovation for European Science and Society, to be realized inside the framework of the H2020 programme. Two institutions from Poland participate in ARIES – these are Warsaw University of Technology and Institute of Nuclear Chemistry and Technology. ARIES is a topical continuation of the previous infrastructural accelerator projects realized uninterruptedly since 2003 – FP6 CARE – Coordinated Accelerator Research in Europe and FP7 TIARA – Test Infrastructure and Accelerator Research Area, EuCARD – European Coordination for Accelerator Research and Development, and EuCARD2. The article is simultaneously a part of a series of papers concerning the participation of Polish doctoral students and young researchers, especially from the Warsaw University of Technology, in large European and world experiments of the discovery class, including building large research infrastructures like: FLASH and EXFEL, ESS, ITER and DEMO, IFMIF, but also satellites built by the ESA, etc. ARIES embraces, among others, the following subjects: energy efficiency and management, cost lowering, miniaturization and ultra-high field gradients, promotion innovation, industrial applications, societal implications, new materials and components, new methods of particles acceleration including laser-plasmaparticles interaction, and building new generations of systems.

The paper presents four management models of a scientific-technological park built on the basis of the in-depth analysis results of fifteen selected parks in the world. The basic functions of the park were discussed as well as the pros and cons of each model showing the possibilities for their further development. The reference was made to the Polish conditions, indicating that two corporate and network models are the most suitable for Poland. The corporate model based on the active cooperation of technical universities and public and private entities is, according to the authors, the most suitable for use in the case of science and technology parks located near a technical university. The corporate model is an alternative to the network model which allows to create science and technology parks with a dispersed spatial structure.

In modern economy knowledge and innovations are key factors for competetive position of an enterprise. We observe a growing need of building and supporting relationsbetween science and business and of creating initiatives for supporting the transition of ideas and exchange of information and knowledge. Actions concerning this area also enclose the formation and development of specialized institutions for business support. Observations show the increasing importance of innovation and entrepeneurship centers. The paper presents results of the questionnaire survey of innoation ceters in Greater Poland, which was aimed at presenting the state the recognizability of these institutions, the type of activity, with which they are associated, the quality of information presented by these institutions and the knowledge, to which they give access.
