    The understanding of the pharmacokinetic properties of synthetic drugs as well as herbal preparations used in treatment of many diseases offers a real opportunity to eliminate or minimize the interaction between the active substances. This is of particular clinical importance because it can decrease or increase the action of drugs what is the major cause of failure of pharmacotherapy. Understanding the molecular basis of interaction of substances with enzymes of drug metabolism is extremely helpful in treatment planning and its practical application. The experimental and clinical studies aimed to complete the characterization of the mechanisms of many factors that modulate the activity of cytochrome P450 enzymes, can provide a lot of evidence guaranteeing the safety of herbal products.
    Zrozumienie właściwości farmakokinetycznych leków syntetycznych, jak również preparatów roślinnych stosowanych w leczeniu wielu schorzeń stwarza realną szansę na eliminację lub zminimalizowanie interakcji pomiędzy substancjami aktywnymi. Ma to szczególne znaczenie kliniczne, ponieważ może prowadzić do osłabienia bądź nasilenia działania leków znajdujących się u podłoża niepowodzeń farmakoterapii. Poznanie podłoża molekularnego interakcji substancji z enzymami metabolizmu leków jest niezwykle pomocne podczas planowania terapii i jej praktycznego zastosowania. Wiele dowodów gwarantujących bezpieczeństwo stosowania produktów zielarskich mogą dostarczyć badania eksperymentalne oraz kliniczne zmierzające do pełnej charakterystyki mechanizmów działania wielu czynników modulujących aktywność enzymów cytochromu P450.

    Different mechanisms of regulation regarding the Open Reading Frames (ORFs) have been discussed to have a broader perspective that is necessary to evaluate the role of the ORFs of the I-18 C gene. This consideration includes the ORF II of the I-18 C gene which is the object of the presented research.

    Over the past nine years, the Ukrainian economy has been developing in the context of partial occupation of its territories, violation of human and civil rights and freedoms, and seizure of state property. On February 24, 2022, a neighboring state invaded Ukraine, which led to the introduction of the legal regime of martial law in Ukraine. In the article, the author identifies the main approaches to regulating the economic situation in the temporarily occupied territories and determines what the State’s policy should be after their de-occupation. The author also examines the content and features of the concepts of occupation and de-occupation. The concept of Ukraine’s state policy on the temporarily occupied territories requires a detailed analysis, primarily of its legal framework, institutional mechanism, identification of problems and outlining of ways to solve them. This requires scientifically balanced and well-founded approaches, timely, coordinated and predictable actions by the public authorities of Ukraine, and consideration of positive international and national experience. The impact of the martial law regime on almost all spheres of public life, all areas of state policy, the legal framework and institutional structures for the implementation of state policy, and the forms and methods of work of state and local government bodies is obvious. There is a natural need to improve a significant number of existing legal acts of Ukraine and adopt new ones in this area. It is important to expand the range of entities responsible for ensuring the de-occupation of the temporarily occupied territory of Ukraine. The author emphasizes the need to define a system of legal means which can form the basis of a special economic regime both in the temporarily occupied territories and in the de-occupied territories. It is also important to eliminate the imbalances in the development of different regions of Ukraine, as well as to determine the priorities for restoring the economic system in the de-occupied territories.

    The article is devoted to study of directions of improving the state regulation of the financial sphere in Ukraine. It is determined that the state regulation of the financial sphere should be carried out in the directions of ensuring the efficiency of budget funds use and providing the relationship between the authorities that carry out the state financial control. The article considers the problems in ensuring the effective state regulation of the financial sphere as a component of the mechanism of public administration and control. We have proved the importance of the state regulation of the financial sector in the current conditions of unstable and declining market economy that Ukraine is experiencing. It was noted that the issue of effective state regulation and control over the implementation of management decisions is thoroughly studied by scientists and practitioners. In practice, under the influence of these studies, more effective mechanisms and tools of the state control for the receipt and use of budget funds are being developed. The article analyzes the latest studies of domestic and foreign authors related to the issues of state regulation and management of the financial sphere The article examines the need for an active regulatory role of the state in the use and circulation of budget funds. Analyzing the state regulation of the financial sphere, it should be noted that it is an integral part of public administration of the economy as a whole. The article analyzes the advantages and disadvantages of the system of state regulation of the financial sphere in the country. There is a need for continuous improvement and increase of efficiency of state regulation and control over the circulation of budget funds.

    Opis:
    The subject of the research is cross-country comparisons of models of organizational and economic mechanism of regulation (OEMR) of processes of production of fundamental scientific knowledge (FSK) during the organization of basic scientific research (FSR) by academic institutions. The ultimate goal of the development of OEMR and the task of conducting FSR is formulated. The hypothesis about the possibility of effective implementation of OEMR FSR in the case of clear definition of subjects and forms of regulation is substantiated. The thesis on the expediency of structuring OEMR FSR with the separation of levels of systematization of scientific knowledge as an object of regulation, conceptual components, subject content of FSK subsystems, elements of the FSK formation cycle in the process of solving partial cognitive problems of fundamental scientific theories (FNT), functional levels principles and criteria for ensuring the effectiveness of non-monotonic abductive FSR, distinguishing tools for providing analytical and regulatory functions. The research method is to generalize the features of national models of public regulation of FSR, which differ in proportions and combination of methods of direct administration and create conditions for independent choice of subjects of directions and options of R&D under the influence of dynamic updating of axiological concept of FSR. There are methods of using power competencies to form and use basic research competencies of FSR subjects in the field of FSR production – direct administrative influence, formal-mechanistic solidarity of subjects within the functioning of academic research networks, external value orientation and motivation of FSR subjects. The list of methods of stimulating innovative renewal of practical and transformative competencies in the field of FSK functioning includes methods of indirect regulatory influence, contractual solidarity of FSR subjects within the functioning of voluntary/temporary professional research networks, internal value and identification orientation of FSR subjects, global standards of practical and transformative competencies of FSR subjects in the field of FSK formation. The result of the study is to identify the main types of models with a detailed description of the practical principles of the implementation of FSR in the countries that represent them. The difference in the potential of FSR implementation depends on the ability of national institutions to organize the processes of conducting cyclical program research in order to increase the background design knowledge of the most universal nature.

    This is a preliminary research into possible taxation mechanisms for firms that will be operating in the shale gas industry in Poland and potential market interactions between the incumbents and the entrants. The study places focus on the level of welfare and it includes a static and a dynamic analysis. The result of the former is that the lump sum tax is the first best of all considered tax mechanisms for the Polish shale gas from the welfare perspective. The second best option for taxation is a combination of the current CIT rate and a windfall profit tax. In respect to the dynamic analysis, the results suggest that Gazprom can remain the market leader in Poland even if the shale gas producers start to operate, due to the sequential character of the competition in the Polish natural gas market. Counterintuitively, it will not come at the expenses of the consumers in Poland and it can bring potential welfare gains.

    The article attempts to give a comprehensive analysis of the first application of the so called yellow card mechanism provided for in the Protocol on the application of the principles of subsidiarity and proportionality and introduced by the Lisbon Treaty. The special focus is given to three issues: the quality of the EC explanatory memorandum, the differences in the scope of national parliaments’ reasoned opinions and the legal basis of the proposed regulation, which was the factor that motivates parliaments and determines the EC’s decision. The author suggests that these three aspects in the case of the proposal for Monti II Regulation confirm opinions formulated earlier in the literature, that the procedure for subsidiarity scrutiny can have significant legal and political implications.

    The paper begins with the formulation of institutional dichotomy: imperfect market versus imperfect state and, subsequently, with the assumption of the common interdependence between market failures and state failures, as well as the related correlation between market and public regulation. In accordance with the fundamental neoclassical premise, the aim of the latter is not to replace the market mechanism but to improve it within its coordinating and optimizing functions. Market failures and state failures, as well as their interdependence, are analyzed in the context of ‘market paradigm’ and public regulation whose specific definitions have been proposed by the author in part 2 of the paper. With these definitions, public regulation becomes ipso facto an immanent component of the neo-classically understood market paradigm. The author recognizes general and specific market and state failures and briefly discusses them. The failures concerned are also analyzed in the light of the economic theory of public regulation (part 3).
    Статья начинается с определения институциональной дихотомии: несовершенный рынок versus несовершенное государство, вследствие которой автор формулирует тезис об общей взаимозависимости между ошибками рынка и ошибками государства. Согласно фундаментальной неоклассической предпосылке, целью публичного регулирования является не замена рынка, а его широко понимаемое совершенствование в области координационных и оптимализующих функций. Ошибки, как рынка, так и государства, анализируются в контексте парадигмы рынка и публичного регулирования, свое понимание которых автор дает во 2-ой части статьи. Как вытекает из этих определений, публичное регулирование становится ipso facto имманентной частью неоклассической парадигмы рынка. Автор выделяет общие и специфические ошибки рынка, ошибки государства и коротко их анализирует. Эти ошибки рассматриваются также с точки зрения публичного регулирования в рыночной экономике (часть 3).

Opisane główne narzędzia oddziaływania państwa na politykę fiskalną, cenową, amortyzacyjną oraz inwestycyjną przedsiębiorstw dla celów aktywizacji innowacyjnej działalności.
    This article presents basic principles of formation of the state system of stimulation and regulation of innovation activity in developed countries. The main forms of state regulation and stimulation of innovative processes are investigated. The basic tools of the state influence on tax, price, depreciation, investment policy of enterprises with the purpose of activating innovation activity are highlighted.
    В статье рассмотрены основные принципы формирования государственной системы стимулирования и регулирования инновационной деятельности предприятий в развитых странах мира. Исследованы основные формы государственного регулирования и стимулирования инновационных процессов.     Opis:
    Celem artykułu jest przedstawienie charakteru prawnego współdziałania KE z Prezesem UKE w regulacji rynku telekomunikacyjnego. W ramach tego współdziałania (postępowania konsolidacyjnego) Prezes UKE ma obowiązek notyfikowania niektórych projektów rozstrzygnięć regulacyjnych KE. Analizie poddano również opinie i decyzje KE wydawane względem notyfikowanych rozstrzygnięć. Ponadto, w artykule przedstawiono zagadnienie kontroli sądowej decyzji Prezesa UKE wydawanych w wyniku współdziałania z KE. W ocenie autora jedynie sądy krajowe (SOKiK) mają legitymację do sprawowania kontroli współdziałania tych organów.
    The aim of the paper is to review the legal nature of the consultation procedure between European Commission (EC) and the President of the Office of Electronic Communications (UKE). In the procedure, EC analyses a draft of the regulatory measures notified by UKE and has right to issue a recommendation. Moreover, the author discusses a problem of the judicial control of the decision issued by UKE as a result of the consultation with EC. According to the author, only the national courts (SOKiK) are legitimate to control the decision.
