Opis:: The paper presents an empirical study designed to test a small area estimation method. The aim of the study is to apply a robust version of the Fay-Herriot model to the estimation of average wages in the small business sector. Unlike the classical Fay-Herriot model, its robust version makes it possible to meet the assumption of normality of random effects under the presence of outliers. Moreover, the use of this version of the Fay-Herriot model helps to improve the precision of estimates, especially in domains where samples are of small sizes. These alternative models are supplied with auxiliary variables. The study seeks to present the characteristics of and differences among small business units cross-classified by selected NACE sections and district units of the provinces of Mazowieckie and Wielkopolskie. It was carried out on the basis of data from a survey conducted by the Statistical Office in Poznan and from administrative registers. It is the first study which attempts to produce estimates of average wages for this sector of the national economy.

Opis:: The requirement to keep the records of births, baptisms, marriages and deaths was decreed in 1563 by the Council of Trent. In Poland, this requirement started being observed quite soon, already at the end of the 16th century. In the parish of Korczew, the keeping of such records began in 1603. Until the World War II the registers for the years 1649–1805 were kept in the parish archive, from where they were taken away by the Nazis and most probably were destroyed. A preserved inspection report contains a list of these documents, which was included in an article for those who are interested in demographic research. Fortunately, the registers for the years 1806–1945 have survived and are kept in the Diocese Archive in Włocławek, the State Archive in Łódź and the Registry in Zduńska Wola. They contain a wealth of information interesting for both historians engaged in professional research and persons looking for records concerning their predecessors.

Opis:: This paper presents an analysis and evaluation of Directive 2012/17/EU of the European Parliament and of the Council of 13 June 2012 and its implementation into Polish law, including its effect on domestic companies. Directive 2012/17/EU aims to create a legal framework for the interconnection of business registers operating in the EU Member States. Within this framework, the interconnection of business registers serves to improve the exchange of information among different commercial registers of companies. These registers provide information about companies established in the European Economic Area and their foreign branches and facilitate operations of cross-border mergers. The key element of the Directive is a ‘system of interconnection of registers’ which will consist of central, commercial registers of the Member States, the European central platform and the European e-Justice portal. However, the most important role will be still played by national registers, and the remaining elements of the system will only provide tools for interconnection of registers. Thus, changes introduced by Directive 2012/17/EU do not lead to any significant alterations within the European area. This does not mean, however, that the Polish legislator has not a vested interest in the implementation of this Directive. An appropriate amendment of the law may increase the competitiveness of the Polish company law system and companies incorporated pursuant to this law.
Opracowanie skupia się na analizie i ocenie dyrektywy 2012/17/UE z 13 czerwca 2012 r. oraz jej implementacji do polskiego prawa, w tym skutków, jakie implementacja niesie dla rodzimych podmiotów gospodarczych. Dyrektywa 2012/17/UE ma na celu stworzenie ram prawnych połączenia rejestrów handlowych funkcjonujących w krajach członkowskich. Służyć to ma usprawnieniu wymiany informacji pomiędzy rejestrami o spółkach kapitałowych oraz oddziałach zagranicznych tych spółek, a także ułatwieniu transgranicznych procesów ich łączenia. Kluczowym elementem wprowadzonych zmian jest utworzenie systemu rejestrów handlowych, składającego się z rejestrów handlowych państw członkowskich, europejskiej centralnej platformy oraz portalu e-Sprawiedliwość (e-Justice). Nadal jednak najistotniejszą rolę odgrywać będą rejestry krajowe, a pozostałe elementy systemu stanowić narzędzia współpracy rejestrów. Stąd w ocenie autora opracowania modyfikacje wprowadzone w dyrektywie 2012/17/UE będą miały ograniczony wpływ na funkcjonowanie podmiotów gospodarczych na unijnym rynku. Nie oznacza to jednak, że implementacja przedmiotowej dyrektywy nie powinna stanowić szczególnego zainteresowania polskiego ustawodawcy. Starannie przeprowadzone zmiany w przepisach prawnych mogą bowiem przyczynić się do zwiększenia konkurencyjności polskiego systemu prawa spółek oraz spółek kapitałowych funkcjonujących w ramach tego systemu.

Opis:: The opinion deals with the Senate bill amending the Act on Land and Mortgage Registers and Mortgage, whose purpose is to adjust the Act to the judgment of the Constitutional Tribunal of 10 July 2012 (Ref. No. P 15/12). Under the proposed bill, a mortgage created upon part of the real will be transformed – in the event of the division of that property – into the mortgage upon the real property of the co-owner, separated as a result of the division, and the mortgage creditor will have the right of lien on payment of debt or other payments due to the co-owner. The author raises serious doubts about Article 76(14) of the bill, which does not guarantee actual protection of the mortgage creditor against adverse actions of the debtor.

Opis:: The author analyzes the institution of Mortgage Registers appearing in the Kingdom of Poland. In this paper, there is the analysis of the legal act from 1818, which provided the obligation of keeping the Mortgage Registers for a larger property. These are laws that cover subject to entry, the issue of the priority of rights and the eﬀects of the registration in the Mortgage Council. Additionally, the paper concerns the issue of the construction of the Mortgage Registers. A description of magistracies mortgage system and the competent authorities, which include the Commission and the Departments of Land Court – are also provided. The analysis has been extended by the case law of the Supreme Court of the interwar period.

Opis:: Transistor level simulation of the CPU, while very accurate, brings also the performance challenge. MOS6502 CPU simulation algorithm is analysed with several optimisation techniques proposed. Application of these techniques improved the transistor level simulation speed by a factor of 3–4, bringing it to the levels on par with fastest RTL-level simulations so far.

Opis:: Nieuregulowany stan prawny nieruchomości dotyczy przypadku, w którym (ze względu na brak księgi wieczystej, zbioru dokumentów albo innych dokumentów) nie można ustalić osób, którym przysługują prawa rzeczowe do nieruchomości. Powoduje to, że w przypadku takiej nieruchomości niemożliwe do wykonania są procedury zarówno gospodarki nieruchomościami, jak i obrotu nieruchomościami. Regulacja takiego stanu polega często na sporządzeniu tak zwanego „wykazu synchronizacyjnego" porównującego stan prawny ze stanem faktycznym, ujawnionym w ewidencji gruntów i budynków. Sporządzenie takiego wykazu na obszarze byłego katastru austriackiego wymaga znajomości zasad tworzenia tego katastru. Przy regulacji stanu prawnego na takich terenach, konieczne jest zatem wykorzystanie dokumentacji tego katastru. W artykule przedstawiono główne przyczyny rozbieżności pomiędzy oznaczeniami nieruchomości w ewidencji gruntów i budynków oraz w dawnych austriackich księgach gruntowych oraz możliwości wykorzystania dokumentacji katastru dla terenów byłego zaboru austriackiego.
Non-regularized real estate legal status concerns a case, when one can not make to ascertain (on the basis of land registry file, set of documents connected with land registry or other documents) persons who have rights to this real estate turnover are not possible to perform. Regulation of such a status often depends on preparing so called "synchronized list", comparing real estate legal status with real estate factual status revealed in ground and buildings register. Preparing such a list on the territory of former Austrian cadastre needs knowledge of rules of creating this cadastre. Thus, by real estate legal status regulation for such lands it is necessary using documentation of this cadastre. The paper presents main reasons for discrepancies in real estate descriptions between ground and buildings register and former Austrian land register book and possibilities of using cadastral documentation of former Austrian annexed lands.

Opis:: Deep understanding of microprocessor architecture, its internal structure and mechanics of its work is essential for engineers in the fields like computer science, integrated circuit design or embedded systems (including microcontrollers). Usually the CPU architecture is presented at the level of ISA, functional decomposition of the chip and data flows. In this paper we propose more tangible, interactive and effective approach to present the CPU microarchitecture. Based on the recent advancements in simulation of MOS6502, one of the most successful microprocessor of all times, that started the personal computing revolution, we present the CPU visualisation framework. The framework supports showing CPU internals at various levels (from single transistor, through logic gates, ending with registers, operation decoders and ALU). It allows for execution of real code and detailed analysis of fetch–decode–execute cycle, measurement of cycles per operation or measurement of the CPU activity factor. The analysis means provided by this framework will also enable us to propose the transistor level simulation speed improvements to the model in the future.
