Opis:: The main concepts of the term ‘region' have been determined in this paper and the term ‘innovation' has been analyzed. The problem of regional innovation system's place and role in the development of a region and its internal potential in its competitiveness has been emphasized. Moreover, the diagnostics model of innovation product implementation has been proposed as well as the comparison of innovation indexes, which are identified at the level of an individual country or a group of them. Finally, the Polish experience of the regional innovation system development under decentralization changes in the country has been explored.

Opis:: W artykule przedstawiono budowę Krajowego i Regionalnych Systemów Innowacji, zakres ich działania oraz kompetencji. Zaprezentowano charakterystykę Centrów Transferu Technologii, ich podstawowe cele działania, genezę powstania oraz najważniejsze plany rozwojowe. Zaprezentowano Inkubatory Technologiczne i Akademickie Inkubatory Przedsiębiorczości, ich ofertę oraz strukturę przedsiębiorstw w inkubatorach. Omówiono zasoby Parków Technologicznych, strukturę ich lokatorów oraz bariery i szansę ich rozwoju.
The article presents the structure of the Domestic and Regional Innovation Systems, the range of their operations and competences. The Canters of Technology Transfer, the basic aims of their operations, the formation genesis as well as the most important development plans are also characterised. What is further more presented are the Technological and Academic Incubators of Enterprise, their range and the structure of enterprises being in incubators. Finally, the article discusses resources of the Technological Parks, the structure of their occupants plus barriers and opportunities of their development.

Opis:: W artykule podjęta jest próba identyfikacji determinantów regionalnego systemu innowacji oraz analizy ich wpływu na wolumen innowacyjnych dóbr i usług na podstawie analizy ekonometrycznej dla lat 2005–2015 na przykładzie gospodarek regionalnych Centralnego Federalnego Dystryktu Rosji. Analizy ekonometryczne danych przekrojowych pokazują, że wpływ regionalnego potencjału innowacyjnego na wolumen innowacyjnych dóbr i usług stał się bardziej zauważalny od 2011 roku. Do regionów z gospodarką zorientowaną na innowacje należy zaliczyć: Lipetsk, Kalugę i Yaroslavl.
The article tries to identify determinants of the regional innovation system and their influence on the volume of innovative goods and services on the basis of econometric analysis for 2005–2015 taking the regional economies of the Central Federal District of Russia as an example. The econometric analysis of cross‑sectional data has shown that the influence of the region’s innovation potential on the volume of innovative goods and services has become noticeable since 2011. Moreover the regions with an innovation‑oriented economy include Lipetsk, Kaluga and Yaroslavl.

Кроме того, представлена методика оценки инновационного развития региона, проведена её апробация на примере Кемеровской области, на основе полученных результатов выделены проблемы инновационного развития региона, сформулированы рекомендации для повышения эффективности инновационного развития рассматриваемой области
The relevance of the research is predetermined by the need, during the evaluation of innovation development of the region, to comprehensively consider the conditions, capacities, performance of this development. System research of the innovative development of the region to improve its innovation system is prevented by the lack of method for evaluation the innovation development of the region. In the domestic literature, the innovation development is mainly analyzed at the level of enterprises. The aim of the research was to identify the problems of innovation development of the region (the case of Kemerovo Region, Russian Federation) by clarifying the structure of the regional innovation system and improving the methods of its assessment. We applied the following methods of scientific knowledge: analysis, generalization, analogy, classification, comparison. The paper considers the concept of the innovative development of the region and the notion of regional innovation system; the three components of the regional innovation system were identified: innovation potential, innovation climate, innovative susceptibility. We attach the method of evaluation of innovative development of the region, the results of its testing on the example of Kemerovo Region. Based on the received results, the problems of innovative development of the region were highlighted (inconsistency in the actions of the authorities, businesses and science, limited demand and proposals of innovation, lack of qualified staff) and recommendations for enhancing the efficiency of innovative development of Kemerovo Oblast were formulated: the need for the development and implementation of the foresight–project "Innovative development of Kemerovo Region” with working out a roadmap, development of the territory marketing and innovation marketing. It was proven that the developed method of evaluation of innovation development can be used not only for the quantitative analysis of innovation activities in the region, but also to identify existing problems in this activity, the solution of which will help increase the efficiency of the innovative development of the region. The practical significance of the work lies in the fact that the application of the formulated recommendations as a set of actions will help Kemerovo Region follow the way of innovative development and take up stable positions on the market for innovations. The scientific novelty of the research lies in clarifying the concept of regional innovation system, development of methodology for the evaluation of the innovative development of the region, which helps not only the quantitative analysis of innovation activity but qualitative analysis of existing problems of regional development in the region. The prospects of this research are in the application of the developed method in other regions of the Russian Federation to conduct a comparative analysis of their innovative development, and in the identification of common and individual patterns and trends.
Актуальність дослідження полягає в необхідності в ході оцінювання інноваційного розвитку регіону комплексно розглянути умови, можливості, показники цього розвитку. Системному дослідженню інноваційного розвитку регіону для удосконалення його інноваційної системи заважає відсутність методики оцінки інноваційного розвитку регіону. У вітчизняній літературі інноваційний розвиток переважно проаналізовано на рівні підприємств. Мета дослідження полягала у виявленні проблем інноваційного розвитку регіону (на прикладі Кемеровської області РФ) шляхом уточнення структури регіональної інноваційної системи та вдосконалення методики його оцінки. Застосовано прийоми наукового пізнання: аналіз, узагальнення, аналогія, класифікація, порівняння. Розглянуто поняття інноваційного розвитку регіону й уточнено поняття регіональної інноваційної системи, визначено три складники регіональної інноваційної системи: інноваційний потенціал, інноваційний клімат, інноваційна сприйнятливість. Наведено методику оцінки інноваційного розвитку регіону, результати її апробації на прикладі Кемеровської області. На основі отриманих результатів виділено проблеми інноваційного розвитку регіону (неузгодженість дій влади, бізнесу і науки, обмежені попит і пропозиція інновацій, відсутність кваліфікованих кадрів) і сформульовано рекомендації для підвищення ефективності інноваційного розвитку Кемеровської області: необхідність розробки і реалізації форсайт-проекту «Інноваційний розвиток Кемеровської області» із виробленням дорожньої карти, розвиток маркетингу територій і маркетингу інновацій. Доведено, що розроблену методику оцінки інноваційного розвитку можна застосовувати не лише для кількісного аналізу інноваційної діяльності в регіоні, але і виявлення існуючих проблем у цій діяльності, вирішення яких сприятиме підвищенню ефективності інноваційного розвитку регіону. Практична значущість роботи полягає в тому, що застосування сформульованих рекомендацій як комплексу дій допоможе Кемеровській області встати на шлях інноваційного розвитку і зайняти стійкі позиції на ринку інновацій. Наукова новизна дослідження полягає в уточненні поняття регіональної інноваційної системи, розробці методики оцінки інноваційного розвитку регіону, що сприяє не тільки кількісному аналізу інноваційної діяльності, а й якісному аналізу існуючих проблем регіонального розвитку регіону. Перспективи даного дослідження полягають у застосуванні розробленої методики в інших регіонах РФ для проведення порівняльного аналізу їх інноваційного розвитку, виявлення загальних і приватних закономірностей і тенденцій. Opis:: Artykuł analizuje i usystematyzuje główne kierunki zmian krajowych systemów innowacji (NIS) w niektórych krajach rozwiniętych. Przedstawiono główne aspekty do- świadczenia w zakresie rozwoju NIS na przykładzie Francji i Korei Południowej. Na podstawie analizy i ustrukturyzowania mechanizmów zapewniających innowacyjny rozwój tych krajów, proponuje się stosować i wdrażać różne rozwiązania innowacyjne stosowane w tych krajach, co może w konsekwencji zapewnić skuteczny innowacyjny rozwój gospodarki w Gruzji.
The article analyzes and systematizes the main trends in the transformation of national innovation systems (NIS) in some developed countries. The main aspects of the NIS development experience in France and South Korea are revealed. Based on the study and structuring of the mechanisms that ensure the innovative development of these countries, it is proposed to borrow and engage in Georgia a number of components of the economic mechanism used in these countries, which will ensure the effective innovative development of its economy.
В статье проанализированы и систематизированы основные тенденции трансформации национальных инновационных систем (НИС) в некоторых развитых странах. Выявлены основные аспекты опыта развития НИС во Франции и Южной Корее. На основе изучения и структурирования механизмов, обеспечивающих инновационное развитие этих стран, предлагается заимствование и задействование в Грузии ряда используемых в этих странах компонентов экономического механизма, что позволит обеспечить эффективное инновационное развитие его экономики.
