Opis:: This paper attempts to indicate changes in industry during the period of economic restructuring and European integration in Slovakia in the regional and sectoral contexts. The concepts of geographic concentration and regional specialization are used in order to achieve the envisaged aims. Based on the relationship between the change in the specialization index and the change in the number of companies in three size categories, the main aim is to show the strategies used in the transformation of the regional industrial structure. It is expected that the largest category of industrial companies, those with 250 or more employees, will be a significant factor in explaining the changes in regional specialization. The main output will be a graphic model of transformation strategies and the identification of regional industrial types.

Opis:: The aim of the presented study is to demonstrate the impact of regional specialization on total remuneration, disaggregated by gender in the ICT sector in Poland in 2012-2016. The first part of the article presents the general characteristics of the Polish ICT industry and shows (using the location quotient) regions in Poland that could be treated as areas of high concentration of specialization in this field; in the second part, the wages of men and women in the ICT sector are compared for the years 2012-2016; the third part presents the results of a statistical analysis of the impact of regional specialization on wages disaggregated by gender. The study ends with a summary and conclusions. The estimation of the parameters of the equations used in the analysis shows that the values of the location quotient (as a measure of regional specialization) largely explains the variation in total wages and the gender distribution with the following relationships - the greater the regional specialization, the higher the average wage and vice versa. However, the location quotient values do not explain the differentiation of the gender pay gap and it is not possible, on the basis of the analysed data, to claim any dependencies between regional specialization and the gender pay gap existing in a given voivodeship.
Celem prezentowanego opracowania jest wykazanie wpływu regionalnej specjalizacji na wynagrodzenia ogółem, oraz w rozróżnieniu na wynagrodzenia kobiet i mężczyzn w sektorze ICT (technologie informacyjno-komunikacyjne) w Polsce w latach 2012-2016. Struktura artykułu przedstawia się następująco: w pierwszej części artykułu zaprezentowano ogólną charakterystykę polskiej branży technologii informacyjno-komunikacyjnych oraz zaprezentowano (za pomocą współczynnika lokalizacji) regiony w Polsce, o których można mówić jako o obszarach dużej koncentracji specjalizacji z tego zakresu; w drugiej części przedstawiono kształtowanie się wynagrodzeń kobiet i mężczyzn w branży ICT na przestrzeni lat 2012-2016; w trzeciej części zaprezentowano wyniki statystycznej analizy oddziaływania regionalnej specjalizacji na wynagrodzenia kobiet i mężczyzn. Opracowanie kończą podsumowanie oraz wnioski z wcześniej przeprowadzonych analiz. Zastosowanymi metodami badawczymi są przegląd literatury oraz analiza danych udostępnionych przez Główny Urząd Statystyczny oraz Wojewódzkie Urzędy Statystyczne za lata 2012-2016, opisowe metody analizy zróżnicowania regionalnej specjalizacji, wynagrodzeń w branży ICT (ogółem i z podziałem na płeć) oraz metody estymacji: metoda najmniejszych kwadratów (MNK) przy wykorzystaniu funkcji logarytmiczno- liniowej oraz funkcji logistycznej.

Opis:: Subject and purpose of work: The aim of the work is to present the possibilities and assess the use of support for smart specializations under the EU cohesion policy 2014-2020 in the Lubelskie Voivodeship. Research tasks: classification of projects implemented under the ROP of the Lubelskie Voivodeship 2014-2020 (ROP LV) depending on their adaptation to the region's smart specializations; determining the size of support for the development of region's smart specializations. Materials and methods: The research material is a database of projects co-financed from EU funds for 2014-2020, projects implemented under axis 1 of ROP LV were analyzed. Results: The total value of funding for the region's smart specializations was PLN 194 million. The largest number of projects was implemented by enterprises within the specialization of IT and automation. About 20% of funds were acquired by entities from outside the smart specialization industries. Conclusions: ROP LV is an important tool to support research and development activities in the Lubelskie Voivodeship.

Opis:: Koncepcja polityki regionalnej podlega przemianom pod wpływem złożonych uwarunkowań, m.in. procesu globalizacji, rozwoju technologii informacyjno- -komunikacyjnych. Celem artykułu jest omówienie głównych zmian w europejskiej polityce spójności na lata 2014-2020 oraz przedstawienie rozwiązań dotyczących wdrażania tej polityki w Polsce w nowej perspektywie finansowania. W artykule przedstawiono nowy paradygmat polityki rozwoju regionalnego oraz omówiono najważniejsze założenia tej polityki w Polsce w nowej perspektywie finansowania. Kształt krajowej polityki regionalnej jest zdeterminowany rozwiązaniami przyjętymi w ramach europejskiej polityki spójności. Polityka regionalna realizowana po 2014 r. w Polsce będzie w większym stopniu uwzględniała potrzeby rozwojowe polskich regionów i wspierała wykorzystanie ich potencjału, również dzięki efektywnemu spożytkowaniu funduszy UE.
The concept of regional policy is subject to changes under complex conditions, including the process of globalization, development of information and communication technologies. The main aim of the article is to present the major changes in the European cohesion policy 2014-2020 and discuss solutions concerning its implementation in Poland in the new financial perspective. The article presents the new paradigm of regional development policy. It analyses the main assumptions of regional development policy in Poland in the new perspective of financing. The shape of the national regional policy is strongly determined by solutions adopted within the framework of the European cohesion policy. Regional policy implemented after 2014 in Poland will increasingly take into account the development needs of Polish regions and encourage the use of their potential, also thanks to the efficient use of EU funds.

Opis:: Nowadays Europe is facing major economic challenges that require an ambitious economic policy for the 21st century. The ability to continually generate and adapt new technologies, organizational solutions and new knowledge contribute to socio-economic development. Knowledge, technological development and continuous innovation are key elements for ensuring the development and competitive advantage of particular economies. Great opportunities for diffusion of innovations are related to the identification of potential, “power” of the region. The aim of the article is to present trends in the new concepts of regional development and to explain the issue of smart specializations as the potential of a region. The paper presents new trends in regional policy which focus on the identification of smart specialisations by Member States’ regions and on the preparation of new development strategies − 3S smart specialization strategies. The aim of the paper is also to explain the significance of clusters in process of smart specialization identification. The element connecting smart specialisation with clusters is the view that clusters are perceived as a favourable and facilitating identification of smart specialisations in regions.

Opis:: At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

Jakie czynniki i uwarunkowania decydują o terytorializacji działalności gospodarczej i tworzeniu specyficzności w rozwoju? Artykuł ma charakter teoretyczny. Zastosowana metoda badawcza to krytyczna analiza literatury przedmiotu.
The phenomenon of territorialization of development processes shows the process of rooting of economic activity in social and spatial relationships. Territorialization leads to the creation of new values and resources, and the emergence of a specific, creative relationship system capable of rapidly adjusting to change. It enables evolution in development – from a simple concentration of economic activity through specialization to specificity in development. The aim of the article is to search, in a theoretical way, for the answers to the following questions: when a simple concentration and agglomeration of economic activity turns into a regional specialization? Which factors and conditions determine the territorialisation of economic activity and the emergence of specificity in development paths? The presented article is of theoretical nature, based on a method of critical analysis of literature.

Opis:: Companies relocate in various manners. Some of them move by way of foreign direct investments, other relocate within their countries, regions or local areas of operation (e.g. when a company moves its seat to a different street). This paper focuses on the issue of relocating companies' seats. Data analysis (on NUTS2 level) indicates that migration of companies leads to an increased concentration of businesses in the Mazovia region, in particular in Warsaw. Additionally, it was demonstrated that in all of the Polish voivodeships the majority of companies that migrate do so within their regions. The weakest “magnet” for businesses are the voivodeships belonging to the least developed areas in Poland (Eastern Poland) and the Opole voivodeship, which undergoes a significant decline in population.

Opis:: Inteligentna specjalizacja to nowy paradygmat budowania przewagi konkurencyjnej europejskich regionów, eksponujący terytorialny charakter rozwoju. Jest on odpowiedzią na niedorozwój sektora B+R, nieefektywność wydatków publicznych oraz słabnącą innowacyjność europejskiej gospodarki, skutkującą pogłębiającym się dystansem względem światowych potęg gospodarczych. Inteligentna specjalizacja jest zarazem nowym paradygmatem kształtowania regionalnej polityki innowacyjnej, dążącym do wyeliminowania dotychczasowych barier i niepowodzeń w budowaniu zdolności innowacyjnych regionów. Koncepcja inteligentnych specjalizacji regionalnych zaproponowana została wraz z nową wizją rozwoju Unii Europejskiej w Strategii Europa 2020. Celem artykułu jest analiza strategii budowania inteligentnych specjalizacji w polskich regionach. Artykuł pokazuje idee tej koncepcji i eksponuje jej nowatorstwo, by na tak określonej podbudowie pokazać polskie doświadczenia i dylematy w kreowaniu inteligentnego rozwoju regionalnego. Uwaga skupiona jest na identyfikacji obszarów specjalizacji, metod ich wyborów i problemów związanych z tworzeniem polityki ich rozwoju.
Smart specialization is a new paradigm of building a competitive advantage of European regions, exposing the territorial nature of economic development. It is a response to the underdevelopment of R&D sector, inefficiencies in public spending in this sphere, and weakening European the innovativeness of the European economy, resulting in growing development gap between Europe and other parts of the world. Smart specialization is also a new way of shaping the regional innovation policy, aiming to eliminate existing barriers and failures in building innovation capacity of regions. The concept of smart regional specialization was proposed along with a new vision of the development of the European Union’s Europe 2020 Strategy. The purpose of this article is to analyze strategies for building smart specialization in Polish regions. The article shows the ideas of this concept and exposes its novelty, the so-determined to show the Polish foundation of experience and dilemmas in the creation of regional smart growth. It focuses especially on the identification the areas of specialization, methods for their choices and ways of implementation.

Opis:: This paper explores the role of regional policy in strengthening the EU’s research and innovation policy paradigm, with a particular focus on smart specializations. These specializations play a major role in stimulating R&I at the regional level in less-developed regions of the EU. Smart specialization is the EU’s new concept for the regions; it assumes improvement in both innovation and competitiveness, based on endogenic potential; in particular, in already existing branches of the economy. Smart specializations should, by definition, concentrate economic resources on chosen priorities; one of these priorities is the growth of the blue economy. Smart specializations need to be clearly defined, only then can they contribute to economic growth when combined with proper management of public financial means. The objective of this paper is to introduce and characterize the assumptions for smart specializations and to assess the progress of their implementation and the necessary conditions required in Polish regions; particularly when referring to sectors of the blue economy.

This article presents reflections on the issue of smart specialization. The concept of smart specialization plays a key role in the new EU financial perspective (2014-2020) but it is also a development strategy, which ensure the growth of innovation. The article attempts to indicate the place of logistic in national and regional smart specialization.
