    This paper focuses on the increasing regional disparities in Ireland, especially since the great recession and assesses the degree to which the recovery has been concentrated in urban areas. Ireland was initially affected by the recession to a greater extent than other countries but has recovered strongly. However, this recovery has not been evenly distributed, with some regions showing greater economic resilience. Using descriptive statistics of GDP per capita (PPP), GVA and employment, this paper examines the extent to which the recovery has been a two-tier recovery. The paper finds evidence to suggest that the recovery has been heavily concentrated in Dublin, and to a lesser extent in Cork and Galway, resulting in an urban-rural divide.

    Opis:
    Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

    This paper examines the factors that contributed to the economic resilience of rural regions in Portugal following the recent crisis. Portugal has for a long time faced the issue of regionalisation. However, rural regions in Portugal are not homogenous. Rural regions in Portugal are very diverse and experience very different economic realities. This paper adds to the growing body of literature on regional resilience by focusing exclusively on rural regions. Using an adaptation of Martin’s (2012) sensitivity index as a measure of resilience and bivariate analysis this paper examines the determinants of resilience in rural regions. In terms of economic structure, the paper interestingly finds that reliance on agriculture was beneficial while innovativeness hindered resilience. As for measures of social capital, the paper presents some contradictory findings. Higher rates of crime had a negative impact on resilience, however higher political participation also had a negative impact.

    Opis:
    Regional economic resilience, which is a necessary and indispensable component for ensuring both regional and overall sustainability, is understood principally in relation to the system’s structure and overall functioning ignoring human agency and its bounded rationality. This leads to missing important and potentially crucial elements fostering or hindering resilience, and consequently to designing resilience enhancing programs with low effectiveness. This paper argues that the focus of the resilience concept should shift from the system structure to the behavior of agents, since any outcome at the macro level is a product of the myriad of interacting behaviors. The structure of the system and all the context matters as the options for the behavior and which options are chosen depends on the internal factors of the decision maker. A framework, depicting the mechanism how the above mentioned factors interact and determine behavior thus consequently influencing resilience is proposed. An exemplary analysis of how to use the framework is also presented.
    Regionalna resilencja ekonomiczna rozważana jest przede wszystkim w odniesieniu do struktury systemu i ogólnego funkcjonowania, ignorując ludzkie działania i związaną z nimi racjonalność. Jest niezbędnym elementem zapewniającym regionalną i ogólną zrównoważoność, w szczególności w jej wymiarze ekonomicznym. Jednak wąskie podejście do niej w konsekwencji prowadzi do utraty ważnych, potencjalnie kluczowych elementów wspierających lub utrudniających resilencję, a zatem opracowywane tak programy mające zwiększać resilencję charakteryzuje niska skuteczność. W tym artykule sugeruje się, że celem koncepcji resilencji powinno być przesunięcie ze struktury systemu na behawior, ponieważ każdy wynik na poziomie makro jest wynikiem niezliczonych zachowań. Struktura systemu i cały kontekst ma znaczenie, ponieważ opcje zachowania i dokonany wybór zależą od wewnętrznych czynników decydenta. Zaproponowano ramy obrazujące mechanizm interakcji wyżej wymienionych czynników i determinujące zachowanie, a tym samym wpływające na resilencję. Przedstawiono także przykładową analizę korzystania z frameworka.

    Regional (economic) resilience and resilient thinking have gained considerable attention in recent years. My aim with this work is to throw light on some of the underlying aspects of regional economic resilience and resilient thinking. In the current study I give an overview of the notion, key concepts, main empirical results and planning tasks concerning regional (economic) resilience as well as outlining some of the criticisms. Finally, I provide some suggestions for studies in resilience and resilient thinking for future research agendas. The main results of the study is my own belief in the concept of regional economic resilience, and an overview and comparison of regional (economic) resilience literature and empirics that lead me to highlight some of the shortcomings of the research topic.

    It is not only growth and development that is of value to local, regional and central governments, but also the ability to absorb negative phenomena and the ability to continuously transform socio-economic systems. Resilience strategies thus serve as a response to the more and more frequent and intense natural, social and economic challenges. In some approaches to urban resilience, special attention is paid to activities undertaken by cities to become inclusive, integrated, robust, resourceful, reflective, redundant and flexible. In regional strategies the emphasis is on diversity, dispersion, mutuality and modularity. The aim of the paper is to synthesise selected qualities of resilient cities and regions into a new model of resilience strategy. It assumes that goals at each level of strategy are formulated according to adaptive interpretation of the resilience concept. Development of such model would enable the use of the concept by practitioners responsible for creating development strategies.

    Resilience of any area in question is linked with its structure, which is being built and rebuilt over the years. For instance, Košice city reinforces for most sector of Information, communication and as well its sector of Art, entertainment and recreation. After implementing strategy of reinforcement the city can be better up to the task to cope with shocks. Similarly other areas, this paper was trying to shed light on this topic by implementing methodology of localization quotient and using data for seven cities in Eastern Slovak Republic. The analysis provides comparison in structure and resilience potential of cities in terms of employment.

    The paper focuses on the problem of the defi nition of regional and urban resilience, how to measure them, and how to evaluate the signifi cance of these categories in the regional studies. The analysis was carried out taking into account the structural and functional conditions of the regions and cities. In this article the author discusses the conditions and factors facilitating the strengthening of the adaptability of the regional economy and urban, with regard to the principles of evolutionary economic geography. The aim of the paper is to present the possibilities of application of the concept of regional and urban resilience to recent analyzes of regional development, with particular emphasis on evolutionary approach. The author applied the descriptive method and the comparative method. The analyzes are based on literature studies. Individualized study of social, economic and spatial structures of various spatial units, taking into account their resilience, can provide valuable information on the processes of adaptation of regions and cities and thus favorable conditions for their resistance, recovery, re-orientation and renewal.

    The problem of regional diversity is the subject of a broad scientific discourse. The dynamics of territory development is connected with many factors. Among them, the so-called spaces for development opportunities of individual units and resiliance issues for external factors of regions. The author discusses the diversity of individuals from the point of view of these two factors. It indicates future directions of regional research, which will show why regions at the start with potentially the same structure are developing completely differently and why in most cases resistance is associated with innovation and in the case of Polish regions it is not.
