Opis:: W artykule prezentowane jest podejście metodyczne do prowadzenia kompleksowych analiz na potrzeby polityki i strategicznego zarządzania publicznego. Do identyfikacji podobnych regionów, pomiędzy którymi mogą wystąpić efekty uczenia się, zaproponowano metody taksonomiczne, natomiast metodę delficką wskazano jako odpowiednią dla lepszego zrozumienia przyszłości usług publicznych oraz zwiększenia zdolności adaptacyjnych na różnych poziomach sprawowania władzy. Metody zostały zilustrowane przykładami zastosowań, zaczerpniętymi z dorobku projektu ADAPT2DC („New innovative solutions to adapt governance and management of public infrastructures to demographic change”).
The paper aims at presenting method approach to complex analysis in support of policy making and strategic public management. Taxonomic methods are used to identify similar regions that can benefit of mutual learning and improve their performance in public service delivery. Delphi study is proposed to better understand public service futures and increase adaptation capacities on different levels of governance. The methods are illustrated with samples of ADAPT2DC project („New innovative solutions to adapt governance and management of public infrastructures to demographic change”) works and reflections concerning their application.

Opis:: The paper seeks to identify and describe in detail the economic-legislative status quo in reference to the financial foundations of pro-developmental actions on the intraregional level. The systemic consequences of the regulations introduced by way of the law on the incomes of the units of regional governments of November 2003 have been subjected to a detailed analysis. This law replaced another law that was amended many times in the years 1999-2003, and ordered the questions under study. The conclusion is that the changes introduced in the financial system of regional governments order this sphere, but only from the formal point of view. With regard to the real needs of the intraregional policy, directed at the pro-developmental use of the means from the budget of the European Union, they do not revolutionise the situation of the regions. They are still unable to conduct an independent autonomic policy with regard to the accepted strategies of development.

Opis:: Badania w ramach artykułu naukowego stanowią ocenę istoty zmian instytucjonalno-organizacyjnych na rzecz opracowywania i operacjonalizacji rządowej strategii rozwoju rynku kapitałowego oraz jego wpływu na finansowanie rozwoju polskich regionów. Efektem badań będzie stworzenie zintegrowanego modelu sekwencyjnego koncepcji strategicznego zarządzania ryzykiem politycznym na polskim rynku kapitałowym, z uwzględnieniem otoczenia zewnętrznego i wewnętrznego. Celem badań jest zrozumienie racjonalizacji szeroko rozumianych korzyści bądź racjonalizacji i minimalizacji strat w funkcjonowaniu oraz sprawności polskiego rynku kapitałowego. W warstwie teoretycznej stworzony zostanie w tym celu analityczny sekwencyjny model rynku kapitałowego, umożliwiający skorelowanie działań uczestników rynku kapitałowego oraz identyfikowanie ryzyka politycznego i zarządzanie nim, umożliwiający określenie ich potencjalnego wpływu na rozwój rynku kapitałowego oraz rozwoju polskich regionów. W warstwie empirycznej wykorzystano metodę macierzy problemów decyzyjnych w warunkach ryzyka politycznego, zakładając występowanie procesu następujących zdarzeń w następującym układzie: ustalenie istoty rodzaju ryzyka, identyfikację czynności, ustalenie możliwych pakietów działań w ramach podejmowanych decyzji politycznych. Wyniki badań umożliwią zidentyfikowanie wariantów i będą wsparciem dla wdrożenia strategii. Praktyczne zastosowanie badań pozwala odpowiednio reagować uczestnikom w sytuacji zmian organizacyjnych na rynku kapitałowym.
The research within the framework of this scientific article is an assessment of the essence of institutional and organisational alterations for developing and operationalising the governmental strategy of developing the capital market and its impact on financing the development of Polish regions. An effect of the research will be creation of an integrated sequential model of the concept of strategical management of the political risk in the Polish capital market taking into account the external and internal environment. The aim of the research is to understand the reasoning of benefits in a broad sense or the reasoning and minimising losses in functioning and efficacy of the Polish capital market. In the theoretical layer, there will be set forth for this purpose an analytical sequential model of the capital market enabling correlation of the measures of participants of the capital market as well as identification of the political risk and management thereof enabling the determination of their potential impact on the development of the capital market and the development of Polish regions. In the empirical layer, there was used the method of the matrix of the decision-making problems under the conditions of the political risk assuming the occurrence of the process of the following events in the following set: identification of the essence of the type of risk, identification of the actions, determination of possible packages of measures within the framework of the political decisions being made. The research findings shall enable identification of the versions and will be a support for strategies implementation. The practical application of the research allows participants’ proper reaction in the situation of organisational changes in the capital market.

Opis:: Artykuł przedstawia rozwój polityki regionalnej w Zjednoczonym Królestwie od jej genezy i podjęcia pierwszych kroków na rzecz zmniejszenia bezrobocia w niektórych regionach - datowanych na koniec lat 20. XX w., aż do początku XXI stulecia. Rozważania koncentrują się na przesłankach interwencji państwa w sferę rozwoju regionalnego, jej celach, zakresie i stosowanych instrumentach oraz instytucjach odgrywających najważniejszą rolę w tym obszarze. Ulegają one interesującym zmianom wraz z przejęciem władzy przez kolejne rządy Partii Konserwatywnej lub Partii Pracy oraz w wyniku przyłączenia do Jednolitego Rynku. Na zakończenie autorka przedstawia najważniejsze wnioski, które swą puentę mają w przyszłości tej polityki.
The article deals with the evolution of the regional policy in the UK whose traditions in this respect are the richest among West European countries. Its genesis is linked with attempts to reduce unemployment in industrialised regions. It is commonly agreed that state interventionism in regional development began with the publication of the Special Areas Development and Improvement Act of 1934 which covered Wales, Scotland, Northern Ireland, and northern England. The article focuses on the assumptions behind the regional policy, its objectives, scope, instruments used, and institutions responsible for its implementation indicating changes made by subsequent Conservative and Labour governments. While the former restricted the scope and volume of support in aid of assisted areas, the latter did the opposite. The regional policy defined and modified by the European Community plays a significant role in determining its shape as much as deregulation, reinforcement of the regional tier itself, predominance of social matters over economic ones as well affective and selective nature of support.

Opis:: Dążenia rozwojowe współczesnych społeczeństw nierzadko mają konfliktowy charakter. Wymaga także poszukiwania nowych form rozwiązywania problemów społecznych. W Polsce kłopoty z implementacją idei rozwoju w oparciu o współpracę międzysektorową wiążą się ze zróżnicowaniem regionalnym, a także zróżnicowaniem w obrębie regionów. Pojawienie się w polityce rozwoju na poziomie regionalnym – obok sfery publicznej i prywatnej – trzeciego sektora, przyczyniło się do poszukiwania innowacyjnych form współpracy i nowych metod rozwiązań kwestii społecznych. Celem opracowania jest analiza skali zaangażowania trzeciego sektora, ich rola w budowaniu regionalnej polityki i wpływ na rozwój województwa mazowieckiego.
The development aspirations of modern societies have often a conflict nature. Creating a vision for development in the face of clashes with immediate economic goals, both at the level of public policies and the interests of individual entities and social groups, poses increasing difficulties. It also requires searching for new forms of solving social problems. In Poland, problems with the implementation of the idea of development based on intersectoral cooperation are associated with regional differentiation, as well as differentiation within regions. The appearance of the third sector in the development policy at the regional level – next to the public and private sphere – has contributed to the search for innovative forms of cooperation and new methods of solving social issues. The aim of this paper is to analyse the scale of the third sector involvement and its role in building regional development policy of the Mazowieckie Voivodeship.

Opis:: Pierwsza dekada członkostwa Polski w strukturach Unii Europejskiej była dla wielu miast w Polsce, w tym także dla Poznania, okresem modernizacji i rozbudowy systemu publicznego transportu zbiorowego. Dzięki inwestycjom współfinansowanymze środków przeznaczonych na realizację wspólnotowej polityki spójności i polityki regionalnej dokonano w Poznaniu dużych zakupów taboru tramwajowego i autobusowego. Ponadto powstały trzy nowe trasy tramwajowe, nowoczesna zajezdnia tramwajowa oraz zmodernizowana została część istniejących torowisk. Następowały również zmiany w sferze organizacyjnej transportu publicznego, które prowadzą m.in. do integracji różnych gałęzi transportu w granicach aglomeracji poznańskiej. Wszystko to przyczyniło się do pozytywnej zmiany wizerunku publicznego transportu zbiorowego w mieście.
Transportation is one of the domains of economy in which Poland, due to its accession to the EU in 2004, is obliged to adhere to the EU law. Sustainable development has been the paramount objective of the EU sectoral policies and thus the EU is the driving force in undertakings which aim at sustainable development of transportation. EU transportation policy encourages development of economic, safe and eco-friendly transportation. For this reason, the EU strongly supports all undertakings which lead to the improvement of public transportation in agglomerations. Well-organised and dependable public transportation definitely improves the quality of city life and it may contribute to the reduction of crowd and improvement of the environment.The tendency to modernise comprehensively urban systems of public transportation has arrived to Poland from Western Europe. The processes have been initiated by the possibility of subsidising public transportation projects thanks to substantial amount of money from the EU funds. The money allotted for implementation of cohesion policy and regional development policy has clearly changed the image of public transportation in many Polish cities. By dint of these policies, it has become possible to initiate long-delayed investments, i.e. not only the purchase of a fleet of new trams and buses, but also modernisation and development of transportation infrastructure.For Poznań, the first decade of Poland’s EU membership has turned out to be a period of modernisation of the system of public transportation and possibility to buy modern low-floor trams and busses. Curiously, a company from the Wielkopolska voivodeship has won the tender to deliver the fleet three times, thereby strengthening its position on the market. Moreover, three new tram lines have been constructed. The first one, which crosses the city centre, has contributed to the optimization of the tram network and the revitalization of urban spaces. The second one has been built on the outskirts of the city and owing to the fact that in almost half of its length it passes through the tunnel, it is separated from the road traffic. The third one ensures fast and direct transport from the Northern districts of Poznań to the vicinity of main railway station.Apart from that, Poznań has undergone the following changes concerning the organisation of public transportation: separation of the organiser and the carrier of transportation; integration of railway, tram and bus transportation both in the city area and within the agglomeration; introduction of the flexible tariff and modern system of fees. Currently, the authorities of Poznań are planning subsequent investments in the development of public transportation, which can be subsidised in the new budget perspective of the EU.

Opis:: Clusters are a powerful tool to promote regional economic development and stimulate competitiveness and innovation. This is undoubtedly the area constituting a large reserve for economic growth in Poland. The study focuses on the interaction between clusters and the public administration. It presents the way clusters are being preceived by the regional public administration, particularly in terms of the conditions determining the way clusters operate, as well as their knowledge about initiatives existing in particular regions. Data were obtained based on the nationwide survey, using Computer-Assisted Web Interview and Computer Assisted Telephone Interview. The study sample were all regional government administration offices and regional self-governments in Poland.

Opis:: Klastry jako rodzaj zinstytucjonalizowanej współpracy stanowią atrakcyjną formę podejmowania działań gospodarczych nie tylko ze względu na walor połączonych sił partnerów, ale również na wsparcie udzielane tego typu przedsięwzięciom przez Unię Europejską, kraje członkowskie i władze regionalne w ramach polityki rozwojowej. Zakłada się bowiem, że inicjatywy klastrowe będą stanowić element stymulacji wzrostu gospodarczego poprzez wykorzystanie czynnika współpracy biznesu i nauki wspieranego przez administrację publiczną. Artykuł opisuje podejście jednostek samorządu terytorialnego do inicjatyw klastrowych, ocenia stopień zaangażowania poszczególnych szczebli administracji w tego typu przedsięwzięcia oraz strukturyzuje czynniki sprzyjające i utrudniające rozwój klastrów z perspektywy partnera publicznego.
Clusters as a form of institutionalized cooperation are an attractive way of undertaking economic actions, not only due to the benefit of the combined forces of partners, but also because of the support for this type of organisations involved in the development policies of the European Union, EU Member States and their regions. It is assumed that cluster initiatives will be an element stimulating economic growth through the use of the factor of cooperation between business and science, supported by the public administration. The article describes the approach of local administration in Poland to cluster initiatives, assesses the degree of involvement of different levels of self-government in this type of projects and structures, as well as structures the factors favouring and hindering the development of clusters from the perspective of the public partner.

Opis:: The smart specialisation is a new EU’s concept towards the regions. It assumes upgrading of innovation and competitiveness basing on endogenic potential, in particular, in already existing branches of economy. Smart specialisations should, by definition concentrate economic resources on chosen priorities. Having a smart specialisation will be a pre-condition for access to the UE’s funds in the new financial perspective 2014-2020. Smart specialisation need to be clearly defined and only then can they contribute into economic growth combined with proper management over public financial means. The necessary pre-condition is to understand the very concept and to recognize the mechanism of identification and implementation. The expected pre-conditions also include a proper legal framework and its smart implementation through able application of administrative tools. The objective of the paper is to introduce and characterise assumptions for smart specialisations and to indicate at the progress of implementation and the necessary conditions required in Polish regions. Moreover, the paper reviews and analyses major European and national documents exposing the question of smart specialisations. The empiric part deals with identification and assessment of progress in the implementation of the concept into Polish regions.

Opis:: Celem opracowania jest ocena skuteczności podstawowego instrumentu polityki regionalnej państwa, a mianowicie wsparcia ﬁnansowego procesów rozwoju środkami publicznymi, w tym głównie funduszami Unii Europejskiej, projektowanymi w ramach NSRO 2007–2013. Przedstawiane oceny formułowane są w kontekście głównego celu polityki regionalnej, czyli możliwości ograniczania nadmiernych, międzyregionalnych różnic rozwoju. W artykule skupiono uwagę na wymiarze gospodarczym spójności. Schemat przeprowadzanej analizy sprowadza się do badania w relatywnie długim okresie dwóch hipotetycznych procesów rozwoju polskich regionów: rozwoju opierającego się na determinantach identyﬁkowanych do 2007 r. oraz rozwoju uwzględniającego dodatkowo zaangażowanie środków ﬁnansowego wsparcia, zakładanych w NSRO 2007–2013. W analizie przyjęto dwa założenia: przeprowadzana ocena dotyczy procesów rozwoju województw w latach 1995–2020, a miernikiem międzyregionalnej spójności jest zróżnicowanie PKB per capita w układzie wojewódzkim. Niezbędne obliczenia oparto na danych i prognozach Głównego Urzędu Statystycznego oraz symulacjach modelu HERMIN.
An assessment of the effectiveness of a crucial instrument of regional policy in the hands of the Polish government is the main purpose of the study. The instrument referred to concerns funds from the European Union, as allocated under the National Strategic Reference Framework (NSRO) 2007-2013. The evaluations presented here are formulated in the context of the primary goal of regional policy, which is the possibility of exaggerated regional disparities in levels of development being reduced. In the article, the main attention is focused on the economic dimension to cohesion. In the general perspective, the outline of the analysis conducted comes down to an examination over the relatively long term of two hypothetical processes to the development of the Polish regions, that development being based either on determinants identified up to 2007, or else in addition on the utilisation of UE funding included within the NSRO with 2007 and additionally up to 2013. The two assumptions made were that the conducted evaluation concerns processes of the development of province-regions in the period 1995-2020, as well as that differences in GDP per capita on a voivodship by voivodship basis is a measure of regional cohesion. The calculations reported here made use of data and forecasts from Poland's Central Statistical Office, along with HERMIN model simulations.

Opis:: Rozważania zawarte w artykule poświęcono problematyce nadzoru i kontroli sprawowanej przez regionalne izby obrachunkowe w stosunku do realizacji spraw finansowych jednostek samorządu terytorialnego. Celem opracowania jest dokonanie analizy normatywnej pozycji prawnej regionalnych izb obrachunkowych w aspekcie sprawowania nadzoru i kontroli nad działalnością finansową prowadzoną przez jednostki samorządu terytorialnego z uwzględnieniem zasady samodzielności. Regionalne izby obrachunkowe stanowią konstytucyjne, kolegialne organy państwa o szczególnym charakterze, wyposażone w kompetencje nadzorczo – kontrolne, co czyni z nich gwaranta samodzielności jednostek samorządu terytorialnego w zakresie gromadzenia i wydatkowania środków publicznych z wykorzystaniem kryterium legalności.
The article aims at presenting role of regional chambers of audit in the field of control and supervision financial matters of local government’s units perform their tasks according to the principles stipulated by the binding legal regulations. The role of supervision is to define legal boundaries in terms of the state’s ability to intervene at the district, county or voivodeships level in the activities of these units. The foundations of supervision result from the adoption of the constitutional principle of a democratic state ruled by law and the principle of decentralization. The aim of this study is to analyse the normative legal position of regional accounting chambers in terms of exercising control and supervision over financial activities carried out by local government units, while taking into account their autonomy. Regional chambers of audit are constitutional state bodies of a special nature, equipped with supervisory and control powers, which makes them the guarantor of the independence of local government units in the field of collecting and spending public funds using the legality criterion.

Opis:: Sufficient public transport service is an important element of social inclusion policy in the regions. However, the scattered population and weak demand makes the typical public transport services ineffective and new, innovative and cost effective forms of transport are necessary. Opis:: Przedmiotem analizy w artykule jest udział administracji jednostek samorządu terytorialnego w prowadzeniu instytucji kultury. Na tle ogólnopolskim przeanalizowana została sytuacja w województwie podlaskim. Główne zagadnienia opracowania to zasady i metody finansowania instytucji kultury przez regionalny samorząd terytorialny oraz różne sposoby pozyskiwania przez instytucje kultury dodatkowego, pozabudżetowego dofinansowania ich działalności, szczególnie ze środków pochodzących z budżetu Ministerstwa Kultury i Dziedzictwa Narodowego oraz Unii Europejskiej. Autor wskazuje na zróżnicowanie przestrzenne, społeczne i finansowe związane z dostępem do wydarzeń kulturalnych i uczestnictwem w nich na przykładzie województwa podlaskiego. Postuluje większą profesjonalizację zarządzania instytucjami kultury na szczeblu województwa oraz prowadzenie prorozwojowej polityki kulturalnej przez jednostki samorządu terytorialnego. Akcentuje również konieczność aktywizowania lokalnych i regionalnych społeczności w związku z wydarzeniami kulturalnymi i współuczestniczenia mieszkańców w ich organizowaniu. Uczestnictwo w kulturze na poziomie lokalnym i regionalnym oraz rozważna polityka władz w tym zakresie są podstawą budowania silnych więzi społecznych i tożsamości regionalnej mieszkańców.
The subject of the analysis in the article is the participation of the local government administration in running a cultural institution. The situation in the Podlaskie voivodship has been analyzed on a nationwide basis. The main problems focus on the principles and methods of financing cultural institutions by regional self-government and various ways of obtaining additional, extra-budgetary funding for their activities, especially from Ministry of Culture and National Heritage and the European Union. The author points to spatial, social, and financial diversification related to the access to cultural events and participation in them using the example of Podlaskie voivodship. He propounds greater professionalisation related to running cultural institutions at the level of the voivodship as well as conducting pro-development cultural policy by local government units. He also stresses the need for activating local and regional communities in connection with cultural events and participation in organizing them. Participation in culture at the local and regional level and prudent government policy in this area are the foundation for building a strong social and regional identity.

Opis:: The New Regional Policy of the European Union creates specific challenges for legal entities responsible for management of the territorial development. The new model of policy is focused on the territorial public intervention (a place-based policy) as well as on the Multi-Level Governance. Based on the review of premises and the essence of the New Regional Policy, the paper indicates main mechanisms and instruments, allowing the enhancement of the effectiveness of entities managing the development in functional areas. The paper underlines the role of networked triple-sector, hybrid partnerships, which - in parallel to the public system - will determine processes of the management of development.
