Opis:: The paper under consideration describes the local elections of 2006-2015 in the Transcarpathian region. Their influence on the development of party structure of the region has been revealed as well. It has been noted that according to the results of local elections of 2006 and 2010, parliamentary mandates were received by the electoral block «Our Ukraine», Yulia Tymoshenko’s block, the Socialist Party of Ukraine, the Party of Regions, Lytvyn’s People block, “KMKS”, the Party of Hungarians of Ukraine, the Democratic Party of Hungarians of Ukraine. The distribution of party political forces on the eve of local elections and the favorites of the election campaign of 2015 are as follows: political party «Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Unified Center». It has been stressed that the local elections of 2006, 2010, 2015 demonstrated a high result of the Hungarian parties. The regional peculiarities of the organization of election campaigns have been clarified. The factors, determining them have been outlined as well. Among them: geographic location of the region, historical traditions, ethnic factor (the residence of the Hungarian minority) etc. The main milestones in the evolution of the Party’s structure of the region are described: 1) 1990-1995; 1995-2002; 2002-2006; 2006-2010; 2010-2014; starting from 2014. It has been summarized that according to the results of 2014 parliamentary elections, and the local elections of 2015, the following political parties become dominant in the party’s structure: a) formed as the сonsequences of the Revolution of Dignity («Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Samopomich” Union»); b) «regional parties» (political party “Unified Center”, KMKS, the Hungarian Party of Ukraine, the Democratic Party of Hungarians of Ukraine); c) the parties that won the results of the local elections of 2015 (political party «Vidrodzhennya», the political party «Our region», the Agrarian Party of Ukraine).

Opis:: The history of states situated in Central and Eastern Europe in nineteenth and twentieth centuries differs significantly from the history of contemporary than western democracies. In nineteenth century, when the majority of states in Western Europe have shaped their own models of horizontal and vertical division of powers, states in Central and Eastern part of the continent have fought for their political position in the context of larger, complex states or didn`t exist at the map of the world at all. The short period of peace between the First and the Second World War has allowed for some experiments with democratic institutions and procedures, but there was no time for their consolidation. After the Second World War that part of Europe has fallen under the influence of the Soviet Union, losing the chance to implement political solutions known by the Western Europeans for more than 150 years. The democratic transition, started symbolically in 1989, has allowed to undertake new efforts to establish democratic orders in states of Central and Eastern Europe. However, the horizontal division of powers was far more important than the reflection on necessity of vertical organization of the public authority. Mentioned problems have decisively caused difficulties in defining relations between political centres and peripheries in states of the Central and Eastern Europe. But it does not mean that politically significant processes in these states are taking place only in political centres and their only actors are state-wide-parties. For that reason the main aim of this paper will be to justify the necessity of scientific research concerning regional and ethnoregional parties as well as proto-parties in Central and Eastern Europe.

Opis:: The following article concerns selected aspects of the implementation of the quota system in elections to the regional assemblies (Sejmik wojewódzki) in Poland. This comparative analysis concerns two elections: in 2010 (before the quota system was introduced) and in 2014 (after its introduction). The key questions the authors would like to address involve the number of women represented on the electoral lists in 2010 and 2014 respectively, and the number of mandates in regional assemblies awarded to women before and after the quota system was introduced, as well as the relationship between the position on the electoral list and mandates awarded to female candidates. The authors also focus on the personnel policies of political parties. Out of all regional elections, the regional assembly elections were characterized by the highest level of party dependency. Introducing the quota system resulted in an increase in the number of women represented on electoral lists, yet it did not help increase the number of mandates awarded to female candidates. One of the reasons for this situation was the strategy adopted when the positions on the electoral lists were awarded by the parties with the largest political support. The representation of women on the upper positions of the electoral lists is smaller than the quota of female representatives imposed by the electoral law, and the larger number of women on the positions further below on the electoral lists translates into smaller chances of these candidates gaining a mandate. Opis:: Local authority units constitute significant structures in the creation and execution of regional policy at the regional level, as well as local policy at the district and municipal levels. Political parties play the leading role in selecting candidates for local govemment bodies. Party procedures for composing and approving councilors’ ballot papers, as well as the method of electing single person local authorities are crucial for the quality of regional and local elites of power. The character o f political leadership at regional and local levels is undoubtedly influenced by personal relations between party structures and local authorities, as well as by the type of political culture that dominates in a given community. The subject of the paper is the presentation o f the above determinants, regarding the appointment and functioning of local authorities.
Jednostki samorządu terytorialnego stanowią bardzo ważne struktury w tworzeniu i realizacji polityki regionalnej na szczeblu województwa, jak również polityki lokalnej na szczeblu powiatu i gminy. W selekcji kandydatów do samorządowych organów władzy, pierwszoplanową rolę odgrywają partie polityczne. Partyjne procedury tworzenia i zatwierdzania list wyborczych na radnych, a także sposób wyboru jednoosobowych organów samorządowych mają niebagatelne znaczenie dla jakości regionalnych i lokalnych elit władzy. Na charakter przywództwa politycznego występującego na szczeblu regionalnym lub lokalnym niewątpliwy wpływ wywierają powiązania personalne struktur partyjnych z władzami samorządowymi, jak również typ kultury politycznej dominującej w danej społeczności. Przedmiotem artykułu jest przedstawienie powyższych uwarunkowań związanych z wyłanianiem i funkcjonowaniem władz samorządowych.

Opis:: Artykuł ten w oparciu o opinie marszałków województw rekonstruuje rolę aktorów regionalnych i centralnych przy podejmowaniu decyzji dotyczących tworzenia koalicji regionalnych w okresie od I do V kadencji. W warstwie teoretycznej analiza odwołuje się do perspektywy rządzenia wielopoziomowego, natomiast szczególnie istotna przy opisie wzorów tworzenia koalicji regionalnych od III do V kadencji jest koncepcja koalicji przystających (congruent coalitions). W związku z trwałością utrzymywania się w regionach koalicji PO-PSL zadane zostało pytanie o korzyści istnienia na tym poziomie podobnych koalicji jak w centrum. Dwie pierwsze kadencje znacząco odbiegały od trendów utrzymujących się od chwili wyborów w 2006 r. W tym czasie politycy regionalni często podejmowali kluczowe decyzje i dopiero rozpoczynało się tworzenie systemu wielopoziomowego.
The article reconstructs the influence of regional and national politicians in deciding on the formation of regional coalitions in the period 1998 – 2014 by referring to opinions presented on this issue by voivodeship marshals. The theoretical framework is a multi-level government perspective. Since the election of 2006, a particularly important concept in explanation of regional coalitions is that of congruent coalitions. Due to the durability of the Civic Platform/Polish Peasant Party coalition formula, regional politicians were asked about the advantage of forming congruent coalitions. The first and second terms of regional government (period 1999 – 2006) differ radically from the trend developed in the aftermath of the 2006 election. At that time, the multi-level system was only beginning to develop, and it was regional politicians who were determining the formation of regional coalitions.
