    W artykule autor stara się ustalić, jaką rolę powinny i mogą odgrywać partie regionalne procesie integracji europejskiej. Znaczenie tego pytania wynika z faktu, że partie regionalne spotykają się z niechęcią ze strony władz politycznych i społeczeństw „państw narodowych” We wstępie autor pokazuje, w jaki sposób zmieniło się podejście do regionalizmu w Europie w połowie lat 80. XX w. Najbardziej widoczne jest ono w koncepcji „nowego regionalizmu”. Kontynuując swoje rozważania autor opisuje toczącą się debatę na temat tego jaką rolę odgrywają partie regionalne, a zwłaszcza ich szczególna forma jaką są partie etnoregionalne w systemach politycznych współczesnych państw europejskich. Podano również przykład rywalizacji politycznej w regionie i ogólnych zasad rządzących konkurencją na poziomie regionu. Autor wierzy, że analiza funkcjonowania regionalnych systemów partyjnych może być przydatna w analizowaniu procesów społeczno- politycznych, zwłaszcza na Górnym Śląsku.
    In the article, the author seeks to find what role regional parties should and can perform in the process of European integration. The significance of this question stems from the fact that regional parties tend to face reluctance from the political authorities and societies of “nationalizing states.” In the introduction, the author shows how approach to regionalism changed in Europe in the mid-1980s, most prominently in the concept of “new regionalism.” He continues to describe the ongoing debate on what regional parties and their particular form, ethno-regional parties, are and the roles they perform in the political systems of contemporary European states. An example is also provided of the political rivalry in the region and the general principles governing competition at the region level. The author believes that the insights into the functioning of regional party systems can be useful in analyzing socio-political processes, especially in Upper Silesia.

    The history of states situated in Central and Eastern Europe in nineteenth and twentieth centuries differs significantly from the history of contemporary than western democracies. In nineteenth century, when the majority of states in Western Europe have shaped their own models of horizontal and vertical division of powers, states in Central and Eastern part of the continent have fought for their political position in the context of larger, complex states or didn`t exist at the map of the world at all. The short period of peace between the First and the Second World War has allowed for some experiments with democratic institutions and procedures, but there was no time for their consolidation. After the Second World War that part of Europe has fallen under the influence of the Soviet Union, losing the chance to implement political solutions known by the Western Europeans for more than 150 years. The democratic transition, started symbolically in 1989, has allowed to undertake new efforts to establish democratic orders in states of Central and Eastern Europe. However, the horizontal division of powers was far more important than the reflection on necessity of vertical organization of the public authority. Mentioned problems have decisively caused difficulties in defining relations between political centres and peripheries in states of the Central and Eastern Europe. But it does not mean that politically significant processes in these states are taking place only in political centres and their only actors are state-wide-parties. For that reason the main aim of this paper will be to justify the necessity of scientific research concerning regional and ethnoregional parties as well as proto-parties in Central and Eastern Europe.

    The aim of the article is to present how European integration influences nationalistic, regional, and ethnoregional parties (top-down Europeanization) and how these types of national parties influence Europe and what structures they form to influence the decisionmaking process of the European Union (bottom-down Europeanization). The article is divided into three parts. The first part characterizes the phenomenon of Europeanization of political parties. It also attempts at defining nationalistic, regional, and ethnoregional parties. The second part presents the attitude of such parties towards European integration and factors that influence it. The parties were divided into nationalistic parties that represent the domineering nation, and parties of preferential nationalism. The third part of the article discusses institutionalisation of the cooperation of parties of preferential nationalism on the European level, taking into consideration cooperation in the European Parliament (Greens/ EFA fraction) and non-Parliamentarian organization – European Free Alliance (EFA).

    The main aim of the paper is the theoretical analysis of the concept of the territorial heteronomy. Conclusions concerning the idea of territorial autonomy, regionalism or federalism easily can be found in the scientific literature. But they are useless to investigate and explain many political processes and political preferences in states of the Central and Eastern Europe. It is because states of this part of the continent did not have a chance to create and develop their own models of classic administration institutions in the nineteenth century, inter alia the local and regional government. Their only experience in this area is limited to the interwar period between 1918 and 1939. They have gained a new chance for a democratic division of public tasks after the collapse of the communist system in the very end of the twentieth century. But in that period they have focused more on the horizontal division of powers than on the vertical one. For that reason up till today political phenomena in the political centre have more importance than the regional policy impact attempts. The inspiration for such a research were electoral results obtained by two regional parties at elections to the Śląskie Voivodeship Assembly in 2018.

    The paper under consideration describes the local elections of 2006-2015 in the Transcarpathian region. Their influence on the development of party structure of the region has been revealed as well. It has been noted that according to the results of local elections of 2006 and 2010, parliamentary mandates were received by the electoral block «Our Ukraine», Yulia Tymoshenko’s block, the Socialist Party of Ukraine, the Party of Regions, Lytvyn’s People block, “KMKS”, the Party of Hungarians of Ukraine, the Democratic Party of Hungarians of Ukraine. The distribution of party political forces on the eve of local elections and the favorites of the election campaign of 2015 are as follows: political party «Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Unified Center». It has been stressed that the local elections of 2006, 2010, 2015 demonstrated a high result of the Hungarian parties. The regional peculiarities of the organization of election campaigns have been clarified. The factors, determining them have been outlined as well. Among them: geographic location of the region, historical traditions, ethnic factor (the residence of the Hungarian minority) etc. The main milestones in the evolution of the Party’s structure of the region are described: 1) 1990-1995; 1995-2002; 2002-2006; 2006-2010; 2010-2014; starting from 2014. It has been summarized that according to the results of 2014 parliamentary elections, and the local elections of 2015, the following political parties become dominant in the party’s structure: a) formed as the сonsequences of the Revolution of Dignity («Petro Poroshenko’s Solidarity Block», political party «People’s Front», political party «Samopomich” Union»); b) «regional parties» (political party “Unified Center”, KMKS, the Hungarian Party of Ukraine, the Democratic Party of Hungarians of Ukraine); c) the parties that won the results of the local elections of 2015 (political party «Vidrodzhennya», the political party «Our region», the Agrarian Party of Ukraine).

    The purpose of the study is the structure of political parties and comparative analysis of the party system in the Republic of India. The objective of the research is to investigate the functioning of the parties, power structure, dynamics and their role in forming the government at the centre and state levels in the country. In addition, the study analyses the approaches of the parties as an actor to make a coalition government in various provincial governments. The research used comparative method analysis to achieve the purpose of this study and describe the source methods for testing the research objectives. The study finds the comprehensive relevance of parties’ role in the Indian political system. Finally, the result of the article finds as a conclusion that the multi-party system provides multiple opportunities for people to participate in the democratic process in India.
    Celem opracowania jest struktura partii politycznych oraz analiza porównawcza systemu partyjnego w Republice Indii. Celem pracy jest zbadanie funkcjonowania partii, struktury władzy, dynamiki oraz ich roli w tworzeniu rządu na szczeblu centralnym i stanowym w kraju. Ponadto w opracowaniu przeanalizowano podejście partii jako podmiotu tworzącego rząd koalicyjny w różnych rządach prowincjonalnych. W badaniu zastosowano analizę metodą porównawczą, aby osiągnąć cel niniejszego opracowania, oraz opisano metody źródłowe służące sprawdzeniu celów badawczych. Badanie wykazało wszechstronne znaczenie roli partii w indyjskim systemie politycznym. Wreszcie, w wyniku artykułu stwierdzono, że system wielopartyjny zapewnia ludziom wiele możliwości uczestniczenia w procesie demokratycznym w Indiach.

    Celem artykułu jest analiza roli partii regionalnych w kształtowaniu indyjskiej polityki zagranicznej na przełomie XX i XXI w. Objaśnienie i zrozumienie tego procesu wymaga zbadania przesłanek zwiększenia aktywności partii regionalnych w sferze międzynarodowej oraz zidentyfikowania instrumentów formalnych i nieformalnych, za pomocą których wpływają one na proces tworzenia polityki zagranicznej. Teoretycznym narzędziem zastosowanym do analizy aktywności partii regionalnych w Indiach w wymiarze międzynarodowym i wpływania na kształtowanie polityki w tym zakresie jest liberalna teoria polityki zagranicznej. Użycie liberalnej teorii pozwoli na weryfikację przyjętej hipotezy wskazującej, że partie regionalne dynamizują politykę zagraniczną Indii, przyczyniając się do wzbogacenia jej treści i celów, zwłaszcza w odniesieniu do stosunków z państwami sąsiadującymi i współpracy w regionie Azji Południowej. W pierwszej części artykułu omówiono główne założenia liberalnej teorii polityki zagranicznej, skupiając się przede wszystkim na modelu opracowanym przez Andrew Moravcsika. W drugiej części zidentyfikowano uwarunkowania i ramy instytucjonalno-prawne, które kształtują aktywność międzynarodową partii regionalnych. W trzeciej części przedstawiono ewolucję indyjskiego systemu partyjnego oraz scharakteryzowano wybrane partie regionalne. W czwartej części przeanalizowano wzrost aktywności międzynarodowej wybranych partii regionalnych. W podsumowaniu zaprezentowano użyteczność liberalnej teorii polityki zagranicznej przy badaniu wzrostu znaczenia partii regionalnych w kształtowaniu polityki zagranicznej Indii.
    The aim of the article is the analysis the role of regional parties in shaping Indian foreign policy at the turn of the 20th and 21st centuries, which requires examining the premises for increasing the activity of regional parties in the international sphere and identifying formal and informal instruments by means of which they influence the process of creating foreign policy. The theoretical tool used to analyze the activity of regional parties in India constitutes the liberal theory of foreign policy is. Its use will allow us to verify the accepted hypothesis that regional parties are dynamizing India’s foreign policy, contributing to the enrichment of its content and objectives, especially with regard to relations with neighboring countries and cooperation in the region of South Asia. The first part of the article discusses the main assumptions of the liberal theory of foreign policy. The second part identifies conditions and institutional, as well as legal frameworks that condition international activity of regional parties. The third part presents the evolution of the Indian party system and characterizes the selected regional parties. The fourth part analyzes the increase of the activity of international regional parties on the example of some regional parties selected based on their importance and power of their influence. The summary presents the usefulness of the liberal theory of foreign policy in the study on the increase of the importance of regional parties in shaping India’s foreign policy

    The article discusses the findings of the multilevel government school (MLG) which has been advancing since the beginning of the 21st century, studying regional elections. The concept defining regional elections as second-order elections has been recognized as critical, although it is reformulated by the MLG school to respond to changes in modern regional politics in Europe. Important recent political developments include the entrenchment of regional governments, the increase in the number of electoral appointments, expanded competencies of voters, the rise of non-state-wide parties and the empowerment of sub-national organizational levels of parties. Current MLG research focuses on identifying and explaining the cases where second-order election predictions do not appear to hold for regional elections, identifying states where it is still the case and, finally, identifying factors that increase or decrease this effect. An interesting theoretical development regarding regional elections as second-order elections is that this concept is supplemented and enriched by the theories of regional authority and territorial cleavages. The final part of the article reviews studies on regional elections and the applicability of the second-order concept to Central and Eastern European countries.

    The following article concerns selected aspects of the implementation of the quota system in elections to the regional assemblies (Sejmik wojewódzki) in Poland. This comparative analysis concerns two elections: in 2010 (before the quota system was introduced) and in 2014 (after its introduction). The key questions the authors would like to address involve the number of women represented on the electoral lists in 2010 and 2014 respectively, and the number of mandates in regional assemblies awarded to women before and after the quota system was introduced, as well as the relationship between the position on the electoral list and mandates awarded to female candidates. The authors also focus on the personnel policies of political parties. Out of all regional elections, the regional assembly elections were characterized by the highest level of party dependency. Introducing the quota system resulted in an increase in the number of women represented on electoral lists, yet it did not help increase the number of mandates awarded to female candidates. One of the reasons for this situation was the strategy adopted when the positions on the electoral lists were awarded by the parties with the largest political support. The representation of women on the upper positions of the electoral lists is smaller than the quota of female representatives imposed by the electoral law, and the larger number of women on the positions further below on the electoral lists translates into smaller chances of these candidates gaining a mandate.     Local authority units constitute significant structures in the creation and execution of regional policy at the regional level, as well as local policy at the district and municipal levels. Political parties play the leading role in selecting candidates for local govemment bodies. Party procedures for composing and approving councilors’ ballot papers, as well as the method of electing single person local authorities are crucial for the quality of regional and local elites of power. The character o f political leadership at regional and local levels is undoubtedly influenced by personal relations between party structures and local authorities, as well as by the type of political culture that dominates in a given community. The subject of the paper is the presentation o f the above determinants, regarding the appointment and functioning of local authorities.
    Jednostki samorządu terytorialnego stanowią bardzo ważne struktury w tworzeniu i realizacji polityki regionalnej na szczeblu województwa, jak również polityki lokalnej na szczeblu powiatu i gminy. W selekcji kandydatów do samorządowych organów władzy, pierwszoplanową rolę odgrywają partie polityczne. Partyjne procedury tworzenia i zatwierdzania list wyborczych na radnych, a także sposób wyboru jednoosobowych organów samorządowych mają niebagatelne znaczenie dla jakości regionalnych i lokalnych elit władzy. Na charakter przywództwa politycznego występującego na szczeblu regionalnym lub lokalnym niewątpliwy wpływ wywierają powiązania personalne struktur partyjnych z władzami samorządowymi, jak również typ kultury politycznej dominującej w danej społeczności. Przedmiotem artykułu jest przedstawienie powyższych uwarunkowań związanych z wyłanianiem i funkcjonowaniem władz samorządowych.

    Artykuł ten w oparciu o opinie marszałków województw rekonstruuje rolę aktorów regionalnych i centralnych przy podejmowaniu decyzji dotyczących tworzenia koalicji regionalnych w okresie od I do V kadencji. W warstwie teoretycznej analiza odwołuje się do perspektywy rządzenia wielopoziomowego, natomiast szczególnie istotna przy opisie wzorów tworzenia koalicji regionalnych od III do V kadencji jest koncepcja koalicji przystających (congruent coalitions). W związku z trwałością utrzymywania się w regionach koalicji PO-PSL zadane zostało pytanie o korzyści istnienia na tym poziomie podobnych koalicji jak w centrum. Dwie pierwsze kadencje znacząco odbiegały od trendów utrzymujących się od chwili wyborów w 2006 r. W tym czasie politycy regionalni często podejmowali kluczowe decyzje i dopiero rozpoczynało się tworzenie systemu wielopoziomowego.
    The article reconstructs the influence of regional and national politicians in deciding on the formation of regional coalitions in the period 1998 – 2014 by referring to opinions presented on this issue by voivodeship marshals. The theoretical framework is a multi-level government perspective. Since the election of 2006, a particularly important concept in explanation of regional coalitions is that of congruent coalitions. Due to the durability of the Civic Platform/Polish Peasant Party coalition formula, regional politicians were asked about the advantage of forming congruent coalitions. The first and second terms of regional government (period 1999 – 2006) differ radically from the trend developed in the aftermath of the 2006 election.
